REGULATION

Amendments to the National Health Service (Pharmaceutical Services) () Regulations 2009 were made in June 2014, which introduced changes to public consultation arrangements in respect of applications to join a Health Board’s Pharmaceutical List.

The amended arrangements now require an Intended Applicant to work with the Board and together, undertake a joint public consultation. The consultation must aim to reach, as far as possible, the majority of residents within an identified neighbourhood in which the proposed premises are located. At the end of the consultation, an agreed Consultation Analysis Report (CAR) must be sent to the Pharmacy Practices Committee (PPC) Chair.

CONSULTATION PURPOSE

The aim of the public consultation was to:

 assess the views of local people as to whether they believe there was adequate access to pharmacy services within the neighbourhood identified by the Intended Applicant (outlined on map below) for premises proposed at 258b Road, Glasgow G81 5EH.

 measure the level of public support for a new pharmacy in this area.

METHODOLOGY

The Health Board and BGR Healthcare Ltd initially met on 11 March 2016. A subsequent Joint Consultation Meeting took place on 30th June 2016 during which the public consultation content, scope, methods of public engagement and commencement date were agreed and a consultation plan developed (Appendix 1). The consultation commenced on 31st August 2016 and ended on 11th January 2017, a total of 90 working days. The local holidays on 26th September 2016, 26th & 27th December 2016 and 2nd & 3rd January 2017 occurred during this consultation and as such were discounted.

On 31st August 2016 the consultation commenced through the following:

 Newspaper advertisement in Clydebank Post (Appendix 2)  Council Solus Screen advertisement (Appendix 3)  Social Media Programme (Board) (Appendix 4)  Stakeholders consulted by email (Board) (Appendix 6)  Questionnaire - appearing on Board Website (Appendix 7)  Poster (Appendix 8)  Intended applicant created a Facebook page

All communications encouraged responses using the electronic questionnaire available from the Board’s website during the stated period.

In recognition that some members of the public would not be able to access the electronic questionnaire, it was also made available (on request) in paper format and translated in other languages. A large font type paper version was also available.

In recognition that some of the public might not wish to complete the questionnaire but would like to make general comments (letter/email), it was agreed that if received, comments would also be included within the CAR. No such comments were received.

The Intended Applicant attended the Community Council Meeting on 27/10/16 during which he distribute paper copies of the questionnaire. He also met with local Councillors Lawerence O’Neill (15/09/16) and Jim Finn (16/12/16) to encourage participation in completing the questionnaire.

On the 30th September 2016 the Board extended social media communications by issuing notifications via Facebook as well as Twitter.

CONSULTATION SUMMARY

In 2015 the population of the neighbourhood identified by the Intended Applicant’ was 5311(Small Area Population Estimate - SAPE). This figure comprised as follows:

The public consultation would however have been available to a much wider population, including people living in the wider area around the neighbourhood as well as those commuting into this general area e.g. for employment.

As shown in the map below, part of the neighbourhood also fell within datazones SO1013151 and SO1008033. The population within these datazones are not included in the total of 5311 as the majority of the area (and therefore the population) is outwith the shaded area representing the Intended Applicant defined neighbourhood.

During the consultation period: 15 postal questionnaires and 71 electronic questionnaires were received. Of the 86 questionnaires received 98% were submitted from individuals. 100 paper copies of the questionnaire were requested by the Intended Applicant; however there were no other requests from members of the public for questionnaires in paper, large font type or, translated in other languages.

The majority of the survey responders :

 Agreed with the proposed neighbourhood for the pharmacy – 82 (97%)  Lived within the proposed neighbourhood 79 (93%) with 6 (7%) living outwith the neighbourhood  Agreed the location of the proposed premises would provide adequate access to pharmaceutical services in and to the neighbourhood – 72 (84%)  Agreed with the proposed opening hours – 56 (67%)  Agreed the proposed application would help other healthcare providers to work closer together - 62 (72%)  were split in their opinion if the proposed pharmacy would have an impact on other healthcare providers 5

 Agreed the opening of a new pharmacy at - 258b Faifley Road, Glasgow G81 5EH 78 (92%)  There was not a definitive response as to whether current services to the neighbourhood were adequate

Generally, the responders believed that the proposed NHS services were needed within the neighbourhood but were unable to identify any other services that might be needed. There was not a definitive response as to whether current services to the neighbourhood were adequate.

Both parties noted agreeing to this report that responses appeared to be personalised and made independently given the range of opinions expressed and vocabulary used.

 If it opened all the services it will provide a good service.  In order to use the existing pharmacy facilities requires a bus journey for most I the neighbourhood.  My husband is bed ridden.  It would remove the waiting time at Hardgate Chemist.  Other pharmacies are not as local as this one would be.

Explanations  I think it should be open on a Sunday and have a late night during the week  I think that we need to have late night opening , Due to the fact that the nearest pharmacy is in Alderman road , Knightswood .This would accommodate elderly, lone parents and parents with young children easier access to this kind of facility.  Open on a sunday, nearest chemist is knightswood,  Our community and surrounding areas need a pharmacy that opens late and on Sundays. We are on a bus route to gp out of hours at gartnavel and very often people need to use pharmacy after being seen there, and it takes 3/4 buses access 10

alderman Rd,  Could be opened later at night for people coming back from work.  Would like to see it opened at least one day for slightly longer - don't get home until after 6pm during the week.  Allows people to access services coming from/to work and during the day.  People working, full part time can use the pharmacy to suit them shutting the 6pm will help with people working.  Times provided allow for uplift of prescriptions outwith busy (working) times.  We only have 1 pharmacy opened at night but its miles away. If this one was to do it it would benifit the whole of clydenank  Think it should be opened on a Sunday and closed another day as there is no local chemist opened on Sunday's  It's the same opening times as most other pharmacies  Limited opening on a Saturday as well as a sunday would be useful and perhaps a couple of late nights  The area would benifit for it longer opening hours and opened on a Sunday.  Access to pharmacy late at night and on a Sunday would enhance the service.  It would be great if it was opened on a Sunday and closed another day as there are no local pharmacies open on a Sunday  the nearest out of hours pharmacy is in nightswood Glasgow  9 til 5 would suit in this area also m a tube a Sunday opening if possible Not as long as during the week say Around 11 to 4pm  I think the community would benefit from later opening hours and sunday opening as these hours are the very same as the pharmacy just 2 minutes down the road.  Not providing a service any different or more accessable than the ither pharmacies in the area!!  Would be good to have an emergency Pharmacy in the area.  I know some people would like a Sunday service which would be good, But I am also happy with the proposed hours.  There is a need for a later opening that would allow people to stop having to travel to kilbowie road after 6pm and alderman road after 8pm for services after Hardgate clan chemist closed. This is an area of deprevation and people don't have money to trav  I have found it difficult in getting prescriptions due to working hours, so having extended opening hours would really help for working patients.  The only place to go on a Sunday at the moment is to go down to Clydebank shopping centre and use the boots chemist I would like to see another pharmacy open then as well because minor ailments don't just happen Monday to saturday. The rest of the times a  One late night opening would be beneficial.... such as a Friday to allow people to be organised for the weekend  These are the same hours as the nearest pharmacy to me. What would be of benefit is Sunday opening as the nearest Sunday opening pharmacy is quite a distance away and is difficult to get to on public transport  I think the area urgently needs a pharmacy that opens on a Sunday. The closest one is not easy to get to via public transport.  Opening hours would suit everyone especially having it open on a Saturday for people who work Monday - Friday  It would be more convenient to have the pharmacy opened longer over the weekend.  Would be better if they had late nights and some cover on Sunday. chemist is 7 miles away  Great we opening times  perfect hours  Normal pharmacy opening hours  Should maybe take into account people travelling home from work  Hours are perfect because you can pick up your prescription before or after work  It could do with one or two later opening times or earlier opening times for people who are working. People working in Glasgow from Faifley have to leave about 7.30am and don't get home till after 6pm  Opening hours appear to be within the guidelines used by other Pharmacies in the area.

Explanations  Easier for home helps/nurses working in area to collect prescriptions for patients.  Home helps will be able to collect prescriptions for their patients and more convenient for them.  Will work within the community  As an addiction worker I am in regular contact with pharmacy services.  It will take pressure off existing problems.  Personally I would visit a local pharmacy before making a gp appointment.  Speaks for itself.  There is already a pharmacy at hardgate just outside the proposed area that the community use at the moment, I don't know how the other services work together with this pharmacy at the moment.  Having a local pharmacy will allow a more personal service to those who regularly use the services and may relieve the strain on GP's, Nurses and other services.  Unsure but would hope it would encourage more collaborative working  yes when other pharmacies are to busy and people with anxiety dont like to travel to far and would be great for the elderly.  Alot of people go to GP when they could go to chemist for advice on small matters  People may not be able to travel far due to illness

Explanations  I would go to a pharmacy in Faifley before my GP  Should not affect other pharmacies as there is none in Faifley.  More services required for ageing population.  It will helpful to have a local service. I have to travel to the Hardgate or Clydebank at this time.  It will take pressure off existing problems.  It would take some of the strain off of GPs as people could be seen under m  It will have a good impact  It will affect the Pharmacy at Hardgate but maybe it would lighten the load for them.  It is a good idea for the good of the people.  I think the community would probably use this pharmacy for collecting prescriptions rather than the hardgate pharmacy but don't think the other services would be to affected  Nearest pharmacy is at Hardgate Cross, Faifley residents either walk or get a bus to visit. having a pharmacy on the Estate would be good for people who do not want to make this journey.  Help support them  I think it will impact waiting times in GP surgerys as few people will feel the need to make appointments if the advice and care is given at the local pharmacy.  I think it will have a positive impact.  Not sure of actual effect until actually in practice  Again we already have these services  i dont see why it would

Explanations  More local, easier to access this facility  I support this as a single mother with no transport which makes it very difficult to get to the Hardgate with a sick child in tow  Yes as long as its not a methodone clinic in it and as long as cctv gets put up around shops  It is a large area and I believe the community needs its own pharmacy  Believe it will provide a service for Faifley that is missing.  It is about time Faifley had this service  My mother lives in Faifley - she is 86 years of age and could access the pharmacy. My sister linves in Faifley too and is recovering from meningitis - she would also benefit from this service.  Duntocher, Hardgate, ,Parkhall, White... all have local pharmacies. Faifley will benefit from it's own.  A much needed facility as previously explained.  As on page one.  It will relieve waiting times at Hardgate.  Faifley needs this. Lots of families on low income will save having to get bus or walk to 16

chemist.  This area definitely should have its own pharmacy. It would take a lot of pressure of the nearest pharmacy to here.  There is a pharmacy working walking distance of the proposed site already  Lots of young Families and Elderly in this area .So think it would serve well .Only concern is if they need to treat drug abuse it could cause problems . As it will be between two schools .with Children going to schools .  Will make it a lot easier for the residents in Faifley when coming from Clydebank instead of getting off bus at Hardgate to go to Chemist they can travel straight up the road without having to stop  There is a local pharmacy in Hardgate which is easily accessible for our neighbourhood, I do not feel that an additional pharmacy is required.  It would be handy for people who are unable to get to other pharmacies.  I live here and I am disabled with a husband with chronic breathing difficulties. WE NEED THIS service.  Will provide services in local area for patients who cannot travel or have difficulty reaching the other pharmacy.  For me this pharmacy is in walking distance from where my family and I live and knowing I only had to go round the corner to get the minor ailment service as well as prescriptions is very beneficial.  I believe that a much more local service will greatly benefit those who find it more troublesome to travel down to Hardgate by public transport. thinking in regard to elderly,infirm, or even busy parents with children.  Instead of spending time traveling to Hardgate I can be at the proposed site in 5 minutes this will be of benefit to the older members of the Faifley community.  Clan chemist is always too busy in the shop and also to get parked.  It would definitely be a great thing for the community.  This is great for the faifley community especially for elderly and people who need daily medication  I have an elderly mother who requires a number of prescriptions to be filled regularly. Having a pharmacy close by would help immensely.  I have tried to get a weekly medication box for an elderly relative and no chemist in the area can do it as they say they are too busy.  Easier access for residents of the area who will not have to travel for these services  closer to home espeacially for people with bad illness.  A great community resource  Be good for the community  There is no Pharmacy presently within the community, this would be a good location near shops and bus route.

Joint Public consultation for new community pharmacy

NHS Greater Glasgow & Clyde is currently in discussion with BGR Healthcare Ltd (intended applicant) who wishes to open a new community pharmacy at 258b Faifley Road, Glasgow G81 5EH. Before BGR Healthcare Ltd submits a formal application, this joint consultation exercise is being carried out to seek the views of people local to the proposed premises, or those who might use the proposed new pharmacy. The consultation is looking for opinion on the current access to services people normally get from a community pharmacy within this area. It is also asking if the services provided by the community pharmacies already in the area are adequate to meet the needs of residents and others. To help you with this, the intended applicant has defined an area (shown in the map below) which they consider best describes the “neighbourhood” where the premises are situated and where services would be provided to. We encourage your response to this consultation as it will help identify the level of public support for this proposal.
