Youth Awareness Program

Backdrop

Over the past 62 years, Pakistan has experienced few periods of extended democratic rule. Military in Pakistan has developed vested interest in power sharing and ruling the country. Military governments in Pakistan have routinely nurtured and manipulated the extreme religious right as a tool to stifle the development of democratic and secular institutions in Pakistan.

The state has also failed to provide basic educational opportunities for its citizens, leaving a vacuum that is increasingly filled by extremist religious parties and institutions, including madrassas, or Islamic schools. While r e l i g i o u s extremists are still a small minority, their increasing social and political influence threatens civil society organizations working to develop a more democratic Pakistan.

Pakistan, the nerve center of religious extremism around the world, is ominously a child majority country, too. 60 % of its population happens to be below 18 years of age. Pakistan’s education system was never ideal. In Pakistan today, the vast majority of information sources, including state-sponsored educational curricula and media, support the cultivation of social and cultural conservatism. Public support for isolationist and intolerant causes in Pakistan is growing.

Rampant unemployment, illiteracy and social injustice have driven hordes of young men towards assorted forms of fundamentalism. Religious institutions including seminaries, mosques and not-so-secret offices of armed outfits have registered mushroom growth. Weak political, academic and social ambience renders the young people into an easy target for the fundamentalist forces.

On the other hand, the moderates, liberals and enlightened segments have failed into developing the mechanisms to combat the hazards of this situation. It is still possible to stem the rot at this point in time. But another 10 years down the lane, it would be nigh impossible to have any realistic scope of organizing some resistance against an all-encompassing onslaught of myopic, isolated and violent legions.

Democratic Commission for Human Development since its inception is engaged in creating human rights awareness in the rural communities of Pakistan. Keeping in mind the deteriorating public education system that has so far failed to promote the democratic values, DCHD started Youth Human Rights Awareness Program in July 2007 with the support of National endowment for with the following objectives: Objectives:

To facilitate mid-level human rights activists in carrying out human rights awareness at Secondary School Children level through capacity building measures.

To promote basic human rights consciousness among the Higher Secondary School children through trained human rights activists

To develop alternative reading material for human rights, democratic framework and pluralism.

To promote a culture of contrasting view point through declamation contests and essays competitions among the youth.

This program was about creating awareness among the youth through . DCHD sought Idara Taleem-o-Agahi (ITA) cooperation for the implementation of the program. ITA has a vast experience in education sector reform and working with governments for school improvements and management. A group of 20 activists (10 from ITA and 10 from DCHD) was selected in Punjab to carry out program activities at implementation level. An initial Training of Trainers was conducted with the activists. The activists then assigned the task of identifying the schools and taking an initial perception test of the children for final selection. 10 districts were identified where DCHD and ITA already have their network so that access to schools should not be a big problem.

Province Districts Punjab M.Garh, Rahim Yar Khan, Toba Tek Singh, Jhang, Nankan, Sheikhpura, Wazirabad, Lahore, Rawalpindi, Attock

10 schools were identified in each district and 50 students from each school. A total of 5000 Children were provided orientation on different human rights themes and alternative reading material. (List of selected team members along with the school is attached as annexure 1)

Children developed their declamation contests first at district level, then at provincial level. The first three positions were awarded every time and send to the next phase.

Assessment of the Project

To facilitate mid-level human rights activists in carrying out human rights awareness at Secondary School Children level through capacity building measures.

To achieve this objective a group of 20 activists (18 activists and 2 program personnel) was selected amongst the senior activists of DCHD and ITA to serve as a core team for program implementation. One third of the core team was female activists. An orientation meeting was convened to discuss the program contours with the core team before selecting the schools and initiating the capacity building process. The main purpose of the meeting was to give coordinators an overview of the program activities and to apprise them of their responsibilities as coordinators. The main responsibilities include identification of school, conduct perception survey, dialogues with students and assistance in conducting declamation contests. During the course of the meeting questionnaire for the purpose of the survey was also discussed and finalized.

Capacity Building of activists

During the Orientation meeting with the activists it was also decided that instead of conducting one five day training of trainers the capacity building process is divided into bimonthly two days workshops it will help local coordinators to better internalize the learning step by step instead of digesting at once.

What are Human Rights: -

The first capacity building workshop was of three days as it was introductory workshop going to be covered more broader themes. The workshop entitled “What are Human Rights” was held at Amir Hotel, Lahore on November 23-25, 2007. The workshop was attended by 18 participants and two DCHD team members from 10 districts of Punjab Province The main objective of the workshop was to provide coordinators thorough understanding of the various issues involved in the concepts of human rights and also to equip participants with practical skills required for the conduct of a successful dialogue.

The agenda of workshop covered following themes what are human rights? The definition of human rights, the struggle and historical background of human rights, principles and objectives of human rights. Basic rights of citizen under the constitution of Pakistan, the universal declaration of human rights, the training skills of human rights worker and the planning of conducting dialogues with children in their schools.

Children Rights: -

A Two day training workshop entitled “Children Rights” was held at Amir Hotel, Lahore on Jan, 12-13, 2008. The workshop was attended by 20 participants from 10 districts of Punjab province. The resource person was Tanveer Jahan. The main objective of the workshop was to provide coordinators thorough understanding of the various issues involved in the concepts of children rights and also to equip participants with practical skills required for the conduct of successful dialogues. The agenda of the workshop covered following themes: the definition of child, the needs and wants of the child, the convention on the rights of the child, the state of children rights in Pakistan, effects of violence on children, the future of a violent society, basic features of child labor and the preparation of dialogues with school children.

Civil and Political Rights:

Another Two day training workshop entitled “Civil and political rights” was held at Amir Hotel, Lahore on Feb, 9-10, 2008. The workshop was attended by 18 participants from 10 districts of Punjab province. Resource persons were Wajahat Masood, Tanveer Jahan and Arshid Mehmood . This workshop took place before the election, and the election was on 18th February .The objective of the workshop was to provide coordinators comprehensive knowledge on civil and political rights so that they can provide orientation to children about the dynamics of democratic processes.

The agenda of the workshop covered following themes: definition of state and society and the relationship between individual, state and society, elements of democratic state, legal rights of citizens, what is constitution? What is law? Judicial system in Pakistan, political rights of citizens, what is democracy?

Women Rights

Another Two day training workshop entitled “Women rights” was held at Amir Hotel, Lahore on March, 9-10, 2008.The workshop was attended by 18 participants and from 10 districts of Punjab province. Resource persons were Tanveer Jahan and Arshid Mehmood. The agenda of workshop covered following themes the review of last month activities, stereotypes about women, what is gender discrimination? Historical background of gender discrimination, Types of gender discrimination in our society, women rights, and Different kinds of , affects of violence on women. In this workshop we also discussed topics for essay writing and declamation contest at school and district level. The topics for essay writing were this: - How can we eliminate child labor from Pakistan second how can we make Pakistan a non violent society? And third how can we promote tolerance in Pakistan?

Religious Freedom and

The program participants attended this workshop organized by DCHD in another project named as Secular and Democratic Education Program. Since the timing of the workshop coincide fortunately and it was more comprehensive so the program participants attended the same on this topic.

Participants’ Feedback

Participants consider human rights a very important element for the peaceful and democratic country and they also think that awareness of human rights among youth is necessary for their knowledge and practical lives. All sessions were informative to them. For them it was a great opportunity to learn and to participate in group work and discussions which held end of every opportunity. They also mentioned that the program was not only the source of information but also it provided training skills to them. The power point and flip chart presentations were helpful in conducting dialogues with children. Overall the workshop made a positive contribution in increasing their knowledge.

Objective 2

The dialogues were carried out every month . The students showed deep curiosity and concern about human rights violations in the country. Their concern could be gauged from the various questions they raised during the course of the dialogues. Their questions mostly revolved around the current state of human rights, war on terror, poor education system, future of democracy in Pakistan and the lack of civic facilities in the country. Regarding status of children in Pakistan they raised nmany questions like if rights are equal for everyone why they are not able to get them? Why their needs are not fulfilled so that they can also develop themselves like developed countries? The students also identified the causes of poverty like lack of resources, lack of education, injustice, big family, Inflation, over population, unemployment, illiteracy and several other reasons. They have some reservations about government like it is only interested in resolving its own issues; they are indifferent to common people’s issues like health, education, poverty and especially they don’t care about the children they have no policies for the welfare of children especially who are vulnerable. It is only government’s responsibility to provide equal opportunities to young students whose parents are poor and cannot bear the expenditure of their child’s education Students raised their concerns about CRC that if Pakistan signed on it why government couldn’t get the control over issues like child labor, violence against children. Girl students also have some issues like in Pakistan if they want to study or to do a job their parents don’t give them permission because there is no security and other than this issue there is a gender discrimination here boys are encouraged and free to do whatever they want to do but girls are bound. Why government doesn’t do any thing to solve these issues?

Students also have concerns about violence; they think violence creates bad impressions on children like it damages the mental ability, it lessens the interest in education, and it creates hatred for the elders etc. They think that simply beating someone brutally can not solve the problems. Only love, kindness and affection can bring change in the personalities. They seriously condemned the violence in the shape of sexual harassment, child labor and addiction. They were told that all kinds of violence exist in world but in developed countries the ratio of these crimes are lesser than underdeveloped countries. We explained to the students those who commit crimes they are not the well wishers of humanity. In general students were overwhelmed to receive the education on children rights but desperately wanted to include all human rights education in their courses, they also forced our district coordinators to give this education to their parents and teachers as well.

Students raised serious concerns on various issues like if we are living in developed society why government couldn’t control the women trafficking? They were replied that we are not living in a developed society as our society is still following old traditions and these traditions are creating a lot of hurdles in our way to development, so we will have to bring change not in our thoughts but in our actions as well .Why women can’t get divorce? How can women be sexually harassed? They asked about old traditions like what is karokari (honor killing)? Students also gave some comments and suggestions like women should be considered equal to men and they should be given economically, socially and politically equal status in society.

They have concerns about Pakistan’s political situation that why everything is so difficult in Pakistan? There is nothing like “Rights” in country only rich people are considered respectable because they have power of money but poor people are humiliated here because they have no power why? The concluding remarks were Pakistan is a state where all kind of problem exists and solution of problem is hard work, devotion, and honesty only these way goals can be achieved and future of Pakistan would be bright.

Project Team Comments

To promote basic human rights consciousness among the Higher Secondary School children through trained human rights activists was the cardinal activity of the program. The program was well received by the children. They were enthusiastic about the program content and methodology. They were eager to take part in all program activities. The program also created frustration among the students who were not get selected or could not become the part of the program activity. However the duration of program implementation team interaction with student was very brief that is why in-depth analysis of issues was not possible. We can say that program was succesful in generating the interest among the student but for more in-depth understanding of issues more time and input is required.

Objective Three

To develop alternative reading material for human rights, democratic framework and pluralism.

The alternate reading material was developed in the form of flipcharts guidebooks, stories, brief essays and easy version of international instruments for creating awareness among the children Also for the facilitator’s background material was provided to develop their understanding and knowledge base on the subjects under discussion. Flipcharts and guide books were their main tools. Apart from that following material was provided to improve their understanding on envisaged themes:

Objective 4

To promote a culture of contrasting view point through declamation contests and essays competitions among the youth.

Two different ways were introduced to generate the interests of children to express their views on the themes they have discussed in different awareness creating workshops. One was declamation contests and the other one was essay writings. At the end of the awareness raising program entries were sought for both the competitions. First the competition were hold at school level the first three position holders were sent to districts level, district level position holders were sent to provincial contest.

School Level Contests:-

We gave them three topics for the declamation and essay writing contest 1. How can we eliminate child labor from Pakistan? 2. How can we make non violent society? 3. How can we promote tolerance in Pakistan?

It was an open forum for students; they can participate in contest of their choice either declamation or essay writing. These contests were opportunity for the students because they belong to rural area and in these areas they rarely get the chance to participate in any competition. District coordinators were the judge for school level contests they selected students from both contest. There was a prize for position holders; we decided to give them books which would be helpful for their next contests and in their future as well. Here are the books names: 1. Insan bada kaisay bana by Mikhail Alien/ Alena sigan and translated by Habib-ur-Rehman 2. Kaisay by Tahir Mansoor Farooqi 3. Rawadari (DCHD publication) 4. Albert Einstein (DCHD publication)

District Level Contests:

In district level contest topics remain the same and selected student from school level contest participated .This time DCHD team played the role of judge almost in every district, 20 to 25 students participated from every district in declamation contests but one district (Muzzafargarh) couldn’t qualify the contest and 243 essays received from seven districts in essay writing contest but due to bad postal service we couldn’t receive essays from three districts. DCHD gave prize money to position holders three thousand for first, two thousand for second and one thousand for third. 18 students were selected in essay writing contest and 27 students were selected declamation contest for the provincial level contests. The names of the position holders in both contests are attached In (Annexture3).

Provincial Level Contest:-

Provincial level contest took place at Durab Patel Auditorium HRCP, Lahore on 28th June 2008. Both Contests took place in one day and at same time and same place. It was a gathering of 150-160 people students, teachers, parents, all NGOs people, newspaper reporters, news channel reporters and educationists were included. Saeeda Deep, Hussain Naqi, and Wajahat Masood were the judge of declamation contests. Aslam Malik and Tanvir Afzaal were the judges of essay writing competition. The topics for the debate and essay writing contest were the same. The names of the position holders in both contests are attached in (Annexure 4. In concluding ceremony of the program Baela Raza Jamil (Chairperson of DCHD) and Peter Jacob (Secretary of NCJP) were the chief guests. We distributed shields and certificate among winners, certificates of participation among runners up and shields of participation to all schools, we also gave bouquets to two coordinators for their good performance throughout the year. The samples of certificate are attached in (Annexure 5) .There was extensive media coverage of this programme all news clipping are attached in (Annexure 6)

Assessment and Evaluation by Judges

In the first place it was a pleasant surprise to see hundred of students along with their teachers participating in a declamation and essay contests where they were invited to speak on issues like tolerance, peace and child labour. For more than three decades now the academic discourse in Pakistan at all levels from school to institution of higher education is tainted with a narrow nationalism, indoctrination, intolerance and an unpleasant insensitivity towards injustice and inequality. It was further gratifying to see that the participants hailed from all parts of the province, a region comprising 90 million people. The presence of teachers is always good sign of an institutional sanction for the impressionable minds of the students. One further plus was the presence of both girls and boys in the contests. The contests were held at the national office of the Human Rights Commission of Pakistan, a beacon house of struggle for human rights, peace and democracy. The argument adduced were a mixture of innovative approach and somewhat discordant clichés. It was not unexpected. The students as well as their teachers were stepping into untapped terrain. They were deviating from ‘accepted’ collective narrative. The students were undertaking the dual task of learning as well as delearning. One assumes this was the primary objective of the exercise to introduce strands of alternative thinking in a largely homogeneous society plagued with intolerance, jingoism and discrimination.

Project Outcome:

20 Activists will get training in facilitation skills, working with youth and human rights framework

The capacity of 20 activists was build in facilitation skills, communicating difficult concepts of human rights in simple manner to children.

100 schools will get benefit from this project (40 districts 10 schools in each district)

105 schools got benefit from this project 5000 children will get direct exposure to human rights discourse

More than 5000 children got benefit from

4 booklets on various human rights themes

Eight publications were printed and widely distributed

Future Strategies

Democratic Commission for Human Development is of the opinion that youth is a very important organ of society. We will be continuing working with them for next three to five years. To make our intervention more systematic and comprehensive we will be working through teachers as they are the more sustainable source of children education. So in the next program we will be developing 24weeks curriculum for teachers to provide orientation of human rights concepts to children so in the next program main focus will be building the capacity of teachers.
