No. (033) 2422-0961 Memo No. :- 1024 Dated:- 30.07.2020 SHORT NOTICE INVITING TENDER (ABRIDGED) TENDER NOTICE NO.07 /EE/PWD/KSD of 2020-2021 Sealed Tenders in specified printed form are invite for the following work(s) from reliable, resourceful, experienced and bonafied Contractors who may be found eligible after scrutiny of their credentials to be submitted as per particulars given below and will be received by the Executive Engineer, PWD, Kolkata South Division, in the tender box kept in his chamber or as stated otherwise, up to specified date and time and will be opened half an hour later on the same date or later as will be notified, in presence of contractors or their authorized representatives who may willing to be present at the time of opening. 1) : Setting up of Safe Home within the compound of Kishore Bharati Stadium, Jadavpur, Kolkata in connection with COVID 19 pandemic situation - Providing round the clock maintenance staff for S & P work including supplying of necessary fittings. ( For six months ) 2) Estimated Amount of work put to tender : Rs. 12,37,916.00 3) Time allotted for completion of work : 6 (Six ) months 4) Name & Address of Construction Sub-Division : Jadavpur Sub - Division.,PWD., Jadavpur , Kolkata 5) Name & address of Division concerned : Executive Engineer, PWD, Kolkata South Division, 6) Eligibility criteria to participate in the tender : Intending participants will have to submit self attested copies of valid Trade License, PAN Card, Professional Tax Clearance Certificates, GST Registration and Supporting Credentials along with their application for participating in the BID. 7) Earnest Money : Rs. 24,758.00.00 8) Defect Liability Period : 01 (one) year 9) Credential : Similar nature of emergent work in any Govt / Govt undertaking organisation as per existing rule. The last date and time limit for receiving offline bid in the tender box, kept in the Site Office of the Assistant Engineer , PWD , Jadavpur Sub Division at Kishore Bharati Stadium , Jadavpur , Kolkata along with copies of 04.08.2020 up to 12.00 credentials, copies of valid Trade License, PAN card & valid professional Noon Tax clearance certificate and earnest money along with all Tender paper. 10) Detailed N.I.T. & special terms and conditions, Specified tender forms- 2911(ii) & other relevant tender documents (Price Schedule) will be available from the office of the U/S at free of cost. 11) No exemption of Earnest Money Deposit will be entertained. Earnest Money in the form of Bank Draft issued by any Nationalized or RBI approved Banks should be in favour of Executive Engineer P.W.D., Kolkata South Division. 12) The contractors should quote in his own writing in figure as well as in words the rate in percentage "AT PAR" ABOVE / BELOW or on the rate & amount of the priced Schedule of probable items with approximate quantities. The contractors may sign either in English, Bengali or Hindi but the rates as above should also be quoted in the same languages. In case of illiterate contractors the rate tendered for should be attested by a witness. Page 1 of 4 13) Canvassing as regards to the issue of tenders and related to such tender process in any form would reject the candidature of the participant without assigning any reason. 14) Even after submission of tender, the tender will not be taken into consideration during evaluation, if the papers submitted by any agency in support of eligibility are found to be baseless/false in the event of verification from the concerned authority. 15) In case of non-participation in the tender in any shape will be dealt severely for making an attempt towards disruption of competitive spirit of tender and non- participant may be disallowed to participate in 3 (three) nos. consecutive N.I.T of this Division. 16) A cess of 1% of the cost of construction works will be deducted from the bills of the contractors and remit the amount so collected to the "W.B. Building and other Construction Workers Welfare Board" as notification No. 1182 IR dated 20.09.2005 of the Labour Department. 17) If any contractors fails to start the work within 7 (days) from issuing date of work order / Formal tender the work order will be cancelled and relevant clauses of the condition of the contract shall deemed to have executed by the tendering authority. No litigation to this effect shall entertained by the tender inviting authority, this is incorporated to deliver time bound Public works. 18) Tender inviting Authority reserves his right to rectify /replace/substitute any rate of the priced schedule put to tender in case of any in-advertent /typographical mistake both in figure as well as in words prior to execution of formal Tender. Tender inviting Authority reserves the right to issue corrigendum towards the estimated amount and eligibility of contractors in case of any revision, three days in advance to the date of application under certain unavoidable circumstances. 19) In case of inadvertent typographical mistake found in the specific price schedule of rates, the same will be treated to be so corrected as to conform to the prevailing relevant schedule of rates and / or technically sanctioned estimate. 20) If any date fall on holidays or on day's bandh or natural calamity, the dates automatically defer to next working days. 21) The undersigned will have sole discretion to decide the eligibility of the contractors on the basis of his submitted documents and reserves the right to refuse any explanation to contractors for the in-eligibility after scrutiny. 22) Tender inviting Authority reserves his right to rectify / replace / substitute any rate of the priced schedule put to tender in case of any in-advertent / typographical mistake both in figure as well as in words prior to execution of formal Tender. 23) Successful Tenders will have to take preventive measures for controlling Air Pollution generated due to constructional activities vide memo no. 174/48L/WPB/2003 Dt. 20/01/2012. of West Bengal Pollution Control Board & 114(20) - W©/1M-14/12, Dt. 17/02/2012 of Asst. Secretary -I, Public Works Department. 24) Necessary mandatory deduction towards PAN, I.T, GST, etc. will be made as per relevant Govt. orders. 25) The success tenderer will have to execute formal agreement as within specified time period as per instruction from this end and during execution of formal agreement price of tender documents accompanied with the cost 2911(ii) will have to be paid by the successful Tenderer as per rules. 26) The sealed cover containing Tender Papers duly filled in must accompany requisite earnest money along with self attested copies of credentials, copies of valid Trade License , PAN card & valid Professional Tax clearance certificate ,without any of which the tender will be treated as informal. Necessary verification of the said documents with respect to the original shall however be made before evaluation of the bid. Any document submitted by the bidder, if found fictitious and misleading shall be referred to the appropriate authority for taking necessary action as per rule and the Bid shall be treated as cancelled. The Bid submitted by any participant who does not have adequate credentials ( at least 40 % ) of similar nature of work will not be taken into consideration for evaluation. 27) There shall be no provision of Arbitration. Hence clause 25 of WB Form No.2911 (ii) is omitted vide Notification No. 558/SPW dated. 13/12/2011 of Principal Secretary, P.W. & P.W. (Roads) Department. It's also informed to all bidders that , The clause 17 of WB Form 2911(ii) {Liability of contractor for damaged done & for imperfection} is partially modified vide Notification No. 177-CRC/2M-57/2008 dated 12/07/2012 of the secretary to the Government of West Bengal. Page 2 of 4 28) Executive Engineer, PWD, Kolkata South Division, may invite fresh Bid (Open or Sealed) if necessary, among the respective tenderers, after tenders are opened or on the 3rd working day after the date of opening tenders. 29) Payments for works may be delayed on availability of fund for which no claim would be entertained. Completion of work may not suffer for any non-payment or delay in payment. 30) Printed Schedule of Rates applicable for execution of the work : P.W.D.’s Schedule of Rates for Buildings Works, S & P Works, Current P. W. (Roads) Department Schedule of Rates for Road Works.-w.e.f. 01.11.2017 with corrigendum and addenda which will be a part of contract documents along with all terms and conditions stated therein. 31) The selected agency has to abide by all Health Protocol and guide lines issued by the Govt. of West Bengal and other Statutory Bodies regarding safety of the workers and others in view of COVID -19 context ,during execution of the work.
