This came on the back of a prolonged commodities slump, an emerging markets slowdown, and increased currency fluctuations. It is precisely in times of volatility that investment opportunities are created, we highlight stocks that look to have been oversold despite solid fundamentals and that we think investors should hold. Examples include Lion (4912), Shinsei (8303), Nomura Real Estate (3231), Japan Airlines (9201), Fuji Heavy (7270), DaikyoNishikawa (4246), and Murata (6981). ■ The construction sector is poised for long-term growth, owing to the repatriation of Japanese manufacturing capacity amid a weaker yen, the rising need to renovate old buildings, and a slate of large infrastructure projects including the 2020 Summer Olympics. Construction order prices could also rise given the dearth of skilled workers. These factors should lift share prices for construction, cement and steel, writes analyst Masahiro Mochizuki in a Connection Series report with materials analyst Jun Yamaguchi and Shinya Yamada. We upgraded our stances on the construction and cement sectors from Market Weight to OVERWEIGHT and maintained our OVERWEIGHT on the steel sector. We added Shimizu (1803) and Taiheiyo Cement (5233) to the Japan Focus List. ■ Hideyuki Maekawa says semiconductor capacity utilization is at the lowest levels in the post-Lehman era, as additional production cutbacks have been made in August across all applications and process nodes. -

Tech Brief NOVEMBER 2019 FHWA-HIF-18-013 FIELD CONTROL OF CONCRETE PAVING MIXTURES INTRODUCTION The variability of a concrete paving mixture can have a significant impact on the performance of the concrete pavement and impact its overall service life. Mixture variability can lead to inconsistent workability, poor consolidation, built-in roughness, and areas of weaker, less durable concrete, all of which can negatively affect pavement performance (Fick et al. 2012). Well-defined and implemented field control of concrete paving mixtures is extremely important to produce, deliver, and place a consistent concrete pavement mixture that meets design criteria and increases the chance of achieving durability goals. This Tech Brief summarizes guidance on the concrete-making process from batching through placement on grade. It draws from key reference documents on field control of concrete mixtures including: • Integrated Materials and Construction Practices for Concrete Pavement: A State-of-the-Practice Manual (Taylor et al. 2006). • Concrete Pavement Field Reference, Pre-Paving (ACPA 2008). • Concrete Pavement Field Reference, Paving (ACPA 2010). • Field Reference Manual for Quality Concrete Pavements (Fick et al. 2012). • Effective Quality Assurance for Concrete Paving Operations (Taylor 2016). • Design and Control of Concrete Mixtures (Kosmatka and Wilson 2016). ACPA (2008) provides a pre-paving checklist covering key items to consider and inspect during pre-paving operations, including some attributes of the concrete mixture and ACPA (2010) provides an additional checklist that focuses on all elements of the concrete paving operation itself. Together, these references serve as a good starting point to establish necessary controls to produce, transport, and place quality paving concrete. -

Feelings of disempowerment are prevalent, and policy-making is perceived as being dominated by an older generation of elites who are out of touch with the aspirations and needs of today’s youth. • External assumptions made about the risks of youth radicalization – above all, affiliation to groups such as Islamic State of Iraq and Syria (ISIS) – often fail to reflect the more commonly expressed desire of many young people to seek ownership and agency in shaping the future of their communities and societies as active and constructive citizens. • The centralization of political power is a key driver in youth marginalization, blocking their engagement in social and political issues of interest and concern to them. ‘Top-down’ approaches to national youth policies not only fail to engage young people but also risk increasing their disillusionment. -
