The SWRP describes the characteristics of the region, notably dividing the region into Tahoe Basin and Non-Tahoe areas to provide targeted metrics that meet the needs of these different areas. These metrics are used to rank projects based on a simple process using a 5-point scale. Expected benefits of the projects included in the SWRP are
