MINUTES OF LAST MEETING (Agenda Item 1) It was proposed, seconded and RESOLVED: That the minutes of the Planning and Planning Policy Committee meeting of Tuesday 14th November 2017 approved by Council on 6th December 2017 be noted. P81. APOLOGIES (Agenda Item 2) Apologies for absence were received from Councillor G Ellis and C Macey. P82. Scarborough, Kentmere Guest House, 97 Drummond Road, Skegness, PE25 3EH (Agenda Item 4.1) Proposal: Planning Permission - Change of use, conversion of, existing guest house to provide a residential dwelling. It was proposed, seconded and RESOLVED: That:- a) the application be supported subject to a condition being inserted preventing the residential dwelling being used as a House in Multiple Occupation. – 21 – b) the issue of having Planning Policies to prevent HMO’s being created from Guest Houses and Small Hotels in some areas, be brought to the attention of the NDP steering group. APPLICATION S/153/02030/17 – Beauty Outlet Ltd, Tower Court, Burgh Road, Skegness, PE25 2RW (Agenda Item 4.2) Proposal: Planning Permission - Erection of a building comprising of ground floor storage and office space with first floor office space, staff room, meeting room and toilet facilities on site of the existing buildings which are to be demolished and provision of parking. It was proposed, seconded and RESOLVED: That:- a) the application be supported b) the Town Council urges the various agencies to work together to overcome the difficulties on the site. P85. APPLICATION S/153/02320/17– Empire Skegness Ltd, Grand Parade, Skegness, PE25 2UG (Agenda Item 4.3) Proposal: Planning Permission - Provision of a pavement cafe. Cllrs M Anderson and D Brookes declared a Category A interest and withdrew for this item. It was proposed, seconded and RESOLVED: That an objection be made due to the close proximity of a very busy pedestrian crossing, the associated consequential footway congestion in a very busy area, the health and safety implications of blocking up a busy area and the infringement onto the pathway. P86. APPLICATION S/153/02272/17 – Miss. R. Beddow Davidson, 1 Veronica Close, Skegness, PE25 1HY (Agenda Item 4.4) Proposal: Planning Permission - Erection of a house with attached double garage and provision of a balcony on the west elevation of the dwelling, (which is currently on site). It was proposed, seconded and RESOLVED: That an objection be made due to the overbearing nature of the proposed development and the associated overlooking and loss of privacy. P87. APPLICATION S/153/02308/17 – Mr. & Mrs. J. Whelbourn, 9 Briar Close, Skegness, PE25 3QB – (Agenda Item 4.5) Proposal: Planning Permission - Extension to existing dwelling to provide a new pitched roof over existing flat roof. – 22 – It was proposed, seconded and RESOLVED: That the application be supported. Larner, Skegness Town Council, Dear Sir, Town and Country Planning Act 1990 (as amended) LOCATION: LAND ADJACENT EAST OF TELEPHONE EXCHANGE, LINCOLN ROAD, SKEGNESS NATURE OF Change of use of land for car parking. INVESTIGATION: I would like to inform you that we have received a complaint concerning the above. The matter will now be fully investigated by the Enforcement Officer named above. The Officer will aim to visit to the location within 18 working days from the date of this letter, in order to establish if a breach of planning legislation has taken place. If it is established that the planning regulations are not being adhered to, this is usually referred to as a ‘breach of planning control’. Following a visit to the location the Officer will write to you again to inform you of the situation and to explain what action is available to the department to try and resolve any problems that have been identified. It is important to note that in a small number of cases it can sometimes take a long time to resolve planning related complaints. This is due to the complex nature of the planning legislation. Additionally the Government give guidance about the process and procedures that must be followed by the Council to try and resolve any planning related complaints. Larner, Skegness Town Council, Dear Sir, Town and Country Planning Act 1990 (as amended) LOCATION: 49 COUNT ALAN ROAD, SKEGNESS, LINCOLNSHIRE. PE25 1ER NATURE OF Untidy land INVESTIGATION: I write with reference to the above and further to previous correspondence. A site inspection was completed on 14th December 2017 to assess the condition of the land and property. At this time, it is not considered that the condition of the land is affecting the amenity of the area to such a degree that warrants further enforcement action under Section 215 of the Town and Country Planning Act 1990. As such, no further action will be taken and this enforcement case will be closed. However, I have written to the owner of the land to request that they keep the land and property in a tidy condition in order to prevent future complaints. If the condition of the land does deteriorate in the future and a further complaint is received, Planning Enforcement will be required to re-investigate this matter and assess at that time whether further action is required. In summary to carry out and prepare: Extensive consultation and engagement with the local community Preparation of a town profile of Skegness Carry out a review of existing evidence, used in the East Lindsey Local Plan 1.2 A standalone report has been prepared by Natter Matters (appendix 1) which sets out the findings of the community consultation work. 1.3 The town profile of Skegness is included within this main report, alongside a summary of the evidence base review (appendix 2) Issues that could be dealt with through a Neighbourhood Development Plan 1.4 We consider that following the community consultation there is sufficient local interest for a NDP to be prepared for Skegness, this is set out in further detail in section 5 of appendix 1.
