The area is believed to lie west of the limit of Precambrian crust, and it completely lacks exposures of Paleozoic or Mesozoic rocks. This volcanic province is separated from areas of outcropping Paleozoic and Mesozoic rocks to the east by the Black Rock Structural Boundary (Rytuba, 1989) . Only limited metallic mineral resources have been discovered to date in the area, and many of the 7.5-minute topographic quadrangle maps are remarkable for their lack of prospect or mine-working symbols. -

Ninth Street Reno, NV 89512 Dear Commissioners: On behalf of The Wilderness Society and our more than one million members and supporters, we write to offer our comments on the proposed Truckee Meadows Public Lands Management Act. We appreciate your efforts to develop this legislation. CONSERVATION AREAS AND WILDERNESS The Truckee Meadows Public Lands Management Act presents an opportunity to preserve public lands with exceptionally high wildland conservation value. CONSERVATION AREAS The Wilderness Society conducted a comprehensive scientific analysis of the wildland conservation value of public lands in Washoe County. Our analysis found that public lands in the county contain exceptionally high wildland conservation value, including several areas that are within the top five percent of wildlands conservation value nationally. A copy of the proposal is attached. Based on that analysis, we recommend the establishment of three new national conservation areas, and the expansion of the existing Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area. Our proposals, which are attached, include: • North Hays Range National Conservation Area - 237,000 acres • Boulder Mountain National Conservation Area - 525,400 acres • Smoke Creek National Conservation Area - 121,300 acres • Black Rock Desert-High Rock Canyon Emigrant Trails NCA addition - 229,900 acres Recommendation: In order to preserve the exceptional conservation values of certain public lands in the county, include the above national conservation areas in the Truckee Meadows Public Lands Management Act. WILDERNESS In September 2018, The Wilderness Society requested that Washoe County consider protections for over 1.4 million acres of eligible wilderness within the county. -

Marshes occur on soils that remain moist through a portion of the year; some hold water year- round, and some marshes are wet seasonally. Marshes are important to thousands of migrating birds and about 56 breeding bird species. Key priority species include Canvasback, Redhead, and White-faced Ibis. The greatest habitat threat is disturbances to the water regime and impaired water quality. The most important managed marshes will be affected by climate change as it impacts the ability of watermasters to deliver water in timely fashion and quantity to all enfranchised users. The length and extent of soil saturation or inundation influences the type of vegetation a site will express; those marshes which hold surface water on a year-round or extended seasonal basis will support different plant communities and biotic species assemblages than those dominated by only moist soils or ephemeral surface moisture. A single site often carries the seed and root stocks to exhibit all the possible plant communities. -

Fowler Department of Earth and Planetary Sciences University of California, Davis One Shields Ave. Davis, CA 95616 [email protected]; [email protected] Keywords: Surprise Valley, Geochemistry, Fluid Modeling ABSTRACT Despite the prevalence of hot springs and the drilling of several test wells, the Surprise Valley geothermal system remains relatively undeveloped. One reason for this is that the source and flow-path of geothermal waters within the subsurface remains enigmatic. Our study aims to determine this through a comprehensive investigation of the geochemistry of the Surprise Valley fluids. Our approach divides the valley into five regions that we believe to be operationally distinctive in their channeling and mixing of waters. We compiled and analyzed relationships between all of the available major element and isotopic geochemical data on thermal waters from within these regions. Chemical data were modeled Geochemists Workbench®. Initial results support the theory that discrete recharge sources and mechanisms are operating throughout the valley. Our geochemical modeling suggests that the hottest waters within the system originate at around 170° C, and may be diluted by cold waters from multiple sources. We believe this study may be useful in the context of emergent geophysical work that is investigating structures controlling fluid flow within the valley. WAP Conservation Landscape and Focal Areas
APPENDIX G The WAP Conservation Landscape and Focal Areas Focal areas were identified as discrete landscape units using the natural basin and range geography of the Nevada landscape. These units were prioritized using biodiversity and species richness measures based upon NDOW and NNHP observations and element occurrences for species of conservation priority. Focal areas were initially determined be those basin and range units that captured as least one documented occurrence of at least 90% of the species of conservation priority. Basin and range units were then added manually such that at least one occurrence of the remaining 10% of the species of conservation priority (e.g. localized, endemic populations) were represented. Landscape units were also added to include Audubon Important Bird Areas (2012), NNHP Scorecard sites (2006), significant spring landscapes (NNHP 2011), greater sage-grouse preliminary priority habitat (NDOW 2012), crucial mule deer habitat (NDOW 2009), and crucial bighorn sheep habitat (NDOW 2010) that were not already represented by the basin and range units with high biodiversity. The resulting focal areas map (Figure 1) provides information about the location of biologically diverse areas in Nevada, highlights landscapes containing endemic species, and recognizes important areas identified in prior conservation planning efforts. The map does not provide a prioritization of individual landscapes but is intended as an informational resource for strategy development and implementation. Each key habitat strategy in the Nevada WAP includes a list of associated focal areas based upon the landscape assessment described above. The focal area analysis captured 75% of the habitat type, and then all sites that had greater than 1% of that habitat type present in the focal area were added.
