*S4M-02341 Bruce Crawford on behalf of the Parliamentary Bureau: Approval of SSI—That the Parliament agrees that the Public Services Reform (Recovery of Expenses in respect of Inspection of Independent Further Education Colleges and English Language Schools) (Scotland) Order 2012 [draft] be approved.

*S4M-02338 Liam McArthur: Childcare—That the Parliament recognises that access to affordable, high-quality childcare supports children’s learning and development and enables parents to return to, or remain in, work; notes with concern the recent report, The Scottish Childcare Lottery, which found that there are very significant gaps in the availability of childcare in Scotland, childcare costs are among the highest in Britain and that there is greater geographic variation in childcare costs in Scotland than in any other part of the UK; believes that, while some local authorities have worked hard to ensure sufficient childcare in their areas, much more work is needed from the Scottish Government and local authorities to ensure that families have access to affordable, integrated pre-school and childcare services in every community matched to an assessment of local demand, as is required by the Early Years Framework; is also concerned that Scotland is lagging behind England on entitlement to free pre-school education, and calls on the Scottish Government to respond to the concerns about availability and costs raised in The Scottish Childcare Lottery report, to ensure that the objectives of the Early Years Framework are met and to set out the steps that it will take to increase childcare support in Scotland in order to match the best elsewhere in Europe.

*S4M-02337 Alison McInnes: Prisons—That the Parliament recognises that successful rehabilitation is vital in order to reduce reoffending rates and support ex- offenders to turn their lives around; further recognises the role that voluntary organisations and social enterprises can play in delivering innovative and high quality programmes to address offending behaviour; believes that Social Impact Bonds have the potential to deliver a new approach to investment in rehabilitation, which incentivises innovation and rewards positive outcomes, and calls on the Scottish Government to pilot the Social Impact Bond model as a new approach to prison rehabilitation and reducing reoffending.

*S4M-02336 : The Local Government Finance (Scotland) Amendment Order 2012—That the Parliament agrees that the Local Government Finance (Scotland) Amendment Order 2012 be approved.

*S4M-02335 Jackie Baillie: Totally Locally Comes to Helensburgh—That the Parliament welcomes the Totally Locally Campaign to Helensburgh town centre on 17 March 2012; understands that Helensburgh was the first Scottish town to participate in the event, which promotes and celebrates independent retailers and

small businesses; further understands that the campaign aims to have people divert £5 of their weekly shopping budget into their local independent shops to boost the local economy, and wishes the organisers and the 30 independent shops in Helensburgh that are taking part every success in the campaign.

*S4M-02332 Fiona Hyslop: National Library of Scotland Bill—That the Parliament agrees to the general principles of the National Library of Scotland Bill.

*S4M-02331 Patricia Ferguson: Lambhill Stables—That the Parliament notes the success that has been achieved by the team of staff and volunteers at Lambhill Stables; notes that, in less than a year, the stables has established walking parties, healthy eating demonstrations, heritage tours and a community garden; commends the outreach to schools programme and the art and music events that are held at Lambhill; is concerned that this community facility, which it considers to be important, is threatened by a decision of the Scottish Government not to grant a continuation of the climate change challenge funding that the stables has so far received, and, in order to prevent the loss of what is regarded as a valuable resource and the jobs that depend on it, urges the Scottish Government to reconsider its decision. *S4M-02330 Dennis Robertson: Scottish Natural Heritage Windfarm Guidance— That the Parliament welcomes the new windfarm guidance from Scottish Natural Heritage (SNH), which aims to help small windfarm developments; understands that SNH supports renewable energy as a means of addressing climate change and the challenges that come with it; encourages local authorities and developers to apply this guidance to their future decisions; believes that renewable energy is of vital importance to Scotland, and considers that this new guidance will help to make sure that Scotland continues to be a leading force in the renewables industry.

*S4M-02321♦ : Addressing Alcohol Abuse among Scotland’s Armed Forces—That the Parliament recognises the work of veterans in Scotland and the sacrifices that they have made during their time in the armed forces; understands that there is a reportedly high level of substance misuse, particularly involving alcohol, among not only veterans, but also serving personnel; expresses concern at what it sees as the limited action that has been taken to support those with such problems; notes that the organisation, Combat Stress, has argued that many addiction problems are linked to self-medication for mental health problems; understands that research by Poppyscotland suggests that veterans in Scotland are more likely to experience alcohol misuse and homelessness than those from the rest of the UK; notes that 13% of serving personnel who responded to a King’s College Centre for Military Health research study said that alcohol misuse was a problem for them and that 26% of these respondents were under 25; further notes the evaluation of the Gateways for Veterans pilot scheme in Inverclyde, which claimed that ―vulnerable veterans in Scotland may be at particular risk of abusing alcohol due to the exacerbating factor of a culture of drinking in Scotland‖; supports the Inverclyde initiative and other similar work, including that carried out by Veterans Scotland, its member organisations and other groups that provide support for veterans on matters such as substance abuse, homelessness and employment opportunities and in tackling the drinking culture that it believes exists in the armed forces; recognises the work of organisations such as the NHS that aim to provide the necessary support to armed services personnel who leave the forces with a substance misuse problem, and notes the calls from veterans’ organisations to the Ministry of Defence to provide greater welfare support to veterans and serving armed forces personnel to significantly reduce the incidence of alcohol abuse and its subsequent impact on the lives of veterans once they have completed their service.

Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

Richard Simpson: Proposed Alcohol (Public Health and Criminal Justice) (Scotland) Bill—Proposal for a Bill to promote public health and reduce alcohol– related offending through: (a) restrictions on the retailing and advertising of alcoholic drinks; (b) changes to licensing laws; (c) obligations on Scottish Ministers to issue guidance and report; (d) directing offenders towards treatment or restricting their access to alcohol (lodged 13 March 2012).

A consultation document, lodged with the proposal, may be viewed in the Scottish Parliament Information Centre (SPICe) or on the website page referred to above. The consultation period runs from 13 March 2012 to 29 June 2012.

PE1425 Petition by Maureen Harkness, Jane McIntyre, Duncan McGrouther, Brian Fraser, Ryan MacDonald, Scott Robertson and Joy MacKenzie calling on the Scottish Parliament to urge the Scottish Government to make representations to the UK Government in relation to the future of all five DVLA local offices in Scotland given the adverse impact that the closure of any or all the offices would have on the economy, safety and customer service to all Scottish residents.

Bills in Progress A list of all bills in progress can be accessed by the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
