Planning and Transportation LBC Response to Inspector’s Third Set of Initial Questions June 2016 Planning and Transportation Department of Place and Infrastructure This document sets-out the inspector’s third set of questions on housing capacity (black text) followed by the Luton Borough Council’s response (blue text). Note that site information is based on data from the 2015 SHLAA, which applied the status of planning permissions as of 01st April 2014. Question 1. Is it set out anywhere in summary form how the following sources of capacity in Policy LP 2 were arrived at? (Appendix 5 to the Plan lists sites which add up to a capacity of 6905, but it doesn’t set out which of these sites relate to the four sources of capacity set out below) (ii) existing permissions on sites of less than 5 homes - 100 (iii) capacity for housing on the strategic allocations – 2,500. (iv) housing allocations - 2,400. (v) identified non-allocated sites of at least 5 homes – 900 Answer 1. No. Appendix 1 to this document re-presents the housing trajectory from appendix 5 of the plan with an additional column identifying which source each site relates to. Appendix 2 contains the same information but sorted by source type, strategic allocation and then site ID. Note that the numbers quoted in the question above had been rounded to the nearest hundred, which is why the totals in appendix 2 will not match exactly. Question 2. Are the sites with existing permission for less than 5 houses listed anywhere, along with the capacity from each of these sites? Answer 2. No. Appendix 3 of this document lists these sites and their capacity. Question 3. The strategic allocation policies set out housing numbers for the strategic sites listed in LP2(iii) ie - Power Court LP9 (600), Napier Park LP8 (600), High Town LP10 (750), Marsh Farm LP12 (no figure) and the Creative Quarter LP11 (600). Is it explained anywhere how these figures were arrived at for each site and how much land is available at each for housing? Do any of these sites have planning permission? Answer 3. The fifth column of the table at Appendix 2 of the 2015 SHLAA summarises the source of the capacity assumptions for all sites including Power Court (ID150), Napier Park (ID191) and Marsh Farm (ID149). High Town and the Creative Quarter encompass a range of different sites. The information from the SHLAA is reproduced at appendix 2 of this document, which lists each site associated with a strategic allocation, alongside columns describing the total site size, source of capacity and confirmation of whether it had extant permission. 1 Question 4. The Housing Background Paper (B.1E & B.1G) explains that the capacity at High Town and the Creative Quarter comes from several sites. Are these sites listed anywhere with their individual capacities and planning permission status? Answer 4. No. Please refer to answer 3 and appendix 2 of this document. Question 5. Appendix 4 of the Plan lists the housing allocations and the potential capacity of each. Is it explained anywhere how the capacity for each site was arrived at and which of these sites have planning permission? Answer 5. The fifth column of the table at appendix 2 of the 2015 SHLAA summarises the source of capacity. For ease of reference, the information from the SHLAA has been re-presented at appendix 2 of this document, along with confirmation of whether sites had extant permission. Question 6. Is it explained anywhere how the capacity of 900 on non-allocated sites of at least 5 homes was arrived at? Is there a list of these sites and which have planning permission? Answer 6. No. Appendix 2 of this document lists each site alongside columns describing the source of capacity and confirmation of whether it had extant permission. Question 7. The Economy & Employment Background Paper sets out potential housing capacity from existing employment land (Tables 8-13). How is this reflected in the sources of capacity set out in Policy LP 2? For example, is it set out anywhere which of these employment sites have been allocated for housing (iv) and which have been included in (ii) permissions of less than 5 and (v) non- allocated sites of at least 5? Answer 7. This information has not previously been presented in this manner.
