Team Underwood Friends of the Campaign MEET LAUREN Lauren Underwood grew up in Naperville, Illinois where she earned her first Girl Scout badge and attended Neuqua Valley High School. She is committed to working across the aisle to bring strong, high-paying jobs to northern Illinois and will champion values of family, security, honesty, and accountability as she serves the people of the 14th district. ABOUT THE 14TH DISTRICT The 14th Congressional District of Illinois is located in the northern part of the state, wrapping around many of the suburban Chicago communities.The district includes parts of seven counties, including DeKalb, DuPage, Kane, Kendall, Lake, McHenry, and Will.Major cities include Aurora, Batavia, DeKalb, Geneva, Gurnee, Naperville, McHenry, Oswego, Plainfield, St. Charles, and Woodstock. The population of the district is 728,436.The district is 54% rural and 45% suburban.The demographic and socioeconomic composition of the district is relatively affluent, with 40% of residents with a bachelor’s degree or higher and an average household income of $105,650. Republican Randy Hultgren has represented this district since 2011. Despite leaning Republican for many years, the IL-14 is now listed as an R+5 seat, according to the Cook Political Report, and is a DCCC target race this cycle. Changing electoral trends present an exciting opportunity to flip the IL-14 to a Democratic seat. The 14th district was last held by a Democrat in 2010. The district is home to a variety of employers in fields such as healthcare, retail, and manufacturing. Notable employers include international grocery retailer Aldi, Caterpillar Inc., Centegra Health System, Northern Illinois University, and Six Flags Great America amusement park. The Fermilab national particle physics laboratory, a U.S. Department of Energy facility, is also located within the 14th congressional district.     People with Pre-Existing Conditions in Illinois, by Congressional District Prior to the Affordable Care Act (ACA), insurers could discriminate against consumers based on their current health conditions and medical history. Consumers with common ailments, including asthma and high blood pressure, were charged higher rates. People with histories of serious conditions, such as cancer or heart attacks, were regularly denied coverage altogether. The ACA changed all of that. Now, Republicans in Congress & the Trump Administration are discussing a provision that is effectively a “sick tax” on premiums: People with health conditions (5.5 million in Illinois) could be charged more based on their medical history, paying above-standard rates for coverage. Even if the new plan preserved the ACA’s rules on guaranteed issue—meaning that issuers cannot deny coverage—consumers with pre-existing conditions could still be priced out of the market. Medical history should not be a barrier to affordable coverage.
