The provincial and urban level: meeting local needs Chapter 4 Chapter 4 The provincial and urban level: meeting the local needs Increasingly, cities and regions in developing countries adopt incentive- based transport strategies in order to raise local revenue and alleviate congestion and environmental problems in urban areas. Nevertheless, there is no blue print as to how to successfully manage transport demand on the local level. It should always be borne in mind that sound transport measures based on Economic Instruments: • are highly city-specific, depend on city size, level of develop- ment, road networks and transport demand characteristics, cultu- ral and educational factors that determine transport behaviour, fle- xibility in transport mode choice, public acceptance, institutional capacities to introduce and enforce measures, local institutional and jurisdictional independence from national transport policy fra- meworks; • are most effective if applied as part of a comprehensive transport strategy as outlined in chapters 1 and 2; On the regional and local level important Economic Instruments which are implemented in many countries include: • Surcharges on national/federal measures (see section 4.1), • Parking fees (see section 4.2), • Urban road and congestion pricing (see section 4.3). Circular No: URA/PB/2019/18-CUDG URBAN DESIGN GUIDELINES FOR DEVELOPMENTS WITHIN BRAS BASAH BUGIS PLANNING AREA The Bras Basah.Bugis (BBB) district comprises part of the Rochor and Museum Planning Areas and is strategically located close to the premier Orchard Road shopping belt and the Civic District. Envisioned to be a lively, arts, learning and heritage enclave, BBB is home to many of Singapore’s arts and cultural facilities, including the Singapore Art Museum, Waterloo Street Arts Belt, LaSalle College of the Arts, Nanyang Academy of Fine Arts and School of the Arts (SOTA). This set of guidelines aims to facilitate innovative designs for BBB, as well as guide the physical development of the area to ensure that individual buildings contribute to, and strengthen the planning vision for the area, while retaining BBB’s eclectic character. Innovative designs that do not fully conform to the guidelines or standard building typologies can be considered, subject to URA’s evaluation of the detailed proposal. Gazetted monuments and conserved buildings are subject to specific preservation and conservation guidelines respectively, which will take precedence over the guidelines below. The planning parameters and urban design guidelines are: Parameters Requirements Broad Envisioned to be a lively, Arts, Learning and Heritage district, BBB has an Positioning & eclectic mix of uses and building types. These include shophouses, Land Use standalone religious buildings, schools, as well as medium to largescale commercial buildings, and public housing. The convent, established in 1854 in central Singapore, is now the ‗premier lifestyle destination‘, CHIJMES. I show that the Sisters were early providers of social services and girls‘ education, with an orphanage, women‘s refuge and schools for girls. They survived the turbulent years of the Japanese Occupation of Singapore and adapted to the priorities of the new government after independence, expanding to become the largest cloistered convent in Southeast Asia. -
