Rudy Pacarro - Former state and city politician Rudy Pacarro died last night after suffering a heart attack and a stroke a few weeks ago. Pacarro, 73, served in the state House from 1962 to 1970, then on the City Council from 1971 to 1985, when he lost his seat during a recall election after he switched to the Republican party. In 1992, when Mayor Frank Fasi entered his sixth term as mayor, he selected Pacarro as a member of his cabinet. Pacarro served as deputy director of the Department of Human Services. His niece Sweetie Pacarro said that her uncle's proudest accomplishment in his public life was helping to get the airport reef runway constructed. "He didn't want planes flying over the housing area, so they built the reef runway because of it." Pacarro was also instrumental in setting up youth basketball and boxing leagues in Kalihi, she said. In 1994, Pacarro tried to win another seat on the City Council during a special election, but lost to incumbent Donna Kim. After the election, Kim filed a complaint with the Campaign Spending Commission. The panel found probable cause that Pacarro had violated state law with a last-minute attack on her, using fliers mailed out by Citizens for Honest Government, an unregistered group with a phony address. Pacarro took responsibility for the flier and was fined $500 the following year. Fasi said his life and Pacarro's were intertwined for more than 50 years, from the time they both got involved in city politics. Their friendship continued through the years, and Fasi said they talked recently. "He's one of my top, key campaigners for mayor and we've been meeting periodically," he said. "He was a pleasure to work with. He did his job. He did his homework, and he served his people well." "I'm going to miss him very, very much as a member of the family," Fasi said. Pacarro is survived by his wife Jean, six sons, 12 grandchildren and numerous nieces and nephews. Services are pending. [SB 26/2/2002]

He was 50. "A fun-loving guy with a beautiful voice. Always laughing, (telling) crazy jokes," record producer Lea Uehara said of Pavao. According to a friend of the family, Pavao had experienced several dizzy spells earlier in the week and was suffering from a severe headache. An MRI revealed the presence of a brain aneurysm. After surgery, Pavao's prognosis looked good, but by Monday afternoon his doctors prohibited visitors. Shane Kahalehau, KPOA-FM's "Hawaiian Home Boy," described Pavao as "a treasure" and expects that, like Israel "Iz" Kamakawiwo'ole before him, Pavao will posthumously become a Hawaiian music icon. "In today's island music there's not too many like him," Kahalehau said. "When Iz passed away, a lot of the younger generation started turning to his music. Now it's Dennis. It's sad that they have to leave before the younger generation starts noticing the importance of what they did for the island music." Pavao had been a major figure in modern Hawaiian music for more than a quarter-century. He first gained fame when he and his twin cousins, Ledward and Nedward Kaapana, founded Hui Ohana in the early 1970s. The trio recorded a string of successful albums including "Young Hawaii Plays Old Hawaii," "Hana Hou" and "From Kalapana to Waikiki" before breaking up to pursue individual projects. Pavao and Led Kaapana were Hoku Award winners as solo artists by the time Tom Moffatt brokered a Hui Ohana reunion in 1987. The reunited trio's recording of "Pua Carnation" won Single of the Year honors in 1988. Pavao had won Male Vocalist of the Year honors in 1987 for "Ka Keo Ki'eki'e," one of several albums released by Uehara's Poki label. Another, "Hawaiian Soul," was the winner in the Traditional Hawaiian Album category in 1989, while a third, "Na Mele Henohano: Dennis Pavao," took top honors as Anthology of the Year in 1993. He subsequently recorded "All Hawaii Stand Together" for Poki, and two albums, "Wale No" and "Sweet Leilani," for Maui-based Pilialoha Records. He is survived by wife Leialoha and six children. Funeral arrangements are pending. Cards and condolences can be sent to the Pavao family in care of radio station KPOA 93.5 FM at 311 Ano St., Kahului, HI 96732; or by e-mail to [email protected]. Born July 28, 1925, Payne was raised in Kansas City, Mo. But he considered Honolulu his home for the past 10 years, his girlfriend Judy Pollard said. Payne first came here to do a two-year contract for Sheraton with the Ink Spots in the 1990s. He stayed as the manager of the Banana Patch Lounge at the Miramar At Waikiki, Pollard said. Performing regularly at the karaoke lounge he ran, at benefit shows and at Unity Church, Payne loved Hawai'i's weather and the people's friendliness, Pollard said. "He would say, 'I'm not leaving Hawai'i,'" she said. The Ink Spots were a popular vocal group in the 1940s. As a "jive" group, their music was considered early rhythm and blues. The song "If I Didn't Care" brought the group international fame. Payne could harmonize any part and had a range that hit low bass notes and soared to descant soprano. However, being founder and director of the Leviticus singers of Kansas City was Payne's proudest accomplishment, Pollard said. The gospel singing group was from the Bethel African Methodist Episcopal Church. In 1963, the group appeared on the "Ted Mack Amateur Hour," a national TV talent show. The group disbanded in the 1970s. Many of the singers became pastors, ministers of music and choir directors in churches throughout the country, Pollard said. Payne's motto was "It's never too late to do good," Pollard said. Besides Pollard, Payne is survived by sons Anthony and Adrian; a daughter, Sarah; and stepson Travis Long. A memorial service will be held at Unity Church tonight at 6 p.m. at 3608 Diamond Head Circle. [Adv 30/7/2002]

Simon Alfred "Pico" Payne, a singer with the Ink Spots and a karaoke host in Waikiki the last several years, died July 26, two days before his 77th birthday. Payne, a popular host at the Banana Patch Lounge at the Miramar at Waikiki hotel, suffered a stroke in June, which left him partially paralyzed, according to close friend Booker T, also a karaoke host at the hotel. "It was an honor to work with such a treasure. I learned voice control, how to deal with people -- he had a remedy for almost everything. But the bottom line was, 'Trust in God'; he was always quoting Scriptures," Booker T said. "A lot of professional singers would come in after their own shows to listen to Pico or me (sing), and sometimes they would get up and sing, too," he said. Payne had a way with making karaoke customers feel comfortable singing in front of an audience with his friendly banter, or they would ask him to sing. Born July 28, 1925, in Baltimore but raised in Kansas City, Mo., Payne began singing in his Baptist church choir. While serving overseas in the Navy during World War II, he formed and led an a cappella group of black sailors whose reputation garnered them a command performance before the queen of England, according to close, longtime friend Kay Lorraine. After the war he was a regular at New York's Apollo Theater. During his 55-year career, he sang in tight harmony -- his greatest love -- with the Platters, the Ink Spots, the Drifters and others, she said. It was the Ink Spots' longtime engagement at the Sheraton-Moana Surfrider Hotel that first brought Payne to Hawaii about 10 years ago. That was a two- year engagement, after which Payne was scheduled for a gig in Las Vegas. But before he left Honolulu, the management of the Miramar asked him to host their fledgling karaoke nightclub. Anxious to remain in Hawaii, Payne called Las Vegas and asked if his appearance could be postponed. Years later, Payne remarked, "I think they're beginning to suspect that I'm not coming," according to Lorraine. Payne is survived by wife Carlotta; sons Anthony, Adrian and Leland; and daughter Sara Payne, all of Kansas City; and stepsons Travis Long, Wendall Johnson and Christopher Johnson. A memorial service was held at Unity Church. Funeral arrangements are being handled by Moanalua Mortuary; burial services are pending. Contributions for his memorial/medical fund-raiser may be made to Friends of Simon "Pico" Payne, c/o Bank of Hawaii, Kapahulu Branch, 727 Kapahulu Ave., Honolulu 96816. [SB 3/8/2002]
