Indeed, the presumption in favour of sustainable development is identified within the National Planning Policy Framework (2012) as a key element when plan making and decision taking. As such, an essential component of plan making is the consideration of the extent to which plans will achieve the three key elements which define sustainability i.e. social, environmental and economic objectives. This is undertaken through what is called a Sustainability Appraisal. 1.2 Sustainability Appraisal is not a separate activity from plan making but is rather an integral part of the preparation of the Local Plan. The Sustainability Appraisal methodology follows the guidelines set out in the Planning Advisory Service: Communities and Local Government (CLG) Plan Making Manual. 1.3 It is a legal requirement that when preparing the Local Plan, a Strategic Environmental Assessment must be carried out in accordance with the European Directive 2001/42/EC (SEA Directive). This Directive became legislation in England in July 2004 through the Environmental Assessment of Plans and Programmes Regulations (SEA Regulations).
