SAM BROWNBACK • Kansas Governor Governor Sam Brownback has spent his life in the service of others. He was born in Garnett, Kansas, and raised on the Linn County family farm where his mother and father still live. At Prairie View High School, Sam was elected state president of Future Farmers of America. His interest in public service continued as he attended . During his senior year at KSU, Sam served as student body president. After graduation, Sam decided to attend law school at the University of Kansas where he was his class president before completing his law degree in 1982. In 1986, Sam became the state’s youngest Secretary of the Kansas Department of Agriculture. During his stint as Ag Secretary, he also served as a White House Fellow in the first Bush Administration. At the age of 38, he was elected to represent the 2nd Congressional District in the U.S. House of Representatives. In 1996, he was elected to complete the term of U.S. Senator Bob Dole, followed by two more terms of his own. As governor, he is focused on getting the state’s economy growing again through improved regulations, controlled spending, and lower tax rates. Governor Brownback is working with Kansas business and community leaders from across the state as well as current and former state legislators to craft policy solutions. PAT GEORGE • Secretary of Commerce Pat George represented the 119th House District in the Kansas House of Representatives for eight years. A true Kansas entrepreneur, he has spent more than 25 years starting and building numerous successful ventures in Southwest Kansas. His business experiences range from his family’s automobile dealership to real estate developments to professional sports. George has a Bachelor of Science in Psychology from Benedictine College in addition to attending General Motors School of Automotive Management.

SUNNY ACKERMAN • Manpower Sunny Ackerman serves as Vice President and General Manager of Manpower’s Mountain Central Division. In this role, she leads all aspects of the company’s commercial staffing business, including more than 80 branches in 16 states, including Colorado, Missouri, Kansas, Nebraska, Arizona, Utah and Wyoming. Sunny also serves as Vice President and General Manager of Manpower’s US Metro Market Division. She oversees all aspects of commercial staffing business for the 10 largest markets in the US; New York, Boston, Atlanta, Minneapolis, Chicago, Dallas, Houston, Denver and Los Angeles. She is responsible for strategy development and implementation; employee selection, development and retention; sales and service execution; and client satisfaction and retention. Ackerman also leads Manpower’s North America Permanent Placement Solutions practice, leading the company’s branch network in the creation and delivery of innovative permanent placement solutions and project-based opportunities in the permanent placement sector. Active in her community, Ackerman serves as an advocate for the role of women in business and is a true ambassador for equality in the workplace. Presently, she serves on the Board of Directors for the Women’s Bean Project, an organization that strives to break the cycle of chronic unemployment and poverty by helping women discover their talents and develop skills by offering job readiness training opportunities. She is involved in the Economic Development Board in the Metro Denver Market and the Women’s Vision Foundation, dedicated to the advancement and development of professional women. In addition, she serves on the WiseWomen Council of the Women’s Vision Foundation, a prestigious leadership forum for top corporate executive women. She is a member of the Executive Leadership Team for America’s Heart Associate “Go Red for Women” campaign and had been selected as the Vice-Chair for the 2011 “Go Red for Women” luncheon. Sunny was recently named Denver’s “Forty Under 40,” featuring a diverse group of young, dynamic business leaders whose efforts in the office and in the community are shaping the future of the Denver area. Sunny was also recently a finalist in the “Women of the Year” award nominated by Women’s Vision Foundation and honors a corporate woman for positive, enlightened, and exemplary leadership at her company and within the community. Originally a native of South Texas, Ackerman graduated with honors from Texas A&M University with a Bachelor’s Degree. She has been a speaker at the prestigious Thunderbird School of Global Management in Phoenix, Arizona, discussing topics on global and local employment trends impacting the current workforce.

KENNETH M. SMITH • Jobs for America’s Graduates, Inc. Mr. Kenneth M. Smith, has been President and CEO of Jobs for America’s Graduates, Inc., (JAG) since its inception in 1979. JAG is the nation’s largest, most consistently applied model of dropout prevention and school-to-career transition for at-risk and disadvantaged young people. JAG currently serves 42,000 at-risk young people annually in more than 900 schools in 32 states. In recognition of his knowledge of national employment and training issues, three Presidents have appointed Mr. Smith to national commissions. He was appointed by President Reagan as Chairman of the National Commission for Employment Policy. Mr. Smith also accepted an appointment by President Reagan to the National Advisory Council on Vocational Education, where he had previously served under appointment by President Ford. President Nixon appointed Mr. Smith as Vice Chairman of the National Advisory Council on the Education of Disadvantaged Children. Mr. Smith is also Chairman and Chief Executive of Strategic Partnerships, LLC, a successful consulting firm founded by Mr. Smith and his wife in 1978. Strategic Partnerships is a leading domestic and international solutions practice that helps companies solve workforce development issues and assists in securing government funding to offset related costs. Mr. Smith additionally serves as a Trustee of the America’s Promise Alliance. America’s Promise is a cross-sector partnership of more than 300 corporations, nonprofits, faith-based organizations, and advocacy groups that are passionate about improving lives and changing outcomes for children. Prior to founding JAG, Mr. Smith served as staff aide to President Nixon; as Director of Special Projects for the Distributive Education Clubs of America; and founder and President of 70,0001 Ltd., a nonprofit organization dedicated to helping high school dropouts obtain employment. Thereafter, he served in a new post as Senior Advisor to the Governor of Delaware on all activities related to education at the secondary and postsecondary levels. During this period, he chaired the Commission of the Future of Education in Delaware and was nominated to serve as the Chairman of the Board of Trustees of Delaware Technical College. Mr. Smith holds a Bachelor of Arts in International Relations from the School of International Science at American University.

LAURIE MORAN • National Association of Workforce Boards Laurie Moran is the President of the Danville Pittsylvania County Chamber of Commerce, a position she has held since January 2002. Moran has previously worked as the Communications Manager for Goodyear Tire & Rubber Company’s Danville plant, President of the Pittsylvania County Chamber of Commerce, editor of a weekly newspaper and a consultant to develop the strategic plan for Pittsylvania County Schools. Moran is the Chair of the National Association of Workforce Boards (NAWB). She has served on the Board of Directors of NAWB for the past seven years and previously held the positions of Vice Chair and Secretary. Moran serves as Secretary and a Past President of the West Piedmont Workforce Investment Board. She also chairs the Dan River Region Collaborative’s participation in the National Fund for Workforce Solutions. Laurie is involved in multiple organizations including the Danville-Riverview Rotary Club, Virginia Association of Chamber of Commerce Executives where she was named VACCE Executive of the Year in 2005, United Way of Danville-Pittsylvania County, Southside Business Technology Center, Council for Rural Virginia, Workforce Advisory Board of Danville Community College, Barkhouser Free Enterprise Center at Danville Community College, National College and Danville Regional Medical Center. A graduate of Lynchburg College, Laurie was designated a Certified Chamber Executive (CCE) in 2006.

RON PAINTER • National Association of Workforce Boards Ron Painter is the Chief Executive Officer of the National Association of Workforce Boards, assuming his role in July of 2009. Painter was the founding CEO of the Three Rivers Workforce Investment Board in Pittsburgh. Under his leadership, the organization focused on producing labor market research, working with public educators on improved student career information, supporting community leaders in the development of regional benchmarks and establishing the Regional Workforce Collaborative whose membership includes community colleges, WIBs, employers, labor and economic development professionals. Before joining the Three Rivers Workforce Board, he worked in Washington, D.C., first on loan to the U.S. Department of Labor for the Enterprise Project and then for the National Alliance of Business. Painter holds an undergraduate degree in Political Science from Grove City College in Pennsylvania, a Master’s Degree in Public Administration and Advanced Graduate Coursework from the University of Pittsburgh’s Graduate School of Public & International Affairs, where he served as adjunct faculty.

PHILLIP M. HAYES • The Arnold Group Phillip M. Hayes, SPHR, is Vice President of Human Resource Services and Operations for The Arnold Group (TAG). TAG is a human resource company providing HR consulting, supervisory training, employment assessments as well as full-time and temporary staffing services. As a consultant with more than 14 years’ experience consulting with a variety of industries, Phil provides comprehensive human resources consulting services focused on compliance, organizational effectiveness, talent management, performance management and leadership effectiveness. Phil holds a Human Resource Management Degree from Bellevue University and Masters of Management Information Systems from Friends University, and is a certified Senior Professional in Human Resources (SPHR). Hayes remains very active in the Society for Human Resource Management (SHRM). He currently serves as the Director for Kansas SHRM, which serves more than 2300 members. Phil is also active in the Human Resources legislative arena where he currently chairs the Kansas SHRM Unemployment Insurance Reform Committee. Phil has been recognized as the “Wichita HR Professional of the Year” in 2006; and the “Kansas HR Professional of the Year” in 2007.

DEB SCHEIBLER • Kansas WorkforceONE As Executive Director of Kansas WorkforceONE, Deb Scheibler leads workforce services in a 62-county area in Western Kansas. She assumed her current role in June 2012. Prior to this, Scheibler served as the Program Director and Chief Fiscal Officer in Local Area I. Scheibler leads a team of approximately 25 staff as they work with employers, job seekers, and training providers to identify eligible customers to train and match with employers. In addition, Deb’s leadership has been responsible for maintaining performance that consistently exceeds common measures. Scheibler started in workforce development in 1999 when she worked as a Case Manager and One-Stop Operator for the Salina Chamber of Commerce. Following her tenure with the Chamber, Deb expanded her duties with both WESTCO and Barton Community College serving as the Workforce Investment Act Program Director and One-Stop Coordinator. Deb graduated from Kansas Wesleyan University with her B.S. in Business and Accounting.

TERRY K. PETERSON • Afterschool and Community Learning Network Dr. Peterson is no stranger to large-scale state educational change, financing and partnership development. Terry was Governor Dick Riley’s “architect” of a statewide $2 billion nine-year education reform package that the national bipartisan organization ACHIEVE recently highlighted as one of most comprehensive and successful in the last 30 years in America. He has been an expert witness in more than 10 states to help them develop their education reform agendas. Terry served as Counselor for eight years to U.S. Secretary of Education Richard Riley and helped start many initiatives, from the E-rate and Advanced Placement to teacher quality efforts. He was a key leader in the initial development and rapid expansion of the 21st Century Community Learning Centers that grew from $1 million serving 1000 children in 10 schools in 1997 to now more than $1.2 billion serving 1,500,000 young people in almost 11,000 school-community afterschool/summer programs. He also co-founded the national Arts Education Partnership, Pathways to College Network, Partnership for Family Involvement and International Education Day. He served on the American education leadership team to the “Summit of the Americas’’ in Chile and Brazil, the G-7 meeting in Tokyo, the APEC meeting in Singapore and OCED accountability meeting in Copenhagen. Terry is the Senior Fellow at the College of Charleston and also directs the C.S. Mott Foundation-funded national Afterschool and Community Learning. He has advised policymakers and business and education leaders throughout the United States and in several other countries: Argentina, South Korea, Brazil and Mongolia. He is the chairman of the Afterschool Alliance and serves on boards for the Alliance for Excellence in Education, SC Afterschool Alliance, SC Arts in Basic Curriculum Task Force, Center for Summer Learning, Foundations and the nationwide News Literacy Project. He has also been a teacher, parent organizer, Peace Corps volunteer, college faculty member and the executive director of a statewide accountability commission.

Michael Copeland • Deputy Secretary of Commerce and Labor Michael Copeland serves as Deputy Secretary for the Departments of Commerce and Labor. He wears many other hats, including that of Mayor of Olathe, where he has served since 2001. He was first elected to the City Council in 1993. Michael is a graduate of MidAmerica Nazarene University where he received the 2009 Alumnus of the Year Award. He is the recipient of many other area recognitions for his efforts on behalf of his community. A 1994 graduate of Leadership Olathe, Mike is a member of the Olathe Chamber of Commerce Board of Directors and the Olathe Library Board. He also serves on the Board of Directors for the Greater Kansas City Chamber of Commerce, Union Station Kansas City, and KC SmartPort. He is a past Chairman of the Johnson and Wyandotte Counties Council of Mayors. Mike received the 2007 Citizen of the Year Award from the Olathe Chamber of Commerce. A member of the Board of Directors for KVC Health Systems, Inc., he received their Community Partner Award in 2005. That same year, he was named Citizen of the Year by TLC for Children and Families, Inc. . LARRY ISAAK • Midwestern Higher Education Compact Larry Isaak served as President of the Midwestern Higher Education Compact (MHEC) from November 2003 to November 2010 and was re-appointed in April 2011. Previously, Isaak was the Chancellor of the North Dakota University System. He also served as Vice Chancellor for Administrative and Student Affairs at NDUS, worked in the North Dakota Office of Management and Budget, the North Dakota Legislative Council and in a private CPA firm. Isaak, a CPA, received both his Master’s Degree and his Bachelor of Science Degree in Business Administration from the University of North Dakota. He also completed the program at the Stanford University Business Management Institute. Susan Wagle • Kansas Senate President Kansas State Senator Susan Wagle (R-30) was sworn in as the 47th Kansas Senate President on January 14, 2012. She is currently serving her fourth term in the Kansas Senate, representing the eastern part of Wichita. She is the first woman to serve as a top legislative leader in the state. Susan first came to Topeka in 1990 as a member of the State House of Representatives. She quickly became a key Republican leader, rising to become the first woman to ever serve as Speaker Pro Tem by 1994. During her tenure in the House, Susan received the Guardian of Small Business Award from the National Federation of Independent Business and the Friend of Business Award from the Kansas Chamber of Commerce. In 2000, Susan was first elected to the state Senate. Before elected by her peers to serve as Senate President, she chaired the Senate’s Public Health and Welfare Committee, the Healthcare Strategies Committee and Commerce Committee. Susan’s leadership skills are recognized beyond Kansas. She served as the National Chair of the American Legislative Exchange Council (ALEC) in 2006. ALEC is the leading policy think-tank for conservative state legislators by promoting ideas of free markets, limited government and federalism. Susan graduated from Wichita State University in 1979. After graduating Cum Laude with a degree in elementary education, she taught for the USD 259 school district. Soon after, Susan and her husband started a number of small businesses in the Wichita area. They currently own real estate investments and a real estate management and leasing company.

Brian Weber • Kansas House of Representatives Republican Whip Representative Brian Weber serves the 119th District (Dodge City) in the Kansas House of Representatives, and also serves as House Majority Whip. Brian is the Chair of the Social Services Budget Committee, Vice Chair of the Health and Human Services Committee, and is a member of the Appropriations Committee, and the Interstate Cooperation Committee. Prior to serving in the legislature he served as Vice Mayor of Dodge City and as a city commissioner. Brian is a manager and co-owner of Weber Refrigeration & Heating, Inc., a growing business with over 50 employees and five branches in the western Kansas region and the panhandles.

Garrett Love • Kansas Senate Republican Whip In 2010, Senator Love was elected to the Kansas House of Representatives by defeating a 24-year incumbent and former Speaker of the House. He was then elected by precinct committee members to the Senate to become the youngest State Senator in Kansas history. In his first session, Love authored a bill that passed both chambers nearly unanimously, improving accountability in the welfare system saving the state several million dollars. In 2012, Love was re-elected to the Senate by a nearly 4-to-1 margin and elected by his colleagues to serve as the Senate Majority Whip. He was also chosen to chair the Agriculture Committee & sits on the Local Government/Elections, Judiciary & Health Committees. Laura Kelly • Kansas Senate Elected in 2004, Laura is the Ranking Minority Member on both the Senate Ways and Means Committee and the Public Health and Welfare Committee. In addition, she serves on the Financial Institutions and Insurance Committee, the Health Policy Oversight Committee, the Home and Community Based Services Oversight Committee, the Health Care Stabilization Fund Oversight Committee, the Pay Plan Oversight Committee, the KPERS Study Commission, the Joint Committees on Pensions, Benefits and Investments, the Legislative Post Audit Committee, the Building and Construction Committee, and the Legislative Budget Committee. Prior to serving in the Senate, Laura was Executive Director of the Kansas Recreation and Park Association for 18 years.

Mark Chalfant • Mid-America Manufacturing Technology In Mark’s current role, he provides engineering consulting services to Kansas-based manufacturers; leads projects for companies related to developing new products, services, and markets, as well as quantifying these new areas in terms of projected annual sales; and works with companies to partner with other manufacturers/distributors to help companies bring their product or service to market quicker. Mark’s education and training include a Systems Management M.S. from the University of Southern California, an Industrial Engineering B.S. from Kansas State University, and he is an Innovation Engineering Certified Black Belt.

JACKIE VIETTI • Butler Community College Jackie Vietti is a native Kansan who was born and raised in Eureka, Kansas. She is the product of the Kansas higher education system, having earned a Bachelor’s Degree in Biological Sciences from Kansas State University; a Master’s Degree in Community College Teaching from Pittsburg State University; and, a Doctorate Degree in Adult and Occupational Education from Kansas State University. Following her twelve year tenure at Labette Community College, Parsons, Kansas, in various administrative capacities, including Dean of Instruction and Interim President, she served a four year term at Crowder College, Neosho, Missouri, as Dean of Arts and Sciences/Instruction. She then returned to Kansas in October 1995 as President of Butler Community College, El Dorado, Kansas. She has remained in that position for the past seventeen years, providing leadership and fostering collaborative initiatives in order to serve the 15,000+ students that attend Butler annually at its six physical locations and virtual site. Jackie is an active member on several local and area boards and steering committees, including Kansas Campus Compact, Workforce Alliance of South Central Kansas, Susan B. Allen Memorial Hospital, Visioneering Wichita and College Mecca Alliance, El Dorado Chamber of Commerce, El Dorado, Inc., Wichita Metro Chamber of Commerce, and the Technical Education Authority Process Management Team. At the national level, she serves on the board of the Higher Learning Commission regional accrediting body and as a guest lecturer for Iowa State University’s community college leadership development program. Recent honors include the Chief Executive Officer of the Year Award for the Western Region of the Association of Community College Trustees; Pittsburg State University’s Distinguished Alumnus designation; the A. Price Woodard Jr. Diversity Kansas Award and the Robert Courtney Leadership Workforce Alliance Award.

SUZANNE LANE • Local Education Adult Resource Network Suzanne Lane is the Chair of Local Education Adult Resource Network (LEARN) Wichita, a nonprofit organization in Wichita, Kansas. LEARN Wichita is a consortium of over 20 local colleges that work together to help adults return to school. Suzanne is also a recruiter for Distance Programs for Kansas State University, Division of Continuing Education in the Wichita area, including the 2+2 programs. SUZIE AHLSTRAND • Greater Wichita Economic Development Coalition Suzie Ahlstrand is employed by the Wichita Metro Chamber of Commerce in Wichita, Kansas, where she is Interim President of the Greater Wichita Economic Development Coalition and Vice President of Community Advancement that manages the Visioneering Wichita regional community visioning process. Her current management responsibilities include all aspects of the long-range Visioneering strategic plan plus the oversight of the retention, recruitment and expansion of the economic efforts in south central Kansas. She has served in a variety of membership, business services, community marketing, and education management positions during her service at the Chamber. Suzie actively participates in numerous volunteer activities. She has served as President of the Junior League of Wichita, the Sedgwick County Medical Alliance, and as Board Chair of the Midway Chapter of the American Red Cross. She currently serves on six other community boards as well as the Swedish Council of America, a national board which promotes economic development and cultural relations between Sweden and the United States. A graduate of the University of Nebraska, Suzie holds a degree in Education and has done graduate work in Business. She is a graduate of the University of Colorado Institute for Organizational Management and the University of Oklahoma Economic Development Institute. She was honored as one of the 2004 Women in Business by the Wichita Business Journal; was featured in 2005 as “One to Watch” by the Wichita Eagle; was honored in 2006 with the A. Price Woodard award for building community by the National Conference for Community and Justice; and in 2009 was featured in Wichita City Magazine as a Woman of Influence.

SUE MAES • K-State Division of Continuing Education Sue Maes, Dean of Continuing Education at Kansas State University, has served the education community for decades. She is an expert on building new academic programs and fostering institutional collaboration and has been nationally recognized for her work in continuing education and E-learning. She received the University Professional and Continuing Education Association’s most prestigious national recognition, the Julius M. Nolte Award for Extraordinary Leadership, in April 2011, and the Richard Jonsen Award for Outstanding Contributions to the E-learning Community from the WICHE Cooperative for Educational Technologies in fall 2010. Maes has served as both Senior Development Officer at K-State’s Educational Communications Center and as Co- Director of the Institute for Academic Alliances. In addition, Maes was the Assistant Dean and Director of Academic Outreach in 1994-95 for the Division of Continuing Education and was in charge of planning and resource development. From 1998 to 1999, Maes was President of the University Professional Continuing Education Association and, in 2000, she was elected to the International Adult and Continuing Education Hall of Fame. Demonstrating her commitment to advancing rural education, Maes co-founded the Rural Clearinghouse for Lifelong Education and Development in 1984, a national effort to improve rural access to education. Maes received a Bachelor’s Degree in Social Science, a Master’s Degree in Family and Child Development, and a Doctorate Degree in Counseling and Educational Psychology, all from Kansas State University.

JENNIFER PFORTMILLER • K-State Affiliate for 2+2 Kansas Programs As the Affiliate Site Manager for Kansas State University’s Division of Continuing Education, Jennifer Pfortmiller recruits students for K-State’s online degree completion programs. In addition, she works to build 2+2 partnerships between K-State and all community colleges in the state of Kansas as an option for students to remain in their home area and still complete their degree online from K-State. Jennifer’s K-State office is based “in the field” at Barton Community College, Great Bend, Kansas. This background and experience working with the community colleges and universities makes Jennifer well-rounded in understanding the policies, procedures, and intricacies related to the community colleges and university sectors. Jennifer received her Masters of Science Degree in Meat Science from the University of Georgia and her Bachelors of Science Degree in Food Science and Industry from Kansas State University. ADELE GAGLIARDI • U.S. Department of Labor Adele Gagliardi has worked for the Department of Labor, Employment and Training Administration (ETA) for the past decade, where she has held a distinguished career providing leadership in addressing issues impacting the workforce system. Currently, Ms. Gagliardi is the Regional Director for the Office of State Systems in ETA Region 5, which includes: Illinois, Indiana, Iowa, Kansas, Michigan, Missouri, Minnesota, Nebraska, Ohio and Wisconsin. This office is responsible overseeing ETA grants to States for employment and training and Unemployment Insurance related programs. In this capacity, she works collaboratively with workforce system partners to support and promote workforce solutions which meet the needs of employers, workers, and communities. Prior to her position as Regional Director, she served as the Division Chief for Policy, Legislation and Regulation in ETA’s Office of Policy Development and Research. She oversaw and conducted the analysis and formulation of, and development of recommendations for, legislative changes and policy initiatives for workforce programs. In addition she coordinated the development of ETA regulations, and oversaw liaison responsibilities with external entities such as the Government Accountability Office. Ms. Gagliardi has held several other roles within the agency, including participating in an international learning exchange with Human Resources Social Development Canada. She began her career at ETA as a Presidential Management Fellow, and is a proud graduate of Wayne State University Law School and of Michigan State University and a member of the American Bar Association and the State Bar of Michigan.

COLONEL BARRY ADAMS • J1, Joint Personnel Officer Colonel Adams is a native of Bay City, Michigan. He joined the US Army in 1983, joined the Kansas Army National Guard in 1985, and was later commissioned in 1988 from the ROTC program of the University of Missouri. His assignments include service with the 2-137th Infantry Battalion, 1-635th Armor Battalion, Army ROTC at Kansas State University, and Joint Forces Headquarters- Kansas. He has commanded Company B, 1-635th Armor, 69th Troop Command, 1st Battalion (OCS), 235th Regiment, and Recruiting and Retention Command. He is currently the J1, Joint Personnel Officer, for the Kansas National Guard. Colonel Adams’ civilian education includes a Bachelors and Master’s Degree from the University of Missouri, and a Masters of Strategic Studies Degree from The US Army War College. His military education includes Infantry Officer Basic Course, Scout Platoon Leaders Course, Armor Officer Advanced Course, Combined Arms and Services Staff School, Command and General Staff Officers Course, the Defense Strategist Course, and the US Army War College. Adams’ military awards and decorations include the Bronze Star, Meritorious Service Medal with 2 Oak Leave Clusters, Army Commendation Medal with one Oak Leaf Clusters, Army Achievement Medal with four Oak Leaf Clusters, Global War on Terrorism Service Medal, Afghanistan Campaign Medal with Campaign Star, Humanitarian Service Medal, NATO ISAF Medal, and the Master Recruiting Badge.

BLAKE FLANDERS • Dr. Blake Flanders serves as Vice President for Workforce Development for the Kansas Board of Regents. In this role, he is the state leader for issues involving the postsecondary education and training system in the development of a skilled workforce. His scope of responsibility includes developing a policy agenda for postsecondary technical education, curriculum evaluation, system funding, benchmarks and accountability, and the management of federal initiatives. He also serves as a member of the KansasWorks State Workforce Board.
