LOWER HARDRES AND NACKINGTON PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 12TH APRIL 2016 1. In attendance were Cllrs McCully, Miss Grundy, Moore and the Clerk. Apologies were received from Cllrs Taylor and Mrs Markes 2. Declarations of Interest and Update to Disclosable Pecuniary Interests Register There were no declarations of interest 3. To Approve the Minutes of the last Meeting and Matters Arising The minutes of the meeting held on the 8th March 2016 were approved and signed by the Chairman as a true and correct record. There were no matters arising. 4. Financial Matters (i) Members approved the following accounts Kent Ass of Local Councils £ 262 10 Annual Subscription HMRC £ 50.20 PAYE Parish Clerk £ 22.46 Stationary & Expenses (ii) Members noted receipt of £2235.41 Concurrent Functions Funding 2016-17 (iii) Members agreed to appoint Ken Abraham as Internal Auditor for accounts 2015-2016 (iv) Annual Return Governance Statement: The clerk brought members up to date with the changes in the Audit and the layout of the Annual Return which now requires the Parish Council to consider first and individually, the Governance Statement – now page 2 section 1 of the Annual Return 2015-2016. Following consideration of the Governance Statement it was proposed and seconded agreement of this page which was signed by the clerk and Chairman. (v) End of Year Accounts: Members having been provided with a copy of the draft end of year accounts 2015-2016, it was proposed and seconded that they be fully considered and approved subject to the internal auditor’s inspection at the next meeting when all members should be present. It was also agreed the clerk take members through the remainder of the Annual Return at the next meeting (vi) Community Space: The clerk was pleased to report that the Parish Council has been awarded a CCC Capital Grant of £5084.00 towards the cost of equipment for the new play area. (vii) Staff Pensions: Having spoken again with KALC and our accountants, it appears that as we do not have any employees under pensionable age, the form completed last year registering our HMRC number with the Pensions Regulator, automatically places us in the ‘NEST’ until such time when we do have an eligible employee. Our Accountants have also advised the Pensions Regulator that there are no employees that currently need to be registered. (viii) P 60: Having received the P60 for 2015-16 salary, the clerk found that the amount of tax paid did not concur with the Parish Council figures. The Parish Council accountants explained that this was due to having overpaid in a previous year therefore the amount of salary received and the tax paid by the clerk are correct. A communication from HMRC confirms. 5. Planning Matters (i) Nackington Solar Farm: A member advised that the CCC website now has the added words, “DEEMED WITHDRAWN". Cllr Moore has also checked the DECC website, which continues to state that the application had been withdrawn in Sept 2014. In addition, as the RO subsidies ended on March 31st this year, we can hopefully expect that we shall hear no more from Green Energy and that the applications are finally closed. It was agreed that we request our CCC Ward Members to keep us informed should there be the likelihood of a new application. (ii) CA/16/00593/FUL Sunnyside Cottage, Pett Bottom Road, Lower Hardres Erection of single-storey rear extension and internal alterations. No objection (iii) CA/16/00652/FUL 15, Whitehill Close, Lower Hardres Single-storey side and rear extension. No objection (iv) CA/16/00600/OUT Land north and south of New Dover Road, Canterbury, extending north to Canterbury-Dover railway line, west to Nackington Road and south to the A2. South Canterbury urban extension. Full detailed application proposals for 140 dwellings, vehicular, cycle and pedestrian access via New Dover Road; internal vehicular, cycle and pedestrian routes; drainage and utilities infrastructure; and public open space. The meeting was advised that a copy of the application can be viewed daily between the hours of 8.30am and 5pm until 21st April at Bridge Church. Lower Hardres also had a copy of the vast amount of papers available at the meeting. It was agreed that members of the public are encouraged to write to the Planning Authority with their observations and to send a copy to the Parish Council. It was further agreed that as the Parish Council’s observations put forward at the South Canterbury Development plan stage, all of which were acknowledged by the planning authority as valid, be repeated, as the outline application above does not appear to have taken into sufficient consideration and has under estimated any affect this massive development will have on any area/road/village south of the A2 regarding increased traffic, difficulty in accessing Canterbury, the likely increased use of the country lanes as alternative routes to the City, and the failure of providing and extending the proposed cycle way outside of the development. It was also agreed to flag up our concerns on the the use of grade one agricultural land capable of growing the widest variety of crops. As the consultation time has been extended to 13th May, it was agreed that in addition to the above, we take into consideration any other observations offered by residents. (v) CA/16/00739/FUL Farnham House, Merton Lane, Lower Hardres Erection of replacement ground-floor extension, first-floor extension with alterations to elevations and driveway. No objection 6. Highways Following our request for a meeting with the Housing Officer, East Kent Housing has agreed to Meet with the Chairman and Clerk to discuss the issues surrounding the Butts Court Car Park. 7. Broadband The KCC BDUK Officer is of the opinion that those dwellings connected to cabinet 3, Petham exchange should go live in May. Unfortunately it appears that those connected to cabinet 35 Canterbury exchange, will have to wait until late 2017. 8. Correspondence, Publications and Other Matters of Importance Litter Pick: The Chairman has included this item in his report to the Annual Parish Meeting It was proposed and seconded that the new owner of the old Bygones site is invited to the May meeting to outline his proposals for the site.
