The WPI team surveyed 16 waterfront districts, four in-depth, assessing their walkability using a tool created by the research team and conducted preference surveys to understand the perceptions of Hong Kong pedestrians. Because pedestrians value the shortest, safest, least-crowded, and easiest to navigate routes, this study found that confusing routes, unsafe or indirect connections, and a lack of amenities detract from the walkability in Hong Kong. WKCD-546 Legislative Council Subcommittee on West Kowloon Cultural District (WKCD) Development M+ in West Kowloon Cultural District Purpose This paper seeks to give a full account of the proposal to develop a forward-looking cultural institution with museum functions - M+ as a core arts and cultural facility in the West Kowloon Cultural District (“WKCD”). Background 2. In September 2003, the Government launched the “Invitation for Proposals” (“IFP”) for developing WKCD as a world-class arts, cultural, entertainment and commercial district. The IFP had specified a cluster of four museums with four themes (moving image, modern art, ink and design) commanding a total Net Operating Floor Area (“NOFA”) of at least 75 000 m², and an art exhibition centre as Mandatory Requirements of the project. 3. After the IFP for WKCD was discontinued, the Government appointed the Museums Advisory Group (“MAG”) under the Consultative Committee on Core Arts and Cultural Facilities of WKCD in April 2006 to advise on the need for the four museums previously proposed and their preferred themes, the need to include museums with other themes, the scale and major requirements of each museum and the need for and major specifications of the Art Exhibition Centre. MAG’s deliberations process 4. The MAG conducted a public consultation exercise from mid-May to mid-June 2006 to solicit views on the proposed museum in WKCD. During the period, two open public forums, one focus group meeting and three presentation hearings were held apart from wide publicity arranged through advertisements, radio announcements, press release and invitation letters. 28 written submissions and 30 views were received during the consultation period. -

Objectives 1.1 The 2020 Hong Kong Cyclothon, organised by the Hong Kong Tourism Board, is scheduled to be held on 15 November 2020. This document outlines to the Islands District Council Traffic and Transport Committee the event information and traffic arrangements for 2020 Hong Kong Cyclothon, with the aim to obtain the District Council’s continuous support. 2. Event Background 2.1. Hong Kong Tourism Board (HKTB) is tasked to market and promote Hong Kong as a travel destination worldwide and to enhance visitors' experience in Hong Kong, by hosting different mega events. 2.2. The Hong Kong Cyclothon was debuted in 2015 in the theme of “Sports for All” and “Exercise for a Good Cause”. Over the past years, the event attracted more than 20,000 local and overseas cyclists to participate in various cycling programmes, as well as professional cyclists from around the world to compete in the International Criterium Race, which was sanctioned by the Union Cycliste Internationale (UCI) and The Cycling Association of Hong Kong, China Limited (CAHK). The 50km Ride is the first cycling activity which covers “Three Tunnels and Three Bridges (Tsing Ma Bridge, Ting Kau Bridge, Stonecutters Bridge, Cheung Tsing Tunnel, Nam Wan Tunnel, Eagle’s Nest Tunnel)” in the route. 2.3. Besides, all the entry fees from the CEO Charity and Celebrity Ride and Family Fun Ride and partial amount of the entry fee from other rides/ races will be donated to the beneficiaries of the event. -

Expenditure and Claims Relating to the Airport Core Programme Projects
For information Legislative Council Panel on Planning, Lands and Works Expenditure and claims relating to the Airport Core Programme projects Purpose This paper is to inform Members of the present position on the expenditure of the Airport Core Programme (ACP) projects and settlement of claims against ACP construction contracts. ACP expenditures 2. The Finance Committee had up to 15 June 2001 approved a total of $49,527 million for government ACP projects on a net basis. The expenditure is $47,562 million or 96% of the approved total. A summary of the expenditure situation is shown in Table 1. 3. The Finance Committee has approved an equity commitment of $36,648 million for the new airport. As at 15 June 2001, the Airport Authority (AA) had expended $49,040 million. Expenditure in excess of the approved equity commitment is funded by the AA’s borrowing programme. 4. The Finance Committee has approved an equity commitment of $23,700 million for the Mass Transit Railway Corporation (MTRC) (now MTR Corporation Limited) to construct the Airport Railway. As at 15 June 2001, the MTRC had expended $34,563 million. Expenditure in excess of the approved equity commitment is funded by the MTRC’s borrowing programme. Claims against ACP construction contracts 5. The government, the AA and the MTRC have received a total of 26 948 claims against ACP construction contracts. Of these, 24 694 claims at a cost of $9,860 million had been resolved against an original claim amount of $31,335 million. For the 2 254 unresolved claims, the estimated contingent liability is $596 million against a claim amount of $3,614 million. -

Southeast Asia: A Multidisciplinary Journal, Vol 18, 2018, pp 44–54 © FASS, UBD Representations of Hong Kong’s West Kowloon Cultural District by Local English Newspapers Benny Lim The Chinese University of Hong Kong Abstract To enhance cultural development in Hong Kong, the idea of West Kowloon Cultural District (WKCD) was mooted in 1998. WKCD is the biggest and most important arts and culture project by the Hong Kong government to date. This paper seeks to examine how Hong Kong newspapers have reported on WKCD since the inception of the Authority in 2008. The purpose of this research is to identify the common issues on WKCD as reported by the newspapers, in order to deduce the possible effects of news reporting on the public perceptions of the district. This study employs the concept of agenda-setting theory in its theoretical approach on how newspapers direct attitudes towards a particular issue. A total of 744 news reports from three local English newspapers bearing the keywords West Kowloon Cultural District and WKCD were subjected to content analysis, of which 576 relevant articles are further classified into seven categories. To better achieve the research objective, semi-structured interviews were carried out with two specialists. Research revealed that the majority of the news coverage of WKCD focuses on political issues, rather than the arts and culture. Further analysis uncovered two major reasons for this focus. First, political issues are generally more newsworthy than arts and culture, and politics-oriented coverage gives WKCD more editorial space in the news media. Second, centering politics in the reporting of WKCD functions as a way to articulate to the public the power of the media to monitor the government. -

MTR Corporation Mega Station Builders Limited Deploy Mighty BIM Project: Express Rail Link – West Kowloon Terminus Building Location: West Kowloon District, Hong Kong Type: Infrastructure – Railway Terminus Scheduled Time of Completion: 2015 The MTR Corporation is making extensive use of BIM during the construction of the West Kowloon Terminus, by far the largest railway station in Hong Kong. The massive, detailed BIM model was originally deployed for modelling the Terminus structure ahead of construction to identify spatial clashes and construction co-ordination issues, its uses have expanded through collaboration with the project teams within MTR Corporation and its contractors. The project team plans to leave a legacy in the form of an ‘as built’ model in addition to the usual as built drawings to the terminus operator.
