CARRIED UNANIMOUSLY 3 PUBLIC HEARINGS 4 SCHEDULED PRESENTATIONS 5 CHIEF ADMINISTRATIVE OFFICER 5.1 Evansburg Water/Sewer Local Improvement Plan RFD - 1017 Council has included some initial funds in the 2019 budget to begin the Local Improvement Process for the next phase of the Evansburg water and sewer Page 1 of 4 Page 6 of 61 Council Meeting Minutes February 12, 2019 replacement program. The actual construction (if approved) would occur commencing in 2020. To begin this council lead initiative, a Local Improvement Plan must be prepared. The plan must describe the proposed local improvement, the parcels of land in respect to which a local improvement tax will be imposed, the person who will be liable to pay the local improvement tax and state how the tax is to be based. The Options before Council with respect to how the tax could be based include: 1)the assessment prepared in accordance with legislation, 2)each parcel of land, 3)each unit of frontage, or 4)each unit of area. In addition to the above, the plan must also state the estimated cost of the local improvement, time period in which the local improvement will be spread, and any other information the proponents of the local improvement consider necessary. Some initial background has the estimated costs of the project (water/sewer replacement and new pavement and sidewalks) at $4.4 million with $840,000 attributed to the 50/50 cost share between the County and the residents. As such, approximately $420,000 will be charged back via local improvement charges if the project does not get petitioned down by the residents. To complete the Local Improvement Plan, Administration needs to know Council's preferred option with respect to implementing the tax. The particular section of neighborhood being improved has a few lots of differing size/shape and as such, to avoid conflicts, utilizing the option of "unit of area" makes for a clean allocation of costs and it likely the fairest method to utilize. RES 22-02-12-19 MOVED BY Councillor Cherniawsky that Council for Yellowhead County supports utilizing "unit of Area" as the taxation method for the Evansburg Water/Sewer Local Improvement project. CARRIED UNANIMOUSLY 6 COMMUNITY SERVICES 7 INFRASTRUCTURE SERVICES 8 PROTECTIVE SERVICES 9 CORPORATE AND PLANNING SERVICES 9.1 Second and third reading of Bylaw 07.18 to establish alternative methods for advertising statutory notices RFD - 1015 The Municipal Government Act (MGA) requires municipalities to advertise and provide notice to the public about proposed bylaws, public hearings, resolutions and meetings, among other things. Recent amendments to the MGA now allow for electronic advertising such as advertising on a municipal website or through the use of social media platforms (e.g. Facebook, Twitter, etc.).

The Yellowhead County Land Use Bylaw establishes regulations for the use of land and buildings in Yellowhead County. Regulations differ depending on the location and type of development contemplated. Land Use District Maps provide direction for development and use of land on specific parcels throughout the County. The Land Use Bylaw also includes general regulations which apply to some or all development. It is important when reviewing the Land Use Bylaw to consider both the general and specific regulations that may apply to your property. The Land Use Bylaw reflects County regulation only – other bylaws, regulations and Acts of the County, province and federal government must also be observed. Where possible, the Land Use Bylaw attempts to outline these other requirements. This is not to say, that the Land Use Bylaw contains an exhaustive list; instead, it is up to each individual to ensure that the laws of each level of government governing the use of land and development are observed.     School News April 2018 LOBSTICK ZONE Evansview School, Evansburg March has been a busy month at Evansview School. We were working on the school value of respect this month, and we managed to grow a LOT of it in our hallways! The students are starting to realize that their participation matters, and that the more they participate, the better their chance of winning the monthly draw for a book order coupon. We all learned how to be respectful to our school, teachers, parents,other students - and even ourselves, and a few were rewarded with the opportunity to get more books to enhance our literacy: a win-win situation all around! Next month, in conjunction with Earth Day, we will be focusing on global citizenship and responsibility. We celebrated ‘Substitute Teacher Appreciation Week’ with homemade cards, and gifts went home with each one of them to remind them how much we depend on their help, and that they truly are appreciated by all of us here. Mrs. McKinnon’s kinder- garten class is enjoying the upward swing on the thermometer lately, and the children are enjoying their time spent outdoors. The Forest School Program has been very well received this year, and the students enjoy the opportunities that they have to spend time outside for a great portion of the day, learning through experiencing, and discovering things in nature and the environment. They set up outside - snowsuits, hats and mitts and all - carrying their supplies, having their snacks, and getting time to question, to explore, and to play outside. With the weather changing, the kindergartners are learning that different weather requires different gear.

    SECTION TWO PLAN DEVELOPMENT 2 Plan Development Management Planning is a dynamic and ongoing process. Planning is at different stages at different times. The following reference or guiding documents have provided direction or have influenced the development of this Detailed Forest Management Plan. 2.1 Reference and Guiding Documents Blue Ridge Lumber is aware of the following important National and Provincial documents and is incorporating many of these concepts in the development of the Detailed Forest Management Plan and other operating plans. This is accomplished through the adaptive, ecosystem management planning process. Environmental awareness is increasing globally. Alberta is moving from sustained yield timber management to sustainable forest management to ensure that ever increasing demands and uses of the forest do not compromise its continued health, economic, environmental, cultural and social values. Alberta began to recognize this in the late 1980’s when the Government appointed an Expert Panel on Forest Management to provide advice on the state of forest management in Alberta. The report titled: Forest Management in Alberta: Response to the Report of the Expert Review Panel outlines suggestions for integration, public involvement, Forest Conservation Strategy, planning, protected areas, timber management, reforestation and silviculture, inventory, research and department staffing, funding and organization. In 1992, the Prime Minister signed the Convention on Biological Diversity at the United Nations Conference on the Environment and Development UNCED (Earth Summit) in Rio de Janeiro, Brazil.
