Electoral Rolls and Valuation Rolls Finding Aid Falkirk Archives (Archon Code: GB558) FALKIRK ARCHIVES Local authority records Electoral Rolls and Valuation Rolls Finding Aid This finding aid lists all the electoral rolls and valuation rolls held in Falkirk Archives for the Falkirk area. The information is also repeated in the appropriate Burgh and Parish finding aids. The valuation rolls and electoral rolls in this finding aid are arranged by the place they refer to rather than by the different local authorities responsible for creating them. However, researchers should note that after 1975, both valuation rolls and electoral rolls were compiled in volumes which covered the whole of Falkirk District. Before 1975 records were compiled separately for each Burgh and for the County as a whole. Falkirk Archives holds the records for Bo’ness, Denny & Dunipace, Falkirk and Grangemouth. The valuation and electoral rolls for other towns and villages, such as Bonnybridge, Larbert, Stenhousemuir, Polmont, Brightons, Slamannan, Maddiston, Redding, Whitecross, Shieldhill, California, Avonbridge and rural areas were compiled in volumes by the County of Stirling and these records are held by Stirling Council Archives. Please note that, by law, full electoral rolls less than ten years old may only be consulted for electoral purposes and may not be copied. Falkirk Archives holds very few pre-1975 electoral rolls. The National Library of Scotland holds electoral rolls for the whole of Scotland from 1947 to the present. Falkirk Archives (Archon Code: GB558) Valuation & rating Valuation Rolls were first compiled in 1855 as a result of the Lands Valuation (Scotland) Act 1854 (17 & 18 Vict. c.91). They were compiled annually, and different local authorities were responsible for compiling the rolls in different areas and at different times. They were used to establish the rateable value of property which provided the basis for local taxation and assessments on local services. Under the Local Government (Scotland) Act 1973 (c.65) there were 12 valuation authorities: the nine regional councils and the three islands authorities. The Assessor had responsibility for creating the valuation roll for properties in his valuation area. Normally the Assessor would also be the electoral registration officer. Under the Abolition of Domestic Rates etc (Scotland) Act 1987 (c.47), as from 1 April 1989 domestic property was excluded from valuation rolls, and a separate register of Community Charges was compiled. The Act conferred upon the Assessor the duties of Community Charges Registration Officer. The Community Charge (often referred to as the ‘Poll Tax’) applied to each individual, rather than the property s/he might inhabit. Valuation rolls continued for non-domestic property. The Community Charge was abolished as from 1 April 1993 by the Local Government Finance Act 1992 (c.14), being replaced by the Council Tax. The Assessor was to compile a Council Tax valuation list showing the valuation band for each domestic property in his area. Under the Local Government etc (Scotland) Act 1994 (c.39) the regional and district councils were abolished as from 1 April 1996. They were replaced by a single-tier local government structure. Each local authority area is a valuation area, with its Assessor having responsibility to compile the valuation roll for non-domestic properties and valuation lists for domestic properties, as well as having the electoral registration duties. The Secretary of State for Scotland could establish a joint valuation board for these purposes if he thought that the functions should be established jointly. Under the Valuation Boards (Scotland) Order 1995 (S.I. 1995/2589), 10 joint valuation boards were created to cover most of Scotland, including the Central Scotland Valuation Joint Board, whose constituent authorities are Clackmannanshire, Falkirk and Stirling Councils. Electoral Registration Until 1832 the right to vote was restricted to individuals with extensive property holdings and electoral rolls prior to 1832 were compiled either by the Sheriff Court for the County or by the Town Council for Royal Burghs (which were the only Burghs which had representation). After 1832 various reform acts extended the vote gradually and local authorities were given responsibilities for compiling electoral registers. From 1975 electoral rolls became the responsibility of Regional Councils who appointed Assessors to compile both electoral and valuation rolls. From 1996 the Assessors became independent officers responsible for both electoral and valuation rolls and lists (domestic and commercial). • Written Submission from Falkirk Council – Petition Pe1102
PE1102/F WRITTEN SUBMISSION FROM FALKIRK COUNCIL – PETITION PE1102 1. Background 1.1 Falkirk Council, like many local authorities, is strongly opposed to the closure of post offices in the Falkirk Council area. The Council recognises the important social function that post offices have, and that for many individuals in our communities, the post office functions as the main village or local shop. These facilities are used largely by elderly people, people with young children and those with mobility problems to purchase essential items. 1.2 The Council has for a number of years used post offices to provide services such as rent collection etc. Since 1979, Falkirk Council has supported the local area Post Office Network through the facility for tenants to make payment of rent at post offices. This was extended to include council tax payments in 1996. Our contract is with the Alliance & Leicester. Payments are made through a service known as 'BillPay'. Payments are made using plastic payment cards issued by Falkirk Council which can be used to pay rent and/or council tax at the Council's One-Stop-Shops and any post office in the UK. This method of payment is 1 of 7 options that are available to our customers. 1.3 As a result of the development of more efficient and convenient methods of payment, e.g. by Direct Debit, via the Web and by telephone, and the reduction in the Council's housing stock through the right to buy, the number of payment transactions made at post offices has reduced year on year over the past 10 to 15 years.
