01 Introduction

The Greater Colombo Water and Wastewater Management Improvement Investment Program (GCWWMIIP) aims at delivering better urban water supply and sewerage services in an effective and efficient manner in Greater Colombo area. The Investment Program comprises: (i) establishing Colombo-wide NRW reduction mechanism; (ii) rehabilitating the water distribution network; (iii) strengthening institutional, operational and implementation capacity of National Water Supply and Drainage Board (NWSDB) and Colombo Municipal Council (CMC);(iv) increasing public awareness on NRW; and (v) improving wastewater management in the Greater Colombo Area beyond Colombo city. The investment program is to be implemented from 2015 to 2019.The program uses a Multi-Tranche Financing Facility (MFF) investment approach for Project 1 & 2. MFF will concentrate on improving water supply in North & East part of Colombo city under the project 1 and West & South part of the Colombo city under the project 02. The initial target for project 01 and Project 02 is to reduce the overall NRW in Colombo city from the current 49% to less than 18% by the end of 2020. 01.1 Project implementing area

02 Purpose of the Report

This Annual Safeguard Monitoring Report has been prepared for aforementioned investment programme which involves: (i) increase water supply availability and efficiency in Colombo; (ii) enhance the distribution system and reduce NRW; (iii) establish a mechanism to reduce NRW; (iv) enhance the institutional, operational and project management capacity of NWSDB.

The ADB Public Communications Policy (PCP 2011) refers the Safeguard Policy Statement (SPS 2009) with respect to information disclosure related to project safeguard documentation states that ADB shall post on its website the safeguard documents submitted by the borrower and/or client. These safeguard documents include Resettlement (RP), and the social safeguard and environmental monitoring reports. It requires that monitoring report shall be submitted periodically over the total

implementation period of the project, covering Environment, Resettlement and social safeguard issues.

The above requirements are spelled out in this Social Safeguard Monitoring Report of the Project for the year of 2017.

03 Legal Frame Work for Resettlement Plan

The Resettlement Plan for GCWWMIIP has been prepared according to the National Involuntary Resettlement Policy (2001) and ADB Safeguard Policy Statement 2009. The land owners who lose land due to the project will be compensated at replacement value or land for-land where feasible. The policy framework and entitlements for the Project are based on national laws: The Land Acquisition Act, 1950 (LAA, amended in 1979) the National Involuntary Resettlement Policy, 2001 (NIRP); and ADB’s Safeguard Policy Statement 2009.

The survey and assessment undertaken during preparation of the project indicated that the project will entail some degree of resettlement impact. Therefore GCWWMIIP is designed to minimize land acquisition and resettlement impacts. The Project will:

1. Utilize existing lands for rehabilitation of existing water supply facilities. 2. Utilize vacant Government land to the extent possible for new facilities. 3. Where Government land is unavailable due to constraints (proximity and elevation requirements) in locating facilities, land selected will minimize any dislocation.

The above aspects are addressed as relevant in this report.

04.1.1 Scope of Work

Under the title of ‘System Rehabilitation for NRW Reduction in North of the Colombo city’ is an integral part and the project 1 of the Colombo Water and Waste Water Management Improvement Programme funded by the Asian Development Bank (ADB) and the Government of Sri Lanka and it is expected to rehabilitate the pipe line network for water supply with particular emphasis on reducing the present high level of None Revenue Water (NRW) and establishing District Metered Areas (DMA) so that the National Water Supply & Drainage Board (NWSDB) is able to monitor NRW on a continuous basis and take remedial measures to minimize physical water losses. This Contract is for the water supply distribution network improvement in the group of subzones 1, 2,3,4,5,6,9,10,11 & 26 which constitute sixteen DMAs. The Name of the ten DMAs of the Colombo City North Area within the Colombo Municipal Council limits respectively are;

04.1.3 Project Goal and Scope of Work

Goal: 1) Rehabilitation of North of Colombo city water supply scheme, update GIS database and DMA design 2) Establishment of hydraulically isolated DMAs for easy monitoring and reduction of water losses 3) Carryout NRW management within each DMA and reduce NRW to below 18% Scope: 1) Approximately 104km of pipe lines to be laid 2) Transfer nearly 23,200 service connections 3) Nearly 9km is considered to be rehabilitated with trenchless technology (Descaling, re-lining and pipe bursting).

As per to the traffic condition of the area, more than 70% of pipe laying work schedule at the night time.

04.1.5 Grievance Redress Mechanism for Package I

1. Divisional Secretary office -Colombo 2. Project Management Unit -Wellawatta 3. NWSDB, Area Engineer’s Office -Mattakkuliya 4. Contractor office –Mattakkuliya Display boards with contact details are kept at sites for any affected people to make a complaint. Complaint registers are also maintained by the project.

During the year 2017, 47 complaints received to the project and reported complaints were solved at the site level. There are not any outstanding issue for the period of 2017.Recived complaints related to Water leakage, No water complaints, House connection damages, Dust controlling issue and Road reinstatement issue. These type of issues can be solved at the site level. Received details of complaints attached as annexure 05

04.1.6 Occupational & Public safety at site

To ensure the safety of the public and workers is one of the most important responsibilities of the contractor. All the safety equipment especially footwear, safety jackets, helmets, etc. should be supplied to the workers according to the job assigned to them.

04.1.7 Mitigation Measures

 Distribution of water interruption notices and loud speaker announcement for water interruption - by the contractor  Due to the damage of existing water lines, water bowser has been engaged to supply the water to affected consumers until repair works competed.  Minimize the dust generation - sprinkling water bowser have been used  Providing temporary access to pedestrian, motorists and householders  Properly cleaning the site after completion of work  Regular site visit to oversee the resettlement plan implementation

04.2.1 Pipe laying and other work

More than 70% of pipe laying work scheduled at night time to minimize the disturbance the public. Although some selected by roads and by lane pipe laying work are doing in the day time by considering the congestion of the area.

04.2.2 Grievance Redress Mechanism for Package II

Complaints are handled through the Grievance Redress Mechanism as prescribed in the Resettlement Planning Document. Grievance redress/ suggestion forms, complaints / suggestion boxes and complain register were placed at the following four locations: 1. Divisional Secretary Office –Colombo and Thimbirigasyaya 2. Project Management Unit -Wellawatta 3. NWSDB, Area Engineer’s Office -Maligawatta 4. Contractor office Display boards with contact details are kept at sites for any affected people to make a complaint. Complaint registers are also maintained by the project.

During the reporting period of 2017, Received 155 complaints and all the issues were solved at the site level with the support of the NWSDB project staff, Water board O & M staff, Electricity board and Drainage division of Colombo Municipal Council. When consider about the received complaints, more than 95% of complaints made by the NWSDB project staff regarding Water line damages, Water Leakages, Electricity cable damages, sewer line damages, road damages, dust controlling issue and road reinstatement issues. 04.2.3 House to house Awareness programme for Meter shifting at Maligawatta Housing scheme.

As per to the requirement of the project, A comprehensive House to House awareness programme was conducted for the purpose of water meter relocation in Maligawatta Flat (DMA 27 B), by the project NGO team. This programme carried out under the supervision of project manager of package 02.While doing awareness programme, project awareness leaflet also distributed to the households.

04.2.4 Awareness programme at Maning town Housing scheme

A community awareness and discussion had with the community representative in Manning Town (DMA30D) on 2017/11/19 (Sunday) at the Tower Premises of Manning Town. Necessary invitation has been distributed to all community leaders in Manning Town and discussed on going activities of the project and requested to get the support for the construction activity done by the project.

04.2.5 Public awareness on Meter Relocation through street drama

In order to make aware of the community at maligawatta housing scheme, a special street drama was performed on 17.12.2017.It was organized by the project Media Consultant (A &D Advertising (Pvt) Ltd) under the supervision of the NWSDB. During the street drama, explained the benefits of ongoing project and water meter relocation.

04.2.6 Public information notice for water interruption or Project activity

Before construction work start in any area, prior notice distribute to resident and motorist usually use the roads. As well as prior water interruption notice distribute to residents where water cut schedule to be planned. It is help full to affected people to collect water before water cut staring.

04.2.7 Action taken to minimize the impact

During the period of reporting, following action have been taken to minimize the impact by the contractor.

04.3 Construction of NRW office in Maligakanda

General Description: Construction of NRW Building (Maligakanda)

Procurement Method: NCB

Name of the contractor: Link Engineering Commencement Date: 24th April 2017 Scheduled Completion Date: 23rd October 2018.

Current Status: 5th Floor slab was concreted. Ground floor backfilling & Rubble work are in progress. Note: The land belongs to NWSDB (Water Board) and there is not any resettlement impact to public.

 Safety and warning signboards have been displayed at site.  The Contractor has fenced off safety mesh over the building.

Scope: -  Approximately 99 km of pipe lines to be laid  Transfer nearly 9,305 service connections  Nearly 19.9 km is considered to be rehabilitated with trenchless technology (de- Scaling, Re-lining, and pipe bursting)

05.1.4 Pipe laying work

Pipe laying will be commenced after completion of detail design and approved by the engineer. As a priority, some area’s pipe laying work were started due to request made by the Colombo Municipal Council.

05.1.5 House to House Survey

A total data base of consumers on DMA basis, in GPS format is an essential tool for NRW management. In order to do this, a house to house survey is being carried out collecting information. In consultation with the NWSDB, a hand out in all three languages was drafted is been distributed to the consumers in all DMAs. This handout gives an outline of the objectives and scope of the project as well as the benefits the consumers will derive from it.

05.1.6 Occupational and Public safety

The contractor is equipped with all the safety gear for workmen, equipment necessary for road safety during the night work including lighting, excavation and road reinstatement, GPS

equipment for recording locations of pipe and other utilities as well as for house to house survey.

05.1.7 Action taken to minimize the Public disturbances

1. Properly barricade the site to minimize the accident

2. Experienced workers has been deployed to control the traffic.

3. More than 70% of pipe laying work scheduled at night time. 4. Permanent reinstatement done after the completion of the pipe laying work

05.1.8 Grievance redress mechanism for Package III

Followings are the main objectives of establishing a Project Grievance Redress Mechanism.

 Ensure better safeguards mechanisms for implementation of subprojects.  Resolve social and environmental grievances in the Project areas.  Build up a relationship of trust amongst the project staff and the affected parties.  Ensure transparency in dealings amongst stakeholders including affected parties through a proper communication system.

Package III Grievance Redress Mechanism was established in 13th December 2017 with the participation of Divisional Secretary of Colombo, Head of the Gramaniladhari, Grama Niladharies, Project Manager of Package III, Chief Engineer (Planning) (PMU), PMU Social Safeguards Officer, Health ,Safety & Environmental specialist of consultant’s, Contractor’s representatives and representatives of relevant Community Based Organizations. The Social Safeguards Officer of the PMU initially briefed about the Grievance Redress Mechanism of the Project, importance of establishing GRM, Process of solving issues, Members of the GRC and explained the procedures and formats to be used including the reporting procedures.

05.2.1 Scope of work

This contract constitutes improvement of the water supply distribution network in the group of 14 DMA or subzones namely 20, 31A, 31B, 32, 33A, 33B, 34, 35A, 35B, 36A, 36B, 37A, 37B, & 38. 05.2.2 Project Goal and Scope of Work

Goal:  Rehabilitation of South of Colombo city water supply scheme, update GIS database and DMA design  Establishment of hydraulically isolated DMAs for easy monitoring and reduction of water losses  Carryout NRW management within each DMA to reduce NRW to below 18%

05.2.3 Pipe laying work

Currently engaged in pipe laying and other related works in priority area of south of the Colombo city. There are several other locations where the pipe laying work is to be started.

05.2.4 House to House Survey

In accordance with the requirement of project, House to house survey is being carried out to collect data from the households in Colombo south area covering 35000 HHs. An information sheet with a questionnaire was compiled with assistance of the NWSDB and expatriate specialist. Accordingly, along with the general information of the consumer, GPS coordinates of each connection, status of present service, physical state of each service connection and prevailing pressure at the consumer end are now being recorded. While doing the survey, a project awareness leaflet distribute to get an idea of the project and its benefits to consumers. Project awareness leaflet consisting with all three language (Sinhala, Tamil and English).

05.2.5 Mitigation measures

1. To minimize the disturbance to public, More than 70% of the pipe laying work scheduled at night time.

2. Prior information leaflet distribute to households, regarding on going activities in the area.

3. Temporary reinstatement or Permanent reinstatement work done just after the completion of the pipe laying activities.

4. Personal protective equipment was provided to all workers to minimize the accident in the site.

05.2.6 Grievance redress mechanism for Package IV

Followings are the main objectives of establishing a Project Grievance Redress Mechanism.

06. Public awareness activities done by the project Media Consultant.

The objective of the communication strategy is to: (i) promote awareness of the Investment Program and water supply and wastewater projects during implementation; (ii) secure the participation of the community in all stages of project planning and implementation; (iii) establish two-way flow of information and dialogue with directly involved stakeholders, to integrate their concerns and increase support and involvement in the projects; and (iv) secure the participation of high-quality professionals, including contractors, in project implementation. The communication strategy includes a media based awareness campaign, web disclosure, and direct communication through meetings and consultations.

06.1 Leaflet As a public awareness tool, a leaflet on Colombo Water Supply Service Improvement project was designed and handed over to the all packages to distribute to the households. Leaflet printed in all three language (Sinhala, Tamil& English). The designed leaflet is given below.

06.4 Bak Maha Ulela

Media consultant proposed to organize the bak maha ulela on the 29th April 2017. The objective of the Bak Maha Ulela is to increase awareness among the public on the CWSSIP, which is being implemented currently in the city of Colombo by the NWSDB.Bak Maha Ulela/ Sinhala and Tamil New Year festival was sponsored by the Colombo Water Supply Service Improvement Project (CWSSIP) with the collaboration of all partners of the project, was held on 29 April, 2017 at the Ratnam Grounds, Colombo 13.

The event consisted of many fun-filled folk games including Kanna Muttiya Bidima,Baniskema, Kaba adima, Hodama Hinawa, Hodama adima, Aliyata Asa Thebima, Piti Thula Kasiya Sevima, Pol Gema, Andayata Kiri Kewema, Idikatuwata Nula Demima, Sauna Amuththa Sevima, Piththra Ellima, Goni Race, Balloons Pipirima, Musical Chairs, Dehi Gediya Handa Matha Divima, Banis Kema, Vikata Adum, Sigithi Avurudu Kumara, Kumariya, Avururdu Kumariya and competitions including a 65-kilometer bicycle race which was held under the supervision of the Sri Lanka Cycling Federation. The public living in and around the North (Package I) and East (Package II) of Colombo participated in the event enthusiastically. Photos of the Bak Maha Ulela are given below.

06.5 Paper Notice Paper notices on pipe lying schedule publish on 1st week of the every month in Daily News, Lankadepa and Verrakesari. Media consultant designed a paper notice to aware the public on pipe laying schedule based on the information received from package 01, package 02, package 03 and package 04.

06.7 Awareness Program for Community Leaders An awareness program on Colombo Water Supply Service Improvement project was conducted on 24th October 2017 at Mahaweli Center, Colombo 07. Twenty nine community leaders from Colombo Municipal council area and 30 staff members including project staff members and NWS&DB officers participated. The objective of the awareness program was to make the Community Leaders aware of the CWSSIP, Introduction of Randiya Program and the component of the improvement of the water system of government owned condominium.

06.8 School Art Exhibition

The art competition was organized in order to increase public awareness of the on-going Colombo Water Supply Service Improvement Project (CWSSIP) and 50 selected schools in Colombo East (Package II) and North (Package I) participated for the competition. The exhibition and prize giving of the school art competition titled ‘The renewing water supply for the developing Colombo’ and it was held at the J. D. A. Perera Art Gallery, Colombo 07, on 31st October 2017.Arts were judged on 16th October by Senior Lecturers Dr . R.M.Dharmasena and Mr. Sarath Perera who lectures at Faculty of fine arts.

07. Conclusion and further actions

The report confirms that the water supply service improvement in Greater Colombo area under the all tranches not have adverse social impacts associated with land acquisition and resettlement .There are no any land acquisitions under this project due to all the Pipe laying work along the public road and Building construction at existing lands belongs to the NWSDB. It is expected that the project will benefit entire population of the city of Colombo after the completion of the Project.

As per ADB’s safeguard policy statement, the project authority established Grievances Redress Mechanism for all 4 packages to receive and facilitate resolution of affected persons’ concerns, complaints and grievances about the project’s Social and Environmental performance. It will be addressed affected peoples’ concerns and complaints promptly, using an understandable and transparent process that is gender responsive, culturally appropriate, and readily accessible to all the affected people.

During the period of 2017, Overall safeguards implementation is stand at satisfactory level. Always paid special attention to minimize the impact to Colombo city resident and also the motorists, pedestrian and businessmen. Further to that monitoring of safeguard activities regularly overseen by the PMU and PIU staff.
