Minutes of the Meeting of the Municipal District of Dundalk held in the Town Hall, Dundalk on Tuesday 2nd July, 2019 at 5.15 p.m.

Minute No. 52/19

The minutes of the monthly meeting held on Tuesday, 7th May 2019 were confirmed on the proposal of Cllr. M. Yore and seconded by Cllr. C. Keelan.

The minutes of the Annual and Inaugural meeting held on Tuesday, 11th June 2019 were confirmed on the proposal of Cllr. M. Yore and seconded by Cllr. C. Keelan.

Minute No. 53/19 Matters Arising

It was agreed to follow up on the request for a representative from ESB to attend a meeting to address the issue of electric car charging locations.

Minute No. 54/19 Housing Progress Report

 An update was requested in relation to Coxes Demesne redevelopment works.  A monthly report in relation to voids and vacant dwellings was requested.

Infrastructure, Operations and Marine Progress Report

 Members were informed that a strategic housing development planning application had been made to An Bord Pleanala (ABP) for 483 no. residential units, childcare facility and a new access junction and works at Rock Road, Dundalk and details would be circulated when the file is validated by ABP. Members were advised to contact the Planning Department with any queries and observations they have and the would decide if a special meeting is necessary.  It was requested to include Balmers Bog on the infrastructure report.  It was agreed to have roots of the trees on Tom Bellew Avenue inspected due to the potential damage to underground pipes.  The need to encourage people to contact the fire service when they see material being burned and not be concerned that they will be billed was raised.  The issue of casual trading licences for strawberry sellers was raised and whether or not the appropriate licences were being obtained.  The need for verge cutting on the Armagh Road was raised, along with the need to provide more litter bins along popular dog walking routes.  The issue of drains being blocked on the alternative routes used during the N53 works was raised.  A list of graveyards maintained by the Council and details of previous historical change to Faughart graveyard maintenance was requested.  Updates in relation to knotweed and dog fouling were requested.  Members were requested to inform the officials of any hedges they believe to be causing a road hazard.  Updates were requested in relation to the Narrow Water Bridge and the Bellurgan Bridge survey.  A report in relation to the proposals for the €45,000 anti-dumping initiative fund was requested.

Notice of Motion:

Proposed by: Cllr. R. O Murchu Seconded by: Cllr. A. Watters

Dundalk Municipal District calls on the Minister for Social Protection and Employment Affairs, Regina Doherty, to support the 'Protection of Employee Tips Bill' and to work alongside others to ensure that this Bill is passed. This Bill would give employees a legal right to their tips and would ensure that restaurants, bars and hotels are obliged to display their tipping policy for customers to see.

Members agreed the motion.

Minute No. 64/19

Notice of Motion:

Dundalk Municipal District calls on the Minister for Housing, Planning and Local Government, , to produce a plan with clear deadlines for the energy retrofitting of all residential buildings, including social, private rented and private homes. This plan must have clear funding commitments and ambitious targets to help reduce CO2 emissions and achieve greater energy efficiency.

Members agreed the motion.
