  • Election 2016: Recap from a Historic Night
November 14, 2016 Election 2016: Recap from a Historic Night As we digest the 2016 election, it was again clear that the old adage “to win the presidency you must win Ohio” held true. Donald Trump will become the 45th President of the United States following one of the wildest election nights our nation has ever seen. Here in Ohio, Mr. Trump held on to a 52.6-43.0 percent victory. This is the largest victory margin in an Ohio presidential election since 1988 when George H.W. Bush defeated Michael Dukakis by 10.9 percent. Rob Portman wins second term in U.S. Senate; all incumbents win U.S. Congressional races In Ohio’s Senate race, Sen. Rob Portman routed former Gov. Ted Strickland in what was a crucial battleground state. While national Democrats initially had high hopes that they would be able to oust Portman with a high profile challenger such as Strickland, they quickly faced insurmountable fundraising deficits and outside spending on behalf of Portman’s campaign. Portman ultimately came out on top 58.3-36.9 percent. There were no surprises in any of the 16 Ohio Congressional districts, as all of the incumbent members won by comfortable margins. In Washington, our state is now represented by one Republican and one Democrat Senator and 12 Republican members and four Democrat House members. DeWine wins open seat for Ohio Supreme Court; Fischer ahead; O’Connor unopposed It was the race between Ohio Appellate Judge Pat Fischer and Cuyahoga Common Pleas Judge John O’Donnell that got the most attention down the stretch.

  • Most Lawmakers Running in Local Races Fare Well
November 10, 2016 Most lawmakers running in local races fare well State lawmakers running for local posts nearly ran the table on Tuesday, with just one going down in defeat. The lone loss came in Stark County, where Canton Township Trustee Bill Smith secured an unofficial 57.5-42.5% victory over Rep. Stephen Slesnick (D-Canton) in the race for a seat on the Stark County Board of Commissioners. The House's second highest-ranking Republican, Rep. Ron Amstutz (R-Wooster), secured a seat on the Wayne County Board of Commissioners after defeating David Keifer by a preliminary margin of about 70-30%. Mr. Keifer sought Rep. Amstutz's House seat in the March primary election but was defeated by Scott Wiggam, who went on to win the general election race. In Huron County, Rep. Terry Boose (R-Norwalk) bested Democrat Howard Smith in the race for a seat on the Huron County Board of Commissioners by about a margin of 64-36%, preliminary results show. Democratic lawmaker, Denise Driehaus (D-Cincinnati), is ahead of Hamilton County Commissioner Dennis Deters by a margin of 50.2 - 49.8% in the unofficial results. Term-limited Rep. Bill Hayes (R-Harrison Twp.) defeated his Democratic opponent, attorney Chris Shook, by a margin of 63.6-36.4% for the Licking County prosecutor's office. Sen. Shannon Jones (R-Springboro) was uncontested for a seat on the Warren County Board of Commissioners. 1 Republican majority increases in Ohio Senate Republican Presidential candidate Donald Trump's surprisingly strong win in Ohio was mirrored down ticket in legislative races, as the GOP was able to add to historically large majorities in both the House and Senate.

  • Legislative Report November 15, 2019 Jeannette Oxender
Legislative Report November 15, 2019 Jeannette Oxender News at a Glance Groups Question Value of District Report Card Letter Grades: The use of A-F grades to rate school districts and buildings continued to stir debate at a meeting of the Report Card Study Committee tasked with recommending changes to the state's K-12 accountability system. Proponents Ask Lawmakers To Adjust, Not Reject School Funding Plan: Backers of an effort to overhaul the state's K-12 funding system urged legislators not to "throw the baby out with the bathwater" by rejecting the bill outright over district funding projections. Backers See Bullying Bill As Way To Curtail Hazing: Proponents asked a House panel to advance legislation increasing the criminal penalty for hazing as a way to protect students. Other witnesses, however, said the measure's (HB 310) provisions on bullying would be too punitive for young students or duplicative of existing law. Lawmaker Pushes State To Prepare For Federal School Choice Program: Sen. Huffman wants Ohio to be "first in line" to take part in a $5 billion annual federal school choice scholarship initiative if it receives congressional approval. Religious Expression Bill Passes House: Legislation drawing debate before passing the House was HB 164 which bars schools from prohibiting students from engaging in religious expression in schools, including on clothing, in assignments and in student groups. Divided Ed Board Gives Superintendent Bonus, Raise: The State Board of Education approved a $20,000 bonus for the state superintendent of public instruction and hiked his salary to $210,000 going forward.

  • Oml Updates: At-A-Glance
OML UPDATES: AT-A-GLANCE Here are the top three things you need to know this week: 13 states so far, including Texas and Ohio, have passed laws this year dictating how cities should regulate small cell wireless technology. In addition to the cities in Ohio that have filed suit, 22 Texas cities are also legally challenging their state's law. Ohio is making money off of its Medicaid expansion. This budget year, Ohio is receiving $62.2 million more than it currently spends on Medicaid expansion. Net revenue projections for next year hit $21.2 million. In total, the state uses Medicaid expansion money to leverage over $300 million in additional revenue each year. Ohio transportation by the numbers: since 2012, 31 states have enacted a transportation funding increase; 8 states have raised gas taxes, and 10 states have approved new fees for electric and/or hybrid vehicles. October 13, 2017 BILL REGULATING MUNICIPAL USE OF CREDIT CARDS HEARS PROPONENT TESTIMONY The House Government Accountability and Oversight Committee held a second hearing on HB 312, legislation that would regulate the use of credit and debit cards by political subdivisions. Sponsored by Rep. Schuring (R - Canton) and Rep. Greenspan (R - Westlake), the bill received proponent testimony from State Auditor David Yost who shared with the committee that the legislation was proposed to address the use of credit cards by local governments which has become more prevalent in recent years. Auditor Yost commented, "Unfortunately, the incidence of credit card fraud by local government officials has become more prevalent as the use has increased.

June 14, 2021 The Honorable Matt Dolan Senator, District #24 Chair of the Senate Finance Committee Statehouse, Senate Building Columbus, OH 43215 Re: HB 110 Should Support Community Broadband Solutions, Which Are Critical to Connect All Ohio Residents Dear Chair Dolan, Vice Chair Gavarone, and Ranking Member Sykes, Residents and businesses in every corner of Ohio need high-quality, reliable, and affordable Internet access. Next Century Cities is a nonpartisan 501(c)(3) focused on supporting local officials and community leaders in their efforts to bring high- quality and affordable service within reach for every resident, including 11 of our member municipalities in Ohio. Statewide, local governments have established their own broadband solutions to fill critical service gaps and revitalize their community’s economy. Thousands of Ohio residents and businesses enjoy fast, reliable service through municipally owned and operated networks. For example, community-owned broadband providers in Fairlawn and Hudson were created to fill a bandwidth void, not served by local incumbent providers. These networks now offer transparent prices and have kept their businesses and residents connected to vital resources throughout the pandemic. Medina County operates an open-access network that promotes competition among providers, while the service that the City of Dublin provides to businesses is an essential tool for economic development. Public providers offer services that invite business investment into their communities and improve their residents’ quality of life. The Amendments to House Bill 110 (“HB 110”) passed by the Senate last week would undermine those efforts. Inhibiting current municipal providers from offering service would weaken consumer choice and reduce incentives for quality improvement.

  • March 10Th, 2021 Ohio Senate Transportation Committee Senator Stephanie Kunze, Chair Senate Building 1 Capitol Square, Columbus OH 43215
March 10th, 2021 Ohio Senate Transportation Committee Senator Stephanie Kunze, Chair Senate Building 1 Capitol Square, Columbus OH 43215 RE: H.B. No 74 / FY 2022-2023 Operating Budget – Airspace Protection & Tall Structure Permitting Chair Kunze, Vice-Chair Reineke, Ranking Member Antonio and Transportation Committee members, thank you for your time. My name is Kyle Lewis, Great Lakes Regional Manager for Government Affairs with the Aircraft Owners and Pilots Association (AOPA). AOPA is the world’s largest aviation organization, representing nearly 330,000 pilots, aircraft owners, and aviation enthusiasts, of which over 9,200 reside in the State of Ohio. AOPA is strongly urging that the language specific to airspace and airport protections, including the language offered defining “navigable airspace” be reinstituted in Sub. House Bill 74. The “As Introduced Transportation Budget” from Governor DeWine’s office included this language to satisfy updated language, definitions, and processes in the Ohio revised Code that will maintain a safe and efficient aviation ecosystem in the State of Ohio. The current language found in the Ohio Revised Code is in dire need of clarification and updates to satisfy Federal Aviation Administration (FAA) guidance. For clarification, the FAA will take necessary actions to protect the National Airspace System (NAS). There are several methods to this, some of those being detrimental to airports, like shortening runway landing distances, raising instrument approach minimum altitudes, and requiring obstructions and hazards be lit or marked with high visibility markings. These actions can ultimately hurt the utility of the airport, impact potential development, and strain the local economy. The FAA does NOT approve or deny construction of tall structures.
