المــوارد الالزمــة وضمان حوكمتهــا بمــا يلبــي تطلعــات قيادتنــا الرشــيدة BAHRAIN HEALTH GUIDE 2019 3 كلمة معالي رئيس المجلس اﻷعلى للصحة تفخر مملكة البحرين بأنهـــا إحدى الدول العديـــد مـــن املبـــادرات اﻻســـرتاتجية التي حققت تنمية برشية مســـتدامة، وليس والخطـــط التنفيذيـــة واملـــؤرشات القابلة ّأدل عـــى ذلك مـــن الخدمات واملشـــاريع للقيـــاس، ّوإن تطبيقها ســـيكفل بإذن الله الصحيـــة املتميـــزة والواضحـــة للعيـــان، تحويل هـــذه الطموحـــات إىل واقع يحقق ونالت كذلك التقدير واﻻستحســـان إقليمياً تطلعات املجتمـــع البحريني، ويلمســـه يف وعامليـــا،ً وكانت مثرة ٍلجهـــود جبارة بذلتها حياتـــه اليومية. مملكـــة البحرين ﻻ ســـيام قطاعها الطبي ويتمثل الهـــدف الرئييس للخطـــة الوطنية عى مدى عقـــود مرتامية مـــن الزمن. للصحـــة يف تحقيـــق الجـــودة يف تقديم ونتـــرشف ونيابـــة عـــن جميع منتســـبي الخدمـــات الصحيـــة وضـــامن متويلهـــا القطاعـــن الصحـــي والطبـــي يف اململكة واســـتدامتها وتوفر املوارد والبنية التحتية أن نرفع أســـمى آيات التقديـــر والعرفان البرشيـــة الﻻزمـــة وضـــامن حوكمتها مبا إىل القيادة الرشـــيدة عى رأســـها حرضة يحقـــق برنامج عمـــل الحكومـــة وما جاء صاحـــب الجﻻلـــة امللك حمـــد بن عيىس يف الرؤيـــة اﻻقتصاديـــة 2030 وذلك من آل خليفـــة عاهل البﻻد املفـــدى وصاحب خـــﻻل تطوير النظـــام الصحـــي القائم ، الســـمو املليك اﻷمـــر خليفة بن ســـلامن لﻻســـتمرار يف توفر الخدمـــات الصحية آل خليفـــة رئيس الـــوزراء املوقر وصاحب املتكاملة واملســـتدامة ذات الجـــودة العالية الســـمو امللـــيك اﻷمر ســـلامن بـــن حمد باﻻســـتخدام اﻷمثـــل للمـــوارد املتاحـــة ، آل خليفـــة ويل العهـــد اﻷمـــن حفظهم وجعله قـــادراً عى تجـــاوز التحديات التي اللـــه ورعاهم عـــى توجيهاتهـــم ودعمهم يواجهها القطـــاع الصحي. املتواصل والﻻمحـــدود للقطاع الصحي يف ّإن الوقـــت قـــد حـــان لحشـــد الطاقات اململكة، وعى توجيهاتهم الســـامية لتطوير وتضافـــر الجهـــود لطمـــوح اململكة عى الخدمـــات الصحية للمواطنـــن واملقيمن. الصعيـــد الصحـــي املرتبط ارتباطـــاً وثيقاً ومن هنا جـــاءت الخطـــة الوطنية للصحة بالتنميـــة البرشيـــة ولضـــامن الصحـــة يف مملكـــة البحريـــن )2016-2025( والتي والســـعادة والرفاه ملجتمعنا وأجيالنا املقبلة. توضـــع للمـــرة اﻷوىل وتحمـــل يف طياتها الفريق طبيب الشيخ محمد بن عبدالله آل خليفة رئيس املجلس اﻷعىل للصحة BAHRAIN HEALTH GUIDE 2019 Minister of Health Statement 4 تتمثــل رؤيــة وزارة الصحــة فــي حصــول جميــع الســكان بجميــع فئاتهــم العمريــة فــي مملكــة البحريــن علــى الرعايــة الصحيــة ذات الجــودة العاليــة لمــدى الحيــاة. فائقة بنت سعيد الصالح وزيرة الصحـــة BAHRAIN HEALTH GUIDE 2019 5 كلمة سعادة وزيرة الصحة تتمثــل رؤيــة وزارة الصحــة يف حصــول جميــع طريــق وزارة الصحــة بتوفــر كافــة أنــواع الســكان بجميــع فئاتهــم العمريــة يف مملكــة الرعايــة الصحيــة واﻻجتامعيــة والنفســية البحريــن عــى الرعايــة الصحيــة ذات الجــودة وتوفــر العﻻجــات املختلفــة للمواطنــن العاليــة ملــدى الحيــاة. واملقيمــن عــى ٍحــد ســواء مــن خــﻻل مجمــع وهنــاك أربعــة مبــادئ مرتابطــة تتفــق مــع الســلامنية الطبــي ومختلــف املستشــفيات مبــادئ اﻻســرتاتيجية اﻻقتصاديــة الوطنيــة واملراكــز الصحيــة املتخصصــة للــوﻻدة والطــب وتلتــزم لتحقيــق الرؤيــة، متمثلــة يف املريــض النفــيس ورعايــة املســنن وحــاﻻت اﻹقامــة أوﻻً، فاملريــض محــور اهتاممنــا ورعايتنــا، الطويلــة واﻷورام والــكى، إىل جانــب وضــع لتحديــد وتلبيــة احتياجاتــه وتوقعاتــه واحــرتام خطــة للتوســع عــرب إنشــاء املراكــز الصحية يف حقوقــه. ومبــدأ الســﻻمة مــن خــﻻل تقديــم مختلــف املحافظــات لزيــادة مســتوى الرعايــة خدمــات صحيــة آمنــة ومبعايــر عامليــة. الصحيــة اﻷوليــة و الصحــة العامــة والتــي نتــج ومبــدأ التميــز ّ يف اﻻســتمرار يف تقديــم عنهــا تشــييد 29 ًمركــزا صحيــاً و العمــل ٍجــار خدمــات متميــزة بكفــاءة وفاعليــة مــن خــﻻل عــى إنشــاء املزيــد مــن املراكــز الصحيــة. اﻻســتخدام اﻷمثــل للمــوارد املتاحــة. ومبــدأ وتشــييد هــذه املرافــق يُعــد مــن اﻹنجــازات تحقيــق الرشاكــة املجتمعيــة مــن خــﻻل العمــل التــي ســاهمت يف تطــور الخدمــات الصحيــة مــع الــرشكاء لتحقيــق اﻷهــداف اﻻســرتاتيجية. املقدمــة للمواطنــن واملقيمــن عــى أرض لــذا تســعى وزارة الصحــة ومبشــاركة جميــع مملكــة البحريــن الحبيبــة. الجهــات ذات العﻻقــة عــى تعزيــز صحــة وتتبنــى مملكــة البحريــن اســرتاتيجية صحيــة الفــرد واملجتمــع وضــامن توفــر خدمــات متكاملــة تهــدف إىل الرتكيــز عــى تطويــر صحيــة ذات جــودة عاليــة، ومســتدامة ويف الخدمــات الصحيــة بشــكل عــام وتوفــر متنــاول جميــع الســكان، ووفــق سياســات احتياجــات املواطــن البحرينــي مــن العــﻻج صحيــة وباســتخدام أمثــل للمــوارد املتاحــة وفــق أحــدث مــا توصــل إليــه الطــب والعلــم مــن أجــل رعايــة صحيــة ذات معايــر معتمــدة الحديــث وتعزيــز القــدرات الذاتيــة لــدى ومبنيــة عــى اﻷدلــة والرباهــن العلميــة. الفــرد للعنايــة بصحتــه وتغيــر ســلوكياته غــر وﻻ يخفــى عــى الجميــع أن مملكــة البحريــن الصحيحــة، إضافــة إىل الســعي نحــو الســيطرة أصبحــت اليــوم مــن الــدول املتطــورة صحيــاً عــى اﻷمــراض بشــتى أنواعهــا والعمــل عــى بعــد أن حققــت العديــد مــن اﻹنجــازات عــن تحقيــق الجــودة يف اﻷداء بالتعــاون بــن الهيئــة الوطنيــة لتنظيــم اﻷمــر ســلامن بــن حمــد آل خليفــة ويل العهــد املهــن والخدمــات الصحيــة ودار ارتقــاء نائــب القائــد اﻷعــى النائــب اﻷول لرئيــس للمعــارض واﻻستشــارات. مجلــس الــوزراء املوقــر. ويشــتمل عــى دليــل املؤسســات الصحيــة ومنــذ إنشــاء الهيئــة الوطنيــة لتنظيــم املهــن املرخصــة، وغرهــا مــن الخدمــات اﻷخــرى، والخدمــات الصحيــة الصحــي ويهــدف الدليــل كذلــك إىل تعزيــز الوعــي يف اململكــة ًســواء عــى صعيــد مراقبــة تطبيــق باملجــال الصحــي، وتيســر الوصــول إىل نظــم املهــن والخدمــات الصحيــة وتطويرهــا الخدمــات الصحيــة، كــام يهــدف إىل تشــجيع بقطاعيهــا الحكومــي والخــاص مبملكــة الســياحة العﻻجية،فضــﻻً عــن تعزيــز البحريــن، ومــا يشــتمل ذلــك عــى إجــراءات اﻻســتثامرات يف املجــال الطبــي. التنظيــم والرقابــة املحــددة قانونــا واملتعلقــة ويــأيت الدليــل يف ٍوقــت هــام للغايــة، مــع برتخيــص املنشــآت الصحيــة مــن مستشــفيات، إقــرار قانــون الضــامن الصحــي، والبــدء ومراكــز طبيــة، وعيــادات خاصــة، ومراكــز الفعــي يف تطبيــق برنامــج الضــامن الصحــي ملزاولــة املهــن الطبيــة املعاونــة، ومراكــز الوطنــي »صحتــي« الــذي ســيضع اململكــة عى صيدليــة، وكذلــك ترخيــص مهــن العاملــن أعتــاب مرحلــة جديــدة مــن التميــز والريــادة بهــذه املؤسســات بجميــع تخصصاتهــم، يف تطويــر منظومــة الخدمــات الصحيــة مبــا وكذلــك عــى صعيــد تســجيل وتســعر الــدواء، يصــب
