Community Perceptions of Scuba Dive Tourism Development in Bien Unido, Bohol Island, Philippines. Luritta E. Whiting A thesis submitted in partial fulfillment of the requirements for the degree of: Master of Marine Affairs University of Washington 2012 Committee: Patrick Christie Alan White David Fluharty Program Authorized to Offer Degree: School of Marine and Environmental Affairs Community Perceptions of Scuba Dive Tourism Development in Bien Unido, Bohol Island, Philippines. Luritta Whiting Chair of Supervisory Committee: Dr. Patrick J. Christie School of Marine and Environmental Affairs Jackson School of International Studies Abstract The Coastal Conservation and Education Foundation (CCE Foundation), a Philippine environmental organization, in collaboration with Region 7 municipality leaders from Cebu, Leyte, and Bohol, as well as various financial donors, is striving to improve the marine resource management of the Outer Danajon Bank in the Philippines. One of the goals is to develop scuba dive tourism along the Outer Bank, beginning with the municipality of Bien Unido on Bohol Island. Despite previous efforts to attract investors and tourists by the Bien Unido mayor, dive tourism is currently absent from the municipality. During the summer of 2011, the mayor, the CCE Foundation, and a private real estate developer, JCAD Inc., developed an agreement to invest in infrastructure and livelihood training in Bien Unido for the purpose of developing a scuba dive tourism industry. This study is analyzes current community viewpoints on the development of dive tourism in Bien Unido and in four selected dive tourist cites. The study consists of thirty-three qualitative interviews conducted in Bien Unido and four other dive tourist sites as well as 1,117 quantitative surveys conducted with community members throughout the central portion of the Philippines (Region 7).

  • Community Perceptions of Tourism Development in Bien Unido, Bohol Island, Philippines
COMMUNITY PERCEPTIONS OF TOURISM DEVELOPMENT IN BIEN UNIDO, BOHOL ISLAND, PHILIPPINES Luritta Whiting* and Christie Patrick University of Washington School of Marine and Environmental Affairs 3707 Brooklyn Avenue Seattle, WA 98105 [email protected] The Coastal Conservation and Education Foundation (CCE) is working in collaboration with Region 7 municipalities (Cebu, Leyte, Bohol) and various financial donors to improve resource management of the Outer Danajon Bank in the Philippines. One objective of the project is to develop dive tourism in the Outer Bank, with a focus on promoting the municipality of Bien Unido, Bohol. Dive tourism is currently absent from the municipality, despite the mayor’s efforts to attract investors and tourists alike. Collaboration between the mayor, CCE, and a private real estate developer established new plans to improve the infrastructure and livelihood of community members in Bien Unido by investing in dive tourism. The local community members have not been consulted regarding these developments. This study describes acceptable levels of social, environmental, and economic change according to those perceptions. A survey in the local language was administered to seven hundred participants, revealing generally positive insights into the theoretical development of tourism throughout all of Region 7. With dominating economic benefits, most respondents did not perceive social or environmental impacts as threats that outweigh the benefits of development. The study included semi-structured interviews with Bien Unido community members to define tourism, explore the local views from increases in tourism, and document specific needs of each smaller administrative unit termed a ‘barangay’. Trends from the inductive analysis primarily indicate positive perceptions of dive tourism development with a strong emphasis on desires for increased income and local community employment opportunities.

  • Improved Enforcement and Financial Support of Marine Sanctuaries
20 th International Conference of The Coastal Society IMPROVED ENFORCEMENT AND FINANCAL SUPPORT OF MARINE SANCTUARIES: PERCEIVED FACTORS IN ELIMINATING ILLEGAL FISHING IN THE DANAJON BANK, PHILIPPINES Karlyn K. Langjahr, School of Marine Affairs, University of Washington The Danajon Bank double barrier reef of the central Visayas, Philippines hosts a unique and complex ecosystem on both natural and human scales. A region traditionally rich in abundance and diversity of fish and marine resources, the Danajon Bank ecosystem supports communities dependent almost exclusively upon fish and seafood for their livelihood; consumption of these resources contributes up to over half of the overall protein intake in the nation (ABD 2001). In the recent past, the Danajon Bank has experienced devastated fisheries and degraded habitat resulting from over-harvesting, destructive and illegal fishing practices and a lack of alternative sources of livelihood (Green et al. 2004). Fishing and extraction pressure is compounded by escalating population growth rates and increasing trends in coastal migration as well as growing demands for these resources on a global scale. The unsustainable nature of the current fishery therefore threatens the aquatic community as well as the health and subsistence of the families residing in the area. The Danajon Bank is located along the northern coastline of the province of Bohol within the Visayan Sea of the Philippines. The Danajon Bank double barrier reef is a unique geological feature being one of only 5 of its kind worldwide and one of the largest and most well-defined of the world’s double barrier reefs with a high degree of endemism (Pichon 1977).
