For and on behalf of Haldia Development Authority, the Chief Executive Officer invites Online (e- Tender) in Two Bid System from reliable, resourceful, bona-fide and experienced firms / companies / individual contractors having requisite financial capability and sufficient technical credential on execution of similar nature of work. The details are given below: 1. Name of work : Installation and Commissioning of LED Street lighting work from Jagatpur Shibmandir to Shyamsundarpur Patna Hat via Siddhinath Mahavidyalaya up to Srikrishnapur Primary School at Mysora GP under Panskura Rural Block (Route Length-2450M approx) including operation and comprehensive maintenance for five years 2. Detail & Location : Installation of LED Street lighting system in the following location: of Work Myshora Bazar Area under Panskura Block (Approx- 2450 Mtr.). 3. Scope of Work : Supply, Installation, Testing and Commissioning of the LED Street Lighting system include: Supply and delivery of Hot Dipped Galvanized Iron Sheet Light Tubular Pole 9 Meter Long Swaged type with single swan neck to be extended up to 1M at the top part of the pole. Galvanizing Thickness of the pole is required 70 Micron Minimum and that may be tested at site by measuring instruments by the authorized representative of HDA. All Necessary arrangement for measuring the thickness shall have to be done by the successful bidder. Supply and delivery of complete LED Street light set with following specifications a) The luminaries should be suitable of single phase A.C. Power supply system. b) The output wattage should be of 90 Watt (+/-5% for each set). c) Light output (Lumen) should be minimum 9000 lm. d) The luminaries should be of IP 66 protection. e) The luminaries should be of 5 years warranty period. f) The light product should have the third party test report of LM-79, LM-80 & IP-66. Foundation and erection of Street Light Pole is to be done by successful bidder as per the description stated at BOQ item sl. no.18. During excavation of soil for the purpose of foundation of poles and the purpose of trench for cable laying, the existing road and other utilities should not be damaged. If there is any damage happened that is to make good at free of cost by the successful bidder. Supply and lying of 1.1 KV grade 4 Core X 16 Sq mm XLPE insulated and PVC sheathed aluminum armored Cable ISI marked. [As per IS 7098 (Part-I, 1988)]. Supply and fixing of Terminal connector, connection of terminals with lugs, earthing at the suitable location of the pole. Supply & fixing 50 mm dia. medium gauge GI Pipe (ISI mark) Connection of luminaries with 3C X 1.5 Sq mm PVC insulated FR copper conductor, ISI marked. Supply and installation of Feeder pillar panel of size 900 X600x300 mm & meter box of size 900 X600x300 mm made of minimum 1.6 mm G.I sheet with weather and dust proof outdoor type with top canopy, sides having lovers for ventilation, double door and weather proof. Pipe Earthing as per the description stated at BOQ item sl. no.26. Page 2 of 22 To keep contact with the Officials of WBSEDCL for connection and maintenance. The cable shall be joint if require ,with heat shrinkable type cable jointing kits with suitable masonry work at accident/damage locations immediately to restore all lights for glowing. All works that are not included in the BOQ but that are required for total execution of the job is to be done by the successful bidder even if any incidental works against accidental damage. Any extra cost can not be claimed from the authority. Operation, maintenance, defect liability period five Years from the date of commissioning of the work. Only estimated repairing/replacement cost exceeding Rs. 15,000.00 for each accident / damage, will be borne by HDA. More than two joints of cable in a single span will not be allowed. In that case the damaged cable of the entire span is to be replaced by new Cable. 4. Estimated Amount (Including G.S.T.) : Rs. 43,04,474.00 5. Operation, Comprehensive : Five Years from the date of commissioning of the work. Maintenance & Defect Liability Period. 6. Completion Period : 70 days from the date of handing over of the site. 7. Security Deposit against work : Fifteen Percent (15%) of the RA bill value excluding the G.S.T, 8. (i) The Agency should have successfully completed Electrical works in all respect of value at least Rs.17,21,789.00 only in the last Five Financial years from the date of NIT in any Government / Semi Government / Undertakings/ Statutory bodies / PSU / Local Bodies. Credential of satisfactory Completion Certificate shall have to be produced in support of the claim. Or 2. (ii) The Agency should have successfully completed 02 (two) Electrical works in all respect of value at least Rs. 12,91,342.00 only in the last Five Financial years from the date of NIT in any Government / Semi Government / Undertakings/ Statutory bodies / PSU / Local Bodies. Credential of satisfactory Completion Certificate shall have to be up loaded with Techno- commercial bid in support of the claim. Or 3. (iii) The Agency should have successfully completed electrical work in all respect of value at least 80% or above and value of completed work is at least Rs. 17,21,789.00 only. Credential Certificate of satisfactory running work to the above extent from appropriate authority i.e. not below the rank of Executive Engineer or equivalent of any Government / Semi Government / Undertakings/ Statutory bodies / PSU / Local Body, shall have to be up loaded with Techno- commercial bid in support of the claim. Page 3 of 22 4. The average annual turnover of the bidder, during the last three (3) Financial Years from Contracting business should be equal to or more than Rs.25,82,684.00. Copy of the Audited Balance Sheet (authenticated by a chartered accountant) and Profit & Loss account, shall have to be up loaded with Techno- commercial bid. 5. Essential Documents: i) Copies of original documents defining the constitution or legal status, Name and address, registration detail of Firm / Company / Agency, place of registration, and principal place of business, name of proprietor and written power of attorney of the signatory of the Bid to commit the Bidder. ii) Completion Certificate and filled in Form – I along with of similar type of project/job under any Government details / Semi Government / Undertakings / Autonomous / Statutory bodies/ Local bodies. iii) Copy of the Audited Balance Sheet of last three Financial Years (authenticated by a Chartered Accountant) and filled in Form – II for establishing average Annual Turnover in contractual business. iv) PAN Card Xerox Copy. v) Copy of Latest Income Tax return. vi) Copy of Valid Profession Tax Clearance Certificate (PTCC) or Up-to date Profession Tax payment challan, if applicable. If this is not applicable, the bidder must submit [upload] a declaration in this regard. vii) Copy of the Goods and Services Tax (GST) Registration Certificate, issued by Government of India. viii) Valid Electrical Supervisor License issued by competent authority for the relevant part. ix) Copy of Valid Electrical Contractor’s License issued by competent authority of State / Central Govt. in line with The Indian Electricity Rules, 1956. x) In case the bidder does not have any office within Haldia Planning Area, he shall submit along with the technical bid an undertaking on non-judicial stamp paper to keep a site office within planning area or an agreement with any Electrical Contractor of the Haldia Planning Area (having valid Electrical Contractor License and valid Electrical Supervisor License) for erection & 5 (five) years liability of Operation, maintenance, defect Liability of Street Lighting System.
