POWER PLAY

 Only 4 players will be allowed outside the inner circle (excluding -keeper) for all the non-power play overs.  There are 5 power play overs (2 and 2 ) with 10th of the innings as a mandatory power play over.  The power play overs can be taken anytime beginning over #1 and over # 15.  The 2 PP overs can be taken in consecutive overs or separate.  Each power-play over MUST be bowled by different bowlers. o If an error is made after the over has started (same bowler bowling another PP over) than the over will be deemed DEAD and it will be restarted at the same point (end of previous over) with the new bowler. Everything will be reverted back to the stage at the end of previous over.

P a g e | 4 2016 TCA Confidential| o If the error is after the over is completed then that will be considered a legitimate over and the game should be continued “as is”.  All 11 fielders will be on the field with the following restrictions:  Only 2 fielders will be allowed outside of the inner circle.  Maximum 3 fielders are allowed on the leg side.  If teams break the fielding restriction then a No-Ball will be awarded (no free hit) to the batting side. All the no-ball rules will be in effect (except free hit).

GROUPING AND SCHEDULE

The Round Robin phase Groupings are done based on the Open 2016 (40%), League 2016 (35%) and Winter League 2015 (25%) rankings. The teams that did not participate in WL 2015, League 2016, and/or Open 2016, will be placed at the bottom of the rankings.

Minimum 4 scheduled RR games. 2 Games will be scheduled in morning and 2 in evening. There will be two back-to-back game on same field.

PLAYOFF PLAYER(S) QUALIFICATION

A player to play in the playoffs has to meet following criteria:

 Must have played minimum 1 (be part of playing 11) game during any part of the Round Robin stage of the FLT+ Tournament.  Must have played for only 1 team during that process (penalties apply for playing for multiple teams)

Who can teams allow to play in the playoffs?

 Each team must play minimum 9 players in a game who were part of the Round Robin games  Two player exception (each playoff game): - A maximum of 2 players (per team) out of the playing 11 for a given game who were not part of any of the Round Robin stage games can play a playoff game. These 2 players (exceptions) can be different players in different playoff games however; rest of the 9 players MUST be part of the list of players who participated in the Round Robin stages.

NOTE 1:

If the winning team is found guilty of having played a game with players not meeting the above mentioned criteria then the result of that game will be considered as a FORFEIT and team would also be required to pay a P a g e | 6 2016 TCA Confidential| $100 fine. In case of a losing team violating that rule, the losing team will be required to pay a $100 fine. Monetary fines must be paid within 7 days after the penalty verdict is applied. If both the teams violated the rule then the result of game will be considered as a VOID/NO RESULT, and both the teams will be disqualified from the tournament. Their potential “would be” opponent (if the team(s) qualified) in the next playoff round would be given a . Player list will be generated to determine the list of players who played in the Round Robin stages of the event. Player list information will be gathered from published round robin stage detailed scorecards. Violation of this rule can be reported by playing teams, umpires, member of the community, or any TCA volunteer.

Note 2:

TCA Games Committee can assign same team(s) to umpire if there are any schedule changes related to weather, ground or something else. These changes can be during Round Robin stages or during the playoffs.

SYNC EMAIL Sync email will be initiated by Games Committee via website. Team management needs to login and see match sync in team profile and accept the game/umpiring. Automated full sync mail will be sent once all parties response on website match sync. Teams can always use communication feature to communicate with other team if needed. If in case there is an issue with the website sending sync email then a manual sync mail will be initiated by Games Committee or email address of teams will be shared with community and they will generate the manual sync mail.

 Both teams have to confirm the game by Thursday 12:00pm (noon) PST.  If one team confirms the game and other doesn’t by Thursday deadline then it is considered as forfeit for the team which didn’t respond.  Umpiring team should confirm the umpiring by Thursday 9:00pm PST .

Note: If the sync email initiated by games committee later than Wednesday 12:00pm (noon) PST then deadline will be shift by 24 hours after the sync mail is generated. In case of more than one games are schedule on same weekend and first game outcome determines the schedule of next game then deadline will be 12 hours after the sync mail is generated.

FORFEITURE OR DROP OUT Following are rules and penalties for forfeit. These penalties are in addition to points penalty covered later in document.

 Any team forfeiting any game in event (Round robin, Playoff) o The team will be required to pay a $100 fine. (payable to TCA) (for every forfeiture).  Any team which is found forfeiting more than 1 game in an event will be put on probation. Inclusion or exclusion of such team(s) in current or subsequent events will be determined by Games and Appeals Committees.

P a g e | 7 2016 TCA Confidential|  If a team decides not to continue (withdraws) with the ongoing tournament than all the remaining games for that team will be considered as forfeits and the team will be required to pay penalty $100 per game after exception of the first game.  If a team decides not to continue (withdraws) with the ongoing tournament they will still need to complete assigned umpiring assignments. Not completing the umpiring assignments will be considered as UMPIRE NO SHOW by that team and regular no show of umpire penalties will be applied.  If in case, both teams agree not to play the GC scheduled game (RR or Playoff) then it will considered as forfeit by both teams. Reschedule or modified game (determined by GC) if possible might be considered in exceptional cases.

NO SHOW [AFTER AGREEING TO GAME] Following are the penalties will be applicable to responsible team for such incidents.

 If the team forfeits after Thursday 12:00pm (noon) and 12 hours before the scheduled game time will considered as level 1 offense of NO SHOW. In such case team(s) will be subject to a fine of $100. o Example: If game is scheduled on Saturday 8:30am and any teams communicates the forfeits of game After Thursday 12:00 (noon) till Friday 8:30pm then that will be fall under level 1 NO SHOW.  Team(s) will be subject to a fine of $150 if they fail to be present for the scheduled game after confirming the game or if they forfeit with less than 12 hours’ notice. o Any teams found violating this condition will be immediately put on probation. Inclusion or exclusion of such team(s) in current or subsequent events will be determined by Games and Appeals Committees.

FIELD SETUP

EQUIPMENT REQUIREMENTS [MANDATORY]: Home team: It is mandatory to have 1 set of 3 spring fitted stumps, 2 bails, 20 big cones, 10 Flat cones, 1 measuring tape of length of 170 or more feet.

Away team: It is mandatory to have 1 set of 3 springs fitted stumps and 2 bails. It is recommended to have 10 big cones, 10 Flat cones, 1 measuring tape of length of 170 or more feet.

PENALTIES Team which don’t have the mandatory equipment and which resulted into delay in starting the game will be considered as team responsible for delayed start of the game. Penalty in terms over deducting overs from the responsible team inning will be applied as per Delay and Penalties section covered under this Guide.

GROUND PREPARATION Home team will be responsible for preparing the ground latest by game start time. Failure to have ground prepared by home team will be considered as delay caused by home team. Away team will not have any say is making decision about where to place pitch etc. Penalty in terms deducting overs from home team inning will be applied as per Delay and Penalties section covered under this Guide.

Guidelines such as putting the pitch as far as possible from fence on offside have to be followed. Ground declaration is part of ground setup, two runs declaration has to be 80 ft away from striker end middle stump. Please follow section GROUND RULES for all ground setup details. If any confusion then umpires call will be final call if there is any dispute over ground setup.

TOSS FOR THE GAME

Toss for the game has to be done before game start time. Upon winning the toss, the team needs to decide on batting or bowling immediately. No time for discussion after toss is permitted. Failure to do immediately would allow the opponent team to decide if they want to bat or bowl. In case the umpires are not present for the toss, the toss has to be done in presence of both captains.

PLAYERS REGISTRATION ON WEBSITE

 It is mandatory to have all playing 11 players registered on the website and if possible assigned to the playing team before the game.  Players who are not registered on the website will not be allowed to play the game due to liability issues.  Team management is responsible for the registration of their players.  Teams will be penalized if non registered players are allowed to play the game. Umpires and Opponent teams are advised to inform the Appeals committee of such occurrences.  In case of login/registration issues, players/team management must log a new issue in the Issue tracker right away.  Penalty of $100 will be applied for violation.  Violation of this rule can be reported by playing teams, umpires, or TCA volunteers.

BRIEF SCORES:

 It is mandatory for teams to publish BRIEF SCORES by first Monday 12:00pm (noon) PST after the game is played.

DETAILED SCORES:  Winning team has to complete the detail scorecard and send for review by first Wednesday 12:00pm (noon) PST after the game is played.

 Opponent has to verify the detail scorecard by first Thursday 12:00pm (noon) PST of the game played. Winning team has to mandatory review the DETAIL SCORES with opponent before publishing. If opponent failed to verify on time, then winning team will be able to publish the scorecard.

 It is mandatory for teams to publish DETAILED SCORES by first Friday 12:00pm (noon) PST after the game is played.

 In case of a TIE game it is the responsibility of the team whose player got the Man of the Match to enter the brief and detail scores. All deadline for scorecard entries remain same.  Detail scorecard entry should not be delayed due to not having all playing 22 registered in the team on website. It won’t be considered as valid reason to delay the detail scorecard entry. Team which doesn’t have all playing 11 registered on website will be considered as team responsible for delay in publishing detail scorecard and monetary fine will be applied to them.

 Games committee will determine the penalty based on whether the detailed scorecard was published by first Friday 12:00pm (noon) PST deadline of the game played. If this deadline missed then team responsible for missing the deadline will be fined.

 Missing brief/detailed scorecard deadline will result into $50 fine to winning team and needs to pay before playing next scheduled game.

 Scorecards can only be unpublished for correction before first Friday 12:00pm (noon) PST after the game is played. In case there were technical difficulties then team has to have that on record by creating ticket on website. o Example: For the website related reason a particular player was not able to register on TCA website (and an initial ticket was opened for that) and hence not added on team’s roster before the game or the player was unable to change the team than in such cases team management will be required to Open A Ticket (for scorecard entry editing) before first Friday 9:00am PST after the game is played so that the team can publish the detailed scorecard by Friday 12:00pm (noon) PST deadline.

SCORECARD ENTRY IN REDUCED OVERS GAME DUE TO PENALTY

TEAMS CHANGING GAME DAY/TIME

Round Robin: Teams CAN CHANGE game day or time if (i) Both the teams agree to the switch and (ii) GC is able to provide reserved field for that game. Both of these above mentioned criteria must be met to have the game officially rescheduled to other date and/or time. Umpiring teams (if they choose to) can send umpires at their discretion after the change is approved by Games Committee. This umpiring assignment will not be mandatory. However, if the game is officially rescheduled (due to logistics) by the discretion of Games Committee (and not requested by teams) than the teams will be required to play the game at the scheduled time and umpiring teams will be required to send the umpires at the scheduled time.

Playoff: Teams CANNOT CHANGE game day or time for playoff games. GC reserves the right to make changes due to logistics issues. In such cases, all rescheduled games will fall under regularly scheduled games and all the rules must be followed by the playing and umpiring teams.

UMPIRING ASSIGNMENT

Each team will have a maximum of 4 umpiring assignments in the Round Robin Phase of the event. Playoff teams will umpire games of other playoff teams. GC might have to adjust umpiring assignments to adhere to logistics.

Teams will be required to send umpires for the games their team has been assigned to by the TCA-BA Games Committee and the schedule released by TCA-BA GC. THERE ARE NO EXCEPTIONS.

Umpires are required to arrive latest by game start time. If the Umpire(s) arrive after the game start time, then they can officiate the game only if both the Captains agree and/or if the 1st innings is not more than 15 minutes old. If the umpire is not allowed to officiate the match, it will be treated as Umpire no show.  There will be 2 umpires assigned from the same or different teams for a game during the Round Robin Phase of the event.  There will be 2 umpires assigned for a given game during the Playoffs phase of the event.

Important note: There might be circumstances where a team can get umpiring and a scheduled game on the same weekend (different days). This won’t happen in general but sometimes when more number of games need to be scheduled we may ask teams to play game on one day and umpiring other day. On same ground there will be two games so teams will umpire one game and play other. In playoffs games a team will have game and one umpiring assignment on the same weekend.

TEAM SWAPPING UMPIRING ASSIGNMENTS Umpiring assignment swapping is allowed provided: 1. Swapping doesn’t result into umpires going for umpiring within same group and 2. Games Committee is informed by Thursday 12:00pm (noon) PST before the swap is official. GC will approve or disapprove of the swap. P a g e | 11 2016 TCA Confidential| Example: Team from group A cannot umpire game within group A and same applies to playoffs. TCA GC will reject such swapping if playing teams raised the issue or it came to GC’s knowledge by other sources.

IMPORTANT NOTE:

 Teams required to accept their designated umpiring on match sync as per schedule and later once sync mail goes out they can communicate the change on sync mail.  All the penalties will be in effect as per original rules/penalties once the switch is officially communicated to the playing and umpiring teams. 

PLAYER/TEAM WITH PENDING PENALTIES

If any player/team has penalty pending from any previous tournament, then he won't be able to play in the upcoming tournament even if he/they requests to play in different team in subsequent tournament or continued as same team.

Team penalties (Forfeit more than 1, Scorecards delay or any team related penalties) : Team won’t be allowed to play if they continue as same team. Team management (Captain/VC/Managers) will not be allowed to play for any other team either unless penalties are cleared from their previous tournament.

Player + Team penalties (umpire no/late show or any individual penalty): Team won’t be allowed to play if they continue as same team (even with different name). Team management (Captain/VC/Managers) + Umpire or individual will not be allowed to play for any other team either unless penalties are cleared from their previous tournament.

NOTE: Any player who is in team management for any game between the start of tournament to the end of the tournament will be considered as team management. I.e. team cannot change the team management just on the penalty weekend. Even if they do change then old management + new management will be considered as team management. Any team found playing a player w/o knowing player has pending penalty the team can get fined up to $50 fine. Any team found doing this intentionally, then the result of the game they played with such player will be considered as forfeited/loss in addition to a $100 fine. Player with penalty creating duplicate profile and continuing to play will be taken as a serious offence and can result into double the fine + limited term ban up to 6 months. All penalties can be upgraded (or changed) at Appeals Committee’s discretion.

ROUND ROBIN PHASE Both the teams will split points as an abandoned game. However, we want to encourage teams to be sportive and try to complete the game.

NO BUFFER WEEKEND There are no buffer weekends in this tournament.

PLAYOFF PHASE TCA Games Committee will try to reschedule these games (reserved grounds) for games that were not completed and result was not attained. If for some reason rescheduling of the games is not possible due to weather, ground availability or time frame, then the Games Committee will:

1. Schedule 10 Over per side game

a. These games can be scheduled in morning/afternoon/ evening and will depend on logistics.

b. There can be two back to back games of two games on same weekend. Or Game and umpiring on same day.

c. If games on Saturday get washed out then teams will might be required to play games on Sunday morning/afternoon/evening.

d. If Saturday games get washed out then backup schedule can impact games on Sunday too.

e. Teams will be required to follow such schedule changes and accommodate mandatory umpiring assignments.

2. Schedule 5 Over per side game

3. If none of this is possible than the game result will be determined by a SUPER OVER.

NOTE: TCA GAMES COMMITTEE WILL ONLY RESCHEDULE THE GAMES ON THE RESERVED FIELDS IF THE FIELDS ARE AVAILABLE.

Please read the following rules for all the conditions:

Scenario 1 A: Game tied at the end of 15 overs (Playoffs)

Super Over will be played to determine the winner of the game. All Super Over rules apply.

1. 10 Over per side game

2. 5 Over per side game (it will depend on logistics)

3. Play a SUPER OVER game (last and least preferred option).

Scenario 3 A: One team has completed 15 overs and second team has completed less than 15 overs but 10 or more overs (playoffs)

Weighted Score (WS) will be used to determine the winner of the game. All Weighted Score (WS) rules apply.

Scenario 4 A: One team has completed 15 overs and second team has completed less than 10 overs (playoffs) (below order)

1. 10 Over per side game

2. 5 Over per side game (it will depend on logistics)

3. Play a SUPER OVER game (last and least preferred option).

NOTE: TCA GAMES COMMITTEE RESERVES THE RIGHT TO DETERMINE THE PLAYOFF FORMAT AND RULES ENFORCED DURING THE GAME. GC WILL TAKE INTO CONSIDERATION ALL THE POSSIBLE SCENARIOS BEFORE DECIDING ON THE ABANDONED GAME SCENARIO (INCLUDING RULES MENTIONED ABOVE). READ BELOW FOR SUPER OVER AND WEIGHTED SCORE RULES.

GROUND RULES

On baseball fields because of fence restrictions on the leg side and off side please follow the below rules. On the leg side fence (or open area beyond the fence (where there are shorter than 80 ft fence), mark a spot at 80 feet from the striker’s end middle stump. A ball going over the fence, under the fence, getting stuck on the fence from this spot and 80 foot marker on the offside (while following the path behind the striker) will be 1 declared. A ball going over the fence, under the fence, getting stuck on the leg side and offside fence or area between the 80 feet cone markers and markers will be 2 runs declared.

MINIMUM # OF PLAYERS: Minimum of 9 players from both teams are required to start and to continue to play the game. Captains can do toss as they arrive on fields in presence of one of the umpires.

PLAYING FOR A TEAM: Player can play only for one team for the duration of the event. Both individual and club penalties apply.

OVER DEDUCTIONS: Please refer to the Delays and Penalties section below for more details.

NOTE: GAMES MUST START AT SHEDULED TIME UNLESS AND OTHERWISE APPROVED BY THE GAMES COMMITTEE. ENTIRE FIELD SETUP MUST BE COMPLETED IN ORDER TO START THE GAME.

I. DELAY BY ONE OF THE TEAMS Overs will be deducted from 15 over quota of the team responsible for the late start of the match; the other team will play their full quota of 15 overs. Umpires will determine the team responsible for late start of the match. Please refer to the chart below for more details.

NOTE: Umpires will determine the team responsible for late start of the match & could use combination both rules to determine the number of overs to be bowled by each team.

NOTE:

 In case of batting inning overs are reduced due to penalty then there is no change in number of power play overs for batting side. Bowling team can use any number of bowlers with limit of max 3 overs per bowler. Say overs are reduced to 10 then bowling team can use 3 bowlers with max quota of 3 overs.  If no players from either side have arrived within 15 minutes of start time the game will be abandoned and umpires will notify TCA.  If the game is abandoned due to player delays, both teams will lose their game. This will result in a BYE game during the playoffs stage for the tournament.

III. UMPIRE LATE/NO-SHOW When umpire is not available at the start time but both teams have minimum players then batting team will assign both umpires or could request any third party to officiate if available. Team managements are responsible for notifying of such delays. In such cases team captains are responsible to resolve any disputes arising in the result of the game.

IV. 15 overs game

Maximum time allotted per innings 15 overs is 60 minutes. Guidelines for time usage for teams:  60 minutes for 15 overs at 4 min/over.  3 minute drinks break at the end of 8th over (or if the wicket falls in the 8th over)  10 min for 15 over inning break.

Note: 10 min after both team play the first 15 overs innings break on grounds where restrooms are walkable. If players have to drive for restrooms, then break can be up to 20 min. Umpires can ask reduce this breaks if they notice a delay in the game.

 Umpires will determine the team responsible for slow over rate during the match and could apply the same formula of reducing overs from the inning mentioned in this guide as late start of the game. This over reduction can happen while inning is in progress.

 If team bowling first bowled with slow over rate, then overs will be deducted during their batting.

 If team bowling second didn’t start the inning after given break time, then batting team will be awarded with 5 runs for every 10 min delay.

 If team bowling second going with slow over rate, then 5 runs can be awarded to batting side for every 10 min delay.

 If umpires didn’t show up after the specified inning break time, then he will subject to penalty of NO/LATE show for the game.

NOTE: Umpires will take call for slow over rate and they will consider the additional factors which can impact the over rate. Factors such as time should be discounted for searching lost balls, getting balls which crossed fence or went on road, on 360 field’s balls going too far too often or someone gets injured on field etc.

Round Robin Teams will split points (8 points each) in the round robin phase of the event. Super Over or WS will not be used for this round.

Playoffs – Super Over The following procedure will apply should the provision for a one over per side eliminator be adopted in any match.

 Subject to weather conditions the one over per side eliminator will take place on the scheduled day of the match at a time to be determined by the umpires. In normal circumstances it shall commence right minutes after the conclusion of the match.  If the one over per side eliminator cannot be started before the scheduled or rescheduled cut-off time for the completion of the match, it shall not be played. For the avoidance of doubt, the cut- off time for starting the eliminator will include any previously unused extra time remaining at the end of the match.  The one over per side eliminator will take place on the pitch allocated for the match (the designated pitch) unless otherwise determined by the umpires in consultation with the ground authority and the umpire.  Prior to the commencement of the one over per side eliminator each team elects three batsmen and one bowler (prior to their innings). Team batting 2nd can designate 3 batsmen after completion of 1st team’s Super Over batting. Team bowling 2nd can designate 1 bowler similarly.  The nominated players are given in writing to the umpire.  The umpires shall stand at the same end as that in which they finished the match.  The umpires shall choose which end to bowl and both teams will bowl from the same end.  Each team’s over is played with the same fielding restrictions as apply for a non-Power play over in a normal match.  The team batting second in the match will bat first in the one over eliminator.  The same ball (or a ball of a similar age if the original ball is out of shape or lost) as used at the end of the team’s innings shall be used for the “extra” over.  The loss of two in the over ends the team’s one over innings.  In the event of the teams having the same score after the one over per side eliminator has been completed, the team that hit the most number of boundary sixes combined from its two innings in both the main match and the one over per side eliminator shall be the winner.  If the number of boundary sixes hit by both teams is equal, the team whose batsmen score the most number of boundaries from its two innings in both the main match and the one over per side eliminator shall be the winner.  If the number of boundaries from the two innings in both the main match and the one over per side eliminator P a g e | 20 2016 TCA Confidential| are equal, the team which took the most number of wickets combined in both the main match and the one over per side eliminator shall be the winner.  If still equal, a count-back from the final ball of the one over eliminator shall be conducted. The team with the higher scoring delivery shall be the winner. If a team loses two wickets during its over, then any un-bowled deliveries will be counted as dot balls. Note that for this purpose, the runs scored from a delivery is defined as the total team runs scored since the completion of the previous legitimate ball, i.e. including any runs resulting from wides, no ball or penalty runs.

Example:

In this example both teams scored an equal number of runs from the 6th and 5th ball of their innings. However team 1 scored 2 runs from its 4th ball while team 2 scored a single so team 1 is the winner.

Weighted Score (WS) – Rain Interrupted Playoff games We define the term Weighted Average (WA) of a team, as the number of runs scored divided by the number of wickets lost at the end of the innings of that team. If a team has lost zero wickets, then their WA will be their total score.

For example, team A is 120/5 at the end of 15 overs.

Team A’s WA = 120 / 5 = 24.

Team A’s RunRate (RR) = 8.0

The Weighted Score is defined as the product of (RR) and Wicket Average (WA).

In the present case, Team A’s WS = 24 * 8 =192.

The WS will be calculated by calculating both the RR and the WA up to 3 decimal places. The WS will be rounded off to two decimal places.

Given below are some assumptions to help you understand WS calculation. WS is to be calculated for each previous completed over, starting at the last over of the innings until a winner can be determined. If the WS is still the same at the end of 5 overs, the winner will be decided by the sudden death method, play Super Over (explained above).

 Team A bats first and get all out in 14.3 overs. Team B bats for 15 complete overs and the match (runs and wickets) is a tie. The WS is also the same. Calculate the WS for BOTH the teams at the end of 14th, 13th , and 12th….overs until a winner can be determined.

 Team A bats first and plays 15 complete overs. Team B bats for 13 overs and is all out. The scores (runs and wickets) are the same and the WS is the same. Calculate the WS for BOTH the teams at the end of 13th , 12th….overs until a winner can be determined.

Weighted Score (WS) Calculation If the game is interrupted due to rain, wait for the rain to stop. Analyze the ground conditions with umpires to make a sound judgment for play or cancellation of the game. Umpires are sole decision maker to stop or continue the game. Following applies,

 Match is cancelled (abandoned) if one innings is over and less than 10 overs were bowled in the second innings, or;  If 10 or more overs have been bowled in second innings then the match result will be calculated as follows,

Current Run Rate (RRc) for Team B (RRr) for Team B If RRc – RRr is greater than 1.0 (i.e. B is scoring at 1 run more than the required rate), Team B is the winner.

In all other cases weighted score will be used to determine the winner. Also refer to breaking a tie in previous sections.

Assume that Team A and Team B are playing against each other and Team A batted first.

Example 1

Team A scores 61/5 in 15 overs.

Team B scores 42 / 6 in 10 overs and match is halted because of rain.

RRc for team B = 4.2

Team B is the winner.

Example 2

Team A scores 53/4 in 15 overs.

RRc for team A = 3.53 <= (53/15)

Team B scores 48/8 in 13 overs and match is halted because of rain.

RRc for team B = 3.69 <= (48/13)

RRr for team B = 3.00 <= (6/2)

RRc – RRr = 0.69 (3.69-3.00) which is < 1.0. We need to calculate the WS (weighted score) for both the teams to determine the winner.

WSa = WAa * RRc = 53 /4 * 3.53 = 13.25 * 3.53 = 47.773

WSb = WAb * RRc = 44/8 * 3.69 = 6*3.69 = 22.14

Team A is declared the winner.

FREQUENTLY ASKED QUESTIONS

1. If a batsman hits the ball and the fielder catches it, however, runs in 1 run or 2 runs declared area is the batsman out or ?

If a catch is taken inside the playing area and the player runs (or enters partially or completely) into the declared area (1 run, 2 runs or 3 runs) or outside the boundary with the ball in hand or the ball thrown in that declared area or the boundary after the completion of the catch than the batsman shall be adjudged NOT OUT. The catch has to be completed in the playing area (non-declared zone) and the player must be inside that area for the catch to be considered completed and the batsman given OUT.

2. Can a fielder climb the fence to catch the ball or stop the ball from going over the 1 run declared or 2 runs declared fence?

Fielder / Keeper shall not be allowed to climb the fence to complete the act of preventing the ball from going over the fence or catching the ball by the virtue of climbing the fence. The batting side will be given the exact #

P a g e | 23 2016 TCA Confidential| of runs associated with the declared area. In case of a completion of a catch by virtue of climbing the fence the batting side will be awarded the exact # of runs associated with the declared area.

3. Can a fielder rest on the fence before the ball arrives to him and then complete a catch or field the ball?

Fielder cannot complete the act of fielding or catching a ball while his body is resting (before or after the ball is delivered) on the fence. The batting side will be given the exact # of runs associated with the declared area and in case of completion of the catch batsman shall be given NOT OUT.

4. Can a fielder take a catch and then use help of fence to stop his run or rest on fence while celebrating?

If the act of catching is completed by the fielder before coming to an abrupt and complete stop because of the fence or any other restriction on the field of play than the batsman shall be adjudged OUT by the umpire.

[Note]: The player must be inside the field of play when this happens and not in the declared part (partially or completely) of the field.

5. If the non-striker blocks the view of the main umpire and the strike batsman edges it and the catch is taken by slip fielder or the keeper what is the verdict?

If the front (main) umpire cannot determine the catch completion without any doubt (even 1%) than the batsman shall be adjudged NOT OUT. Square leg umpire shall not be consulted by the front umpire and cannot have any ruling in this matter. The discretion of OUT or NOT OUT is solely the responsibility of the front umpire.

However, if the act is deemed intentional by the umpire(s):

1. The fielding side would be awarded 5 Penalty runs if the fielding side is going to bat 2nd.

2. The batting side will be penalized 5 Penalty runs if the fielding side has already completed their batting.

3. For every single instance after that umpires shall penalize or award 5 Penalty runs.

4. Umpires are not required to give warnings to penalize or award a team penalty runs.

6. Player Changing Teams during the tournament

At this current time players are not allowed to switch teams or transfer themselves to other teams in a particular event if they have participated in an official TCA game in that particular (during) event.

7. If bails are dislodged before collecting the ball, what is needed to get ?

If both the bails are dislodged then there are 3 ways to get a run-out:

[i] Lift (uproot) the stumps (1 if regular stumps or all 3 if they are spring stumps) in the air (height doesn’t matter as long as they are uprooted) with the ball in a hand(s) touching the stumps. If the ball is

P a g e | 24 2016 TCA Confidential| in the hand which is not touching the stump(s) and the stumps are lifted than the batsman shall be given NOT OUT.

[ii] In case of spring stumps, the stumps need to be disturbed enough that it is moved from their original location on the pitch or they are completely knocked down on the ground by the ball hitting the stumps directly or by the fielder holding the ball in his hand(s) which is touching the stump(s).

[iii] If the stumps are moved before the fielder throws the ball for the run-out opportunity the fielding side has to (a) ensure that the stumps are in their original location (b) WITH the bails on them. If both of above criteria are not met by the fielding side during play than the batsman shall be given NOT OUT.

8. Bat and pad decisions

Scenario 1: If the ball touches the bat (or the gloves/hand which is holding the bat) and then the body of the batsman (any part) without hitting the ground in between and a catch is completed by a fielder than the batsman shall be adjudged OUT.

 BAT + BATSMAN’S PAD/BODY + CATCH = OUT  BAT + GROUND + BATSMAN’S PAD/BODY + CATCH = NOT OUT  BAT + BATSMAN’S PAD/BODY + GROUND + CATCH = NOT OUT

Scenario 2: If ball touches the body of the batsman (any part) and the bat (or the gloves/hand which is holding the bat) and then without hitting the ground in between and a catch is completed by a fielder than the batsman shall be adjudged OUT.

 BATSMAN’S PAD/BODY +BAT + FIELDER’S BODY+ CATCH = OUT  BATSMAN’S PAD/BODY + BAT + GROUND + FIELDER’S BODY + CATCH = NOT OUT  BATSMAN’S PAD/BODY + BAT + GROUND + CATCH = NOT OUT

Another scenario:

 BAT + BATSMAN’S PAD/BODY + HAT/CAP OF THE FIELDER/WICKET KEEPER (OR ANY EXTERIOR PROTECTIVE GEAR/EQUIPMENT) + CATCH = NOT OUT  BAT + BATSMAN’S PAD/BODY + PADS OF THE WICKET KEEPER + CATCH = OUT

NOTE: If the ball hits the glove/hand of the batsman which is not touching/holding the handle or part of the bat and a fielder catches the ball (when the bowler delivers the ball) then the batsman is considered NOT OUT.

9. Multiple batsmen walking on the field of play one after another after a fall of wicket

If the 1st batsman who entered the field of play is still inside the field of play than [1] that batsman has to take the guard or continue to be the batsman of record or [2] be recorded as RETIRED OUT if he intends not to continue.

If the 1st batsman who entered the field of play leaves the field of play and the 2nd batsman is already inside the field of play than the 1st batsman shall be adjudged RETIRED OUT. At the same time 2nd batsman who entered the field of play can continue to be the batsman of record and proceed to progress his innings.

10. What comes under the jurisdiction of front (main) umpire and the square leg umpire?

 Front umpire can overrule any no-ball adjudged by the square leg umpire.  Front umpire cannot refer to the square leg umpire for edges or sounds or deflections. They can however, refer to leg umpire for a bumped ball or a bat-pad or pad-bat scenario or wide/hitting the leg scenario. Final decision will lay in the hands of the front umpire. If there are any doubts (even 1%) than the benefit of the doubt goes in the favor of the batsman.

11. What is the uniform/dress code in TCA? What are players allowed to wear and not allowed to wear while playing official TCA match?
