Governor Brown Appoints Former Oregon Speaker of the House Bev Clarno as Secretary of State Clarno was first woman to hold leadership positions in both the Oregon House and Senate

(Salem, OR) — Governor Kate Brown today appointed former state legislator from Redmond Bev Clarno as Oregon’s Secretary of State. During her tenure, Clarno served as Speaker of the House and Senate Republican Leader, and she was also appointed by President George W. Bush as Director for Region 10 of the U.S. Department of Health and Human Services.

“Bev’s career is marked by her trailblazing spirit, focus on fiscal responsibility, and a commitment to Oregonians,” said Governor Brown. “Bev’s experience as a legislator and as a manager of a large government organization is key to the success of the programs and employees the Secretary of State oversees. I’m confident that Bev will continue the legacy of accountability and integrity that Secretary Richardson left on the office of Secretary of State."

“I'm honored by the confidence that Governor Brown has placed in me and pledge to be a good steward of the office. I know there is not a Republican way or a Democrat way to oversee elections—there is only a fair and honest way. There is not a Republican way or a Democrat way to audit state agencies, there is only a fair, thorough, and honest way. I will administer the key functions of this office in a way that will earn the trust and faith of all Oregonians,” said Clarno.

Clarno had been a hog farmer and cattle rancher, real estate broker and appraiser among other occupations before her election in 1988 to the Oregon House of Representatives. She was re-elected three times, and served as Speaker of the House from 1995 to 1997. She was elected to the Oregon State Senate in 2000, and served as Senate Republican Leader in the 2003 session. During that 2003 session, the Oregon Senate had a 15-15 Republican-Democrat split.

A dedicated community volunteer, she has served on the boards of numerous organizations, including the Oregon Historical Society, the Maryhill Museum, Deschutes River Conservancy Board, the Deschutes County Fair and Expo, the Central Oregon Community College Foundation, and the Redmond Chamber of Commerce.

Senate President Courtney welcomes governor’s appointment of Bev Clarno as Oregon’s new Secretary of State

(Salem) – Oregon Senate President Peter Courtney issued the following statement following Gov. Kate Brown’s appointment of Bev Clarno as the next Oregon Secretary of State.

SALEM - I’m very pleased to learn Bev Clarno, who I served with in the House of Representatives, has been appointed the next Oregon Secretary of State. “She’s as good as you get. She has strong values and is very credible,” Senator Courtney said. “But more importantly, she’s fair, very fair. We’re glad to have her back serving the people of Oregon.” Clarno, 83, resigned from the Senate in 2003 to take a position in the George W. Bush administration.

There is a rumor the Governor sent DAS into the Sec of State Office terminating all the executives over the past hour Given it is a separate executive agency seems if this is true it would violate the law. Of course, the Governor and Attorney General both were mad about the complaints regarding Nike and the Governor's campaigns. Recall these were citizen complaints. Maybe the Governor cut a deal with Bev Clarno but that sounds doubtful. Anyone heard this rumor.

Three top staff members from the Oregon Secretary of State's office were fired Monday morning, less than one day after Bev Clarno was sworn in as Oregon's new Secretary of State.

Deputy Secretary of State Leslie Cummings, Chief of Staff Deb Royal and Governmental and Legal Affairs Director Steve Elzinga were confirmed to have been let go.

Royal confirmed that she and the two others were no longer working in the office.

"It's a political appointment, and in political appointments, you serve at the pleasure of the principal," Royal said.

No reason was given as to the staffing changes.

I wouldn’t be standing here today without the support of two people.

First, of course, is Governor Brown. Governor, I am honored by the confidence you have placed in me in appointing me to serve as Secretary of State.

The Governor and I have known each other for two decades. We worked together on a daily basis during the 2003 legislative session when we were the State Senate Republican and Democrat leaders in a chamber that had 15 Republicans and 15 Democrats.

As leaders, we knew that we would disagree on many issues, but we also knew that if we were to succeed in doing the people’s business, we had to develop a relationship built on respect, honesty and trust. That’s exactly what we did, and I know that while in the years to come we will not see eye to eye on every issue we will continue to trust and respect one another.

The second person whose support was essential in my return to public service is my husband, Ray. As anyone who has held elective office well know, the political world Is not family friendly. The hours are long and the pressures are great. And when I first discussed with Ray the idea of beginning on the path that led to my appointment, he had every right to ask if I had lost my mind. After all, he cheerfully and patiently put up with my years of service in the Oregon House, the Oregon Senate, and the Bush Administration. We have a wonderful home in Tumalo and a life filled with family, friends and community. However, instead of hitting the brakes on the idea of allowing my name to enter the process, he told me to hit the gas pedal. He said I was the perfect candidate to fill the position, and that it was my duty to go forward. The next 21 months will not be what we had imagined just a few weeks ago, but I know they will be busy, challenging, and fulfilling ones. And the fact that I will be able to count on Ray’s love, support and counsel means more than I can say.

The remainder of my remarks this afternoon will be brief. I have long told political candidates seeking advice that the best way to campaign and to serve is to listen more than you talk.

And that is what I intend to do in the days and weeks ahead: To listen. To listen to the dedicated individuals who work in the office of the Secretary of State. To listen to state legislators. To listen to Oregon’s 36 county clerks who are on the front lines of the election process. And above all, to listen to citizens in every corner of our state. My goal in listening is to ensure that the Secretary of State’s office is fulfilling its responsibilities in a professional and non-partisan manner, and that the tax dollars that fund our office are spent in the most cost-effective way possible.

The two most well-known roles of the Secretary of State are, of course, to serve as Oregon’s chief elections officer, and to serve as the auditor of public accounts. Let me repeat today what I said upon the announcement of my appointment. There is no Republican wayor Democrat way to oversee elections. There is only a fair and honest way. And there is no Republican way or Democrat way to audit public accounts. There is only a fair, thorough and honest way.

It will also be my duty to serve with Governor Brown and Treasurer Read on the State Land Board. I look forward to that assignment, and to being a strong voice for the interests of Oregonians who live and work in rural Oregon.

Let me also note that calendars, like good public officials, don’t lie. The calendar says that I turned 83 years old last month, and I would be surprised if there weren’t individuals out there who are questioning whether someone my age should be serving in such an important position.

In response, I would simply share the words of that great philosopher Andy Rooney, who once said, “Age is nothing but experience, and some of us are more experienced than others.”

As the most experienced Secretary of State in Oregon history, I look forward to proving that ageism belongs in the same dustbin as sexism and racism.

In closing, I can’t help but think back to my first visit to the Oregon State Capitol, as an eighth -grade school girl. The sight that impressed me the most, and that has remained with me throughout my life were the doorknobs in the capitol that were embossed with the state seal. I could never have dreamed that my life’s path would lead me to a position where my responsibilities include being the custodian of the Oregon State Seal.
