The main objects of the Institute are: a. To encourage and promote the advancement of knowledge related to the Navy and the maritime profession, b. to provide a forum for the exchange of ideas concerning subjects related to the Navy and the maritime profession, and c. to publish a journal. The Institute is self-supporting and non-profit-making. All publications of the Institute will stress that the authors express their own views and opinions are not necessarily those of the Department of Defence, the Chief of Naval Staff or the Institute. The aim is to encourage discussion, dissemination of information, comment and opinion and the advancement of professional knowledge concerning naval and maritime matters. The membership of the Institute is open to: a. Regular Members. Regular membership is open to members of the RAN or RANR and persons who having qualified for regular membership, subsequently leave the service. b. Associate Members. Associate membership is open to all other persons not qualified to be Regular Members, who profess an interest in the aims of the Institute. c. Honorary Members. Honorary membership is open to persons who have made a distinguished contribution to the Navy or the maritime profession, or by past service to the institute. "The 1987 Defence White Paper precisely anticipated the type of naval contribution we are now making to allied operations in the Gulf . It may be that as the post Gulf order becomes clearer, some change of emphasis in our security approach might: be needed. I would not wish to rule that out, but I am of the view that this will be more at the margins then fundamental. " In the United States President Bush is calling for a "new world order" and the proposed 1992 Defence Budget just released calls for reductions in the force structure. Secretary of Defence Cheney has however indicated that the US still wants to maintain its system of alliances, the forward deployment of US forces, and the ability to control the world's oceans. It is difficult to guage the long term effects of the war in the Middle East, the possible disintegration of the Soviet Union and the clamour for a peace dividend and the form of the "new world order". It is apparent however that the strategic environment has changed and defence policies will need to be reviewed to see if they are still relevant. In the hope that if will improve the standard of the debate as these issues are addressd, your Council will arrange a seminar at HMAS WATSON on Thursday 16 May 1991. The seminar will address the subjects of "Maritime Power and its Place in the New World Order". I hope to recruit some of the speakers attending the "Naval Power in the Pacific" seminar at the Australian Defence Force Academy on 13 and 14 May; and the RAN experience in the Gulf will be discussed. So far the planned program is as follows: "Were Sanctions Given Enough Time and What are the mplications for their Future Use" Richard Leaver (Australian National University) "The Enforcement of Sanctions by the Multi-National Force - An RAN Perspective" - Captain R. This paper was delivered at the Annual General Meeting and it is important that members of the ANI have the opportunity to comment on this issue. As a result of the ANI sponsored seminar in May in Sydney it is anticipated that the August issue will be completely devoted to the Gulf War issue. Receipt of articles from readers who have recently returned from the Gulf would be greatly appreciated. I would like to thank those readers who have submitted articles for publication and reassure you that payment will be forwarded to those authors meeting the criteria detailed at page 4. You will note that the Annual Index is not inserted in this issue. Due to the need to copy the index onto another database the issue of the database has been delayed. Issues such as the current Force Structure Review should provide a catalyst for articles in the Journal and would be a pleasant change from the normal maritime strategy articles received.     Congratulations to Our Reverend Tom Frame AM

View online at http://www.tarago.org.au/tarago_community_times.php Congratulations to our Reverend Tom Frame AM When Tom Frame was 7 years old he told his adoptive mother he wanted to be one of two things when he grew up - a clergyman or a butcher as these were the men in his community he respected the most. After 14-years of Naval service, he chose the former and from tough beginnings, at the age of 39 he become Australia’s youngest Anglican Bishop. In 1991 he completed his doctorate in history at the Australian Defence Force Academy. Tom has also written 47 books on theology, philosophy and history which are his passion. The Order of Australia (AM) honour recognises his “significant service to higher education, to the Anglican Church of Australia, and to the community.” Tom is the director of the Howard Library in Canberra (named after former Prime Minister John Howard) a job he enjoys enormously. He is also a former director of the Public Leadership Group and of the Australian Centre for Study of Armed Conflict and Society. He was also Bishop to the Defence Force and directed Saint Mark’s Theological College in Canberra from 2006 to 2014. With his heart firmly placed in rural ministry he has chosen to live in Tarago with his lovely wife Helen raising beef cattle at one of their properties on Mayfield Road.

For the purposes of this handbook, the Warfare community is deemed to include all officers of the Seaman, Pilot and Observer Primary Qualifications. The Warfare Officer Community symbiotically contains personnel from the seaman, Submarine, Aviation, Hydrographic and Meteorological, Mine Clearance Diving and Naval Communications and Intelligence groups. The Warfare Officers Career Handbook is a source document for Warfare Officers to consult as they progress through their careers. It is intended to inform and stimulate consideration of career issues and to provide a coherent guide that articulates Navy’s requirements and expectations. The book provides a summary of the Warfare branch specialisations and the sub-specialisations that are embedded within them, leading in due course to entry into the Charge Program and the Command opportunities that follow. The Warfare Officers Career Handbook also describes the historical derivation of current warfare streams to provide contemporary relevance and the cultural background within which maritime warfare duties are conducted. It discusses the national context in which Warfare Officers discharge their duties. Leadership and ethical matters are explored, as is the inter-relationship between personal attributes, values, leadership, performance and sense of purpose. There is no intention that this handbook replicate or replace extant policy and procedural guidelines. Rather, the handbook focuses on the enduring features of maritime warfare. Policy by its nature is transient. Therefore, as far as possible, the Warfare Officers Career Handbook deals with broad principles and not more narrowly defined policies that rightly belong in other documents.

It is with sadness that this issue of the Newsletter announces the passing of our immediate past President and Editor of the Newsletter. Len Kingston-Kerr. Len passed away in his sleep in the early hours of Tuesday 21st August 2018. As per Len’s wishes, there will be no funeral, Len will be cremated at a private service and his ashes scattered at sea by the Royal Australian Navy. A wake will be held at Greenbank RSL in due course. 1 ROYAL AUSTRALIAN NAVY ADMIRALS: Rear Admiral James Vincent Goldrick AO, CSC. James Goldrick was born in Sydney NSW in 1958. He joined the Royal Australian Navy in 1974 as a fifteen-year-old Cadet Midshipman.

    Howard Government Retrospective II “To the brink: 1997 - 2001” Old Parliament House 14-15 November 2017 Howard Government Retrospective II Conference Broadcast Partner: 2 University of New South Wales Canberra To the brink: 1997 - 2001 The Howard Government Retrospective Conference Series he Liberal-National Party Coalition was elected Tto office on 2 March 1996 and continued in power until 24 November 2007. UNSW Canberra is holding a series of retrospective conferences to assess the performance of the four Howard Governments. Each event provides the basis for collections of essays contributed by principal participants, key public servants, leading commentators and notable scholars drawing on documents in the John Howard Collection held at the Defence Force Academy Library. The intention is for this series to become the ‘standard’ treatment of the Howard years. Contributors have been asked to focus critically on the Coalition’s policies and performance to reveal the Government’s shortcomings and failures. This commitment to a candid critique will attract the attention of the press and current-serving politicians, guaranteeing the volumes a substantial public profile at the time of their release. UNSW Press is the series publisher. The first conference and volume covered the 1996 election, the Coalition’s readiness for office, the main policy decisions and practical challenges of the first year of the Howard Government, including gun control and ministerial responsibility. The second conference and volume deals with the second and third years of the Coalition’s first term in office (1997-98) and most of its second term (1998-2001). Volume II will include coverage of Wik and native title, the Patricks waterfront dispute, the constitutional convention, the Coalition’s near defeat at the 1998 poll, the Government’s response to post-independence violence in East Timor, and the introduction of the GST.
