Establishing an Island of Patent Sanity Oskar Liivak† INTRODUCTION There is a growing, inescapable sense that something has gone terribly wrong with the patent system. Though it was founded with the laudable constitutional goal of “promot[ing] . [p]rogress” in the “useful [a]rts . ,” today, it is hard to find any positive news suggesting progress.1 Current patent lawsuits are widely described as a “battle”2 or a “war.”3 And though litigators often use such allusions,4 this time the scale and the feel is different. During the past decade we witnessed an escalating intellectual property cold war where huge sums spiraled into a rapidly growing patent-industrial complex. How does Facebook Trends Affect News Exposure? Lastly, I would like to thank Professor Jeffry Ely for his leadership overseeing the MMSS program and its students. Abstract Facebook has recently been a topic of hot discussion regarding fake news and algorithms that present bias posts. I wanted to discover whether Facebook is truly posting bias new trends and whether this may heavily influence the new sources exposure. Using programming and analytical methods, I investigated personalization by geographic location and demographics in Facebook’s Trending Topics. I further analyzed the degree of which Facebook personalizes the news trends per person. I also discover whether Facebook gives priority to certain new sources or if it gives equal opportunity for all news sources. Lastly, I investigated how often Facebook’s algorithm updates its news trends and if there were any differences in behavior at different days of the week. The data collection and analysis were conducted with Python scripts I wrote. My results show Facebook does not personalize by geo-location and personalizes very slightly by demographics. Furthermore, my analysis showed Facebook gives more news exposure to liberal than conservative news sources. -

Ellen Baker 5/1/2018 From Beshear to Bevin: The Rise and Fall of the ACA in Kentucky On July 17, 2012, Kentucky Governor Steve Beshear issued Executive Order 587, “Relating to Establishment of the Kentucky Health Benefit Exchange,” in compliance with the Affordable Care Act (ACA).1 In May 2013, Governor Beshear officially announced kynect as the new state-based healthcare marketplace.2 Kynect achieved early success, as 413,410 people purchased private insurance or enrolled in Medicaid through the portal during the first open enrollment period. 75% of these people were previously uninsured.3 Through the ACA, Beshear was also able to expand Medicaid to include those whose income is at or below 138% of the poverty line.4 This increased Medicaid enrollment in the state by 570,000 people by December 2015, a 94% increase.5 But in November of 2015, only two years after kynect’s launch, Kentucky had a gubernatorial election.
