Alison L. Des Forges (1942-2009) Tributes at Memorials (2009) Introduction After Alison Des Forges’ sudden and untimely death on February 12, 2009, memorial gatherings were held around the world to mourn her loss, to express gratitude to her, and to talk about ways to continue her work. This is a collection of some formal tributes that were given at these memorials, presented in chronological order. The collection begins with tributes that were given at a memorial service in Buffalo ten days after Alison’s death, and ends with a sampling of the tributes that were given at a gathering on the first anniversary of her death. Many other people have written about Alison. Some of their tributes have appeared, or will appear, in newspapers and magazines, in academic volumes, and in a booklet published by Human Rights Watch. Others are purely personal memories, and are being compiled separately. Please note that this collection is a work in progress. I am still missing some of the tributes that were given at the memorials in 2009. Ethnic Differentiation between Hutus and Tutsis, 1920’s http://modernhistoryproject2012.wordpress.com/history-of-hutu-tutsi-relations/ (First illustration, right side) The racist eugenics movement was popular in the United States and Europe in the 1920’s and 1930’s. It is this racism by European powers that influenced the interactions with Africans. Racism was the filter by which Bel- gian scientists, interested in understanding the nature of the relationship between the Hutu (75% majority) and the Tutsi (15-20% minority), measured heads, noses, skin color, height and body shape in an attempt to explain “scientifically” why the Tutsis were a “superior” tribe. The Belgian scientists concluded after their “re- search” that the Tutsis had European features, and this explained why they held the power despite being in the minority. This process brought institutional racism into Rwanda. 2. Tutsis Fled Ethnic Violence After Independence, 1959-1962 http://bengal.missouri.edu/~smwgz8/history.htm (Second image, first photo on page) Tutsis fled Rwanda after the Hutus rose to power and the resulting violence between the two groups when the Tutsi-led monarchy was overthrown. Over 150,000 Tutsis fled the country to Uganda and Burun- di, and those remaining in Rwanda were barred from political office after the 1962 constitution. -

Abstract: Ethnicity is a complex phenomenon. It is a highly controversial, disputable, problematic term that does not have any fixed meaning and is used as a less emotive term for a race. Ethnicity is a social construct like race, but the main difference is that race refers to phenotypical differences, whereas ethnicity refers to cultural differences. Ethnicity helps an individual to identify with a larger group, and one’s ethnicity may identify an individual. Too many writers like Max Weber, Michael Brown, Wsevolod Isajiw, etc. have discussed many features to define 'ethnicity.' To explain and outline an apparent meaning for ethnicity, authors like Fredrik Barth, Abner Cohen, Michael Hechter, etc. have postulated different approaches such as primordialism, instrumentalism, materialism and constructivism. Robert E. Park has contributed to the theory of ethnicity by focusing on assimilation theory. Authors like Omi and Vinant have openly opposed this theory and considered the immigrant as the basis of ethnicity. The chief motive of this paper is to discuss the shifting meanings of ethnicity and to depict the purpose behind the divisions based on ethnicity. Cherice Joyann Estes The Western Media and the Portrayal of the Rwandan Genocide BY CHERICE JOYANN ESTES ABSTRACT: On December 9, 1948, the United Nations established its Convention on the Prevention and Punishment of the Crime of Genocide. Genocides, however, have continued to occur, affecting millions of people around the globe. The 1994 genocide in Rwanda resulted in an estimated 800,000 deaths. Global leaders were well aware of the atrocities, but failed to intervene. At the same time, the Western media's reports on Rwanda tended to understate the magnitude of the crisis. This paper explores the Western media's failure to accurately interpret and describe the Rwandan Genocide. Recognizing the outside media’s role in mischaracterizations of the Rwanda situation is particularly useful when attempting to understand why western governments were ineffective in their response to the atrocity. -

Body Politics and the Rwandan Crisis
Third World Quarterly, Vol 24, No 3, pp 479–493, 2003 Body politics and the Rwandan crisis ERIN K BAINES ABSTRACT Since the Rwandan genocide of 1994, scholars and policy think- tanks have produced an impressive number of macro-level studies and theories to explain the seemingly inexplicable: how and why did this happen? Yet these studies, most often based on ethnic and/or global level analyses, tend to simplify complex social relations at the local level which likewise contributed to the genocide. This article examines ‘micro-level’ testimonial evidence collected in human rights reports to shed light on one particularly under-theorised realm and approach, that of gender and the politics of the body. I suggest that the 1994 genocide was an extreme attempt not only to purge the ‘Hutu nation’ of the Tutsi, but also to actively engender a vision of the ‘Hutu nation’ in the minds of an otherwise diverse and fragmented local populace. Women’s bodies, gender and sexuality became highly contested terrains for scripting this vision of an imagined nation. It is the human body that serves as the ultimate tablet upon which the dictates of the state are inscribed.1 Since the Rwandan genocide of 1994, academics and policy think-tanks have produced an impressive number of macro-level studies and theories to explain the seemingly inexplicable: how and why did this happen?2 Up to 800 000 Tutsi and moderate Hutu murdered in just three months. Parallel to this literature, journalists and human rights groups have documented in meticulous detail the specifics of the genocide: who was involved, what was their plan and how this plan was implemented.3 These literatures are less than theoretical, but they are rich in ‘micro-level’ empirical evidence. -

Average citizens can help victims of human rights violations heal through compassion, acknowledgement, and support. Kent, Department of History, Primary Advisor Dr. Matthew Gerber, Department of History, Honors Council Representative Dr. Paul Shankman, Department of Anthropology, Advisor 1 Introduction On the 7th of April 1994, the small east African country of Rwanda erupted into one of the most deadly and intimate genocides the modern world had ever witnessed. Whilst the western world stood by and watched in just 100 days over 800,000 Rwandans out of a total population of 7 million, were systematically murdered in the most brutal and violent of ways. Those who were targeted made up the country’s minority ethnic group the Tutsis, and moderates from the majority group, the Hutus. For many, the legacy of Rwanda is a monstrous example of extreme pent up ethnic tensions that has its roots in European colonialism. In contrast, I will argue that the events not just of 1994 but also the unrest that proceeded it, arose from a highly complex culmination of long-standing historical tensions between ethnic groups that long pre-dated colonialism. In conjunction, a set of short-term triggers including foreign intervention, civil war, famine, state terrorism and ultimately the assassination of President Habyarimana also contributed to the outburst of genocide in 1994. Whilst it would be easy to place sole responsibility on European colonists for implementing a policy of divide and rule and therefore exacerbating ethnic tensions, it seems to me that genocide is never that cut and dried: it can never be explained by one factor. -

Williams Jr. Oppositions and deadly conflicts among ethnic collectivities are important around the world. Ethnies (our term for ethnic groups) also strongly affect interstate relations. Both interethnic and ethnic-state conflicts tend to be severe, protracted, and intractable. At the extremes, the stakes are total: survival versus genocide. Competition and rivalry for individualized economic and political goods are important, but the most intense conflicts are to be expected when the stakes are collective goods, including categorical claims to prestige and political authority. States are major actors in creating, accentuating, or diminishing ethnic identities. States are both arenas of rivalry and conflict and resources for ethnic mobilization and counter-mobilization. Because both ethnies and states are diverse, careful specification is required for fruitful analysis. The same dictum applies for the diverse types of oppositions and of conflicts. Ethnic conflicts arise from complex combinations of ethnic strength, class, inequality, political opportunity, mobilization resources, interdependence, and international interventions. Frequent but nonviolent protests, for example, are most likely by organized collectivities with substantial resources, operating in relatively open political systems. International aid to parties in domestic conflicts appears to prolong and intensify ethnic struggles. Research in this field contends with many difficulties, and one-sided theories do not fare well. Yet abundant descriptive materials are available, statistical techniques are improving, conceptual clarification continues, and substantive knowledge does accumulate. Accordingly, there is hope for better understanding of some of the most destructive and tragic conflicts of our times.
