EXECUTIVE SUMMARY 1.1 INTRODUCTION Forbesganj college, Forbesganj was established in 1959. It was then under the purview of Bhagalpur university. After the formation of L. N. Mithila University, the college got affiliated to it. It became a constituent of it on 1st April 1977. Later when B.N. Mandal University came into being in 1992, the college was one of its 28 constituent colleges. Forbesganj college, Forbesganj has been a constituent unit of the newly established Purnea University, Purnia since March 2018. Geographically it is located in the India-Nepal border. Nepal’s industrial town Birat Nagar is merely 15 kms away from here. The border of West Bengal is only 45 Kms away in the east and the border of Bangladesh is 62 Kms from here. Another constituent college, Araria College is 35 kms from here in the south. This is to say that this college captures a sizable area of academic growth. This is the land where renowned novelist of hindi late Sri. Pharnishwar Nath Renu got his making. His native village is nearly 10 kms in the south from here. This college attract a large number of graduation students in the faculties of Arts, Science and Commerce. This college conducts the education of UG (Hons) level as well as intermediate in all the faculties mentioned above. Since 2013 a new self-financed course (B.Ed) has been introduced to the existing curriculum. The college has made rapid strides in over 60 years of its existence. The common facilities provided by the college include library, sports facilities and the orientation programs through NSS and NCC. The college has 10 acres and 74 decimals of land. There are five laboratories namely, Physics, Chemistry, Zoology, Botany and Psychology in which practical classes are conducted. In the campus there are facilities such as Administrative Block, Principal’s office, Examination Office, Accounts Office, Seminar Hall, Central Library with a reading room, one Welfare Hostel managed by the Government of Bihar and a newly-built girl's hostel. The master plan that the college is annexing exhibits schemes and projects which are to be undertaken in near future. Vision 1. Providing quality education and training that produces graduates with skills necessary to sustain a carrier success within a global economy. 2. Providing the employers and communities with skilled human resources that can foster economic success and the contribution to the community. 3. Creating human resources, that can influence the educational reforms and public policies by effective leadership. Conducting applied research that can solve the society needs and services necessary for sustaining economic health. 4. To improve the educational status of this region as it is one of the most backward parts of India. 5. To impart human values and to promote leadership qualities among students. 6. To impart education based on a scientific, moral and value-based foundation to meet the challenges of the technologically advancing global environment. To encourage students and faculties to pursue academic excellence. 3. To ensure quality education for the economically weaker sections of the society. 4. To motivate the students to pursue higher education, appear for competitive exams, and other value added programmes for their holistic development. 5. To strengthen bilateral relations with neighboring country Nepal through establishment of student exchange program on a priority basis. 6. To provide the indoor synthetic sports stadium facility for sports such as badminton, basket ball, and gymnastics etc. 7. By 2024 prepare at least the 20% of the students for the placements in various public and private sectors. 8. To implement job-oriented vocational courses to the weaker sections of the women community in the Forbesganj region. 9. To enrich skill development of young students for the small/medium scale industries in the rural economy. 1.2 Strength, Weakness, Opportunity and Challenges(SWOC) Institutional Strength Sprawling beautiful, eco-friendly and amicable campus. Highly qualified, well experienced, dedicated, competent and proactive faculty. Teachers are sincere towards their duties and organization. High speed internet facilities with Wi-Fi are accessible to the students and staff. The college has a well stocked library for students and faculties. Our strength lies in motivating students from different weaker backgrounds to be educated, creative and responsible citizens. Sensitive towards the needs of differently- abled students. Institutional Weakness Poor student- teacher ratio. The intermediate course is conducted in tandem with the main course which has badly affects the student-teacher ratio. Not having fully residential campus worsen campus student life. Secondary educational quality of the new students is woeful which weaken the process of better course outcomes. Page 3/78 24-05-2019 11:42:22 Self Study Report of FORBESGANJ COLLEGE FORBESGANJ It is not possible to maintain the educational environment without substantial financial support by the University or state or the UGC With the existing resources, it is almost impossible to meet the need for augmenting the infrastructure to keep pace with the academic growth. In the face of detorioting academic environment in Bihar, attendance of the students in not satisfactory. Some of faculty members are yet to acquire their doctoral qualification. Institutional Opportunity As the college is located near the border of Nepal, the foreign students too are getting their degrees from here. With the recruitment of new assistant professors specially in science, the opportunity for science studets has increased significantly. Now the college development committee has approved the maintenance of science laboratories, ramp for physically challenged persons, and other is getting basic facilities within the college campus. Now the academic calander drafted by the University and college is getting implemented for improvements in the teaching and learning ambience. 1. This the one of the best place to develop a Nepal study centre in India. 2. The play ground of the college is very suitable for the development of synthetic court. 3. Increasing number of girls students per year which exhibits awareness of females about education of this area. 4. Scope for initiating career oriented and outreach programmes. Institutional Challenge This area lies within Koshi region where usually floods come and causes huge damage. In year 2017, the college premises got badly damaged due to flood. Most of the important documents were destroyed and the sciece building also collapsed with well built and well furnished science laboratories. This region of the bihar is rather backward socially and educationally. Mostly students come for degree not for classes. It is a challege to motivate them for regular classes. Another challenge is shortage of teaching and non- teaching staff for the smooth functioning of the college. The major challenges are as follows: 1. Basic appropriate infrastructure and educational environment for a large number (~10,000) of students of the college. 2. Improve student attendance in the classes. 3. Removal of Intermediate program from this college to improve the quality of higher education. 4. Minimising the frequent engagement of college campus premises for non-educational activities like Page 4/78 24-05-2019 11:42:23 Self Study Report of FORBESGANJ COLLEGE FORBESGANJ elections for longer durations. 5. To develop alternative way to avoid academic disturbances namely, Bihar Board Exams, evaluation works etc. 1.3 CRITERIA WISE SUMMARY Curricular Aspects The college offers teaching in 16 graduation level subjects in the faculties of Arts, Science, Commerce, and a self-financed Education Pedagogy (B.Ed). In the college, intermediate courses are also taught in the subjects of Arts, Science and Commerce as an extra burden. The syllabus of the graduation courses are periodically revised as per the norms of the UGC curriculum by the university. The syllabi are prepared by the subjects expert committee constituted by the university and constituent colleges. The students have several elective options in their courses of study. The CBCS syllabus could not be introduced yet due to the shortage of appropriate resources and man power. However, some of the work load has been shared by the newly appointed guest faculties in various departments, though that is not sufficient to run the classes and laboratories smoothly. No grants are available either from the university or state government for the efficient running of the curriculum and administrative purposes. The paucity of the funds and man power is the main hindrance in the way of basic academic and innovative learning environment in the campus. Teaching-learning and Evaluation The admission in the various courses is based on the marks obtained in the previous examinations according to the number of seats allotted in various courses following the reservation in the policy of the government of Bihar. The admission is open to the students from the other states as well as the foreign country. The college follows the annual pattern in the academic programs. The teaching is imparted through class room lectures, instructions, laboratory works, tutorials and supplemented by field work wherever necessary. The use of ICT enabled audio-visual elements will be a value addition to the traditional class-room teaching. Subjects like Psychology, History have practical dissertations with external viva-voice as part of fulfilment of the practical works. The attendance of teaching and non- teaching staff is strictly monitored by bio-metric system.
