    DISTRICT DISASTER MANAGEMENT PLAN BIRBHUM - DISTRICT 2019 – 2020 Prepared By District Disaster Management Section Birbhum MULTI - HAZARD DISTRICT DISASTER MANAGEMENT PLAN CHAPTER –1 WHY IS IT : The district level Multi-Hazard Disaster Management Plan is being prepared and revised regularly as a process of disaster preparedness. It also works as a source book as well as an inventory to coordinate the activities at the district level before, during and after disasters. The plan is the yield of efforts put in by various departments and organizations. It serves as the base document to take up measure to mitigate disasters of various natures by the government at the district level. OBJECTIVE : The objective of District Multi-Hazard Disaster Management Plan is to formulate an inter-sectoral plan at the district level to create preparedness and mitigate disasters of different natures in a convergent manner. Stakeholders : The District Disaster Management Committee, Birbhum takes the initiative to prepare and update the District Multi-Hazard Disaster Management Plan of Birbhum district. The Disaster Management Department, Birbhum carries out the secretarial activities and mans the Emergency Operation Centre (EOC) during disasters. District Administration(civil), District Administration(police), Block administrations, all line departments like Health, Irrigation, WBSEDCL, PHE, PWD(Roads), Agriculture, Horticulture, Sericulture, Animal Resource Department, Fisheries Department are the stakeholders. All the stakeholders have formulated their Plans for combating disasters in their own way. District Profile at a glance (As per Census data) There are three schools of thoughts about the name of Birbhum. One says the name Birbhum comes probably from the term “Land” (Bhumi) of the „brave‟.

    Uthnau Works in the Tribal Community in Rural Area of Birbhum District in West Bengal

    Background: Uthnau works in the tribal community in rural area of Birbhum district in West Bengal. This area is on the border of West Bengal and Jharkhand state. The majority of population is from Santhali tribe. Uthnau works in multiple villages around this area with main office in Garia. Uthnau focuses on overall development of these village communities. The main focus areas are: children education, vocational training, community healthcare, awareness to constitutional rights and legal issues, popularizing sustainable development options, and developing & managing local community resources. Asha Seattle funds the education and healthcare part of this project. Economic situation of community: The main source of income is farming and salaries from working in stone quarries. This area has very high number of stone quarries. Stone quarries have provided an alternative livelihood to the community but it has come at a huge price. Most of the stone quarries don’t provide masks for the worker and also the remunerations are very low. The stone dust is not only resulting in many respiratory diseases for the workers and rest of the community around, but also impacting the farms productivity around the area. Given the fact that the farming productivity has gone down, villagers are left with little choice but to work in these stone quarries. Figure 1: A stone quarry, locally known as a 'khadan', roughly of the size of half a football field. On the way to Uthnau: Srijan and Binay from Asha Seattle joined Swati from Uthnau, in early morning of March 23rd in Kolkata and started on a drive to Garia, the Uthnau’s main office.

OBJECTIVE: The objective of District Multi-Hazard Disaster Management Plan is to formulate an inter-sectoral plan at the district level to create preparedness and mitigate disasters of different natures in a convergent manner. Stakeholders: The District Disaster Management Committee, Birbhum takes the initiative to prepare and update the District Multi-Hazard Disaster Management Plan of Birbhum district. The Disaster Management Department, Birbhum carries out the secretarial activities and mans the Emergency Operation Centre (EOC) during disasters. District Administration (Civil), District Administration (Police), Block administrations, all line departments like Health, Irrigation, WBSEDCL, PHE, PWD (Roads), Agriculture, Horticulture, Sericulture, Animal Resource Department, Fisheries Department are the stakeholders. All the stakeholders have formulated their Plans for combating disasters in their own way. 3 DISTRICT PROFILE AT A GLANCE (AS PER CENSUS DATA) There are three schools of thoughts about the name of Birbhum. One says the name Birbhum comes probably from the term “Land” (Bhumi) of the ‘brave’.
