Canadian Mines, Indigenous Communities and Accountability in Guatemala: What Role for the Media? Cara Haberman Columbia University, New York Keywords : accountability, Canada, corporate social accountability, Guatemala, under-reporting, watchdog Abstract This article examines the role of the Canadian press as corporate watchdog. A content analysis of Canadian newspapers over a five-year period reveals that human rights abuses perpetrated by Canadian mining companies in Guatemala are under-reported. Sourcing constraints, lack of newsworthiness and other traditional journalism standards help explain why this story is ‘missing’ in the traditional press. Reporting critical of the mining companies was produced principally by individual journalists with a personal interest in the issue; however readership and ownership patterns in the Canadian media detract from the potential influence that this independent reporting may have. Ongoing conflicts between indigenous Guatemalans and Canadian mining companies working in the country’s highlands are periodically exposed by the news media. Large Canadian companies such as Goldcorp and HudBay have been accused of leaching arsenic into the groundwater, causing mineral poisoning of local communities, forcing the expulsion and relocation of Mayan villagers, ignoring the land rights of indigenous communities, and aiding and abetting pro-mining militias who have assassinated local activists. Rather than being isolated incidents, these atrocities are widespread due in part to the policies of both the Guatemalan and Canadian governments. The Guatemalan government has been supporting foreign development of its extractive industries under the advice of the World Bank since the 1990s; Oxfam-America estimates that mining concessions currently cover over 10 percent of the countryside and that Canadian companies own 80 percent of these mines. -

Collins Received: 10 May 2016; Accepted: 28 June 2016; Published: 6 July 2016 Abstract: The province of Ontario has shown great commitment towards the development of renewable energy and, specifically, wind power. Fuelled by the Green Energy Act (GEA) of 2009, the Province has emerged as Canada’s leader in wind energy development (WED). Nonetheless, Ontario’s WED trajectory is characterized by social conflicts, particularly around environmental health. Utilizing the Social Amplification of Risk Framework, this paper presents an eight-year longitudinal media content analysis conducted to understand the role Ontario’s media may be playing in both reflecting and shaping public perceptions of wind turbine health risks. We find that before and after the GEA, instances of health risk amplification were far greater than attenuations in both quantity and quality. Discourses that amplified turbine health risks often simultaneously highlighted injustices in the WED process, especially after the GEA. Based on these findings, we suggest that Ontario’s media may be amplifying perceptions of wind turbine health risks within the public domain. ABCA Program Report To: Board of Directors Date: February 18, 2021 From: Brian Horner, General Manager/Secretary Treasurer Subject: Conservation Authority Act Changes Background (As a follow up to the November 19th Board report) In 2019, the Provincial Government introduced the first of two significant legislative changes affecting the Conservation Authorities Act. Bill 108 was passed in 2019 and introduced fundamental changes to Conservation Authority (CA) mandates. Specifically the province intends to reclassify certain long-standing CA programs as “non- mandatory” and ineligible for municipal funding unless secured through individually negotiated agreements with each member municipality. For ABCA this will require the development of agreements with 12 municipalities. Municipalities may opt out of programs that, in practice, have been delivered to help the Authority achieve its Mission and Vision as developed by 34 members of the watershed community with its Conservation Strategy. Mission: “Protect, improve, conserve, and restore the watershed in partnership with the community”; Vision: “Healthy watersheds where our needs and the needs of the natural environment are in balance.” Bill 229, the Protect, Support and Recover from COVID-19Act (Budget Measures) was introduced as an omnibus budget bill late in 2020 and included Conservation Authority Act changes under Schedule 6. As a budget bill, passage of the legislation did not require public consultation. Many of the changes are technical in nature but collectively they remove tools that allow Conservation Authorities to achieve their mandated objectives, including those now considered “core.” As an example, the amendments allow the province to override Conservation Authority science- based decisions and would require an Authority to issue a permit when a Ministerial Zoning Order (MZO) has been granted. -

CANADIAN‐OBITS 1943‐2011 Compiled by Elaine PUTNAM for THE BELGIAN RESEARCHERS, Inc BLENHEIM NEWS TRIBUNE - 6 February 1946 Mrs. DeClerck dies at Tilbury Funeral Services were held last Friday morning in the local Roman Catholic Church for the late Mrs. Emily DeClerck1 who passed away recently at the home of her son, Ernest of Romney Township. In the year 1931, the Belgian-Dutch residents of this district gathered to celebrate the golden anniversary of the deceased lady and her husband, the late Henry DeClerck who predeceased his wife in 1934, passing away in Harwich Township. Mrs. DeClerck was born in Belgium. The deceased is survived by four sons, Odell of Moline Ill., Cyriel of Wheatley, Ernest of Romney and Maurice of this town; and two daughters, Mrs. Dave Haven of Chatham and Mrs. Julius VanHorne of Delhi. There are 22 grandchildren. Services were held on Friday morning from the funeral home of J.A. Mass (should be Masse) and Son, Tilbury, and from thence the remains were conveyed to the Roman Catholic Church here, (note - this would be St. Mary's R.C.
