The Registrar Generals Department can be identified as utilizing public servants to contribute for the process of government planning and decision making by centralizing democracy to be fulfilled sovereignty with transparency and accountability for the general public.
It is very important to publish the information in the manner to of spend the taxes of the civilians by following the fiscal policies with the innovative technologies so as to matching with the 21st century to evaluate the performance enabling to measure them.
The Ministry of Internal affairs , Home affairs ,Provincial Council and Local governments has been taken number of steps to be provided wide services to General Public. Thus Registrar General Department is actively taken part for “NilaMehewara”, which was implemented as a National program for the community care service by reaching the officers to the general public and serve to them instead of following officers by the public.

The Registrar General's Department is one of the most significant institution which making relationship with every citizen in the country that every citizen is required to maintain a relationship with the department definitely . It is operating its service since for the period of 154 years and currently it is rendering its service through 45 branch offices island-wide. 332 Divisional Secretariats and 25 District Secretariats are also officially collaborated with the department
The Department has started several projects in the past few years under the state policy of providing most efficient and high quality services by using computer technology. It is clear by this report that the vast results of such investments has been received by the general public in 2018. Issuing of Birth, Death and Marriage Certificates by using computers is carried out by all Divisional Secretariats island wide and the Department is taking steps to undertake the task of issuing the Land registry extracts by using computers lands belonging to the General public.
We have do the needful to provide all our services efficiently with high Quality by using latest technology.I do appreciate the support received by The Registrar General and entire Staff in providing expected services successfully to the customers.I highly appreciate and happy to state that I do give my all dedication under the instructions and guidance of Hon. The Registrar General’s Department which was established in 1864, inherits a proud history of 154 year, marking the mission, in view of securing the civil rights of the populace by registering the Legal documents related to Movable, immoveable properties and even registering preserving and issuing copies of and titles and basic occasions of the life such as Marriage, Birth and Death of Sri Lanka through our vision. During this mission, the guidance and the direction of Honourable minister and the ministry of home affairs was a great support indeed.
Though the Registration of Marriage, Birth and Death under registration of civil rights of the public has been started by this department in 1867, the civil registration process was decentralized to Divisional Secretariat level to give a fast service to the public for their convenient in 1992. Issuing certified copies of scanned certificates of Marriage, birth and Deaths in few minutes applying new ultra modern technology by these 332 Divisional Secretariats and it will be a precious service to the general public.
Service of registration of documents and title which provide to the general public through 45 Land and District Registrars offices. It is a one of a duty empower to the department for Registration of title under registration of Title act no 21 of 1998.
Registrar General’s department is a pioneer department which providing supervision and fulfil statutory tasks of Civil Registration through 07 Zonel Offices.
It is a great pleasure to announce that the majority of the Land Registries are undertaking registration of deed on same day and the department website provided facility to check the registration of deed by providing information by log in to the department web site and it is important to facilitate the tasks of general public.
Thus we have been doing successful mission up to now and presently actions have taken to modernize the department work according to the ultra modern technology and Government Policy by implementing e-BMD and e-LR registration program. Also by helping the Public giving information through the web site and Communicate through emails, gives the service quickly to the Local community and international community as well. .

Title Registration
Title Registration program has been introduced instead of Registration of documents by the Title Registration Act No.21 of 1998. A project is now implemented as “BimSaviya” all over Sri Lanka. BimSaviya is presently being implemented as a pioneering development program at Divisional Secretariat leves under state financial provision. Following table shows the locations where Title Registration was implemented and number of Lands Registered from each Land Registry in 2018.

3.2 Training Programs
Registrar General’s Department has given its contribution for the BimSaviya awareness programs for all Divisional Secretariats that organized by Ministry of Land & Land Development which sponsored by the Department of Land Settlement.
The Head office was conducted training programs from time to time for the officers of title registries by using new software application.
3.3 Financial and Infrastructure Facilities
The provisions has been given for developments of infrastructure for the Title Registration offices for year 2018.
The income from Registration of Titles was Rs.26073192.00 and was able to credit Rs. 10429278.00 as the income of registering post transaction instruments to the Title insurance fund. Further it was able to credit an additional sum of Rs. 1761131.60 to the Title insurance fund in 2018 when compare with 2017. In addition to that a sum of Rs. 9711406.15 was able to invest in treasury bills from the income of Title Registration.
The provisions received to the department to carry on Bim Saviya program and the expenditure for this programme during the Last Year are as follows.

3.4 Progress of Registration of Post Transactions Number of post transaction 32580 in 2017 and Number of 39091 of post transaction in 2018 was registered under BimSaviya Programme. The total registrations of post transactions in 28 title registries under BimSaviya program are as follows.

3.6 E- land Register Programme
To expedite the Title registration program No. Of land documents 5,399,457 in Land Registers in Colombo, Delkanda, Gampaha , Attanagalla and Jaffna has been scanned, under the provisions of Ministry of Land Development.
In 2018 first phase, documents in 15 land Registrar offices were scanned under the provisions of Development strategies and international trade ministry and rest of the land documents and documents in 05 Land Registries in Western province were scanned by Sanje (Pvt) Ltd and spent Rs. 59 million for scanning 4427541 land documents.
A software application has been designed for registration of land documents. This device has been introduced to serve efficiently as demand for daily land registration is very high presently. In 20 Land Registries where the land documents scanned, E- land register software is now in progress among 06 offices in 20 said land registries as a pioneer project.
Now the present software designed for land registration is being developing by consolidating all the software to design single software (DMS) to establish in all the Land registries since the end of April 2019.
