I was glad to read about the Vancouver Board of Education’s goal to make it safer and more enjoyable for children to get to school using active forms of transportation. As you know, this goal aligns with the provincial government’s new active transportation strategy—Move. Commute. Connect. The Province wants to make active transportation safer and more convenient for everyone, with the goal of doubling the percentage of active transportation trips by 2030. As part of our strategy, we will help fund the planning of safe and active routes to school. Ministry staff are currently working with colleagues across government and at TransLink on this initiative. We are also funding the Everyone Rides Grade 4 to 5 pilot project to provide bike skills courses in Metro Vancouver, Greater Victoria and Kelowna this spring.

The bill was immediately granted third reading. Communities that are facing the possibility of the end of their way of life are not looking to negotiate a better deal~ whether in the form of local jobs,higher royalties, or better safety standards. More and more communities are simply saying"NO". no to the pipeline, no to fracking, no to the export terminal,no to Arctic drilling, no to the coal trains, no to the oil trains.... neither here nor anywhere else. In other words... no new carbon frontiers. The Lax Kw'alaams First Nation already voted 100% against this project in May, despite an offer of $1.4 billion from Petronas. The Lelu Island Declaration was signed by First Nations leaders from across the Skeena watershed, as well as Grand Chief Stewart Philip of the Union of BC Indian Chiefs, MLAs Jennifer Rice, Doug Donaldson, and Robin Austin, and MP Nathan Cullen, to protect the proposed site – and its salmon – from LNG development. Lelu Island has been occupied by Lax Kw'alaams members since August 2015, who have been working to prevent further work on the rejected project. Madii Lii territory, which the fracked gas pipeline would pass through on the way to Lelu, has been closed to pipeline development by Luutkudziiwus people since Aug.

Isaacs introduced a similar bill in October 2018. Bill 42, Fuel Price Transparency Act, which, if passed, will allow the B.C. Bill 41, the UNDRIP bill, passed committee stage in the late afternoon and it was immediately ​ granted third reading with unanimous support, making B.C. the first province in Canada to pass legislation implementing the United Nations Declaration on the Rights of Indigenous Peoples.     July 20, 2020 Honourable Harry Bains Minister of Labour Government of British Columbia Room 342 Parliament Buildings Victoria, BC V8V 1X4 Submitted via Email: [email protected] Dear Minister Bains: Re: Bill 23, Workers Compensation Amendment Act, 2020 – Business Community Response We are writing to express significant and serious concerns with Bill 23, Workers’ Compensation Amendment Act, 2020, which you tabled in the legislature on July 14. The provincial government engaged Mr. Jeff Parr, a former Alberta Deputy Minister of Labour, to undertake focused consultations earlier this year with representatives of the Employers Forum (and other stakeholders) on possible changes to the Workers Compensation Act. These limited consultations took place before the onset of COVID-19, and Mr. Parr’s report was released publicly just after Bill 23 was tabled in the legislature on July 14. In general, we note that Bill 23 goes well beyond the scope of Mr. Parr’s consultations and, over time, will destabilize WorkSafeBC (WSBC) by adding considerable costs to the workers’ compensation system. Far from being “modest and measured”, core precepts that kept WSBC financially stable over the last two decades are now being unwound. The business community worked collaboratively with your government throughout the COVID- 19 crisis. During the emergency period and now in the fragile recovery, we urged your government to “do no harm” and set aside any measures that increase costs, add to the regulatory burden or create further uncertainty for BC employers. As you know, many firms were forced under provincial health and emergency orders to close or curtail business operations to help flatten the pandemic curve.

ECABC represents approximately 150 members across the province including open shop and union electrical contractors, line contractors, and associate members. Our membership includes small businesses and large contractors, working in every region of the province. Collectively, our members employ thousands of journeyperson electricians, electrical apprentices, project managers, estimators, office staff and more. I understand that you received a letter earlier today signed by the leaders of British Columbia’s business community, including the Council of Construction Associations, expressing a detailed summary of issues with the Act. Overall, ECABC shares the concerns they have identified. In particular, we are very concerned about the potential for Bill 23 to add substantial costs to the workers’ compensation system, which would inevitably result in increased employer premiums paid by our members. The COVID-19 pandemic has been devastating for British Columbia’s economy, businesses and workers over the last four months, and the future is filled with uncertainty. Now is not an appropriate time to be increasing costs on businesses. The legislation also includes language that would reportedly ‘fast track’ implementation of a WorkSafeBC COVID-19 presumption determination.
