As you prepare for your visit · to Wichita, I wanted to give you a bit of the flavor of the Yeltsin visit last week.

Throughout his stay in Wichita, Yeltsin displayed his impressive political/populist skills -- an earthy eloquence, a sharp wit, a sensitivity to local interests. Whether addressing a university audience, ad libbing before a large gathering on a family farm, or wading into crowds, Yeltsin won the hearts, and made an impression on the minds, of all those Kansans he met. As but two examples of his ability to think on his feet and "play" his audiences:

o When given a souvenir jacket by the manager of a meat packing plant, he handed over his own suit coat in exchange -- to symbolize the fact that Russia wasn't looking for any handouts.

o Both Wichita State and Kansas State universities announced new fellowship programs for Russians during his visit -- and, on each occasion, Yeltsin responded (apparently off the cuff) with his own announcement of Russian fellowships for American students.

More substantively, Yeltsin struck essentially the same themes in Kansas that he stressed in his address to Congress and other Washington appearances:

o Communism in Russia is not only dead, but buried. His commitment to democracy is real and irreversible. He gave no evidence that he is intensely worried about his own political survival, and said to a Wichita State University audience that he would never resign, nor could he be forced out, as President. He never even hinted at the argument that we should provide aid to help him and democracy survive.

o Russia has no interest in, and cannot afford, a menacing military posture. As in Washington, he highlighted the new strategic arms agreement and the unilateral Russian decision to start de-targeting American sites.

o Russia is extending a hand in friendship, not looking for handouts. He repeatedly remarked that our two nations now have the opportunity for unprecedented cooperation, especially in economic and commercial matters. o Russia is going ahead full speed with economic reforms (though Yeltsin gave few details). The appointment of Gaidar as Acting Prime Minister just before Yeltsin's arrival was undoubtedly intended as a strong signal to us of Yeltsin's steadfast commitment to fundamental reform.
