Abstract Access to land refers to the ability to use land and other natural resources, to control the resources and to transfer the rights to the land and ta e advantage of other opportunities. Rural poor people depend on agriculture and related activities for their livelihoods, but the ma.ority have limited access to land. 0his ma es agriculture a difficult solution to poverty for people who have few assets and limited alternative ways of ma ing an income. 0here are compelling reasons for ensuring that rural poor people have secure access to land. It ma es possible greater agricultural productivity and food security, economic growth in rural areas, increased family incomes and more1sustainable land use. It also contributes to conflict prevention and helps reduce migration to urban centres. -

E-mail: [email protected] ABSTRACT Arsenic contamination of alluvial aquifers of the Bengal delta plain causes a serious threat to human health for over 75 million people. The study aimed to explore the impacts of chemical fertilizer on arsenic mobilization in the sedimentary deposition of the alluvial Bengal delta plain. It selected ten comparatively higher affected Districts and the least affected two Divisions as a referral study site. The countrywide pooled concentration of arsenic in groundwater was 109.75 μg/L (52.59, 166.91) at a 95% confidence interval, which was double the national guideline value (50 μg/L). The analysis results showed a strong positive correlation (r 0.5) of arsenic with NO3,NH4,PO4,SO4, Ca, and K, where a portion of those species originated from fertilizer leaching into groundwater. The results showed that PO4 played a significant influ- ence in arsenic mobilization, but the role of NO3,SO4, and NH4 was not clear at certain lithological conditions. It also showed that clay, peat, silt-clay, and rich microbial community with sufficiently organic carbon loaded soils could lead to an increase in arsenic mobilization. Finally, the study observed that the overall lithological conditions are the main reason for the high arsenic load in the study area. -

Reaz Mahmud Bangladesh Academy for Rural Development Kotbari, Comilla September 2018 i INNER ii Foreword Bangladesh Academy for Rural Development (BARD) is a pioneer rural development institution in Bangladesh which was established in 1959 as a training institute. However, immediately after its inception, BARD also incorporated research and action research in its mandate to complement the training activities. Traditionally BARD arranges a participatory Annual Planning Conference (APC) every year to ensure transparency, accountability, active participation of its stake holders in its mandated activities. Dr. Akhter Hameed Khan, a renowned social scientist, introduced this practice at the very inception of BARD. The APC mainly focuses on three major functions of BARD, i.e., training, research and action research. The last year’s performances of these three functions are reviewed, and at the same time, an action plan is formulated for the coming year in the APC. The planning exercise takes into account government priorities as well as current rural development needs of the country. In continuation of this old and very effective tradition of participatory planning, BARD organized its 51stAnnual Planning Conference (APC) on 4-5 August 2018. In this APC, 86 participants from different Ministries, Research Organizations, Universities, Training Institutes and NGOs actively participated in various sessions. This report contains the annual plan of 2018-19 of BARD along with the summaries of discussions of the distinguished participants and their valuable suggestions. The formulation of the three plans on training, research and action research is the outcome of cumulative efforts from within and outside BARD.
