Signature………………………………………….. Date…………………….... Abstract Since the end of the Cold War, China has displayed a reinvigorated interest in the African continent. There are differing viewpoints as to whether China’s increasing involvement in Africa is beneficial to the African continent, or whether there are negative consequences. This assignment attempts to answer this question by exploring the nature of China’s political, economic, and aid relationships with the African continent, by highlighting examples from four countries: South Africa, Zimbabwe, Uganda and Sudan. China’s interests in Africa are motivated primarily by economics and diplomacy. In other words, Africa is important to China as a vast source of resources to feed its growing manufacturing base, as well as a source of energy security. In addition, China sees Africa as an important destination for its affordable manufactured goods. China’s interests in Africa, however, are not only confined to economics, but extend to diplomacy as well. China is attempting to position itself as an important power in the international system and, in so doing, promote its own views and policies within international multilateral organisations. Africa plays an important role in this regard, particularly in institutions with ‘one-country, one vote’ arrangements. Thus, China attempts to court African governments in order to secure access to Africa’s vast resources, as well as to garner support for its policies in the international arena. After an in-depth examination of the evidence, it is concluded that China’s engagement with Africa is based on strategic political and economic considerations and fits within a Realist explanatory framework. It is therefore contended that China’s presence on the African continent presents both opportunities as well as threats, although African governments need to be pro-active in order to exploit the potential opportunities. Furthermore, it is concluded that the negative consequences of China’s involvement in Africa are not only attributable to China’s behaviour in Africa, but some of the blame should also be shifted to corrupt African governments and elites who operate within a framework of neo-patrimonial politics which exacerbates corruption and mal-governance on the continent. Such behaviour stalls efforts emanating from ‘responsible’ African leaders to promote good governance and democracy on the continent, for example through institutions such as the New Partnership for Africa’s Development (Nepad) and the African Union (AU). Opsomming Sedert die einde van die Koue Oorlog toon Sjina versterkte belangstelling in die Afrika- vasteland. Daar is verskillende standpunte oor Sjina se toenemende rol in Afrika: of dit voordelig is vir die vasteland en of daar negatiewe gevolge is. Hierdie werkstusk poog om hierdie vraag te beantwoord deur die aard van Sjina se politieke, ekonomiese, en buitelandse hulpverlening verhoudinge met Afrika te ondersoek aan die hand van voorbeelde uit vier Afrika-lande: Suid-Afrika, Zimbabwe, Uganda en Sudan. Sjina se belange in Afrika word hoofsaaklik deur ekonomiese en diplomatieke oorwegings gedryf. Afrika speel 'n belangrike rol in hierdie poging, veral in instellings wat "een land, een stem" stelsels gebruik. Sjina probeer dus om Afrika-regerings oor te haal om toegang tot Afrika se omvangryke natuurlike hulpbronne te verseker, asook om steun vir sy beleid in die internasionale arena te werf. 'n Deeglike ondersoek van die literatuur bring aan die lig dat Sjina se verbintenis met Afrika op strategiese politieke en ekonomiese oorwegings gebaseer is en binne 'n Realisme verklarende raamwerk pas. 'n Verdere gevolgtrekking is dat die negatiewe gevolge van Sjina se betrokkenheid in Afrika nie net aan Sjina se optrede in Afrika toe te skryf is nie. Korrupte Afrika-regerings en elites wat binne 'n raamwerk van neo-patrimoniale politiek optree en wat korrupsie en swak regering vererger, is ook verantwoordelik. Sulke optrede stuit pogings van "verantwoordelike" Afrika-leiers om demokrasie en goeie regering in Afrika te bevorder, byvoorbeeld deur instellings soos die Afrika-Unie (AU) en NEPAD.     DIRTY SCAPEGOATS: EXPLAINING ISRAEL’S TIES WITH SOUTH AFRICA DURING THE 1970s AND 1980s Yehonatan Alsheh1 Abstract The article surveys five possible explanations for the ties between Israel and South Africa between the 1970s and 1980s. (1) The Industrial-Military Complex Explanation, arguing that both the Israeli and South African defence establishments and arms industries had much to gain from such a relationship, and enough political influence to ensure that this would indeed happen. (2) The Nuclear Alliance Explanation, arguing that it was in Israel and South Africa’s national interest to forge a nuclear consortium that would enable them to attain and further develop significant nuclear capacities, conceived by both states as the ultimate means for guaranteeing the survival of their chronically- contested regimes. (3) The Ideological Affinities / similar Regime-Type Explanation, arguing that, while Israel was unable or in any case reluctant to publicly admit it, it was not averse to the South African regime of separate development, mostly because, ever since 1967, it was on a course of constructing its own version of such a regime. (4) The Pariah States Alliance Explanation, arguing that Israel and South Africa shared the same international status of pariah states, hence having no other states they could befriend, and in any case nothing to lose from collaborating with each other. (5) The Politics of International Pariah-Making Explanation, arguing that the concept of the pariah state – which emerged in 1977 and disappeared by the end of the 1980s – was not a naïve scholarly attempt to conceptualize a new type of international actor, but rather an ideological construct, meant to re-justify the United State’s support for some of its more embarrassing client states, while restructuring the precise way in which that support was provided.

The paper sets out an analytical framework which identifies the channels through which China engages with African development and the role the African state plays in mediating these interactions. We then apply this framework to three case studies that are emblematic of differing African state types. Analysis shows that China impacts on African development in multiple ways that go well beyond aid. A feature of this engagement is inter-elite brokerage which tends to bypass domestic channels of accountability and so undermines good governance. That said, in most cases it delivers much needed infrastructure which benefits wider society. Crucially, as civil and political society in Africa has started to contest this elitism we are seeing slightly more transparent attempts to negotiate the relationship. Introduction The concept of a Pariah State is not new in the lexicon of international relations. It is not new either in political history – the Ottoman Empire for example was regarded as an outcast by European States from the Renaissance to the nineteenth century (Luard E. 1990 P.36). The ground for the Ottoman Empire out casting was based on the establishment of the res publica Christiana – on religious basis. What is new however in contemporary terms is the basis for Pariahood appellation. There are so many open questions on the issue of Pariah State. For instance who determines a Pariah State and how a nation becomes a Pariah State remains a congenial concern to pupils of international relations. This becomes more profound when one realizes that a nation that is an outcast in one region, has diplomatic and friendly relations with others. At this juncture, it is important to State the interest of this paper. The issue of Pariah State appears to be one of the greatest challenges facing international law today, because Pariahood is a presumption of lack of compliance with international law leading to global ostracization. What makes the study more important is the attempt to differentiate Pariahood from severance of diplomatic relations. The Pariah system creates a judgmental framework of convenience for a pan- systemic for states, to have a uniform conclusion of international affair. This essay therefore finds it of interest to examine the relationship between Pariah States and international law and indeed international relations.

Abstract This thesis seeks to show through both historical and contemporary examples what makes Russia an ‘outlier’ among key sports mega-events hosts. More specifically, this thesis sets out to establish how external and internal objectives Russia pursued in the context of the 1980 Olympics and the 2014 Sochi Olympics differed from those of other sports mega-event hosts, including non-liberal states. The originality of this thesis lies not only in the fact that it sheds light on Russia’s strategy of sports mega-event hosting, but that it does so from the vantage point of the combination of the three most popular approaches in the extant sports mega-event research: public diplomacy, place branding and soft power. Moreover, this study places Russia’s hosting of sports mega-events within constructivist international relations theory, which prioritises identity and interests.
