Adm. Code 2650 3) Section Numbers: Proposed Action: 2650.10 Amendment 2650.15 Amendment 2650.40 Amendment 2650.50 Amendment 2650.70 Amendment 4) Statutory Authority: Implementing and authorized by Section 9 of the Illinois Personnel Code [20 ILCS 415/9] and Section 5 of the Voluntary Payroll Deductions Act of 1983 [5 ILCS 340/5]. 5) A Complete Description of the Subjects and Issues Involved: Generally, these proposed amendments provide new employees the opportunity to give to charitable organizations through SECA, under Sections 2650.15 and 2650.40. Under Section 2650.10, Advisory Board involvement in the management contract is expanded. This Section amendment also allows SECA liaisons to assist with SECA related activities but does not allow use of State time for charitable events outside the realm of SECA. Sections 2650.40 and 2650.50 increase the accountability of charitable organizations.
