The Programme for the day is as follows:

MIN. 01/11/2017: Opening prayer The President called the meeting to order and it started round about 10:46am with an opening prayer led by Stephen Ndibowa.

MIN. 02/11/2017: Registration of Members Present and those with Apology All members present registered in the attendance book and the members also provided names of those who sent their apologies.

MIN. 03/11/2017: Adoption of Agenda Mr. Thomas Ocaya proposed that we adopt the Agenda. Mr. Mike Watmon proposed an amendment to include a vote of thanks towards the outgoing Executive Committee and this proposed amendment was seconded by Prof. Semakula Kiwanuka. With no further amendments to the agenda, the proposal to adopt the agenda was seconded by Ronald Ssonko.

MIN. 04/11/2017: Self-introductions Self-introductions of members who were present was done.

As the self-introductions were proceeding, one member noted a point of procedure why we begin the meeting without singing the College Anthem! He was advised that it is not stipulated in the constitution as an agenda item. While another noted the omission by the organisers of not providing pens to the attendees.

MIN. 05/11/2017: Reading and Adoption of the minutes of the previous AGM Minutes of the previous meeting were read and corrections made where need be. Bagalama moved that we adopt the minutes as a true record of the previous meeting and Ronald Kamara seconded.

Matters arising Franc Emoru proposed that if possible we share the minutes much earlier before the meeting so that the members can give their input as regards comments in order to save on the time of reading and making corrections.

It was reported that the issue of students not showing interest in taking up leadership positions was resolved in the new prefectorate.

Prof. Semakula Kiwanuka noted with concern our failure as OBs to fundraise the total of $2,500 as was agreed in the previous AGM as token of appreciation towards the former Headmaster’s fully paid vacation for the great work done for the College. It was reported that we fundraised $1,500. He pledged $150

He furthermore decried the lack of visibility towards the College activities and the good things done by the OBs. - Andrew Luzze also informed members of the appreciation expressed by the Rector of Nyenga Seminary towards the UGX500,000 contribution the OBs made towards the construction of the Centenary Building at the Seminary.

MIN. 06/11/2017: Headmaster’s Report The President introduced to the members the new Headmaster and invited him to present to the AGM for the first time his report as Headmaster and Old Boy.

The Headmaster presented a report on the status of the College and how the College is progressing as well as the future projects that the administration will embark on. He further thanked Mr. Bazanye Andrew for his efforts towards publicising the activities of the College through the different Social Media platforms.

He also informed us about the performance of the students at the Debate Championships that happened in Cape Town, South and how the boys qualified for the World Championships that will take place at Yale University, USA. He requested the OBs to continue offering financial support towards supporting the students in order to make the Yale trip a reality.

Reactions to the Report Prof. Ssemakula-Kiwanuka noted the need for the College to expand the HSC Block to cater for the growing number of students that need to be admitted and this will increase the number of Advanced Level students that are sent out to the University. Furthermore, he welcomed the idea of planting more trees so as to combat the effects of deforestation and climate change. He advised that the Headmaster can schedule an appointment with the Rotary President, Rotary Club of Muyenga because they already have a Going Green drive by planting trees. He promised to give the Headmaster the contact of the President of the Muyenga Rotary Club. He also expressed his gratitude towards the OBs for supporting him in the trying moments when he lost his wife.

Mr. Mpalanyi commended the Headmaster for the good work he has done so far and he also promised to share the contact of the President of the Seeta Rotary Club because they also have a similar Go Green campaign. He also offered to liaise with an Engineer running a Schools Grant project in order for the College to tap into such grants to support the construction projects that are projected for the future.

Ronald Ssonko proposed that the administration could come up with a funding plan for the proposed projects. This is in line with his profession of working in a bank hence he can easily recommend funding schemes from the bank to support construction.

Henry Nakisali appreciated the performances displayed by the Rugby team of winning trophies at all levels and he promised to avail time to visit the College and motivate the boys.

Dr. Peregrine Kibuuka commended the new headmaster on his report and informed him of the existing plans and architectural designs for expanding the Hostel for the HSC students. He warned that though increasing the admission numbers is good, we should make sure that first priority for the College is to maintain quality students vis-à-vis quantity students. This is premised on the College mantra of producing quality students who are responsible.

Franc Emoru responded to the issue of our lack of mobilisation power when it comes to fundraising for the different projects and activities and how the Namagunga girls do it. He informed members that even the different alumni associations we compare ourselves to also wish to learn something from us and how we manage to pull off the different activities throughout the year. He proposed that if we focused most of our energies in strengthening the cohorts then group mobilisation is far much better compared to a few OBs carrying on all the fundraising efforts.

Patrick Obita was concerned with the lack of coverage of the performance of the other sports discipline in the headmaster’s report and encouraged that the College administration should revamp the other disciplines as well. He offered to spare time and visit the College and support the soccer team.

-Matthias Nalyanya informed members that the PTA meeting has also been discussing the issue of containing numbers and the pressure the H/M always experiences whenever time for admissions comes and they proposed the construction of a new Ordinary Level dormitory. He further informed members that the PTA is cognisant of the quality that Namilyango stands for even when they advocate for increase in numbers. Furthermore, the PTA also proposed that there could be increase in school fees in order to support funding the projects as sourcing loans from the bank also has its drawbacks.

Response from the Headmaster The headmaster allayed Obita’s fears of not supporting other sports disciplines by informing that all extra curricula activities are supported though he only reported on a few in his report. He welcomed all the proposals shared from the OBs towards making Namilyango a better place for the students. He promised to follow up with all the proposals shared.

MIN. 07/11/2017: Treasurer’s Report The Treasurer started off by thanking Rogers Ssemakula Luliika on offering to audit the NACOBA financial books pro bono.

The auditor noted that the treasurer was not following financial best practices of first depositing all the funds in the bank, and then withdraws the money in order to provide a good audit trail of what is coming in and out of the bank account. The treasurer would receive money and if there is any need for the funds, would use what is available in the petty cash and would deposit the surplus on the account.

Highlights of the report - The Association has had a tremendous increase in the number of OBs paying their annual subscriptions. This has been made possible through the deductions made on the SACCO members. - Noted that attendance to the monthly get togethers this year had decreased. - Informed members that we are ending up in a better financial position as the cash book has no debtors.

Reactions Oscar Kiggundu commended the treasurer for the good work done, but was concerned if we didn’t breach the rules of procedure for appointing the auditor.

The same sentiments were shared by Frank Balabyeki regarding rules of procedure for presenting books of accounts. He reasoned that the auditor is given mandate after selection by the AGM!

Mike Watmon Kinyera responded by agreeing with the above concerns, but cognisant of the fact that the selected auditor could not avail time to audit the books of accounts in time to be presented at the AGM, he thought it prudent that the ExCom acted in good faith by requesting Rogers Ssemakula to provide pro- bono services to audit our books. Matthias Nalyanya informed members that Article 29.4 of the constitution grants powers to the meeting to get and appoint an audit firm and he proposed that the meeting ratify Rogers Ssemakula’s firm as the auditors in this meeting.

Ronald Kamara seconded the proposal given by Nalyanya for the meeting to receive and adopt the books of accounts as presented by the firm and hence forth it could be the firm to audit our books.

Andrew Mutono also proposed that the association should provide for a nominal fee to the firm because it gets complicated when a firm provides pro bono services. They usually don’t give the job a lot of attention. He also requested that a corrected audit report should be shared because the one presented had many mistakes and inconsistences.

Dunstan Mawanda commended members on the issue of appointing the auditor, but he was concerned about issues of conflict of interest regarding an OB auditing our books of accounts.

Tonny Kirabira noted that instead of a blanket appointment of the auditing firm, he proposed that we get OBs with auditing firms to bid for this job so that we select the best firm to provide these services.

Andrew Stewart Obita noted some inconsistences on page 19 and wondered how come we didn’t have a balance! What type of accounts do we have and use!!

Dr. Peregrine Kibuuka said that us appointing a fellow OB doesn’t in any way present conflict of interest.

Fred Gyaviira seconded the idea for the AGM to retrospectively approve the auditing firm and then adopt the audited books, but share the corrected version in the following week.

Response The outgoing treasurer promised that the corrected books will be shared as well as guide the incoming treasurer on the best financial practices. He informed members of the change in the NACOBA Account number to 3100022680

MIN. 08/11/2017: President’s Report Before giving his report, the President highlighted the omission of an agenda item of receiving and adopting the NACOBA Strategic Plan and he suggested that we include it as an agenda item.

Andrew Mutono suggested that the President presents the Strategic Plan as part of his report so that we don’t have to change the agenda in the form it was adopted. He commended Jonathan Cula for the tenacity he exhibited in seeing to it that the students attend the World Scholars’ Championships at Yale.

The President recognised the presence of Daniel Midholi the oldest OB in attendance.

He encouraged Association members to regularly visit the website for new developments. It was advised that the website should be interactive and have a section of a database of the names of different OBs and those who have passed on.

Prof. Semakula Kiwanuka informed members that Anthony Makayi of Campling House had passed on.

Reactions: Mike Watmon Kinyera inquired who takes ownership of the Strategic Plan to realise completion of the its objectives.

Dr. Joseph Muvawala commended the team that drafted the Strategic Plan though he noted that the PESTLE was somewhat lacking and he promised to support by giving input to make it stronger. He then proposed that we adopt the plan and was seconded by Matthias Nalyanya.

Prof. Semakula Kiwanuka noted the good work done by the current ExCom and proposed that there be an amendment to the constitution to enable current members to stand for re-election.

Vincent Salam moved a vote of thanks towards the outgoing ExCom as well as the OBs in South Africa who hosted the College students. Furthermore, he proposed that we have a focal person in charge of mobilising OBs to give funds towards some causes. He expressed surprise that the harambee towards supporting the students to go Yale had not gotten enough publicity!

Francis Katabalwa informed members that one of our own Counsel Joseph Balikuddembe was ailing with cancer.

John Stanley Kintu proposed the idea of compiling names of OBs who have passed on so that we don’t forget them. He further proposed that the fraternity could retain Deo Lubega as the get together prefect owing to the fact that this position is not one of the elective positions.

MIN. 09/11/2017: Vote of thanks Matthias Nalyanya moved a vote of thanks towards the outgoing ExCom for the good work done towards serving the NACOBA fraternity and he dissuaded all concerned to desist from the idea of changing the constitution in order to award the outgoing ExCom another term of office.

Henry Nakisali also passed a vote of thanks to the outgoing ExCom.

MIN. 10/11/2017: Elections of New Executive Committee The current ExCom was dissolved and this paved way for the election of the new team.

Vincent Salam proposed Matthias Nalyanya to head the electoral process and was seconded by Andrew Stewart Obita. Matthias Nalyanya accepted the responsibility and thus constituted the team to support him accomplish the task. This included Michael Kyompitira and the headmaster. After the team was constituted, nominations to the different posts kicked off.

HEADMASTER’S REPORT Dear Old Boys, it gives me great pleasure to welcome you to Namilyango College, your home and old school. Thank you for the decision to always hold this meeting at our Alma Mater. A year has gone by since the last time we were here. Allow me to present to you a summarized report of what has transpired since then. College Population The college population stands as below;

Staffing The college has a total staff of 162 persons including 73 teaching, 27 non-teaching and 62 support staff. Academic performance 2017 O’ Level: Our S.4 - 2017 candidates performed well at their UCE examinations. 211 candidates sat their examinations and out of these 206 passed with a first grade while 5 scored second grade. A‘ Level: The A’ level candidates performed excellently with two candidates scoring 20 in 20 and all candidates that were presented for the national examinations qualified for University education. We thank God for the 36 students who were admitted to public Universities for various courses on Government sponsorship. Co-curricular activities We continued to participate in co-curricular activities that included; games and sports, debate, secular and religious club activities. The college still reigns in secondary schools’ rugby, we scooped all trophies that were presented this year that included;

• Under 17 and under 19 Schools Premier league titles • The rugby sevens • National secondary schools’ rugby and • Kabaka’s Coronation Cup. The college also participated in the East African secondary schools’ championship in Rwanda where we emerged 4th only after the Kenyan teams.

Sponsorships We appreciate NACOBA and Anthony Natif for the big sacrifice made towards the sponsoring of students who would otherwise drop out of school. The NACOBA bursary has twelve students while Anthony Natif’s bursary has 10 students who have benefited from it this term. The beneficiaries of these bursaries are those whose parents have died while the boys are here or their parents have become financially incapacitated. One of the boys who were supported by the NACOBA bursary fund and partly by the Natif bursary fund, Kalungi Charles, was admitted to Makerere University on government sponsorship to pursue a BSc. Architecture.

Promotion of Deputy; I wish to inform you that our deputy headmaster for the last four years, Mr. Kirungi Augustine, got promotion to Headteacher. He will be leaving as soon as he gets posted to another station. I take this opportunity to congratulate him upon his promotion and also thank him for his very good contribution to the great Namilyango College. In the same spirit, I thank all those who have given him support while he executed his duties.

Achievements

• Renovated some staff houses. • Renovated the toilets at the main hall and several other areas of the college. • Paved parts of the college compound, entrances to Mukasa, Kuipers, Billington, Kiwanuka houses, area near the dining hall and main hall. The area in front of Heweston house stretching to Reesinch up to the Mill Hill Library are being worked on. • We have added an extra eleven CCTV cameras to the eight we had last year, more additions are to be done next year. • We have been able to make substantial savings for the road project. Challenges

• Old infrastructure that requires massive renovation. • Lack of adequate class room space that has led to a lot of congestion • Lack of adequate sleeping space that has also led to congestion • Lack of adequate supply of water to the college- this we are working on together with a parent and old boys in the Ministry of Water and Environment, we are very hopeful that the water issue will be overcome in the near future. • Lack of a perimeter wall around the college

Road and gate project We have been slow at implementing this particular project with challenges mainly ranging to adjustment of the designs and fulfilling statutory procurement requirements. We anticipate that before this year ends we shall have started and the target is that on Namilyango Day – 2019 we have these two projects commissioned. Priority projects

• Road and gate • Additional dormitory for O’Level • Additional space for A ‘level • A multipurpose hall that accommodates at least 2000 people. • Perimeter wall • Swimming pool • Acquiring extra-ICT gadgets that can help in the process of teaching and research. Strategic Plan The college needs to keep in view of its priorities for the next 10 years, we are therefore in a process of developing a strategic plan. When the turn for old boys’ contributions comes we shall invite an acceptable number to represent us in the drawing of this plan. Appreciation I take this chance to appreciate; 1. The NACOBA leadership for steering this great association. 2. The Old boys on the Board of Governors and PTA executive for their unwavering support. 3. NACOBA for the support we always get, this year we have benefited from; • Getting sons of the old boys being admitted at the college • Sponsorship of students at the college by the NACOBA & Natif bursary schemes • Renovation of the tennis courts spearheaded by Mr. Matthias Nalyanya • Mr. Matthias Nalyanya who served as guest of honour on our sports day. • Hon. Nobert Mao who was our guest of honour at the prefects’ swearing in ceremony. • Dr. Ronnie Mitch Egwang, was the guest of honour at the clubs’ handover ceremony. • The Namilyango Day bull. • The bull that we have shared with you today. • Treatment of Frank Kakula - S4, who suffered a broken jaw while representing the college in rugby. • The exposure of the prefects and sports men to the NACOBA Awards dinner where we were invited. • Participation in career guidance and medical camp that precedes the Namilyango Day celebrations.

TREASURER’S REPORT TREASURER’S REPORT FOR THE YEAR ENDED 30TH SEPTEMBER 2018 AS PRESENTED TO THE NACOBA ANNUAL GENERAL MEETING HELD ON 4TH NOVEMBER 2018. Introduction The President, executive Committee Members, and fellow members of NACOBA I am glad to present before you the report of the treasurer for the FY 2017/2018, the period we have been in office. The report is going to cover the income and expenditure for the period under review and then present a number of recommendations that would help our beloved association to operate smoothly in fulfilment of its objectives. We saw an increase in the collections from the Sports Gala (223%) during this year and this is greatly attributed to the immense mobilisation that was carried out by the different cohorts. This year alone we had 21 Cohorts registering for the Sports Gala. The SACCO Contribution to NACOBA has also increased (100%) and this is as result of the SACCO making more profits during the year and on that note, we encourage more members to join the SACCO, save and also borrow so that their contribution can increase further next year creating a Win-Win situation for both entities. We have also registered a 30% increment in the Bursary Fund collections, UGX 16,350,000 in 2018 from UGX 12,400,000 in 2017. However, this is still below our annual target of UGX 21,000,000. During this Financial Year the Gate Project collections increased by 122% from UGX 5,650,000 in 2017 to UGX 12,500,000 in 2018. Please note that this is a representation of the cash received only. This year we held the NACOBA Awards Dinner which has contributed a considerable 27% to our annual revenue. This comes from dinner ticket sales, magazine adverts and magazine sales. Last but not least the major source of income for the association is usually Annual Subscriptions. During the FY 2017/2018, The Annual Subscriptions have increased 66% (UGX 5,300,000 in 2017 to UGX 8.85M in 2018). This represented by the 292 Members who have so far paid subscription which is slightly below the set target of 350 members by the end of the year. In addition to the above we tried to analyse the subscription per cohort and this can be seen in the table below. Throughout the year we have also had different monies collected for various causes such as HM’s trip, Frank Kakura’s Medical Fund and mabugo for OBs who have passed away. These lists are attached as part of the Appendix.

Expenditures Despite the growth in collections, the surplus dropped by 5% from UGX 19,991,310 in 2017 to UGX 18,888,885 in 2018 mainly due to the growth in expenditure in the same period. Expenses grew by 377% from UGX 15,500,000 in 2017 to UGX 74,200,000m in 2018. This growth came as a result of the huge expenses incurred during the Awards dinner. Like in revenues, the biggest contributor to this was the Awards dinner as can be seen in the chart below:

The biggest task for the ExCom in the FY 2018/2019 is to reduce the expenses and some ideas are being fronted to that end. Receivables The Association has had some receivables in the year and these include; a) Kinetic Future Solutions – UGX 8,500,000 b) Stanbic Bank – UGX 1,000,000. All this was as result of sponsorship for the Awards dinner held at Hotel Africana and adverts in The Ngonian magazine.

Challenges a) The biggest challenge faced by the ExCom has been in terms of mobilisation especially when it comes to subscriptions and mobilising for the Gate Project and Bursary Fund. b) The follow up of the different pledges. c) As an association, we have so far failed to raise the UGX 100,000,000 that we pledged towards the Gate Project (UGX 41,000,000 has been realised in both Cash and Pledges) Future NACOBA plans a) Encourage mobilisation through cohorts especially for Annual Subscriptions, Gate Project etc., This we believe will help bring in more numbers. b) The ExCom has also embarked on putting in place a proper Financial Reporting System and this will be spearheaded by Assistant Treasurer Ronald Ssonko.

d) The ExCom has also proposed different partnerships and sponsorships for the different activities that we always hold throughout the year. This will help reduce on the expenditures of the association. e) We are also proposing effective and efficient ways of paying for the subscriptions as well as or other projects such as depositing monies direct to the account from Mobile Money Platforms or VISA Cards (this will bring on board more diaspora members). All this limit the amount of cash that the treasury handles.

PRESIDENT’S REPORT

1. Introduction I am honored to present to you this report as is required by Article 12.2 of our constitution which mandates the President to present a report on the activities of the association. This is our inaugural report as the new Executive Committee that you elected at our last AGM. As per our tradition, we continue to hold our ordinary AGM every first Sunday of November.

Having endorsed a Strategic Plan for NACOBA last year, this report is in line with the strategic objectives of the plan namely:

(a) Expanding NACOBA’s membership (b) Promotion of NACOBA’s and the College’s image (c) Improving the learning environment and academic performance of the College

I warmly welcome you all to our Annual General Meeting 2018.

I thank all those Old boys who have continued to contribute towards our various projects.

To all those Old Boys who have continued to register remarkable achievements in your personal and professional domains, I congratulate you.

To the Old Boys and your loved ones who are infirm, we continue to pray that the Almighty touches you with his healing power.

To all those who have lost loved ones, we commiserate with you upon your loss. During the last year, the cruel hand of death robbed us of a number of fellow Old Boys including Eng. Robert Wabbi, Drake Mugabi, Mark Kagezi, David Chua, Henry Kanywamusayi who was brutally murdered with his 20-year-old son and some others.

May their souls and the souls of all the faithful departed rest in peace. Amen.

2. Membership

Whereas membership to NACOBA is open to all Old Boys of the College, our constitution requires that a membership fee is paid prior to formalizing. In addition, every member is expected to pay an annual subscription fee of UGX 30,000/= only & UGX 10,000 for students. These are the funds we primarily use to run affairs of the association. As of 30th September, we had only 292 fully subscribed members. Regrettably, this is a drop from 2017 when we had 360 subscribed members.

I urge you all to support our mobilization drive to have more subscribed members. From our analysis, we need to reach out more to the older OBs through a variety of methods. We also need to utilize innovative strategies in the recruitment of new members.

2. Bursary fund: Our bursary fund has continued to support well performing but financially less able students. Our target is to raise at least UGX 7,000,000 per term. We are currently supporting 10 boys every year. While this year we have so far contributed UGX 14,000,000 out of the expected UGX 21,000,000 towards this noble cause. I would like to express our gratitude to the old boys who have continued to support our less fortunate sons in the College. I have however, noted that it is more or less the same people who contribute every term! In a special way, I applaud the 1994 – 1999 cohort that have been contributing 3,000,000/= per term towards this cause. I also applaud other OBs who have continued to pay school fees for some boys at the College and for offspring of deceased OBs. May God bless you abundantly.

3. Compassionate Admission: We have continued to benefit from the College’s compassionate admission policy for sons of old boys. To refresh our memories, this policy refers to selective admission of our sons under the following conditions: • Biological sons of old boys who are active in NACOBA affairs. • Should have put Namilyango College as 1st choice. • Should have scored not more than 3 points over and above the cut-off point. • Should have a recommendation letter from the NACOBA President. This year, I gave recommendations to 20 boys for admission to S.1, many of whom were admitted. I however noted there is always a lot of pressure exerted on my office by Old Boys with sons and protégés who do not strictly fall in the above category. I advise that those that do not fall within the above category should independently reach out to the headmaster instead of NACOBA exerting undue pressure. 4. Sports Gala This year, we organized our 9th consecutive Sports Gala. Arguably, it has been the biggest of all, building on the solid legacy of inter-cohort competition. The event is increasingly becoming a NACOBA family event where OBs come with their families to experience our unique camaraderie. I am grateful to Makerere University Business School (MUBS) who continue to provide us with a free venue and the cohort captains that championed the mobilization of OBs within their cohorts. The ExCom took the extra ordinary step of requesting teams to pay registration fees upfront. 21 teams paid UGX 400,000 each which went into funding logistical requirements of the event. We applaud the cohorts that contributed towards the gala. Next year will be the 10th anniversary of the sports gala. We need to make it a great celebration of friendship and sportsmanship.

5. Leadership Development During our last AGM and the Namilyango Day this year, there was a lot of concern raised on issues to do with nurturing leadership skills amongst the boys in accordance with the College’s rich heritage and tradition which is based on education for responsibility. We have had a series of discussions with other stakeholders – PTA and the Board on how to inculcate leadership skills in the boys. I invite you to submit suggestions on how to enhance this process with respect to inter alia, the following issues: • Appreciating the foundation and tradition of the College • Supporting the College administration in mentoring the boys • Increased parental involvement Adolescence being an important time for leadership growth, we need to support the College in inculcating leadership skills in the boys in order to reinforce their self-esteem and adequately prepare them for flourishing and responsible adult lives. NACOBA therefore needs to play a part in the leadership development of the young men in our Alma Mater. During the coming year, we shall work with the College Administration, towards developing leadership programs that will contribute towards ensuring leadership growth amongst our brilliant young men.

6. Career Development It has been our practice over the past 5 years to give career guidance talks to the boys, during the week culminating to Namilyango Day. This year, I am glad to report OBs came and gave these talks to the boys. From our observation, we have noted with concern that: - • Career guidance is a process that goes beyond a one day talk. • In some of the groups, the boys appeared extremely disinterested. • The College lacks a career guidance policy. In order to have a better structured career guidance plan, we have raised these matters with the Board which has in its wisdom resolved to develop a career guidance policy. I hope that this policy will promote a framework for developing and implementing a structured career guidance strategy that will guide the boys to sharpen their career paths. On this note I would like to register my appreciation to all those OBs who continue to volunteer their valuable time to provide these career guidance talks. In a special way, I would like to thank an OB, Mr. Robert Kimera who has volunteered to draft the policy gratis. 7. NACOBA Awards In accordance with the decision to hold NACOBA Awards every year two years, we held an awards ceremony this year during which various OBs were recognized for their distinguished and dedicated service to the College and the nation.

I once again congratulate all these OBs who received awards. I also thank the Awards Committee for their extra-ordinary dedication in managing the Awards processes. Many Old Boys helped us in getting adverts from various companies for which we are very grateful. Needless to say, there are a number of concerns expressed regarding the award categories, selection criteria and frequency of awards. As your ExCom, we are of the considered opinion that we maintain the frequency of the awards and the selection criteria. We however decided that, in recognition of the immense contribution that the younger generation of OBs is making towards and continues to make towards the growth of NACOBA, Young Achievers Award be added to the categories. This award will enable younger deserving OBs to also get awards since they usually get crowded out by the older experienced OBs in the current categories.

8. Alumni Associations We have continued to engage with sister Alumni Associations towards building a strong coalition of alumni associations to address issues of common interest. The coalition so far includes SMACKOBA, Gayaza Old Girls, Namagunga Old Girls and Old Budonians. We believe the coalition will attract additional members in line with the set admission criteria and that together we can be a formidable force for change in the promotion of the common good in the education sector. Discussion are ongoing on the kind of instrument that will bind us together. The NACOBA Executive Committee, having discussed this matter, is inclined towards entering a Memorandum of Understanding that would define the terms of engagement with our sister associations in pursuit of common objectives.

9. Monthly get-togethers Our monthly get togethers have continued to be opportunities of fellowshipping and networking amongst the NACOBA fraternity while we discuss topical areas of interest. With attendance averaging 85-90 members, we have discussed a range of strategic topics including agriculture modernization, leadership, SACCO benefits etc. I would like to sincerely thank OBs who have committed to mobilize along their various houses to host the fraternity on a monthly basis. The numbers and the quality of engagements have continued to improve.

10. New Gate We continued in earnest, the fundraising drive for the new College Gate which is going to be set up alongside the tarmacking of the major roads in the College. So far, we have cash and pledges totaling UGX 18,240,000 against our target of UGX 160,000,000. While we sincerely thank you for your pledges, we urge you to generously contribute more towards giving our major entrance a much-needed facelift that will capture our students, parents and visitors’ memories in perpetuity.

11. NACOBA SACCO Fellow members, we established a SACCO in October 2013 with two critical objectives: a. to mobilize resources from members as a means of building and accumulate long term assets and wealth b. to provide cheap credit to members in a convenient and timely manner to finance the growth of their private enterprises or address their immediate financial challenges. I am pleased to note that ever since the SACCO began serious operations in November 2014 it has progressively achieved the above objectives and further undertook investment opportunities which provide a good flow of income to the SACCO. Total membership has grown from 54 in 2014 to 278 to date. These members have saved a total of UGX 770,862,244 up from UGX 19,247,950 in 2014 with the highest saver depositing a total of UGX 70,000,000 in savings. Through prudent investment activities, these savings have resulted into total income of UGX 406,201,280 and a net profit of UGX 270,190,284 which is 66% of total income. This investment has created a total asset base of UGX 940,000,000 and this year members were provided with a cash dividend totaling to UGX 60,000,000 on their savings. These achievements are commendable and highly appreciated. I am optimistic that these assets will exceed a billion shillings next year as we journey to become a commercial bank. Through these noble earnings the SACCO has continuously supported NACOBA activities with an annual contribution to the NACOBA budget, the amount has grown from UGX 2,000,000 in 2015 to UGX 5,000,000 to date. On behalf of the Executive and on my own behalf I would like to thank the SACCO executive for this noble gesture. I am sure that with more income earned, the SACCO can finance up to 25% of our budget. Furthermore, through prudent use of these savings, a total of 217 loans with a total gross amount of UGX 1.68 billion have been issued to members. During the last monthly NACOBA gathering at Shell Club, Lugogo we witnessed testimonies from four members who had grown their businesses having accessed loans from the SACCO. Two loan products are currently being provided by the SACCO, that is, trade loans of up to UGX 50,000,000 and a school fees loan of a maximum amount of UGX 5,000,000. I am also happy to note that the interest rates have been reduced from 5% per month in 2014 to a maximum of 4% per month to date. These rates are further reduced based on the amounts borrowed. In addition, aside from mobilizing savings and offering credit to members, the SACCO has further gone ahead to provide inpatient and outpatient medical insurance cover for its members and their dependents to offer protection against high medical expenses. A total of 60 members and their dependents have contributed to this service. I urge all members, including non-SACCO members who do not have medical insurance cover to subscribe to this service at an annual cost of UGX 560,000 per member. The SACCO is currently working with our sister company NACOBA Consultants Ltd to develop a five-year strategic plan that will clarify direction and outline measurable goals that will help the incoming SACCO administration prioritize SACCO resources, strengthen operations and ensure compliance with the new laws that govern SACCO operations. I am certain that new products and services will be developed through this process for the benefits of members.

To all NACOBA members, the SACCO is one of our main achievements and I would therefore advise all of you join the SACCO without hesitation. With a focus of growing into a commercial bank, we envision a financial institution that will not only create employment for members and their relatives, but also drive economic growth through financing of members’ business opportunities as well as provide seed capital to other NACOBA entities. The entry fee is a one-off payment of UGX 110,000 and thereafter members pay refundable savings of UGX 50,000 per month. I therefore take this opportunity to thank the SACCO leadership and its administrator who have served with dedication and commitment and ably steered the SACCO for the last four years through prudent and effective use of members funds to create and accumulate collective and individual wealth. I have always been impressed by their depth of knowledge and understanding of the SACCO operations, be it at annual meetings when they are replying to members' questions or in other fora, particularly on the NACOBA SACCO WhatsApp group. To the new leadership which takes office next year, I thank you for accepting the responsibility to further the foundation laid by the outgoing Executive. I therefore call upon you to build an admirable SACCO that can mobilize and sensitize its members to save regularly, borrow wisely and pay promptly to achieve the vision of NACOBA SACCO in particular and NACOBA in general.

11. Constitution Last year, there were a number of suggested constitutional amendments that were generated. In accordance with Article 36 of the Constitution, these amendments are supposed to be brought to your attention formally. Given the duration of the necessary discussion and consensus building process, it has not been possible to have the proposed amendment process as part of this AGM. We propose to hold an extra-ordinary AGM next year for the sole purpose of considering these amendments, which will be circulated to you through our various communication platforms.

12. NACOBA Financing NACOBA revenues have grown consistently over the years. Our funding is characterized by: - • Over reliance on income from nominal subscription fees. • Regular donations from a few OBs towards particular causes like the Bursary fund and other NACOBA Projects. • Lately, annual contributions from the SACCO. • Frequent and sometimes irritating requests to members to contribute towards NACOBA projects and activities.

Having grown the NACOBA brand to what it is today, and in view of our lofty expectations to continue being a force for good in the trinitarian (Board, PTA and NACOBA) spirit of the College, I fear that unless we explore innovative ways of resource mobilization, our financial needs will soon outstrip our income. Accordingly, we propose the following measures: - • Finding sponsors for NACOBA activities. • Setting up a Namilyango Endowment fund to which OBs can contribute. Modalities of the management of the fund will be discussed with other stakeholders.

13. NACOBA Consultancy This year in October 2018, NACOBA Consultants Ltd (NCL) made 3 years since it was formally incorporated as a limited liability company. The core mission of NACOBA Consultants Ltd is to provide quality consultancy services to the public through leveraging the diverse qualifications, expertise, skills and work experience of the Namilyango College Alumni. To-date, NCL has 49 registered shareholders that own amongst them a total of 589 shares out of the 2,000- maximum total number of shares available. The shareholders to-date have raised a total capital of UGX 29,450,000 on which the company has been operating since its inception. The Company has since its launch undertaken 4 consultancy services for Namilyango College. These include: a) Design review and construction supervision of three waterborne toilet blocks - 36 stances in total b) Design and cost estimation of a tarmac access road and main gate c) Investigation and restoration of water supply from a motorized borehole d) Environmental Impact Assessment (EIA) for the construction of the School main gate and tarmacking of internal access roads. The total turn-over of all our work is UGX 39,907,524.

NCL is also expected to undertake the management and supervision for the construction of the gate and road projects whose estimated total construction cost is UGX 900,000,000. The Environmental Impact Assessment for the projects has been finalized and a report has been submitted to NEMA. In addition, the procurement of works contractors is underway. The target for substantial completion of both projects is March 2019 during the Namilyango Day Celebrations. In February 2018, NACOBA Consultants initiated a 5-year business plan to facilitate its growth and existence in the consultancy market. One of its strategies is to offer its services (i.e. engineering, finance, IT, agriculture, education, etc.) to its closest associates such as the Namilyango College Alumni, Namilyango College and the private sector with professionalism, innovation, efficiency at relatively competitive rates; the more reason we should be your choice.

APPENDIX UPGRADING NAMILYANGO COLLEGE MAIN GATE AND INTERNAL ROAD At the close of 2016, the Board of Governors, P.T.A, the College administration and NACOBA conceived a programme to change the feel and look of the college alongside the academic work. They elected to start with one project, the upgrading of the road from the main gate to the Namilyango Junior School gate, a distance of about 900m long. This project involves; widening the road, providing drainage and a pedestrian walkway, and the main gate. NACOBA Consultants was appointed to take the lead in making proposals for these projects.

Front View This concept has 2 stepped canopies made of shallow steel frames, 4 floating concrete slabs. The slabs and stepped roofs represent the six levels of study (S1 to S6), all painted white. The roof structure rests on 4 square columns, the gate house and 2 oblique shaped columns. The gate house is placed in the middle of the road to divide traffic. It is fitted with a washroom for the guards and visitors. The gate house is dressed in red brick so are the perimeter wall extensions on either side of the gate, and all the columns. Most

Namilyango College Old Boys Association (NACOBA) AGM – 4th November 2018 college buildings were built with clay brick that are low or maintenance free and give a very earthy feel to the college. This look does not cause visual strain to the eyes but rather calms them. There are two waiting rooms included on either side of the gate house that are fitted with a polished concrete bench. The driveway leading to the gate has two parking lanes on either side of the road. There is a dividing island between both lanes that will be planted with grass and flowers. It will have street lights fitted in the middle. The pedestrian walkway is on the left-hand side of the road. The gate shall consist of two leaves, each sliding into the sides with an appropriately sized slot in the waiting rooms. The school name and the year of establishment are placed on the perimeter wall on the left-hand side of the gate (the approach side). The badge is placed above the front window of the guard house, the school motto as well. Provision has also been made for granite tiles engraved with the names of those who would have contributed towards the project. A little history of the college shall also be included as well. We propose the use of granite stone tiles or bricks engraved with their names shall be used for this purpose.

Design The design picks elements from existing buildings as described below. The floating slabs at the top render a semblance with the horizontal slabs on Hanlon house and the administration block. The architecture of the chapel and dining hall are also represented by the arches on the waiting rooms. The pyramid is also represented by the pointed columns on the right-hand side of the front and back views Materials The materials (brick) and the shapes applied in this concept are derived from the history of the college and its structures. The floating slabs and canopy are picked from; the administration block, Hanlon house, Reesinch, Campling and Biermans. The red brick is used because it is used on most of the buildings at the college from gate to gate. The structure is made of reinforce concrete, masonry brickwork and steel. The walkway shall be made of concrete paving bricks. The lighting shall be both functional and artistic and shall include: fluorescent lights, ceiling pendants, spot lights, wall brackets and street lights. Cost Both the main gate and road were duly priced and the prices reviewed appropriately. The main gate was costed at UGX 169,000,000 and the road at UGX 64,000,000 bringing us to a total of UGX 733,000,000. NACOBA as stakeholders pledged UGX 30,000,000 initially but revised this to UGX 100,000,000 by the end of 2018. The school is raising the rest through increased school fees with the blessing of the Ministry of Education. The bid documents for these projects are currently with the school administration as they prepare for the bidding process.

NACOBA is relentlessly collecting funds for this cause as an opportunity to give back to the college. In the spirit of our mantra that states, ‘In Namilyango We Share’, we call upon all old boys and well-wishers to donate generously towards this cause. NACOBA BURSARY FUND

The genesis of NACOBA Bursary Fund has to start with a fortuitous, or perhaps divinely set, encounter on 2nd March 2017 with Mark Kimong S.5.A, a lanky boy who hails from Patong in far-flung Agago District. He had arrived late in the College, accompanied by his sister Evelyn Kimong, and I was leaving after a long meeting. Kimong was late on 2 counts: he was reporting 3 weeks after the beginning of 1st term, and arrived after 5:30pm beyond which no visitor is allowed into the College.

On inquiry, I established he had delayed because of failure to raise the fees, and he had only managed to get half of it. I pressed further to find out: where were they from, why had they arrived so late in the College, why was the boy almost 2 weeks late? An answer one to one question led to the next question, and the next question. I have already told the story of the Kimong siblings elsewhere.

Some OB’s were also moved by the story and immediately sent me cash to clear the balance of the fees and to buy scholastic requirements and for pocket money. Other OB’s provided him with items such as a travel bag, shoes, pants and books.

On further interaction with the Administration at the College I heard stories of other needy students. I therefore thought that we as OBs could help some of these needy students by setting up a bursary fund. That is how NACOBA Bursary Fund was born.

We aim to raise UGX 7,000,000 per term from which we shall grant bursaries to needy and deserving students at the College every term.

The 94-99 Cohort alone contributes UGX 3,000,000 per term to the NACOBA Bursary Fund.

The bursaries will normally be up to 50% of the fees but may be up to 100% of the fees in exceptional circumstances.

a) the student must be from a poor background b) the student must be hard-working and attain satisfactory academic performance c) the student must be well behaved

A student may lose the bursary if:

a) his overall academic performance deteriorates drastically by the end of an academic year or if he repeats a class; or b) he misconducts himself and is suspended from the College for indiscipline.

The College Administration assists with identifying students for consideration for bursaries and also provide reports of their academic progress and general conduct.

Beneficiaries for bursaries are selected at the beginning of each academic year, except for the inaugural bursaries which were awarded at the beginning of 3rd term of 2017.

There will be a bursaries committee which will consider nominations, award and withdraw bursaries.

On 12th October 2017, the inaugural bursaries were awarded to a total of 12 students.

Ten students receive bursaries of UGX 500,000 each and 2 receive bursaries of UGX 1,000,000 each per term.

A total of UGX 21,000,000 has so far been handed over to the College for the bursaries for three terms.

Old Boys are urged to join the effort.

There are really poor students who share the classroom, the dormitory the dining hall and everything else with our much-pampered children. It is easy not to notice and walk by, like the priest and Levite in the Gospel story of the Good Samaritan. But if you develop some interest in people and ask the right questions with the right attitude, you will get to hear of stories of deprived personal circumstances and be motivated to help.

It is pleasing that that the response from the OB’s has been quite generous.

We are grateful to those that have made the donations. We appeal to all OBs to join the effort. Please donate at least UGX 50,000 to the fund per term.

Anthony Natif Bursary

Apart from the NACOBA Bursary Fund, there is also the Natif Bursary under which one OB Anthony Natif contributes UGX 5,000,000 per term to the College for five years beginning 2016. From this fund bursaries of UGX 1,000,000 per term are awarded to five bright students who have school fees challenges because of their poor backgrounds.

College Bursaries

In addition, the College has its own bursary schemes; a) bursaries for full fees for the first year are awarded to students joining S.1 or S.5 who have scored the maximum number of aggregates in PLE or UCE. The underlying policy of these bursaries is to attract the brightest students to the College. b) bursaries for fees are awarded to the best three students per class as follows; a) 1st student – 100% fees b) 2nd student – 50% fees

3rd student – 25% fees.

This encourages competition rewards and rewards excellence.

To further facilitate member’s welfare and well-being, the SACCO provides the following services: 1. Medical Insurance with IAA Health care at an annual premium of UGX 550,000 per person. Under this insurance scheme, members can insure their dependents and non NACOBA or non-SACCO members.

2. School fees loan product to facilitate members in paying school fees for themselves or their dependents. The maximum loan limit is UGX 5,000,000 at an interest rate of 2% per month which is repayable in 3 months. The loan is fully secured by borrower’s savings.

3. Trade loans whose interest rates range from 4% to 1% per month depending on the amounts being borrowed and the loan security fronted.

4. Medical Insurance loan at 2% per month. This bails our members with interest to join our insurance scheme but with limited funds to pay for the insurance premium.
