    The Politics of Planning the World's Most Visible Urban Redevelopment Project Lynne B. Sagalyn THREE YEARS after the terrorist attack of September 11,2001, plans for four key elements in rebuilding the World Trade Center (WC) site had been adopted: restoring the historic streetscape, creating a new public transportation gate- way, building an iconic skyscraper, and fashioning the 9/11 memorial. Despite this progress, however, what ultimately emerges from this heavily argued deci- sionmakmg process will depend on numerous design decisions, financial calls, and technical executions of conceptual plans-or indeed, the rebuilding plan may be redefined without regard to plans adopted through 2004. These imple- mentation decisions will determine whether new cultural attractions revitalize lower Manhattan and whether costly new transportation investments link it more directly with Long Island's commuters. These decisions will determine whether planned open spaces come about, and market forces will determine how many office towers rise on the site. In other words, a vision has been stated, but it will take at least a decade to weave its fabric. It has been a formidable challenge for a city known for its intense and frac- tious development politics to get this far. This chapter reviews the emotionally charged planning for the redevelopment of the WTC site between September 2001 and the end of 2004. Though we do not yet know how these plans will be reahzed, we can nonetheless examine how the initial plans emerged-or were extracted-from competing ambitions, contentious turf battles, intense architectural fights, and seemingly unresolvable design conflicts. It discusses how several designers saw the void as a thickened urban surface that could provide the setting for, among other programs, a memorial within the context of the contemporary urban situation. Discussed are proposals that explore the void and the subterranean realm within it (invisible yet so vital to everyday life in New York), for their potential to lend conceptual and physical form to memory on the site. Monuments celebrate heroism, bestow honor and mark past victories and defeats and symbolize the values of those who erect them. Monuments commemorate the memorable and memorials ritualize remembrance but the same object or site can perform both functions (Young 3). Monuments are designed and erected by diverse sources for disparate reasons. Governments sponsor memorials to honor lost citizens. Some are constructed as historical markers while others are conceived of as tourist attractions. Survivors build others.

    1 4/21/2005 DRAFT William Ruddick : Commemorating 9/11: Anesthetics, Buffing, and Footprints Unlike many New Yorkers who witnessed 9/11, I have no recurrent anxiety attacks or nightmares. Nonetheless I keep recalling that day in hope of making sense of my peculiar reactions. Preoccupied with preparing for a new graduate course, I took no special note of a plane roaring low over my apartment building, nor of a nearby explosion shortly thereafter. My dismissive half-thought was, “…another old fuel tank in Soho,” –a thought confirmed by fire engine sirens shortly after. Indeed, there had been such an event the winter before in a building I look down on from my study window. I “read” a second explosion sometime later in the same way. Shortly thereafter I went in search of a book and happened to glance south to see black and white smoke belching from high gashes in each of the Twin Towers. It was an arresting spectacle, but as I watched the plumes rise and drift eastward, I dozed off for a few minutes. When I came to, one of the towers was gone. My immediate reaction was to wait expectantly, almost hopefully for the other tower to fall, and when it did, I experienced a kind of relief. The skyline had suddenly after many years regained its earlier pleasing ragged regularity. If I gave any thought to the towers’ occupants, it was, as I recall, an unreflective assumption that they had had time to vacate the buildings before they collapsed. It was only when I attended to television reports that I took account of human suffering and casualties.
