I argue that a political party, the CCP, led, organised, and nurtured the strike. It centralised political power in its hands and tried to impose its revolutionary visions on those under its control. First, I describe how foreign trade enriched many people outside the state. I go on to describe how Chinese-run institutions governed Hongkong's increasingly settled non-elite Chinese population. I reject ideas that Hongkong's mixed-class unions exploited workers and suggest that revolutionaries failed to transform Hongkong society either before or during the strike. My thesis shows that the strike bureaucracy was an authoritarian power structure; the strike's unprecedented political demands reflected the CCP's revolutionary political platform, which was sometimes incompatible with the interests of Hongkong's unions. I suggestthat the revolutionary elite's goals were not identical to those of the unions it claimed to represent: Hongkong unions preserved their autonomy in the face of revolutionaries' attempts to control Hongkong workers.

    Quarterly Activities Report 1) ACTION PLAN Mandate Given to the President The Secretariat-General and the regional secretariats have embarked on a reflection about the function and positioning of the secretariats with respect to the proposal to create Metropolis “offices”, particularly in China and India, but not only there. This work will make it possible to deliver on the mandate which the Board of Directors gave the Metropolis President after the Action Plan was adopted at the Porto Alegre Congress of 26 November 2011. The reflection was structured on the basis of the following questions: ● What is a regional secretariat (RS) in the Metropolis organization? What responsibilities does it have? What are its missions and tasks? What human and financial resources are required to perform these missions? Where do the resources come from? ● What is a Metropolis Office (MO)? What responsibilities does it have? What are its mission and tasks? What human and financial resources are required to perform these missions? Where do the resources come from? ● What is the best form of collaboration that can be achieved between the RSs and the MOs? Is there a hierarchical link between the two structures? If not, how are their relations organized? ● What modifications should be made to the articles of association and Metropolis’s internal regulations, considering the abovementioned approaches?     China Politics Update – July 2014 Premier Li Keqiang paid his first official visit as Premier to London, 16-19 June for the annual UK-China Summit. Li was received by the Queen and held wide ranging talks with Prime Minister David Cameron covering bilateral, prosperity and global issues. They discussed improvement to UK visa services. There was a discussion of economic cooperation covering Chinese investment in UK infrastructure; a clearing bank in London for the RMB; and the concept of EU/China FTA. On foreign policy they discussed Iraq, Iran and Ukraine and regional security in Asia Pacific. They also covered climate change, cyber issues and Hong Kong. A wide range of agreements were signed during the summit from a £12Bn LNG deal between CNOOC and BP to a £400m joint venture on solar energy. The total commercial value was £14Bn. During his speech at Chatham House, Li said “China will work more closely with the UK in infrastructure, manufacturing, urbanization and other areas to increase two-way trade and investment.” In a joint conference, the Prime Minister acknowledged the commitment with China to ensure the growing economic and political ties of the two countries also contribute to much stronger links between the people. General Secretary Xi Jinping presided over a meeting of the Central Leading Group on Financial and Economic Affairs, urging greater efforts to improve energy technology. Analysts said Xi’s leading role in the body implies he has further consolidated his powers. In recent years the key policy coordinating body has been run by the Premier not Party Secretary.

This work is licensed under the Creative Commons Attribution International License (CC BY). http://creativecommons.org/licenses/by/4.0/ Abstract By selecting the per capita GDP of every county, this article uses the methods of exploratory spa- tial data analysis, Kiging spatial interpolation, semivariogram function, and the software of ArcGIS 10.0, Geoda and SPSS to show the spatial-temporal evolution of economic disparities at county level in Guangdong province from 1991 to 2013. The results show that: the economy of Guangdong province at county level presents a positive autocorrelation. It appears a downward trend in 2004, but it goes on growing at a steady trend. Cold-spot areas are dispersed in the north of Guangdong Province and the individual counties of East and West wings, while the hot-spot areas are mainly concentrated in the Pearl River Delta Center. Through the analysis of semivariogram function, it finds that the spatial self-organization of the county economy of Guangdong Province is getting stronger and the spatial random component of different pattern is in the smaller proportion. The main factors are due to the difference of natural conditions in regional economy, geographical conditions and regional development policy.
