1. EXECUTIVE SUMMARY

1.1 INTRODUCTION

Forbesganj college, Forbesganj was established in 1959. It was then under the purview of Bhagalpur university. After the formation of L. N. Mithila University, the college got affiliated to it. It became a constituent of it on 1st April 1977. Later when B.N. Mandal University came into being in 1992, the college was one of its 28 constituent colleges. Forbesganj college, Forbesganj has been a constituent unit of the newly established Purnea University, since March 2018.

Geographically it is located in the India-Nepal border. Nepal’s industrial town Birat Nagar is merely 15 kms away from here. The border of West Bengal is only 45 Kms away in the east and the border of Bangladesh is 62 Kms from here. Another constituent college, Araria College is 35 kms from here in the south. This is to say that this college captures a sizable area of academic growth.

This is the land where renowned novelist of hindi late Sri. Pharnishwar Nath Renu got his making. His native village is nearly 10 kms in the south from here. This college attract a large number of graduation students in the faculties of Arts, Science and Commerce. This college conducts the education of UG (Hons) level as well as intermediate in all the faculties mentioned above. Since 2013 a new self-financed course (B.Ed) has been introduced to the existing curriculum.

The college has made rapid strides in over 60 years of its existence. The common facilities provided by the college include library, sports facilities and the orientation programs through NSS and NCC.

The college has 10 acres and 74 decimals of land. There are five laboratories namely, Physics, Chemistry, Zoology, Botany and Psychology in which practical classes are conducted. In the campus there are facilities such as Administrative Block, Principal’s office, Examination Office, Accounts Office, Seminar Hall, Central Library with a reading room, one Welfare Hostel managed by the Government of and a newly-built girl's hostel. The master plan that the college is annexing exhibits schemes and projects which are to be undertaken in near future.

Creating human resources, that can influence the educational reforms and public policies by effective leadership. Conducting applied research that can solve the society needs and services necessary for sustaining economic health. 4. To improve the educational status of this region as it is one of the most backward parts of India. 5. To impart human values and to promote leadership qualities among students. 6. To impart education based on a scientific, moral and value-based foundation to meet the challenges of the technologically advancing global environment.

Mission

1. To provide adequate infrastructure facilities by 2020. 2. To encourage students and faculties to pursue academic excellence. 3. To ensure quality education for the economically weaker sections of the society. 4. To motivate the students to pursue higher education, appear for competitive exams, and other value added programmes for their holistic development. 5. To strengthen bilateral relations with neighboring country Nepal through establishment of student exchange program on a priority basis. 6. To provide the indoor synthetic sports stadium facility for sports such as badminton, basket ball, and gymnastics etc. 7. By 2024 prepare at least the 20% of the students for the placements in various public and private sectors. 8. To implement job-oriented vocational courses to the weaker sections of the women community in the Forbesganj region. 9. To enrich skill development of young students for the small/medium scale industries in the rural economy.

1.2 Strength, Weakness, Opportunity and Challenges(SWOC)

Institutional Strength

Sprawling beautiful, eco-friendly and amicable campus.

Highly qualified, well experienced, dedicated, competent and proactive faculty.

Teachers are sincere towards their duties and organization.

High speed internet facilities with Wi-Fi are accessible to the students and staff.

The college has a well stocked library for students and faculties.

Our strength lies in motivating students from different weaker backgrounds to be educated, creative and responsible citizens.

Sensitive towards the needs of differently- abled students.

Institutional Weakness

Poor student- teacher ratio. The intermediate course is conducted in tandem with the main course which has badly affects the student-teacher ratio. Not having fully residential campus worsen campus student life. Secondary educational quality of the new students is woeful which weaken the process of better course outcomes.

It is not possible to maintain the educational environment without substantial financial support by the University or state or the UGC With the existing resources, it is almost impossible to meet the need for augmenting the infrastructure to keep pace with the academic growth. In the face of detorioting academic environment in Bihar, attendance of the students in not satisfactory. Some of faculty members are yet to acquire their doctoral qualification.

Institutional Opportunity

As the college is located near the border of Nepal, the foreign students too are getting their degrees from here. With the recruitment of new assistant professors specially in science, the opportunity for science studets has increased significantly. Now the college development committee has approved the maintenance of science laboratories, ramp for physically challenged persons, and other is getting basic facilities within the college campus. Now the academic calander drafted by the University and college is getting implemented for improvements in the teaching and learning ambience.

1. This the one of the best place to develop a Nepal study centre in India.

2. The play ground of the college is very suitable for the development of synthetic court.

3. Increasing number of girls students per year which exhibits awareness of females about education of this area.

4. Scope for initiating career oriented and outreach programmes.

Institutional Challenge

This area lies within Koshi region where usually floods come and causes huge damage. In year 2017, the college premises got badly damaged due to flood. Most of the important documents were destroyed and the sciece building also collapsed with well built and well furnished science laboratories.

This region of the bihar is rather backward socially and educationally. Mostly students come for degree not for classes. It is a challege to motivate them for regular classes. Another challenge is shortage of teaching and non- teaching staff for the smooth functioning of the college.

The major challenges are as follows:

1. Basic appropriate infrastructure and educational environment for a large number (~10,000) of students of the college.

2. Improve student attendance in the classes.

3. Removal of Intermediate program from this college to improve the quality of higher education. 4. Minimising the frequent engagement of college campus premises for non-educational activities like

elections for longer durations. 5. To develop alternative way to avoid academic disturbances namely, Bihar Board Exams, evaluation works etc.

1.3 CRITERIA WISE SUMMARY Curricular Aspects

The college offers teaching in 16 graduation level subjects in the faculties of Arts, Science, Commerce, and a self-financed Education Pedagogy (B.Ed). In the college, intermediate courses are also taught in the subjects of Arts, Science and Commerce as an extra burden.

The syllabus of the graduation courses are periodically revised as per the norms of the UGC curriculum by the university. The syllabi are prepared by the subjects expert committee constituted by the university and constituent colleges. The students have several elective options in their courses of study. The CBCS syllabus could not be introduced yet due to the shortage of appropriate resources and man power. However, some of the work load has been shared by the newly appointed guest faculties in various departments, though that is not sufficient to run the classes and laboratories smoothly. No grants are available either from the university or state government for the efficient running of the curriculum and administrative purposes. The paucity of the funds and man power is the main hindrance in the way of basic academic and innovative learning environment in the campus.

Teaching-learning and Evaluation

The admission in the various courses is based on the marks obtained in the previous examinations according to the number of seats allotted in various courses following the reservation in the policy of the government of Bihar. The admission is open to the students from the other states as well as the foreign country. The college follows the annual pattern in the academic programs.

The teaching is imparted through class room lectures, instructions, laboratory works, tutorials and supplemented by field work wherever necessary. The use of ICT enabled audio-visual elements will be a value addition to the traditional class-room teaching. Subjects like Psychology, History have practical dissertations with external viva-voice as part of fulfilment of the practical works. The attendance of teaching and non- teaching staff is strictly monitored by bio-metric system.

The tutorial engagement is often disturbed by examination schedule of University and Intermediate board etc. Sometimes the college is made examination centre for SSC and Engineering. Apart from this during elections the college becomes available centre for distribution of election material which is also hampering the curriculum. The college is maintaining the standard of invigilation in the examination but some times, disruptive hooligans use unfair means at the examination centres. Although the college administration does not allow such activities.

Research, Innovations and Extension

The college is a recognised centre for UG courses, though some of the faculties are significantly active in continuing the research activity in Arts, Commerce and Humanities and many of them are guiding the research scholars. The university promotes research work by recommending study leave for teachers and teaching schedule is adjusted to facilitate them. Although there is no provision of financial support to researchers at college level in this University.

The college does not have any collaborative activities as of now. Some of the newly recruited science assistant professors have the scope of collaborative activity with their previous institutes. On the other hand the extension activity like NCC, NSS are supervised by the senior faculty members. These activities are extended to area like community development, health, and hygiene awareness. The NCC cadets and NSS volunteers help people during the flood and epidemics upsurge.

The college activities include social awareness programs like AIDS, blood donation, environmental awareness and disaster management and medical camps.

Infrastructure and Learning Resources

This college has very large green campus. It has necessary physical infrastructure as science block, commerce block, administrative block, library, staff room, girls and boys common rooms and hostel facilities. The infrastructural development of the college and the sports activities are maintained with the designated faculties and Physical Training Instructor (PTI). The sports and athletics are overseen by the sports president and secretary.

The institution has adequate instrunctional infrastructure for teaching- learning. viz., classrooms, laboratories, equipments, computers etc. The institution has moderate facilities for sports, games, gymnasium, yoga centre etc., and cultural activities. College has 15 classrooms and 3 seminar hall with ICT - enabled facilities such as smart class, LMS, etc. Each year moderate percentage of budget allocated for physical and academic infrastructure facilities. Library is in process library automation using Integrated Library Management System and facilitating e-contents through national digital library NDL. This old library is enriched with some rare literature books and special reports issues viz., magazines, reports etc. College library is providing access to the students for availing the e-resources. College frequently updates its IT facilities including Wi-Fi. The institution has established systems and procedures for maintaining and utilizing physical, academic and support facilities - laboratory, library, sports complex, computers, classrooms etc through website and other methods.

Student Support and Progression

The student service centre and the elected Student Union spread the information to the students about the admission rules, class routine, examination rules and the financial assistance through scholarship etc.

The carrier guidance and the student feedback on academic matters is paving the way of student career progression but as the teachers and staff are grossly understaffed, this support system is not in a position to give better results.

The college publishes annual reports, highlighting its activities in the prospectus and college magazines regularly to inform and sensitize the student communities. All the relevant information are incorporated in the college website for the ease of students.

There is no perfect missionary to collect the data about the student progression and placement service. Though it is learnt that quite a large number of students are recruited in the central and state government jobs as well as in public private sectors. The college environment is quite suitable for recreation of student ability and skill development.

Governance, Leadership and Management

The organisational structure of the college includes the Principal, Bursar, accountant, head clerk and staff members. The college is governed according to the Bihar state university act 1960 as amended date to date. Through the statutory bodies like staff council, development committee, purchase committee, admission committee, sports and cultural activity committee and IQAC etc, the college administration runs the college democratically. The functioning of the college is assisted by various staff incharges of library, routine incharge, controller of examinations, information and carrier guidance, NCC, NSS ect. Transitory committees are formed from time to time to look after the beautification, environmental care, cultural functions and social works etc.

The academic calendar for admission, periodical test, theoretical and practical classes are prepared in consultation with the heads of the departments of the college.

Regular internal audit is done in the college. The university also sends the audit team from time to time to take care of the accounts of the college. The budget of the college is prepared by Bursur, Accountant and some senior teachers of the college under the guidance of the Principal. The university scrutinizes in the finance committee and then it is passed in the syndicate and senate of the University. Thereafter it is sent to the government for the final approval. The salaries and other allowances are sent by the university and after deduction of PF, Income Tax, Insurance premium, Loan etc. the payable salaries are released to the teachers and other staff off the college. The same procedure is applied when any arrear amount is received from the government or the university.

4. Quality Indicator Framework(QIF)

Criterion 1 - Curricular Aspects

1.1 Curricular Planning and Implementation 1.1.1 The institution ensures effective curriculum delivery through a well planned and documented process

Response:

The college being constituent unit of Purnea University, Purnia follows the curriculum prescribed by the University. Some of our senior faculty members are involved in the construction of curriculum and the curriculum is revised periodically with the suggestion of subject experts. The same curriculum is adopted by all colleges under the university.

An active plan for timely implementation is formulated by the institution to ensure effective delivery. An academic committee consisting of Heads of various departments with their faculty members and headed by the Principal, prepares policies after planning the best methods to successfully implement the curriculum before the commencement of the session.

The faculties are encouraged to prepare an active plan for their classroom teachings of the entire year and it is ensured that teachers move from easy to difficult, familiar to unfamiliar and at a pace that is easy for learners to maintain. The part of courses are distributed among available faculties after careful consideration of their qualifications, subject specializations, experience, performance and their own interest. In the very beginning of session every teacher is excepted to draw his / her teaching plan broadly taking into consideration the understanding ability of students. Feedbacks are taken from students after completion of topics and poor performers are guided properly by the subject teachers. The preparation of such a plan helps with effective distribution of syllabus, clarity of curriculum and timely completion of the course.

Each department prepares its internal academic calendar well before the year commences. These calendars are reviewed and rechecked if needed. Along with this, the respective lecturers prepare lecture notes, class notes and PPT presentations and deliver them in their scheduled class.

Continuous evaluation is maintained throughout the year by giving assignments and conducting tests, after completion of every unit to ensure thorough understanding. Transparency and impartiality are maintained in the evaluation process. Evaluated answer sheets are returned to the students with suggestions for further improvement. Attention to students needs' is given by the teachers and mentors.

Although the adequate number of permanent teaching faculties are not available in a few subjects in the college, highly qualified Guest lectures have been appointed by the university to maintain the quality of educational outcome. We have an effective feedback management system including teachers, staff, students and guardians. The feedbacks are analysed by a committee and important suggestions are factored in the revision of the curriculum and in the teaching learning process. The staff is constantly encouraged to attend refresher courses, workshops and seminars to update their knowledge. Slow learners: The Institute practices a robust student academic counselling process. 2.5 Evaluation Process and Reforms 2.5.1 Reforms in Continuous Internal Evaluation(CIE) system at the institutional level

The assessment of performance is an integral part of the teaching and learning process. As a part of sound educational strategy, the institution adopts Centralized Continuous Internal Evaluation (CIE) System to assess all aspects of a student’s development on a continuous basis throughout the year. However, the final evaluation is made by the affiliating university but the college do internal evaluation of the students by organising monthly tests and pre-tests to prepare them for the final exam.

From the recent years, the following initiatives have been taken to make students aware about the evaluation process.

1. The orientation programmes at the beginning of the courses through the welcome address system of the college.

Transparency initiatives at institute level:

Basic eligibility for evaluation process is made known to students through affiliating university website, college notice boards and class counselling. The university sets some of evaluation centre and the evaluation is made by the subject experts. Institute also notifies the criteria for marks allocation for internal assessments through notices and class counselling. Continuous assessment report for all the courses is displayed in respective laboratories every month. Staff meetings are conducted periodically to review the evaluation process. Solving grievances of students, if any. Two internal examiners are appointed for each subjects to evaluate final internal marks. At the end of each course, The Principal verifies the internal marks for all the students.

2.5.3 Mechanism to deal with examination related grievances is transparent, time-bound and efficient

Response:

There is complete transparency in the internal assessment. The criterion adopted is as directed by the university. At the very beginning of the courses, faculty members inform the students about the various components in the assessment processes during the course. The internal assessment test schedules are prepared as per the university guideline and communicated to students well in advance. To ensure proper conduct of formative tests, a minimum of two invigilators is assigned for upto 50 students in each hall. If the number of students is more than 50 in the examination hall then the number of invigilators is also increased accordingly. Evaluation is done by the course handling faculty members or other subject experts appointed by the university within stipulated time after the examination.

Day to day performance of the students is assessed for every experiment which includes regularity, performance, viva and promptness in preparation of lab record books. For the lab courses, the marks/grade scored by the student for each experiment are indicated in the record. The independent learning, practical approach to the real-time applications is tested by viva-voice for the laboratory courses. To ensure the transparency and curb the malpractices the university has introduced a jumbling system and theory end examinations are conducted at a center other than the college.

The queries related to results, corrections in mark sheets and other certificates issued by university are handled at examination section of the Purnea University after forwarding such quires through the college examination section. Students are allowed to apply for revaluation, recounting and challenged evaluation by paying necessary processing fees to the university if they are not satisfied with the university evaluation through the college.

The academic calendar is given by the Purnea University and the college strictly follows the same. In the beginning of the academic session the students are apprised of academic calendar and the same is displayed on the notice boards and at strategic locations. The schedule of all examinations is given in the academic calendar. However, the college has its own time-table for the running of classes, labs, and internal assessments. Only HOD and Principal can incorporate minor changes in academic calendar in case of unforeseen circumstances.

The college has ensured that the course outcomes for all programme offered by the institute are stated and displayed on the website and communicated to the teachers and students. The syllabus of the course has been prepared and developed by the parent university and ensures upgradation from time to time. The college holds workshops before the preparation of the learning outcomes through participatory approach and fills the gaps if any after the implementation of the same. The college is also bound to accept the recommendation of the academic council to incorporate and implement the same. The teachers expound the generic attributes of the learning outcomes through induction programme in their respective classes and explain the skills to be acquired and the outcomes expected of programme being undertaken by the students. The college is holding classes, lectures, group discussions to orient students in developing self-reliance and competence. The university has included different extracurricular activities like sports, plantation and cleanliness drives as compulsory curriculum activities to develop a sense of equality among students. There is annual system of examination for all courses. Every subject/course has course outcomes to be achieved by the students at the end of the course. The student learning assessments are measured systematically throughout the degree programme using a variant of reliable direct assessment methods. The following method has been adopted for monitoring an individual acquisition of knowledge and skill evaluates analytical thinking, decision making and problem solving abilities.

SUMMATIVE ASSESSMENT- Comprehensive evaluation of learning outcomes is carried out at the end of academic year. The university has conducted both the theory and practical examinations at the end of each academic year covering the complete syllabus.

Moreover, the college also carried out informal and indirect assessment along with formative assessment which are essential for multi dimensional assessment of learning outcomes.

Criterion 4 - Infrastructure and Learning Resources

4.1 Physical Facilities 4.1.1 The institution has adequate facilities for teaching- learning. viz., classrooms, laboratories, computing equipment, etc.

Our college encompasses a well maintained campus spread over 10.4 acres of serene green land. The existing infrastructural facilities are utilized both for conducting theory and practical classes. The following table shows the number of classrooms, tutorial rooms, seminar halls and laboratories:

Classrooms: Our institution has sufficient number of well-furnished, well ventilated, spacious classrooms for conducting theory classes.

Laboratories: All our laboratories are well equipped and well maintained only for carrying out the curriculum oriented lab practicals.

Technology Enabled Leaning Rooms: Two of the smart classes in the college are provided with E- classroom equipped with LCD Projector, audio system and internet. College has a seminar hall to conduct conferences, seminars and workshops. This hall has the capacity of 250 seating capacity of students and faculty members as well. They are equipped with LCD Projectors, white boards, public addressing system with internet connectivity

Tutorial Classrooms: Each department has tutorial classrooms to conduct tutorial classes to address the queries of the students even personal level doubts too.

Tutorial classroom is equipped with black board, wooden benches,fans, tubelights etc.

In the last few decades, sports have gained tremendous popularity all over the Globe. The Popularity of sports is still increasing at a fast pace and this happy trends is likely to continue in the furture also.

Sports, serve vital social and cultural functions. Its importance can never be ignored. Over the past two years the sports actovities has risen faster after the appointment of two permanent PTI staff in the college. Outdoor and indoor games and sports are being organised regularly for men and womens. During their training the emphasis has been given on their physical fitness, motor fitness, mental capacity and technical skill development through intramural competetion. They are always prepared for the comming inter- college competion and inter-university tournaments.

Mainly college fcilitate Football, Cricket, Vollyball, Kabbaddi Kho-Kho and Badminton. For these games adequate no of playing kits are also available.

Every year in the beginning of session, students are motivated to register themselves in library to use books. Suggestion box is installed inside the reading room to take users feedback. Library has a variety of precious standard old books in Literature and Arts. Each session we are issuing maximum three books to each student for two months and are encouraged to return with the other books. Their continuous feedback of the students and teachers helps a lot in introducing new books and rare issues in library development. But due to the lack of sufficient manpower and lack of fanancial allocation libarary is in poor condition. We are proposing the different NGO's and public communities for donating the fund for enriching the library. Apart from this we are contacting different publishers to send a speciment copy for availing the books to the students. 4.4.2 There are established systems and procedures for maintaining and utilizing physical, academic and support facilities - laboratory, library, sports complex, computers, classrooms etc.

Response:

The college ensures optimal allocation and utilization of the available financial recourses for maintenance and upkeep of different facilities by holding regular meetings of various committees constituted for this purpose and using the grants received the college as per the requirements in the interest of students.

Laboratories- The college has science laboratories and laboratory for psychology. However, this region is a bit backward. People are not aware of importance of labs. Due to the deficiency in appropriate manpower, the things are not maintained properly.

However, in recent years, the appointments has been made by the government. New establishment and recovery of old laboratories are initiated at the institute level. The calibration, repairing and maintenance of sophisticated lab equipments are done by the technicians of related owner enterprises. There is systematic disposal of waste of all types such as bio-degradable chemical/chemical and e-waste.

Library —Every year in the beginning of session, students are motivated to register themselves in library to use books. We plan to facilitate our college with national Digital Library so that the students can assess the appropriate books/article available over there in addition to the hard book available in the college library. To ensure return of books, ‘no dues’ from the library is mandatory for students before appearing in exam. The proper account of visitors (students and staff) on daily basis is maintained. Other issues such as weeding out of old titles, schedule of issue/ return of books etc are chalked out / resolved by the library committee. The requirement and list of books is taken from the concerned departments and HoDs are involved in the process. The finalized list of required books is duly approved and signed by the Principal.

Sports— The college has a very nice ground for sport activities. The sports is in the curriculum of the college and the regular games organises in the campus. We have football arena, 200 meters track for race, Cricket arena, Volleyball court, Kabaddi and kho-kho court. Although the college do not have indoor stadium, but students participates in Badminton with enthusiasm.

Recently, in 2017-18, Md. Farooque Azam (student) participated in the inter college Athletics competition in 100 mtr and 200 mtr and won the Gold medal. He has also participated in All India Inter-University Athletic competition at Guntur, Andhra Pradesh. Our Cricket team is the winner of 2018-19 inter college tournament organised by Purnea University at Kishanganj.

Computers — In the present era, one can not imagine a systematic education system without use of computers. Since this region is very backword socially and educationally, the college did not have a proper computer centre specified for the students. The IQAC has put the demands to the college

Classrooms-The college has a building committee for maintenance and upkeep of infrastructure. At the departmental level, HoDs submit their requirements to the Principal regarding classroom furniture and other. The college development fund is utilized for maintenance and minor repair of furniture and other electrical equipments. With the help of the two full time sweepers cleanliness of class rooms is maintained. They are well equipped with modern tools of cleaning such as mops, gloves and vacuum cleaner. A complaint register is maintained in office in which students as well as faculty can register their problems which are resolved within a set time frame. Students are sensitized regarding cleanliness and motivated for energy conservation by careful use of electricity in classrooms. There are technicians, masons, plumbers, carpenters deputed by management who ensure the maintenance of classrooms and related infrastructure.

The Student Union ensures communicating student voice to the organization. They provide the necessary input required by the management as they are directly connected. They are given the duties of decision making, event organization and coordination amongst many other roles. The Student’s Union has an active role in all college activities. The Union led by president has organised a bicycle rally on the occasion of environmental day on 5th June 2018 to spread awareness among resident of Forbesganj. Union organised a meeting on 17th august 2018 to pay homage to late Prime Minister and remembered his work for Nation with special reference to building of North-East Corridor which is the lifeline of Forbesganj.

The Student’s Union demanded to include P.G. level courses from Legislative Council and Syndicate member of Purnea University Mr. Dilip Jaysawal and then Vice chancellor of BNMU. Union always helps students during admission time and admit card distribution by establishing a help desk and do grievance redressal on the spot. Student’s Union in collaboration with Forbesganj college paid tribute to martyred personnel of CRPF on 26th November 2018 and remember their supreme sacrifice. After establishing the students union the efficiency of all aspects of College sufficiently increases. The Union participates in all cultural activities of College.

The aims and objectives of the Student’s Union is to serve as a forum for providing opportunities to students for gaining experience of the culture of democracy and constructive engagement with social concerns, and shall have following objects, namely –

5.4 Alumni Engagement 5.4.1 The Alumni Association/Chapters (registered and functional) contributes significantly to the development of the institution through financial and non financial means during the last five years

The Alumni Committee was formed to strengthen the bond between alumni and the college, which includes developing an active network of alumni across countries. The committee has been working on creating an alumni directory and facilitates the formation of an alumni association.

In doing so, the alumni tab has been set up on the college website, which has a registration form on which the former students may enter information that is required.

The alumni committee also has a Facebook group called Forbesganj College Alumnithat has more than 100 alumni along with faculty members who are part of the alumni committee. The Facebook group is used to update the alumni about all the activities undertaken by the alumni committee. Apart from the Facebook group, a WhatsApp group called Alumni Association Planning Group has been formed, which

On that occasion the alumni meet involved current students performing cultural programs for the alumni, the alumni sharing their experiences, and various fun games involving alumni and faculty members.

The Alumni Committee is highly motivated to facilitate a strong, healthy association between the alumni, teachers, and current students. In the future the Alumni Committee is hoping to have the former students be an integral part of the college activities such as placements, seminars/workshops, guest lectures, and career guidance for the current students in college. The vision of the college to provide quality education to students of Araria and neighbouring country Nepal specially to students who come from weaker socio-economic background. The governance of the college is very much inclined towards fulfilling its mission.

The college has performance appraisal system for teaching and non teaching staff. Staff are given incentive for the overtime duty or the compensation for encourgment. The principal is responsible to send confidential letter mentioning the work performance and ethics of the staff to the university. Income/expenditures are closely monitored by the Bursar and Accountant and overseen by the Principal. Judicious expenditure of funds involving proper procedure for purchases by the Purchase Committee with regular audit (Internal and external) of the budget indicates transparency in financial affairs.

The financial transactions are of different types such as fees, examination fee, registration fee, sports fee etc.

This college has five accounts.

The internal auditor carefully checks all these accounts on regular basis. In case of any irregularities in accounts, the concerned person is given proper guidelines.

This institutes did not receive any funds from any funding agency other than UGC. UGC funded in every 5 year plan for books, civil constructions and lab equipments. If the fund is not utilized, the fund is returned. Although it happen rarely.

Regarding UGC funds, the college accounts department duly oprates all accounts. The collection of different fees is sent in concern accounts daily by accountant and cashier. Daily FCR is prepared and the respective counter clerk deposits the collected fund to the accountant by preparing and adding the sums. Daily accountant prepare Daily Collection Register (DCR) and deposit the collected amount into the respective account in the bank.

The IQAC for Forbesganj College Forbesganj is established of 07/01/2019. As we are applying for the cycle 1, the IQAC members are putting all there sincere efforts in preparation of Institutional Information for Quality Assurence (IIQA) and self study reports (SSR) of the college. IQAC organises meetings with teaching, non-teaching and other staff members on regular basis and ask them to focus on the assigned work and report to the Principal. IQAC makes surveys of all the physical facilities and instructional ones and reports to the Principal for further improvements.

Many significant improvements have been made in last five years in the academic and administrative functioning of the college.

Being clean and green is one of the fundamental aspects of this institution. Forbesganj College not just aims to keep the campus clean, but also indulge young students to associate cleanliness as a part of their character.

Solid Waste Management:

The college is keen to follow norms for the management of the disposal of hazardous wastes. Precautions are taken and guidelines are followed before disposing microbial wastes. The institution takes all measures required to ensure that the campus is free of plastic items and other wastes that harm the environment. Faculties, staffs and students of this institution are guided to discourage the use of plastic cups, plates and polythene bags to avoid non-biodegradable chemical pollution. The burning of leaves is strictly avoided. Different kind of solid waste i.e. paper, plastics, glass, metals, foods etc. are collected in the dustbins found frequently in the College campus at various places. The solid waste of college is managed by municipality. Segregation of waste from the dustbins to other strategic locations by municipality, helps in maintaining the campus clean and green. On the world environment day environment awareness and cleanliness march is organised by students, NCC and NSS volunteers of the institution.

The climate of the region is per-humid characterised by high rainfall, and falls under cool to warm per-humid thermic-agro-ecological sub zone. Rainfall in the district is mainly by southwest monsoon, which sets in the month of June and continues up to September. The average annual rainfall in this area is up to 1582 mm. The district receives 85% of the rainfall per year. Thus district receives abundant rainfall, which recharge the aquifers and there is enough water stored underground. The the requirement of rain water harvesting structure is a least concern because of the area is flood prone too. Although the concerned authority of this institution is planning to construct structure for rain water storage, taking in view the future scenario of climate change.

There are large number of trees and plant inside the campus. The fields of campus is covered with dense green grass and surrounded by trees. 1.Admission is an online process which is strictly on the basis of merit in accordance to the government reservation policies. 2.There is academic committee in the college which monitors every academic activity of the college. 3.Important notices regarding college are regularly posted in the college website to ensure complete transparency in all its functioning. 4.It has proper system outline taking care of ethical and human values responsible for transparency. The institute’s financial transaction Audits are being carried out yearly by external auditor. 5.There is anti-ragging committee in the college for prevention of ragging. 6.It ensures that all the financial transactions, reports and documents are completed with integrity. Title of practice:- National Cadet Corps(NCC)

Goal:- NCC aims to develop character, discipline, adventure sprit, a secular view among young students. It aims to create a pool of trained and motivated who will serve the nation irrespective of their career choice. It also motivates students to join armed forces and police forces of India.

Context:- One of the primary objective of educational institution is to instill social awareness in its students. NCC helps the students to develop community concerns . Araria is flood affected area. NCC is one of the primary unit for disaster management. Forbesganj College prepares the students to join the NCC motivating them to take up the rigours of this corps for the good of the society. NCC in th college was established in 1960. After setting up independent company in 1964 the NCC wing of this college is under the 35 Bihar Battalion.

Problems Encountered and Resources Required:- The fundamental challenge of NCC is limited budget. NCC also suffers from a limited supply of uniform of proper size along with drill and march past shoe. Economically backward cadets cannot afford these expenses or do so with great difficulty.

Title of Practice:- Clean and green campus

Goal:- Being green and clean should be one of the fundamental aspects of the institution. Forbesganj college not just aims to keep the campus clean, but also involve young students to maintain cleanliness as a part of their character.

Context:- Environment protection should always be one of the top agenda of human ethics. The youth need to be aware of the importance of cleanliness and environmental challenges the world is facing today. A clean and green campus sensitize them to this issue.

The practice:- In order to make the campus clean the college has put many dustbins inside campus at various places. The burning of leaves is strictly avoided. The solid waste of college is managed by municipality. The plantation drive is regularly organised by college administration with the help of NSS and NCC volunteers. The grounds of college is regularly irrigated to keep it green. On the world environment day environment awareness and cleanliness march is organised by students, NCC and NSS volunteers. Besides this college replacing CFL bulbs with low power consuming LED bulbs. The college has also installed five kilowatt solar panel to minimise carbon footprint. Students and staff of the college are promoted to use bicycle instead of motor bikes and motor cars.

Evidence of success:- The college has lush green campus. There are large number of trees and plant inside the campus. The fields of campus covered in dense green grass and surrounded by trees. Watering and cleaning is done regularly by college staff which makes it a beautiful campus.

Challenges:- The college is situated in flood affected area. Last year college was flooded which collapsed the boundary of college and the science building. Debris has not been removed yet. In rainy days fields get submersed in water which kills the grass. Due to lack of funds and staff its very difficult to manage the garden. There is requirement of many more solar panels to make the institution self sufficient in power.

Describe/Explain the performance of the institution in one area distinctive to its vision, priority and thrust Forbesganj College, Forbesganj is in a border town Forbesganj of Bihar. It was established in 1959 with a vision of empowering and educate the rural part of North Bihar. The college ensures to impart quality education to all of its students not only through enhancing their intellectual ability but also by nurturing their talents. The college shapes the learners into better citizen enriched with self confidence, perseverance, patriotism and humanity. It also try to aspire students to get good job and pursue higher education. Forbesganj college has been successful in vision till now and its evident from various aspects. Forbesganj College is one of the constituent college in district of Araria. So the college has responsibility to graduate very large number of students belonging to socially or economically weak background. Every year almost three thousand five hundred students graduate from this college out of which all female, EBC, SC, ST students are given freeship. It also gives professional B.Ed degree to almost one hundred students and aspires to become good teacher and develop the learning environment of this area. The college also gives intermediate education to almost two thousand five hundred students. A fellowship of twenty five thousand rupees given to girls students. It has distance education program from IGNOU and . So many efforts has been made in past few years to improve the teaching learning environment in economically weaker section of Bihar. The college has very active NCC wing from which almost forty students join different forces of India. Even after having very less resources and man power the college has maintain its quality and inspired students to help improve the living standard of resident of this area.

The college has a complete structure for the personality development and organising an extra curricular activities like Fine arts, Yoga, Mithala Painting and Athletic training etc. The campus is sufficiently supporting the community sports clubs like Forbesganj Cricket Association and Forbesganj Football Association etc by allowing them in the college campus after working hours. The college has structural support for the inter-university cultural (TARANG) and sports competition. Many of the students have significant participation in the inter-university programs and won the awards in the various competition. All the teachers are putting their best efforts to improve the student attendance by organizing student/parent counselling and bridging the gap between student and teachers. The college has a provision of student elections to elect student representative to bring a transparent administrative mechanism. The elected representatives also represent in the University Senate to redress the issues regarding the college. Student help kiosk volunteer groups are helping during the admission and registration etc.

College administration seriously working in initiating the modern methods of ICT enabled learning by developing the new infrastructure like smart classes, virtual labs etc. Science teachers are working on e- labs and molecular models for demonstration in the class rooms. Institutional wifi is freely available resource to the students in the college campus and all the students are encouraged to utilize it by some easy steps. Hence the college is imparting the latest module of academic disciplines to those marginalized, who could not otherwise have been educated and skilled.

5. CONCLUSION

Additional Information :

1. After 20 years some new faculties have been recruited against the sanctioned vacant posts. The academic and administrative activities are strengthened after the posting of efficient faculties. 2. Most of the faculties are in the verge of the retirement and fresh recruitment is needed for maintaining the academic health. 3. University and Governor House are encouraging the new reforms necessary for the institutions in terms of technical and infrastructural upgradation.

Concluding Remarks :

Overall, Forbesganj college is the only place for the higher education in the vast area of of Bihar. It also imparts the education at undergraduate level to students of Border area and from the neighbouring country Nepal.

It is worth mentioning that this flood ravaged district is one of the most backward districts of Bihar in education and civil awareness. Now this college is in the state of complete transformation from the traditional offline work load of admission, registration, form filling to the convenient online methods. The ICT enabled class rooms are developing in the college. Hopefully, more ICT enabled teachers and non-teaching staffs will be recruited and an art of state methods will be used in near future. Orienting and refreshing of the working support staff is continuously carried out to ensure quality servise delivery.
