Jaeger, University of Maryland Shannon Jette, University of Maryland Stefanie Ebrahimoff, Long Island University Brooklyn Abstract Politics—especially presidential campaigns—are an important means by which to examine the values and issues that are given priority by members of a society and the people who wish to be leaders of that society. The issues discussed in a campaign and the ways in which they are discussed reveal much about social attitudes and policy goals. In the past 20 years, information and communication technologies have simultaneously become central policy issues at the national level (access, privacy, security, etc.) and the main channels by which candidates engage their supporters (Twitter, Facebook, YouTube, etc.). This paper examines the dual roles of information and communication technologies in the 2016 presidential campaign in the United States through the lens of disability issues. This particular focus was driven by the occurrence of the 25th anniversary of the American with Disabilities Act (ADA) during the first year of the campaign and, more significantly, the intersection of disability, information, and technology being a major civil rights issue for people with disabilities, who represent nearly one-fifth of the population of the United States. This study collected and analyzed campaign materials about disability issues released online by selected presidential campaigns, as well as news stories and other related Web content, to better understand the issues related to disability being discussed in the campaign and the implications of those issues for people with disabilities.

His brief period of illness from COVID-19, which he broadcast to the world via his Twitter account, revealed the complexity of Trump’s relationship to the concept and norms of transparency that presume information’s necessity for a functional and accountable state. At the same time that Trump offered little in the way of coherent and authoritative information about his health, he also provided an enormous amount of seemingly “inside” and direct accounts of the progress of his illness—indeed, much more than tradition and law appeared to require.

Chairman Pascrell, Ranking Member Kelly, distinguished Members of the Subcommittee, and other Members of the Ways and Means Committee: Thank you for inviting me to share my views on tax fairness, a topic that has been in the news recently, after the New York Times (the “NYT”) shined a spotlight on the income taxes of President Trump.1 My testimony will examine tax fairness from three perspectives: (1) the fairness of the amount of taxes the President reportedly paid, (2) the fairness of the President’s reported business losses, and (3) the fairness of the Internal Revenue Service (“IRS”) audit of President Trump’s income taxes. In 1974, President Richard M. Nixon voluntarily released his tax returns to quiet the public clamor over his reportedly low tax payments. He also invited the Congressional Joint Committee on Taxation to review his tax returns after the IRS reportedly let them pass. In the years since, every President until Donald J. Trump voluntarily released his returns to the public.2 Also, since President Nixon, the IRS automatically audits every President’s returns.3 In 2019, Chairman Neal asked the IRS for information on President Trump’s tax returns and his audit.4 The Chairman sought to determine whether the President’s audit was being conducted fairly and impartially.
