Directed and adapted ONE FLEW OVER THE CUCKOO’ S NEST and a rap/drama based on the film, SLAM. In cooperation with the New York State Department of Corrections, conducted a quasi-experimental study on the impact of this production on the social and institutional behavior of the prisoners. Performance coach for FROM SING SING TO BROADWAY, Benefit Performance at Playwrights Horizon, starring Charles Dutton featuring Alumni of RTA. For this all-male maximum-security prison, as directing coach, helped to launch RTA first full length production, REALITY IN MOTION, an original play for and by the inmate population. Co-directed two original dramas entitled THE SACRIFICE and VOICES FROM WITHIN. Curriculum Committee for CUNY/ RTA - Arts in Community Facilitator Certificate Program Developed two courses: How the Arts Are Used to Educate and Theatre for Dialogue. 2006-2008. PROGRAM DIRECTOR Bayview Correctional Facility, Theatre Arts Connection. Developed and ran a theatre workshop, directing and producing the play METAMORPHOSES an initiative that brought together faculty and forensic psychology students from John Jay College for Criminal Justice with women from this medium-security facility in Manhattan. Directed and produced FOR COLORED GIRLS WHO HAVE CONSIDERED SUICIDE WHEN THE RAINBOW IS ENUF TRAINER/ FACILITATOR, Transitional Training Program, Otisville Correctional Facility. 2 Trained facilitators for this all male facility in the use of sociodrama to supplement material from existing pre- release program. Topics include abusive relationships, gender, spousal communication and conflict management. PUBLIC EDUCATION REPRESENTATIVE/ EVENT COORDINATOR, College-Bound Program, Bedford Hills Correctional Facility For this maximum-security prison for women, served on task force organized to facilitate return of college program to prison population. Made presentations, worked on event management-- co-chaired NET OF SOULS Concert--featuring Glenn Close and Pete Seeger, as first major fundraising and community consciousness-raising event. Raised seed money for the event, developed promotion, selected venue, designed pre-concert exhibition and organized over fifty volunteers.     The Sing Sing Revolt The Incarceration Crisis and Criminal Justice Liberalism in the 1980s Lee Bernstein As 1983 began, New York’s prisons reached a chokepoint: in the past decade the inmate population went from 12,444 to 27,943. Mario Cuomo, who would become the nation’s most prominent liberal politician after delivering the keynote address at the 1984 Democratic National Convention, prepared to take the oath of office to become the state’s fifty-second governor.1 Corrections officials scrambled to find beds for four hundred new people each week in crumbling facilities and repurposed public buildings. This overcrowding occurred, to different degrees, throughout the system—city and county jails, juvenile facilities, and in state-run facilities variously classified minimum, medium, and maximum security. Multi- ple factors converged to create this overcrowding, including the war on drugs, the victims’ rights movement, and new “truth in sentencing” laws.2 In addition, declining tax revenues and the economic struggles of the state’s voters limited the state’s ability to fund new prison construction and to accommodate the educational, therapeutic, and social needs of its bur- geoning prison population. Access to basic needs like warm clothing, blankets, and mail became constrained. The Department of Correctional Services (DOCS) was character- ized by laughably inadequate grievance procedures, insufficiently staffed facilities, anemic responses to ongoing labor-management disputes, rifts between uniformed and civilian employees, and failure to address racist and sexist barriers to fair treatment for employees and the incarcerated population. Recent memory generated a foreboding sense of where all this would lead.

Smith All Rights Reserved ABSTRACT “Protect Society and Salvage Men”: Prison Schools and the New Vision for Rehabilitation in New York State in the Progressive Era, 1905-1920 Antonia M. Smith The establishment of schools in prisons was a remarkable innovation in the prison reform movement of the Progressive Era in New York State, and represented a high point of success in the new vision of prisoner rehabilitation. While prison schools provided some support in filling the occupational void in prisoner time after the abolition of the contract labor system in prisons, and some form of social control by incentivizing good behavior, the prison school idea was also a humanitarian endeavor. Schooling was provided without immediate economic benefit to the State through product or labor; it was provided merely for the good of incarcerated men. In this dissertation, I argue that the prison schools, the hiring of professional educators, and the classification of inmates were reforms that, when taken together, formed tangible steps towards organizational, systemic, and policy shifts in prisons that brought to life the goals and aspirations of the prison reformers of the 1870 Congress of the National Prison Association, who envisioned the prison as “one great school” where all aspects of prison life would be subservient to instruction.

My focus on the recent weight lifting ban in the United States is designed to appraise how criminological knowledge of the muscular criminal male body has influenced penal policy over time. Through a selection of specific historical episodes in prison physical culture from the late 18th century to current correctional practice I evaluate the complicated interplay between penology, criminology, somatotyping, politics, prison physical culture and the enactment of the legal ban on prison weight lifting in 1994. Working from a critical socio-historical perspective this study intends to add to the limited knowledge of prison physical culture, research on physical activity in correctional facilities and attitudes toward the corporeal experience of those confined to prison.     DEPARTMENT OF CORRECTIONAL SERVICES MISSION The Department of Correctional Services (DOCS) is responsible for the secure confinement of convicted felons and the preparation of these individuals for successful reintegration into the community upon release. ORGANIZATION AND STAFFING The Department, headed by a Commissioner, has more than 32,000 employees to operate 71 facilities. Each correctional facility is headed by a Superintendent and executive staff to oversee the daily operation of the nation's third largest state prison system. FISCAL BACKGROUND AND BUDGET HIGHLIGHTS The budget recommendations for the Department of Corrections reflect the declining prison population and agency operating efficiencies. The projected reduced demand for prison space represents a significant change in historical trends. For the past two decades New York has been faced with a growing need for prison capacity. Current population estimates project a decline for the coming fiscal year. This reversal of the historical trend is the result of several factors, including a decline in the statewide number of felony arrests, and the success of initiatives (such as Shock Incarceration, the Willard Drug Treatment Campus and the Merit Time Program) designed to reduce the number of non-violent offenders in prison. It is important to note that this reduction in demand for prison space will occur despite the fact that violent criminals are serving longer prison terms as a result of sentencing reforms enacted since 1995. Over the past six years, penalties for violent crime have increased significantly in New York State. Jenna's Law, enacted in August 1998, together with Truth-in-Sentencing legislation enacted in 1995, ensure that violent offenders will serve 85 percent of their sentence in prison.

INTRODUCTION HE academic legal community has failed to appropriately recog- nize the images of law depicted by Hollywood as a legitimate and important subject for scholarly review.' Movies have the capacity to "open up" the discussion of contemporary legal issues that conven- tional legal sources ignore. 2 Although different from the normative legal theory of study, movies provide a rich portrait of popular jurisprudence of legal values.3 A fundamental paradox of many notable films is their inability to simultaneously achieve both scholastic acceptance and artistic achievement, at least equal to other media. 4 Movies are very powerful and can, through the use of provocative images, explore controversial themes and evoke passions that can affect even the most tightly closed minds. 5 The exclusion of films' celebrated images from academic study has its cost.
