    INDIAN CHAMBER OF COMMERCE India’s North-East Diversifying Growth Opportunities www.pwc.com/in 2 ICC - PwC Report Foreword To be socially, and economically sustainable, India’s growth story needs to be inclusive. However, the country’s north east has been experiencing a comparatively slower pace of industrialisation and socio-economic growth. Though the region is blessed with abundant natural resources for industrial development and social development, they have not been utilised to their full potential. The region has certain distinct advantages. It is strategically located with access to the traditional domestic market of eastern India, along with proximity to the major states in the east and adjacent countries such as Bangladesh and Myanmar. The region is also a vantage entry point for the South-East Asian markets. The resource-rich north east with its expanses of fertile farmland and a huge talent pool could turn into one of India’s most prosperous regions. Yet, owing to its unique challenges, we believe that conventional market-based solutions may not work here, given the issues related to poor infrastructure and connectivity, unemployment and low economic development, law and order problems, etc. The government and the private sector need to collaborate and take the lead in providing solutions to these problems. More reform needs to be initiated in a range of areas, such as investment in agriculture, hydel power, infrastructure as well as in creating new avenues of growth through the development of vertically integrated food processing chains, market- linked skill development and cross-border trade. As multiple avenues for growth and development emerge, it is of paramount importance that the region, as a collective identity, embarks on a vibrant journey to realise the dreams of a better future.

    1 Revue de presse du 29 aout au 13 septembre 2019 Mumbai: Aviation regulator DGCA on Saturday suspended a first officer of SpiceJet for three months for mishearing an Air Traffic Control clearance, due to which he gave incorrect direction to the pilot-in-command (PIC), causing runway incursion at Mumbai airport, said a source. "DGCA probe found that Atul Yadav, who was first officer on Surat-Mumbai flight on July 5, told the PIC that their plane was cleared by ATC to cross runway 14. The truth is the clearance was given to the IndiGo plane that was ahead of his plane," the source told PTI. The SpiceJet plane had the call sign SEJ2763. When the regulator issued a show-cause notice to Yadav on August 19, he responded by admitting his mistake and stating the incursion happened on July 5 because another plane with a similar call sign which was ahead of their plane had received the ATC clearance to cross runway 14, the source said. The aircraft ahead of the SpiceJet plane was of IndiGo and it had a call sign IGO063, the source said. 31/08/19 PTI/Business Today New Delhi: In the last 2.5 years, IndiGo Airbus A320 Neos have on an average seen one faulty Pratt & Whitney (PW) engines powering these planes being changed every week. The Directorate General of Civil Aviation (DGCA) has in a RTI reply said 126 PW engines on IndiGo Neos have been replaced from 2016 to June 30, 2019. The almost once-a-week average of faulty engine replacement comes with 46 engines being replaced in calendar years 2017, 2018 each and 27 in the first six months of this year (remaining 7 in 2016).

    Government of India Ministry of Development of North Eastern Region 5TH SECTORAL SUMMIT OF THE NORTH EASTERN COUNCIL TO REVIEW AIR CONNECTIVITY SECTOR PROGRAMMES IN THE NER HELD AT AIZAWL, MIZORAM (18-19 MAY 2007) - ISSUES AND CONCLUSIONS INTRODUCTION The NEC at its 53rd meeting held at New Delhi on 15-16 November, 2006 had decided to take up review of major Central sector programmes being implemented in the North Eastern Region (NER). A Calendar of 16 such sectoral meetings was drawn up and is hosted on this Ministry of DoNER’s website www.mdoner.gov.in 2. So far four sector summits have been held. The 1st summit held at Pasighat on 16-17 January, 2007 reviewed the power sector programmes. The 2nd summit held at Shillong on 8-9 February, 2007 reviewed the road sector programmes. The 3d summit was held at Guwahati from 9-11 March, 2007. A comprehensive reviews of the activities of the Commodity Boards, viz., Tea, Rubber, Spices and Coffee and the APEDA was taken up on the first day. This was followed by a review of the Inland Water Transport (IWT) and the Flood Control and Irrigation Sectors. The 4th summit held at Gangtok on 27-28 April, 2007 reviewed the tourism and hospitality sector programmes. 3. The 5th Sectoral Summit was held at Aizawl on 19th May, 2007 to review the air connectivity sector programmes being implemented in the NER. The following ‘Statement on Air Connectivity’ was endorsed by the Summit: With the objective of operationalizing upto 50 airports/airstrips in the North Eastern Region by the end of the XIth Five Year Plan, and providing upto 600 flights per week within the Region, by using the appropriate type of aircraft, making the required improvements in existing airports/ airstrips in a time-bound manner, the 54th Plenary Session of the NE Council endorses a report of the Sidhu Committee and directs the Ministry of Development of North Eastern Region and other related agencies of the Govt.

A Video Conferencing (VC) was held on 19.08.2019 at 1530 Hours by HMOS, CA with the State Governments/ UTs on Civil Aviation related issues. List of Senior Officials of MoCA, BCAS, DGCA, State Governments, AAI and Air India who attended the meeting is given at Annexure - 1. At the outset, HMOS, CA welcomed all the participants present during the VC and stated that the Video Conference is being held to seek suggestions, information and challenges faced by various State Governments/ UTs on Civil Aviation related issues to enhance air connectivity to various parts of the country. The Representatives of Lakshadweep and Tripura did not attend the VC. Record of discussions during VC with the representatives of State Governments / UTs and decisions there on are as under: ANDAMAN & NICOBAR ISLAND ADMINISTRATION: 1. Greenfield Airport at Campbell Bay: The Greenfield Airport at Campbell Bay has strategic location. The representative of AAI informed that Survey Team of officers of AAI is to proceed for carrying out survey of the site. HMOS, CA directed AAI to conduct survey of site on priority. AAI Comments (Planning Directorate): Tendering action for OLS Survey is already completed; work was on hold for award due to administrative reasons. Go ahead for the work received vide letter dated 02.08.2019. Tenders validity is being extended for which consent from L-1 bidder is requested. The completion period for the work is 3 months from the date of award.
