300 Alimaq Drive Kodiak, Alaska 99615 Office: (907) 486-6014 Fax: (907) 486-2514 Shareholder Hunting & Subsistence Program Policy 2020 Introduction: Afognak Native Corporation, through its Governance Policies, recognizes that “The Board seeks to ensure a land base that is culturally secure, capable of providing a traditional Alutiiq way of life, without loss of size or location, with opportunity of first use by Shareholders.” The Shareholder Hunting & Subsistence Program has been developed to provide Shareholders the opportunity to use Afognak Native Corporation lands for personal hunting and subsistence purposes. This program is available for crabbing, fishing, berry picking, hunting deer, rabbits, fox, elk, etc. All participants must have their own gear for each activity. Eligibility: Participants must be an Afognak Native Corporation Shareholder, legally married spouse, descendant of a Shareholder, or a Shareholder-sponsored family member. A Shareholder-sponsored family member cannot reserve their own trailer, enter the lottery, or use facility or road transport services unless accompanying a Shareholder. Commercial guides are not permitted to use the program for guiding purposes. Elk season lotteries are for Shareholder entry only. Shareholders may apply for the Elk Drawing lottery if they received a State-awarded Elk Draw Tag or if their spouses, children or descendants received a State-awarded Elk Draw Tag. Reservations: Reservations for housing and transportation are on a first-come, first-serve basis, with the exception of the Elk Drawing and Elk Registration Seasons. The booking for Elk Drawing Season and Elk Registration seasons will be handled by lottery style drawings. Afognak will not accept bookings from September 25 to the end of November until the Elk lottery winners have been booked. Individuals must be 18 years of age to book a trailer and may only book for the program one time per year, unless trailers are not otherwise booked by a first-time user. First-time users have priority, which can bump a second booking. Eligible participants can accompany other parties who have booked. When booking a trailer, you must provide the name of each individual who will be in your party. Trailer reservations are transferrable amongst Afognak Native Corporation Shareholders, legally married spouses or descendants of a Shareholder. (When transferring trailers in Elk Draw season both parties must have an Elk Draw Permit). Minors who draw an Elk Tag must be accompanied by an adult. Trailer must be transferred, or canceled, one (1) week or more before reservation dates. People who already have a trailer booked and want to accept a transfer, need to cancel their other booking. Elk Drawing and Elk Registration Lotteries When to apply for Elk Draw Lottery (MUST have a tag) o Opens February 21, 2019, following the Alaska Department of Fish & Game Elk Drawing Hunt Results o All applicants must provide their full name, contact information, and what hunt they are entering. Each applicant is applying for one (1) trailer & one (1) transporter for five (5) nights, six (6) days; which accommodates four (4) people. One entry per Shareholder o Entry for the Afognak Elk Draw Lottery will close March 6, 2020 o The lottery winners will be notified Friday March 13, 2020. The results will be posted on our website: www.afognak.com When to Apply for Elk Hunt Registration o Opens March 16, 2020 o Those applicants who entered the Elk Draw Hunt Lottery who were not drawn by ANC will automatically have their name entered for Elk Registration Lottery o All applicants must provide their full name and contact information. Each applicant is applying for one (1) trailer & one (1) transporter for five (5) nights, six (6) days; which accommodates four (4) people. One entry per Shareholder o Entry for Afognak Elk Registration Hunt Lottery will close April 10, 2020 o Winners will be notified Friday April 17, 2020 The results will be posted on our website: www.afognak.com Housing: A maximum of four (4) individuals can utilize housing at any one time. Reservations can be made for housing up to five (5) nights. Participants must leave on the 6th day. Early arrival is not allowed. Participants must complete their subsistence activities and clean up no later than 3:00 p.m. on the 6th day. Trailers are equipped as follows: o 2 bedrooms each with 2 single beds – trailer sleeps 4 o 1 bathroom with shower / Also supplied: toilet paper, paper towels, trash bags o Kitchen facility with stove, cooking utensils, dishes, silverware, pots, pans, coffee maker, toaster, microwave o Although water source to Danger Bay Camp is treated, it is not tested nor certified by the DEC. Therefore, it is recommended that participants bring bottled water for personal consumption. Transportation: A maximum of four (4) individuals can be transported at any one time. Individuals using the housing component of the program will be given priority for transportation. Individuals seeking rides only (e.g. staying on personal boat or with other housing accommodations) will be accommodated as scheduling permits. Transporters have adequate supplies to provide first aid for injuries that are reasonably expected while providing transportation as well as sufficient supplies for emergencies including food, clothing and a source of heat. Transporter: Scheduling of truck rides will be done by the Transporter. Transporter will schedule drop off and pickup times. Transporter has discretion and authority not to provide transportation on roads or to locations for various reasons, including but not limited to, inaccessibility, dangerous or treacherous road conditions, etc. Transporter has right to refuse service to any individual. Policy Violations: A violation of the following policies may result in loss of future use of the Hunting & Subsistence Program. Different violations warrant different penalties. Penalties include, but are not limited to: being unable to enter the Elk Drawing and Registration Lottery, book a trailer, or utilize the program at all for one year or more. Penalties are levied consistently depending on the severity of the policy violation. Participant Responsibilities: All Participants must: 1. Comply with all H&S Program Policies, Joint Land Use rules, and applicable State and Federal regulations and laws. This includes NOT shooting game from truck or road, or using radio to identify location of game 2. All participants must sign prior to using facility services: Hunting and Subsistence Policy Acknowledgement Form Firearm Safety Form Hunting and Subsistence Release and Waiver Form Optional: Shareholder-Sponsored Family Member Eligibility Form (If there is a Shareholder-sponsored family member accompanying a Shareholder, both the Shareholder and the family member(s) must sign this form) 3. Contact the Lands office a minimum of one (1) week prior to their reservation date to cancel and to confirm, providing us travel plans. If a party does not communicate a week prior, the trailer will automatically be given to the next person on the waiting list. Failure to notify of cancelations one (1) week in advance could result in being disallowed to use the program for one, two or more years 4. Clean trailer and meat storage facility prior to departing. Facility should be left as clean as it was presented upon arrival. If not left as presented upon arrival, use of the program will be denied for at least one year from the date of departure 5. Bring the following items: sleeping bag & pillow, food, bottled water, toiletries & towel, weather gear & other items needed for the purpose of the trip (e.g. hunting necessities), handheld VHF radio or InReach device (required for safety purposes), and first aid supplies 6. Bring NO animals or household pets to Danger Bay Camp 7. Bring, or drink, NO beer, other alcoholic beverages, or recreational non-prescription drugs to Danger Bay Camp or in vehicles 8. Respect the Transporter who is in charge of scheduled pick up/drop off times. Each Transporter has the right to refuse service to any individual 9. Arrive no earlier than arrival date, and depart by 3:00 p.m. on the departure date. 10. All children must be accompanied by an adult from the group at all times; they cannot be left alone at camp or with a Transporter 11. Complete and provide a Basic Hunter Education Course Certificate in advance of the start of their program reservation, if participant is age 16 and under and will be handling a firearm. We recommend that inexperienced hunters of any age also complete the certification course at: http://www.adfg.alaska.gov/index.cfm?adfg=huntered.basichunter This site above provides information to complete the two-step process for obtaining a Basic Hunter Education Course Certificate. There are two ways to complete an Basic Hunter Education Course in Alaska: a. Instructor-led Course: 2 parts – workbook home study, 8 hour field day b.
