Improper Use of Influence .................................................................................. 30 XIII. Conduct Respecting Lobbyists ........................................................................... 31 Integrity Commissioner Report Regarding the Conduct of Former Councillor Doug Ford 3 of 31 INTRODUCTION Between May and July 2014, three members of the public filed complaints alleging that then Councillor Doug Ford contravened various provisions of the Code of Conduct for Members of Council (the "Code of Conduct" or the "Code"). All of the complaints raised concerns about the now former Councillor's interactions with City of Toronto officials in relation to two companies: Apollo Health and Beauty Care, Inc. ("Apollo"), and Moore Canada, Inc., d.b.a. R.R. Donnelley and Sons ("Donnelley"). Both companies are clients of the Councillor's family's printing company, Deco Labels and Tags Ltd., Deco Adhesive Products (1985) Ltd., and/or Doug Ford Holdings Inc. (collectively, "Deco"). For the reasons set out below, I find that Councillor Ford contravened Articles IV (Gifts and Benefits) and VIII (Improper Use of Influence) of the Code of Conduct. Councillor Ford contravened Article IV when he accepted dinner and tickets to a Rogers Cup tennis match from Apollo; and, he contravened Article VIII when he made inquiries and arranged meetings with City Staff on behalf of each of Apollo and Donnelley on separate occasions. PROCEDURAL BACKGROUND The complaints were filed on May 26, June 25, and July 2, 2014. I began my term as Integrity Commissioner on September 8, 2014. In accordance with the Code of Conduct Complaint Protocol for Members of Council (the "Complaint Protocol), Councillor Ford was provided with copies of the complaints and an opportunity to respond. He provided responses to two out of the three complaints. The issues in the complaints all related to the same set of circumstances. Accordingly, I conducted a single investigation and this report addresses all of the complaints. All of the complaints alleged that Councillor Ford had contravened Article VIII (Use of Improper Influence) of the Code of Conduct. One of the three complaints alleged that Councillor Ford contravened Article V (Confidential Information), Article XI (Business Relations) and Article XIII (Conduct Respecting Lobbyists). In reviewing the circumstances alleged, I considered all of the articles of the Code of Conduct. Following the investigation, on November 16, 2016, as required by the Complaint Protocol, I provided former Councillor Ford with a statement of proposed findings and an opportunity to make submissions. Councillor Ford did not make any submissions. Time Taken to Conclude this File This case took more than two years to conclude. This length of time is well outside of the average time it ordinarily takes my Office to complete cases on the basis of current resources. The reason this case took so long to conclude is the result of a number of factors including: a backlog of cases in place at the time of the transition from a part- Integrity Commissioner Report Regarding the Conduct of Former Councillor Doug Ford 4 of 31 time to a full-time commissioner, the complexity of the case and the workload of the Office. Faced with limited resources and a steady case load, I placed a priority on resolving cases that dealt with current conduct and members. With the completion of this investigation, the Office has completed work on all complaints filed prior to January 2016. This means that all cases filed in 2014 and 2015 have been closed. Based on current case load and resources, the Commissioner does not foresee similar delays in relation to any open cases. JURISDICTION OVER COUNCILLOR FORD While Councillor Ford is no longer a member of Toronto City Council, the complaints were filed while he was a Council member, and the conduct at issue took place during his tenure on Council and was related to his position on Council. In these circumstances, this Office maintains jurisdiction to conclude an investigation, make findings of fact, and to make a report to Council in the event of a finding that a former member's conduct contravenes the Code. INVESTIGATION STEPS To investigate this matter, the following records were reviewed: • extensive

Mayoral candidate Rob Ford’s speech at the National Ethnic Press and Media Council of Canada (August 9, 2010): I come from the private sector, where my father started a labeling company….I’m proud to say that with the help of my brothers we have expanded to three locations in New Jersey, Chicago and Rexdale, and we now employ approximately 300 people….What I have seen in the last ten years is very disturbing at City Hall. I’ve seen taxes go up and services go down… In the private sector, we deliver, it’s very simple. The first rule is, the customer is always right. The second rule is, repeat the first rule…In politics we should take the exact same attitude….The taxpayer is the boss of all the civil servants….I really take a business approach to politics…in that customer service is lacking at city hall. …Customer service is number one. Abstract The research seeks to bring awareness to how online discourse on Twitter can contribute to the reinforcement of unequal power relations against female electoral candidates. This project is a discourse analysis of gender perceptions of the 2018 Progressive Conservative Leadership Race and the 2018 provincial election as portrayed on Twitter. Using understandings of Liberal Feminism and Intersectionality, this project demonstrates the struggle of gender discrimination against women in political life and attempts to recognize the efforts of women attempting to shatter the glass ceiling.

How far can Horwath go? lection day in Ontario—June 7—is fast approaching, and voters face a stark Echoice in the three main candidates. Kathleen Wynne and the governing Liber- als are campaigning on the record of their 15 years in office and a budget plan that calls for a massive expansion of government spending and deficits. Andrea Horwath is taking the Ontario NDP into her third elec- tion as party leader by presenting the NDP as the real progressive choice for voters. Meanwhile Doug Ford, the newly-minted and maverick head of the Ontario Progres- sive Conservative Party hopes to harness taxpayer outrage to propel his party to victory. Yet sifting through the platforms to find where the parties stand on key issues can be daunting. To make that task easier, Maclean’s has assembled this platform cheat sheet. Visit Macleans.ca/Ontario2018 for updates. NOTE: Much of the Liberal platform comes from the 2018 Ontario budget, while the NDP have posted their platform online. However, large parts of the Ontario PCs platform remain unknown since the party has not indicated which parts of former leader Patrick Brown’s People’s Guarantee platform are being retained.

  • Engaging Patrons: Fight Back on the 2011–2012 Toronto Budget and Beyond
vol. 8, no. 1 (2013) Engaging Patrons: Fight Back on the 2011–2012 Toronto Budget and Beyond Maureen O’Reilly President of the Toronto Public Library Workers Union (TPLWU) Local 4948 (CUPE) [email protected] Abstract Libraries and librarianship everywhere are under attack, but popular resistance has been strong. The Toronto Public Library Workers Union (TPLWU) Local 4948 (CUPE) led a successful community fight-back campaign against the Ford administration’s 2011–2012 austerity budget. That campaign not only stopped further crippling cuts to the TPL, it garnered support for the library workers during a difficult round of collective bargaining which followed, and it has begun to change the conversation about the library from “cuts” to “investment.” Keywords Rob Ford; TPLWU Local 4948; Toronto budget; public libraries Stop the Gravy Train Toronto Mayor Rob Ford was elected with a mandate to “stop the gravy train” at city hall. He hired KPMG consultants to do a Core Service Review. Though the review produced very high ratings for the library service and a warning that “cutting libraries will be met with resistance,” the beloved and well-used Toronto Public Library (TPL) was targeted for cuts and branch closures. In KPMG’s own words, the city needed to “rationalize the footprint of libraries.” In 2011, the TPL was ranked as the busiest public library system in North America. That year the library circulated 33 million items and welcomed 19 million visitors (Key Facts, n.p.). Despite the closure of the Urban Affairs Library the year before, 98 branches remained. To put TPL’s success in context, public libraries in Ottawa, Vancouver and Montreal combined circulated 30 million items, New York 24 million, Los Angeles 16 million, and Chicago 10 million (Rao 10).

GOVERNMENT RELATIONS UPDATE JUNE 2018 In This Issue 1 COCA Priorities and the New Government 2 Ford Government Sworn In 4 Who Will Really Manage the New Ontario Government? 5 First Actions of Ontario’s New Government 5 Brain Drain in the Public Service 6 WSIB Rate Framework Policies Approved COCA Priorities and the New Government Premier Ford ran a campaign that was void of a coherent platform. Not being Kathleen Wynne and the Liberals proved to be enough for Ford and the Tory team to win and win BIG. The Ford PC government earned 40% of the popular vote across the province and won 76 seats in Ontario’s 124 seat Legislature. Congratulations to the PC team for a winning strategy and to Mr Ford on his election as our Premier. COCA’s very highest priorities for many years have been the modernization of the Construction Lien Act and the pursuit of prompt payment legislation. We got both in the last Ontario Parliament in the form of Bill 142 which created the Construction Act. Going forward, COCA will remind the new government that Bill 142 passed in the Ontario Legislature with the unanimous support of all parties and that it must be implemented as scheduled and with supporting policies that align with Bill 142’s original intent. For many years, stakeholders have been working with the WSIB on the development and implementation of an initiative that goes under the banner of Rate Framework Modernization. This initiative includes a new classification system, a new experience rating program and a new rate setting process.

  • The Weirdest Mayoralty Ever—The Inside Story Of
2 The weirdest mayoralty ever— the inside story of Rob Ford’s city hall Loyal councillors have defied him. His approval ratings have plummeted. And his powerful Conservative backers are nervous. How did it all go so wrong? The strange story of Rob Ford’s city hall By Marci McDonald | Portrait by John Cullen On Newstalk 1010, the sly strains of the Hollies hit “He Ain’t Heavy, He’s My Brother” offered the first clue. Then morning host Jerry Agar burst on the air with a surprise announcement: Rob Ford and his councillor sibling Doug were taking over the station’s Sunday afternoon talk-fest, The City. For the once- staid CFRB, landing the boisterous brother act that Margaret Atwood had puckishly dubbed the “twin 3 Ford mayors” was clearly a coup, but that didn’t answer the more obvious question: why on earth would the Fords want to spend two more hours a week in front of an open microphone when they were hardly suffering from a lack of media exposure? Rob Ford, after all, ranks as one of the most compelling and exhaustively chronicled figures in Canadian politics, adored and despised with equal gusto. His every pronouncement seems to turn into front-page fodder, his every grimace and belly scratch catalogued by rapt photographers. And who could forget the YouTube footage of comedian Mary Walsh arriving in his driveway, decked out with a velvet breastplate and a plastic sword? But by the time Agar announced the show’s February 26 debut, the mayor was none too keen on his press clips, which aptly mirrored his increasingly bleak political fate.
