Any enquiries, email or ring 250629. Nature Among our birds there is a fascinating overlap between summer and winter visitors at this time of year. One day in mid October I saw a few Swallows flying over the village on their way to Africa. The following day I noticed a Black Redstart, a winter visitor to our coast. I now look forward to the possibility of a Blackcap or a tiny Firecrest in the garden or wintering thrushes in hedgerows. The Blackcaps that stay for winter are not the same birds that breed in our woodlands. The latter have moved south whereas the newcomers are a separate population that will have bred further east on the continent. A series of mild winters has enabled the Blackcaps to survive here instead of flying south and they have passed on the habit to later generations. They will stay until March when they begin to sing and become aggressive towards other birds at feeders. This takes me on to a sad situation that I noticed in September. Trichomonosis is a deadly disease that affects the digestive system of some birds and I saw the symptoms among Goldfinches. They become lethargic, cannot feed successfully and soon starve.

    Annual Report from the Parish Council Chair 2019-2021 St Keyne Parish Council Cllr Sally Lewis Welcome & Thank You Firstly, and most importantly, thank you everyone for all your help and work over the past years, and a special note of gratitude to the Councillors, especially to those who are leaving us at election time. New Boundary The Boundary Review has now been completed and the new combined St Keyne and Trewidland Council is in place with four new Councillors, Lindsey Ellis, Sarah Whiting and Angela Woodman for Trewidland and Peter Higgs for the St Keyne Wards. I’d like to show my appreciation to the Dobwalls and Trewidland Councillors, John Dunn, Hugh Francis and Mhairi Mackie who have given so much of their time and experience to help with this huge change. Also, I must welcome back Fran Lewis, Kevin Shovelton and Richard Dorling. I am looking forward to serving with you all. Impact of Covid-19 Up until March 2020 we had a busy and active year, but the Covid 19 pandemic has changed things since then. However, we continue our work diligently although sadly we have not been able to get together in person, our meetings have still taken place regularly using the phone instead. When the pandemic started early last year, our Emergency Plan Team Kevin Shovelton, Fran Lewis and Min Sabulis got together and worked hard to find ways to help the Parish during the first lockdown by finding 20 volunteers to help with doing essential shopping and, perhaps more importantly, and in collaboration with the two Liskeard Surgeries, arranging to collect and deliver prescriptions.

There was 1 member of the public present. PUBLIC PARTICIPATION. Asbestos in quarry near Crafthole reservoir. Mr. T Dickens asked what the situation was in the removal of the asbestos. A letter had been received from Mr. P Cressy stating it is intended to leave the asbestos in situ and erect a fence around the quarry. After some debate it was decided to listen to the technical issues from Sara Gratton the Environmental Officer at Caradon when she attends the meeting on 12th January 2009. The Clerk to send a letter of invite and make it an agenda item along with the problem of Rats. CLERK Affordable Housing. Mr. T Dickens asked if his suggestion of a Mini Roundabout is to be constructed near to the proposed site. The application is to be amended and resubmitted in the new year. Discussion will take place then and any recommendations can be submitted. Councillor Nicholas stated that he wished to be included in any correspondence on affordable housing as Chairman of the RPT and also the Affordable Housing representative. 1. APOLOGIES. Apologies received from the police. 2. DECLARATIONS OF INTEREST. There were no declarations of interest in agenda items or gifts over £25. 3. POLICE REPORT. The Clerk read the report which stated 3 crimes had been committed in the parish during the last month.

The Annual Governance Report was discussed and it was RESOLVED to sign it, proposed by Cllr Taylor, seconded by Cllr Kitto with all in favour. 5 Unitary Councillors’ Reports. Cllr Pascoe reported that Cornwall Council has elected a new leader, Julian German. Cllr Pascoe attended the Safer A38 meeting and things are moving on, with talks to the Ministers by the local MP. The meeting was also discussed at the recent Community Network Area Meeting. Cllr Pascoe attended the reception for the Cornish Rugby Team, which has won the Beaumont Trophy. Cllr Pascoe said that she had been devastated to learn of the fire at Dobwalls Football Club and has offered her Community Chest Fund to help towards the cost of repairs.
