The mission of the Commission on and Humanities (CAH) is to provide grants, loans, programs, and educational activities that encourage diverse artistic expressions and learning opportunities so that all District of Columbia residents and visitors can experience the rich culture of our city.

Summary of Services CAH offers a diverse range of grant programs, loan programs, and cultural activities to support practicing , arts organizations, and community groups. In partnership with the community, both nationally and locally, CAH initiates and supports lifelong cultural experiences that are reflective of the diversity of Washington, D.C. Program Description The Commission on the Arts and Humanities operates through the following 5 programs:

Arts Building Communities – provides grants, performances, exhibitions, and other services to individual artists, arts organizations, and neighborhood and community groups so that they can express, experience, and access the rich cultural diversity of the District. A particular emphasis is placed on traditionally underserved populations, including first-time applicants, seniors, young emerging artists, experimental artists, folk and traditional artists, and artists in East of the River neighborhoods. This program contains the following 7 activities:

• General Operating Support Grantmaking – General Operating Support grants offer operating support, such as funding for staffing and programming, for nonprofit arts, humanities, arts education and service organizations with a history of impactful programming in the District. The general operating support grants are competitively awarded by the agency using the agency’s criteria, open to all eligible organizations; the maximum award will not exceed 30 percent of an applicant’s Form 990 organizational expenses; and no single General Operating Support award will exceed $200,000; • Facilities and Buildings Grantmaking – The Facilities and Buildings grant offers support for non-profit organizations for the purchase or renovation of a facility designed for the management, production or presentation of performances, exhibitions or professional training in the arts or humanities. Grant support for facility-based projects is also provided. The Facilities and Buildings grants are competitively awarded by the agency using the agency’s criteria, and each grant is limited to 50 percent of the total project budget; • Arts and Humanities Fellowship Program –Arts and Humanities Fellowships offer general financial support for individual artists and humanities practitioners. The arts and humanities fellowships are competitively awarded by the agency using the agency’s criteria, open to all artists and humanities practitioners who are also District residents, and each fellowship is limited to $10,000; • Capacity Building and Organizational Development Grantmaking – Capacity building and organizational development grants are divided into two smaller sub-activities: LiftOff and Upstart. o LiftOff grants support professional development and capacity building of small non-profit organizations established within the arts and humanities. LiftOff grants are competitively awarded by the agency using the agency’s criteria, open to all District-based non-profit organizations with annual operating budgets of less than $250,000, and each grant is limited to $25,000. o Upstart provides capacity building support to established District-based arts and humanities non-profit organizations that face operational and infrastructure challenges and financial limitations that prevent their organizational and programmatic sustainability. Upstart grants are competitively awarded by the agency using the agency’s criteria, open to all District-based non-profit organizations established in the arts and humanities with operating budgets between $250,000 and $1,249,999, and each grant is limited to $50,000; • Projects, Events, or Festivals Grantmaking – Projects, Events, and Festivals grants offer support for individuals and organizations to execute projects that promote arts and humanities activities to a diverse range of communities in the District. Projects, Events and Festivals grants are competitively awarded by the agency using the agency’s criteria, open to all District residents and District-based non-profit organizations established in the arts and humanities who will be executing projects, events, or festivals within the District, and each grant is limited to $20,000; • East of the River Grantmaking – East of the River grants provides access to high-quality arts and humanities experiences for District residents who live East of the River. East of the River grants are competitively awarded by the agency using the agency’s criteria, open to all District-based non-profit organizations established in the arts and humanities who deliver exemplary arts and humanities experiences to District residents who live in Ward 7 and/or Ward 8, and each grant is limited to $35,000; and • Sister Cities Grantmaking – Sister Cities grants provides support for individuals and arts organizations to execute projects that foster cultural exchange and diplomacy between the District and its fourteen Sister Cities. Sister Cities grants are competitively awarded by the agency using the agency’s criteria, and each grant is limited to $30,000. Sister Cities grants can be awarded to District residents or District-based organizations established in the arts and humanities who are executing experiences, projects, events, or festivals in one of the District’s fourteen Sister Cities, or to residents of any of the fourteen Sister Cities or organizations established in any of the fourteen Sister Cities who are executing experiences, projects, events, or festivals in the District. DC Creates Public – Provides the placement of high-quality art installations and administrative support services for the public so that they can benefit from an enhanced visual and cultural environment, with a particular emphasis on geographically challenged areas of the city. This program places artwork with the Metro transit system and the numerous and in and around the city’s neighborhoods. The goals are promoting economic development and building sustainable neighborhoods.

This program contains the following 6 activities:

• Lincoln Theatre – provides for the maintenance of the Lincoln Theatre and associated projects; • Civic Commissions – Civic commissions are memorials to be built in remembrance of important events in Washington, DC’s history or deceased Washington residents with a notable influence on history, science, arts, culture, or literature; • Art Bank – In support of visual artists and art galleries in the Washington metropolitan area, Art Bank funding acquires fine artwork each year to expand the District’s Art Bank Collection, a growing collection of moveable works showcased in public space; • Building Communities – Public Art Building Communities grants provides support for individual artists, non-profit organizations, and Business Improvement Districts (BIDs) to create and install temporary or permanent public artwork that enhances the District's neighborhoods. Public Art Building Communities grants are competitively awarded by the agency using the agency’s criteria. Public Art Building Communities grantees must be District residents, District-based non-profit arts or cultural organizations, or a District Business Improvement District (BID), and grants are limited to $50,000 for individuals, $125,000 for non-profit organizations and $250,000 for BIDs; • Curatorial Grantmaking – The Curatorial Grant Program offers District resident the opportunity of presenting compelling exhibition concepts in a contemporary exhibition space to District residents. Curatorial grants are awarded by the agency using the agency’s criteria, open to all DC residents with curatorial experience, and are limited to $25,000. Curatorial grantees exhibit their approved show at CAH’s in-house exhibition space in Navy Yard for a pre-defined period; and • MuralsDC – In partnership with the Department of Public Works, MuralsDC facilitates the creation of large-scale murals on walls frequently targeted or at high risk for graffiti. In conjunction with the surrounding community, MuralsDC identifies artists with track records of working with large scale media. The community and artists embark on a dialogue and followed by the installation of a on the pre-determined wall.

Arts Learning and Outreach – provides grants, educational activities, and outreach services for youth, young adults, historically underserved populations, and the general public so that they can gain a deeper appreciation for the arts, and to enhance the overall quality of their lives. Specific focus is on providing quality arts education and training experiences to District youth from those in pre-kindergarten through 21 years of age, quality cultural experiences to historically underserved populations, as well as grants and cultural events to the general public, so that they can access and participate in educational opportunities in the arts.

This program contains the following 3 activities:

• Community Outreach – Funding for community outreach-based projects including special performances, workshops, consultants and other opportunities that aim to enhance the agency’s operations and the cultural community of the District; • Arts Education – Arts Education consists of three activities: funding to the Department of Employment Services (DOES) to give young adults work experience in the arts and humanities, grants to support arts programming for youth, and funding to support the Department of Parks and Recreation’s (DPR) Cultural Arts division. o Funding to DOES supports opportunities for young adults to receive work experience in the arts and humanities under the auspices of the Mayor Marion S. Barry Summer Youth Employment Program. o Arts and Humanities Education Projects grants are open to any arts and humanities organization executing an educational initiative for youth in the District. Youth arts and humanities grants are competitively awarded by the agency using the agency’s criteria, and grants are limited to $20,000. o The Cultural Arts Division at DPR provides a greater number of quality cultural arts programs throughout the District at DPR sites for a wide range of audiences, especially in Wards 7 and 8, where there have historically been fewer cultural arts programs offered; and • Field Trips – This activity consists of two activities: field trips in the DC metropolitan area and field trips abroad. o Field trips in the DC metropolitan area provide DC Public School students with the opportunity to view an , performance, or humanities event. o Field trips abroad offer DC public school students the opportunity to have an academic experience in either a foreign country or a location within the United States beyond the DC metro area.

Administration – provides technical assistance and legislative services to the Commissionsothatitcan provide funding opportunities to District artists and arts organizations.

DC Cultural Plan – Provides ground-breaking, historic programming to ensure all District residents have the opportunity to create and experience culture, with an emphasis on lower-income and historically underserved communities. Through loan programs and programs designed to help artists, humanities practitioners and non-profit organizations established in the arts and humanities navigate the market, the Cultural Plan’s innovative approaches are designed to significantly increase the social equity outcomes of the District’s cultural investments.

This program contains the following 5 activities:

• Cultural Plan Performance Management – provides strategic oversight to the DC Cultural Plan’s array of programming, integrates arts and culture in the District’s planning processes, and builds bridges to expand cultural impact throughout the District and District government; • Cultural Facilities Fund – provides loans, in partnership with a community development financial institution (CDFI), to arts and humanities non-profit organizations that face restricted access to capital and are seeking large-scale capital support to ensure the organization’s long-term sustainability. The selected CDFI will be required to provide or raise matching funds equal to three times the amount of the District government’s investment. Specific tranches for large organizations and small organizations to buy or renovate owned facilities and for serving as a limited co-signer of arts and humanities non-profit organizations' leases will be featured; • Innovation and Entrepreneurship Loan Fund – provides low-cost lines of credit, in partnership with a community development financial institution (CDFI), to individual artists and arts and humanities organizations to launch innovative programming and develop new impactful projects. The selected CDFI will be required to provide or raise matching funds equal to two times the amount of the District government’s investment. Specific tranches for large organizations and small organizations to allow organizations who face restricted access to credit or lack assets to launch innovative programming and build credit and for very small cultural organizations and individuals who lack access to capital to develop new projects, such as recording an album or creating a with high up-front costs, will be featured; • Center for Cultural Opportunities – provides dedicated resources at CAH with the partnership of other agencies to create a new website that is coupled with tailored in-person resources. The in-person resources include tailored trainings and toolkits, which will ensure all residents have access to the District’s technical assistance resources. The Center will empower the District’s cultural creators to embrace new nonprofit and for-profit business models, positioning creators and their organizations to thrive in the District’s higher-value economy through multi-sided business models, synergistic partnership approaches, and alignment with emerging funding sources; and • Public Space Security Fund – provides grants to cultural events to pay a portion of security costs charged by District government agencies. Grants will be competitively awarded by the Executive Office of the Mayor, using the Mayor's criteria. Events must take place on a public space within the District of Columbia. Applicant organizations must be based in District, must demonstrate need, and must benefit the District community.

Agency Management – provides for administrative support and the required tools to achieve operational and programmatic results. This program is standard for all agencies using performance-based budgeting.

FY 2020 Proposed Budget Changes The Commission on the Arts and Humanities' (CAH) proposed FY 2020 gross budget is $34,505,733, which represents a 10.0 percent increase over its FY 2019 approved gross budget of $31,367,000. The budget is comprised of $33,499,233 in Local funds, $713,500 in Federal Grant Funds, $133,000 in Special Purpose Revenue funds, and $160,000 in Intra-District funds.

Recurring Budget The FY 2020 budget for CAH includes a reduction of $2,861,767, to account for the removal of one-time funding appropriated in FY 2019. This amount supports the agency's ability to issue more grants for performance art, art exhibition and art festivals.

Mayor’s Proposed Budget Increase/Shift: CAH's proposed Local funds budget includes an increase of $28,928,955 and 30.0 Full-Time Equivalents (FTEs), of which $28,138,233 and 27.0 FTEs are shifted from Dedicated Tax funds.

In Federal Grants funds, the agency's budget includes an increase of $713,500 and 6.0 FTEs to reflect projected revenue from a grant award.

Shift/Decrease: The proposed budget for CAH reflects a Dedicated Tax funds decrease of $28,138,233 and 27.0 FTEs due to a shift of budget authority to Local funds.

Decrease: In the proposed budget for Special Purpose Revenue funds, a decrease of $66,000 to the Arts Learning and Outreach program is the result of a projected decrease in revenue from the Lincoln Theatre and associated ticket sales. In Intra-District funds, the proposed budget for CAH reflects a decrease of $8,000 due to a reduction in projected revenues from signed Memoranda of Understanding (MOUs). Enhance: The proposed budget includes Local funds enhancements totaling $13,367,533 across multiple programs. Of this amount, $5,000,000 is to establish the Cultural Facilities Leverage Fund, which will fill a common financing gap in the cultural sector by supporting the capital needs of facilities that increase cultural access and diversify cultural presentation through low-cost loans. Also, an increase of $2,479,000 funds grants that will support long-standing District arts non-profits (seven years or older) and their operating expenses (e.g. exhibits, salaries, supplies). An increase of $2,000,000 will support the Innovation and Entrepreneurship Revolving Fund, which will provide affordable lines of credit to increase capacity for programmatic innovation and organizational growth in the cultural sector. An additional $1,232,000 will expand Capacity Building and Organizational Development grant programming to help small art nonprofits increase their ability to adapt to a changing marketplace, creating innovative revenue streams for long term sustainability, and to help established cultural organizations experiencing sustained financial stress. Additionally, a one-time enhancement of $1,000,000 supports the Cultural Study Abroad Program for Public School Students. An enhancement of $500,000 supports a Center for Cultural Opportunities to better link arts organizations and individuals to resources around the city and District programming through in-person and online functionalities. A one-time enhancement of $300,000 funds the development of an online portal that offers organizations and individuals wishing to hold public events access to a list of applications and timelines for complying with District regulations, depending on the type of event, and resources to navigate the regulations. A total of $500,000 establishes the Public Space Security Fund to help local non-profits and community groups offset security costs imposed by the District. Additionally, a total of $209,537 funds one position to partner with the Department of Parks and Recreation to expand arts programming in the District, particularly in Ward 7 and Ward 8, and also funds the necessary contracts to expanded arts programming.
