Preparedness for Implementation of Sustainable Development Goals Report No.PER/2017/2018/SDG/05 National Audit Office Performance Audit Division 1 | P a g e National preparedness for SDG implementation The summary of main observations on National Preparedness for the Implementation of Sustainable Development Goals (SDGs) is as follows. 1. The Rapid Integrated Assesment (RIA) is a first step in the process of aligning the country,s national development plan or public Investment programme with SDGs and RIA reveals an uneven alignment between the policy initiatives in the 2017 -2020 Public Investment Programme and the SDG target areas for the economy as (84%) people (80%) planet (58%) peace (42%) and partnership (38%). 2. After deducting debt repayments, the Government has allocated Rs. 440,787 million or 18 percent out of the total national budget of Rs. 2,997,845 million on major projects which identified major targets of relevant SDGs in the year 2018. 3. Sri Lanka had not developed a proper communication strategy on monitoring, follow up, review and reporting on progress towards the implementation of the 2030 agenda. 2 | P a g e Audit at a glance The information gathered from the selected participatory Government institutions have been quantified as follows. Tea Landscape Programme – Nuwara Eliya District Collaborative activity of Unilever/Premium Export Ceylon Limited and Sri Lanka Water Partnership (SLWP) Final Report Submitted to Unilever/Premium Export Ceylon Limited By Sri Lanka Water Partnership June 2018 1 Agra Oya – Tea Landscape Program Phase 1 Final Report 1. Background Premium Export Ceylon Limited (PECL)/ Unilever has engaged to work in cooperation in keeping with its CSR objectives had engaged with Sri Lanka Water Partnership (SLWP), to execute a school level educational program in the Central Province within the Tea landscape of Sri Lanka on responsible management of water resources for estate school communities thereby minimizing negative impacts on water security, health and livelihoods. Unilever and SLWP after extensive discussions agreed to initially implement a tea landscape programme for estate schools in the Central Province mainly in the Kandy and Nuwara Eliya Districts. Special attention was to be given to schools near Agra Oya as the Unilever factory is situated in Agrapathana. The proposed output is knowledge based behaviour change on responsible water stewardship in tea landscapes through enhancing knowledge of Integrated Water Resources Management (IWRM) for school children, and influencing them to become environmental catalysts to disseminate the message to the immediate estate community. The Program was planned with the Dept. of Provincial Education, Central Province with which has “School and Community “as one of its central learning themes, within which this activity was to be integrated. This activity is planned to be implemented in 2 stages; the initial stage was proposed as a Reconnaissance survey and Initial Learning phase to be implemented in early 2018 and the 2nd phase would be and Expansion and Consolidation developed, based on results of the initial phase. -

Chatting Sri Lanka: Powerful Communications in Colonial Times Justin Siefert PhD 2016 Chatting Sri Lanka: Powerful Communications in Colonial Times Justin Siefert A thesis submitted in partial fulfilment of the requirements of the Manchester Metropolitan University for the degree of Doctor of Philosophy Department of History, Politics and Philosophy Manchester Metropolitan University 2016 Abstract: The thesis argues that the telephone had a significant impact upon colonial society in Sri Lanka. In the emergence and expansion of a telephone network two phases can be distinguished: in the first phase (1880-1914), the government began to construct telephone networks in Colombo and other major towns, and built trunk lines between them. Simultaneously, planters began to establish and run local telephone networks in the planting districts. In this initial period, Sri Lanka’s emerging telephone network owed its construction, financing and running mostly to the planting community. The telephone was a ‘tool of the Empire’ only in the sense that the government eventually joined forces with the influential planting and commercial communities, including many members of the indigenous elite, who had demanded telephone services for their own purposes. However, during the second phase (1919-1939), as more and more telephone networks emerged in the planting districts, government became more proactive in the construction of an island-wide telephone network, which then reflected colonial hierarchies and power structures. Finally in 1935, Sri Lanka was connected to the Empire’s international telephone network. One of the core challenges for this pioneer work is of methodological nature: a telephone call leaves no written or oral source behind. -
