History of District In 1948, with the formation of PEPSU Mahendergarh territory from Patiala State, Dadri territory (Now Charkhi Dadri) from Jind State and Bawal territory from Nabha State were constituted into Mahendergarh district with the headquarters at Narnaul. At that time, there were three Tehsils, namely; Narnaul, Charki Dadri, Bawal and Mahendergarh was a sub- tehsil. In 1949, Mahendergarh sub-Tehsil was converted into a Tehsil. In 1950, Bawal Tehsil was broken up and 78 villages were transferred to Gurgaon district forming Bawal as a sub- Tehsil and remaining villages were added to Narnaul and Mahendergarh. Since the merge of PEPSU with Punjab in 1956, the Mahendergarh district became one of the 19 districts of the then Punjab. The total area of the district is 194160 Hectare and total population as regards 2011 census is 922088 which has been increased round above 13.55%. The total villages fall in this district are 374 it consistsof threeSub Divisions five Tehsils and one Sub Tehsil. There are eight police stations and eight blocks in this district. This district is situated in South corner of the State. The boundary of this district touches the boundary of other district of Haryana like Bhiwani, Rewari, Jhajjar and the boundary of Rajasthan States Alwar, Sikar, Jaipur and Jhunjhunu. As the agriculture land of this district is sandy, therefore, the main crops are Bajara. Jawar, Gram. Due to sandy land the rainy water could not stay for a long time,the groundwater level of this district is very deep. So,people have to face drinking water problem. The farmers have to face a great problem to produce wheat due to lack of water. The main occupation of the district is agriculture. 1. Introduction There are two seasonal rivers in this district namely The Krishnawati and The Dohan Theses rivers enter in district Mohindergarh from Rajasthan State. Now Rajasthan State has constructed Dams on these rivers, therefore, there is less possibility of over flow of water in these rivers. In view of the past experience and the prevailing conditions of this district, there is no problem of flood in District Mohindergarh rather underground water level has gone down every year because insufficient rain in rainy season for the last many years. 3 However,arrangements are proposed to be undertaken regarding, flood protection joint Inspections of flood protection works are made every year. 1.1 Geographical setting of the District - Mahendragarh is located at 28.280N 76.150E. It has an average elevation of 262 metres (859feet). Flood risk and causes of flood in the District Mahendragarh There are two seasonal rivers of this district are namely The Krishnawati and The Dohan Theses rivers enter in district Mohindergarh from Rajasthan State. The main cause of flood is 7 overflow of water from these rivers. Now Rajasthan State has constructed Dams on these rivers. Flood control Room has been established at the premises of DRO office Mini secretariat at Narnaul. It will be looked after by steno/DC & DRO, who will be the incharge of it. Flood Control Room shall remain open 24 hours & additional duty of staff will be made available for the Flood Control Room. SDO (c) Narnaul,Mahendergarh,Kanina will establish Flood 8 Control Room at their level and they will be the chief incharge of their Sub-Division. At Sub- Division the Flood Control Room shall remain open 24 hours daily. Flood Control Room Telephonelist has been shown at sub para 5.1. The Distt. Flood Control Room is functioning w.e.f. 20-05-2019. If any information/Order is received from government same will be forwarded to the concerned Officers/ Departments.Sector officers will give information to the SDO(c) concerned up to 3:00 P.M. daily. After collection of reports on prescribed performa SDO(C) will inform and give report to Flood Control Room up to 4:00 P.M. daily. The Flood Control Room will send reports of flood to Chief Secretary Haryana Govt. Chandigarh, Additional Chief Secretary and Financial Commissioner Haryana Govt. Revenue Department & Commissioner Gurugram Division Gurugram on daily basis. Moharar, Patwari, Sadar Kanoongo Branch will send report daily of Rainfall to higher officer by wireless too. 5.1 Set up of flood control room (Detail list along with telephone no’s and In charge Name) (a) Activities of Flood Control Room – District Flood Control Room has been started in the office of District Revenue Officer, Narnaul. The Incharge and Nodal officer of the control room is District Revenue Officer, Narnaul. Phone No.01282-251209(O), 251210(R), Fax-251221, 251202. 1. The control room is functional 24X7 during the rainy season for the purpose of receiving flood warnings and other information. 2. It also receives all messages/instructions from the state control room and passes them on to the officer in charge, who, if required, directs them further to sub divisional control room and tehsil control room. 3. Sector officers will give information to the SDO (c) concerned up to 3:00PM daily. After collection of reports on prescribed performa SDO (c) will inform and give report to Flood Control Room up to 4:00PM daily. The Flood Control Room daily inform reports of flood to Chief Secretary Haryana Govt. Chandigarh, Additional Chief Secretary and Financial Commissioner Haryana Govt. Revenue Department & Commissioner Gurgaon Division Gurgaon. Moharar, Patwari, Sadar Kanoongo Branch will send report daily of Rainfall to higher officer by wireless too. 9 5.2 Pre-flood Inspection - Joint inspections of bunds have been done before monsoon and report has also been sent to the Govt.. 5.3 Flood Warning system: Village Hamidpur & also other possible flood concerned villages will be governed by Xen, Water Services Division irrigation Department, SDO (c) & Supdt. of Police Narnaul will establish wireless Radio Sets with their mutual decision, who will inform flood information to the flood control room & also Sadar P.S. Narnaul. Supdt.of Police Narnaul at time of flood will make available wireless sets to SDO (c) Narnaul,Mahendergarh,Kanina G.M.Haryana Roadways Narnaul will instruct to all the Bus drivers that if any road is damaged or having any cut information will give immediate to concerned SDO (c) & flood control room. It will be the responsibility of Supdt. of Police Narnaul to take traffic visits on state highways Xen P.W.D.(B&R) Narnaul will repair all the damaged roads before arrival of Monsoon & make Completion report for the same. The changes in water levels and quality are result of the development pattern of the ground water resources for irrigation and drinking water needs. Analyses of water level fluctuations are aimed at observing seasonal, annual and decadal variations. Therefore, the accurate monitoring of the ground water levels and its quality both in time and space are the main pre-requisites for assessment, scientific development and planning of this vital resource. Central Ground Water Board, North Western Region, Chandigarh has established Ground Water Observation Wells (GWOW) in Haryana State for monitoring the water levels. As on 31.03.2015, there were 964 Ground Water Observation Wells which included 481 dug wells and 488 piezometers for monitoring phreatic and deeper aquifers. In order to strengthen the ground water monitoring mechanism for better insight into ground water development scenario, additional ground water observation wells were established and integrated with ground water monitoring database.
