THE GULF CRISIS AND COLLECTIVE SECURITY UNDER THE UNITED NATIONS CHARTER INTRODUCTION The international response to Iraq's invasion of Kuwait stirred hope in many people around the world that, for the first time since it was created forty-five years ago, the United Na- tions can fulfill its role as the keeper of international peace and security.1 For the first time since 1950, during the Korean Con- flict, the Security Council adopted resolutions2 condemning an act of aggression, calling for universal action to stop the aggres- sion, and imposing sanctions to force the aggressor out of the invaded territory.3 The most remarkable aspect of the adoption of these resolutions is not that the Soviet Union did not boycott the Council, as it did in the Korean Conflict,4 but that no per- manent member of the Security Council5 used its veto power' to Greenberger & Shribman, Coming of Age: U.N., Long Stymied By Cold War, Be- gins to Fulfill Its Promise, Wall St. J., Aug. 30, 1990, at Al, col. 1. 2 For a full discussion of the resolutions adopted in the Gulf Crisis, see infra notes 55-160 and accompanying text. " The five permanent Members of the Security Council are the Republic of China, France, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland, and the United States of America. U.N. CHARTER art. 23, para. 1. ' The veto power is derived from the permanent members' each having to vote con- currently with any resolution not involving procedural matters of the Security Council. In view of the cooperation between the United States and the Soviet Union in the post-cold war era,7 the Security Council has a better chance of fulfilling its role as the body of the United Nations charged with the primary responsibility of maintaining international peace and security." However, it may be imprudent to assume that now all international disputes can be solved without strengthening the United Nations' hand in resolving these conflicts.' The United Nations was created in view of the League of Nations' inability to prevent war. 10 The United Nations Charter was framed based on the idea of collective security.1 The na- tions of the world gathered at the General Assembly's first meet- ing with the expectation that by giving up some of their sover- Reisman, International Law After the Cold War, 84 AM. Gailbraith the cold war in 1946-66 was in close relation to the development of industry, which expressed itself in the arms race, while the next impulses were found in the space race. A new wave of a cold war after a period of detente started in the 1980s. ENCYCLOPEDIA OF THE UNITED NATIONS AND INTERNATIONAL AGREEMENTS 158 (Taylor & Francis ed. 1985) [hereinafter ENCYCLOPEDIA]. In order to ensure prompt and effective action by the United Nations, its Members confer on the Security Council pri- mary responsibility for the maintenance of international peace and security, and agree that in carrying out its duties under this responsibility the Security Council acts on their behalf." "It would be a mistake to believe that the U.N.'s ability to deal with the Gulf situation means that the organization itself can suddenly overcome its inherent structural and political deficiencies." The article explains: Remembering the failure of the League of Nations and the horrors of the war that followed, the five major victors saw a powerful Security Council as the key- stone, alongside the deliberative General Assembly, in a system of collective se- curity that would make another such conflict impossible. When diplomacy has failed, nations committed to collective security can lend their armed forces to help settle a dispute. In the most prolific example of a collective security arrangement, nations send their forces to defend or liberate an invaded nation, in situations where they normally would have acted in their own national in- terest by either: (1) remaining neutral and not sending forces or " Address of Chairman of First General Assembly (January 10, 1946) in FROM COL- LECTIVE SECURITY TO PREVENTIVE DIPLOMACY 217 (Larus ed. 1965) [hereinafter COLLEC- TIVE SECURITY]. This provides, in pertinent part: Determined to save succeeding generations from the scourge of war which, twice in our lifetime, has brought untold sorrow to mankind, and imbued with an abiding faith in freedom and justice, we have come to this British capital, which bears upon it the deep impress of a heroic majesty, to constitute the General As- sembly of the United Nations and to make a genuine and sincere beginning with the application of the San Francisco Charter. That instrument, having been freely and democratically debated, has been unreservedly accepted by all in the knowl- edge that the machinery set up under its provisions will prove adequate to the achievement of its historic purpose; this, in a word, is the maintenance of peace and security by collective recourse, when needed, to the use of land, sea and air forces and the establishment, through cooperation in the economic, social, educa- tional and humanitarian fields, of those conditions of stability and well-being which will ensure peaceful and friendly relations, based on the principle of equal rights and self-determination among the nations of the world. In the achievement of this task, all of us, great and small, strong and weak, will give our unqualified and unhesitating support. The five great Powers which, by virtue of Articles 24 and 27 of the Charter, and by the very nature of things, will shoulder the chief responsibility for the maintenance of peace and security, will bring not only the immense power of their military, financial and industrial resources, but something more important, with- out which their very power would be nothing but the prelude to an unthinkable cataclysm; I mean good will, divested of every shred of intrigue or trickery, and that spirit of co-operation which is vital in order to maintain among them of good understanding upon which our whole Organization rests. In signing the Charter, the other Powers have already deposited as their first contribution to this great undertaking, a large part of that which they hold most dear and most precious, a large part, that is, of their sovereignty. They made this sacrifice with deep emotion, but without hesitation, in the belief that here was the beginning of a new era in which their security would be collectively guaranteed by adequate and effective means, and any aggression or attempt at aggression di- rected against them would be severely repressed.

    POSSIBLE TRANSFORMATION OF COLLECTIVE SECURITY ARRANGEMENTS IN THE POST-SEPTEMBER 11 ERA Collective security is by nature a result of attempts to preserve the security of each and every state, which has come together against a common enemy/adversary. This concept will be analyzed in relation to the role of identity-building in the formation of collective security arrangements. Coercion has been one of the indispensable stimulants in state building. It is evident that anything, which is gained with coercion, is exposed to threat and thus to implicit vulnerability, as it is not achieved with the free will cooperation of others. Corollary to this logic, it can be said that as states are the product of coercion, they are exposed to threats against their security. Naturally, the essential minimum activities of a state have also been related to the use of coercion. Of these essential activities, war making and protection are directly related to coercion. One can therefore readily understand that security has always been a matter of critical importance for states since their existence is coercion-based. It is also evident that in this course of coercion-based international affairs, states resorted also to collective security efforts in various forms ranging from collations to even pacts and alliances that would in turn help their own security. This article provides a conceptual lens for and a thick interpretation of the emergent regional constellation in the Middle East in the first decade of the 21st century. It starts out by challenging two prevalent claims about regional politics in the context of the 2006 Lebanon and 2008–09 Gaza Wars: Firstly, that regional politics is marked by a fundamental break from the ‘old Middle East’ and secondly, that it has become ‘post-Arab’ in the sense that Arab politics has ceased being distinctly Arab. Against this background, the article develops the understanding of a New Arab Cold War which accentuates the still important, but widely neglected Arab dimension in regional politics. By rediscovering the Arab Cold War of the 1950–60s and by drawing attention to the transformation of Arab nationalism and the importance of new trans-Arab media, the New Arab Cold War perspective aims at supplementing rather that supplanting the prominent moderate-radical, sectarian and Realist-Westphalian narratives. By highlighting dimensions of both continuity and change it does moreover provide some critical nuances to the frequent claims about the ‘newness’ of the ‘New Middle East’. In addition to this more Middle East-specific contribution, the article carries lessons for a number of more general debates in International Relations theory concerning the importance of (Arab-Islamist) non-state actors and competing identities in regional politics as well as the interplay between different forms of sovereignty.

In the work of political scientists and analysts, alliances are invariably seen as aggregations of power, reflecting either the need to face some threat or the opportunity of achieving some gain. The jobless rate for all veterans increased to 6.5 percent in 2020. These increases reflect the effect of the coronavirus (COVID- 19) pandemic on the labor market. In August 2020, 40 percent of Gulf War-era II veterans had a service-connected disability, compared with 26 percent of all veterans. This information was obtained from the Current Population Survey (CPS), a monthly sample survey of about 60,000 eligible households that provides data on employment, unemployment, and persons not in the labor force in the United States. Data about veterans are collected monthly in the CPS; these monthly data are the source of the 2020 annual averages presented in this news release. In August 2020, a supplement to the CPS collected additional information about veterans on topics such as service-connected disability and veterans' current or past Reserve or National Guard membership. Information from the supplement is also presented in this news release. The supplement was co-sponsored by the U.S. Department of Veterans Affairs and the U.S. Department of Labor's Veterans' Employment and Training Service.

INTRODUCTION: POSTULATING THE RISE OF A MULTIPOLAR WORLD Two interrelated theses are these days much in vogue. One is the thesis of US decline and, by corollary, the rise of new Great Powers and multipolarity. Though this thesis is in vogue today, it has been a favorite of writers, politicians, and statesmen over generations-almost a parlor game for intellectuals. It is a parlor game that tends, however, to turn historians into futurists. Proceeding from the unimpeachable, but also uninformative, observation that no empire in the course of history has lasted forever, thence to the claim that the American empire is teetering-these analyses have a predictive track record as poor as they are undeniably popular.
